of Munitions Control on December 18, 1963, that he was

in possession of firm evidence that the ammunition used to

assassinate President KENNEDY was imported into the United

Security Act of 1954, as amended.

S., as it was manufactured specifically for the Greek Government under the Greek Aid Program. The informant has reason to believe that the ammunition was imported. rom Canada under the provision of the International Traffic in Arms regulations which exempts imports from Canada where the ammunition has-come from a third country and has been in Canada more than one year. If the ammunition used in the assassination of ;President KENNEDY was part of any U. S. aid program shipment to Greece, it could not legally have been brought into the U. S. for resale, except for personal use by a collector or lor military

.use, notwithstanding the U. 8.-Canada agreement.*

Mr. SIPES stated that the Department of State is not taking any action with regard to investigating this allegation about the ammunition. Be advised that State is definitely interested in doing whatever can be done to tighten up ontrols at the Canadian border with regard to ammunition' importation and will probably have conversations with other

interested government agencies in this connection. Be stated that the Office of Munitions Control would be interested in receiving any info pertinent to this which the Bureau might develop with regard to the information furnished by.the informant.

Since extensive previous investigation has been conducted in thk case and WO not in aposition to evaluate the above information from material available, no specific leads re aboemo are being set forth. Any further action in this respect-is being left to the discretion of the Bureau and the Office of Origin.

violations of which are handled by the U. S. Department of State. The informant feels the Century Arms Company in St. Albans, Vermont, must have imported this ammunition into the U. S. through Canada. State advised its informant is of unknown reliability and represents one of a group of small arms dealers who have been trying to get the Department of State to do something about the trans-shipment of ammunition via Canada, as it adversely affects their businesses.

We initially commenced the tracing of the ammunition used in the assassination, but found this to be an extensive, if not impossible, task; and, therefore, this check was limited to those areas where Oswald was known to or suspected of residing. While the location of the same lot would not tend to be of significant value to this investigation, it is felt we should check this out, since the informant bras specified one company. Any additional evidence of a possible violation within the investigative jurisdiction of the Department of State will be furnished them by appropriate means.

They also pointed out that the figUres below the passengers' names, "9 Laredo, 7 Monterrey," indicated the number of passengers for each destination. It will be noted that without taking OSWALD into account there are nine ticket numbers listed with the prefix. 10, indicating travel from Mexico City to, aredo, and, seven ticket numbers bearing the prefix 39 indicating passage from Mexico City to Monterrey. Including OSWALD, there are actually ten passengers listed with a destination of Laredo. Efforts are being made to clarify this discrepanc the .

The name LIZ HARVEY which appears on succeeding days through 10/1/63 would have been written by a hotel employee.

Pursuant to request of Mr. Rankin, Counsel for the Presidential Commission investigating the assassination, there is attached a letterhead memorandum incorporating results of our investigation dealing with subject's trip to Mexico between 9-26-63 and 10-3-63. The ,letterhead makes reference to the allegation of Gilberto Alyarado=Ugiite to the effect he saw Oswald accebt-$6;500 in the Cuban Embassy 9-18-63 to commit an assassination. The Central Intelligence Agency (CIA) handled the investi-gation of this allegation culminating in a polygraph examination on 12-5 and 6-63 in which our Legal Attache acted as interpreter. The CIA examiner concluded that Alvarado's story was a fabrication and Alvarado finally admitted that he was not truthful. 0"40A;

On November 23, 1963, a confidential source abroad advise:: that official records of the Mexican Government indicated that one Lee, Harvey Oswald, had entered Mexico on E -;)tember 26; 1963, at Nuevo Laredo, lamaulipas, and had dc7-,arted Mexico at the same place on October 3 1963. Source sLsc:,uontly on November 24, 1963, made available a copy of .che ::Ic7xican Tourist Card (Form FM-8) used for the entry of this person into Mexico. 7...e following information was noted from the copy of the card: ,4A

was placed on the card in error inasmuch as the signature appea....ing on the original and duplicate portions of the card is Lee H. Oswald. Oswald listed his profession as "photographer" stated he was 23 years of age and married, and presented a

certificate in proof of his citizenship. The card was valid for a single journey to Mexico for a period of fifteen days.

This manifest covered a tr....) o a bus of the company which departed Mexico City on October 2, 1963, for Nuevo Lared:, According to the source, this bus ilad a scheduled delarzure time of 1 p.m. from ::exico City on October 2, 1963, and a scheduled arrival time at Nuevo Laredo of 6 a.m. on October 3, 1963. The passengei listed az occu2Yin" seat 4 on this manifest was "Oswald," no first name -Iven. The destination of this individual was given as Laredo. (A)

The manifest listed the chauffeurs on this particular bns trii as Francisco Saucedo and Dionisie acyna. On Decembe: 3, 1953, a source advised that on that date he had located and interviewed these two chauffeurs with the following esu_ts:

Photographs of Oswald were exhibited by the sourcell to Saucedo, and the latter advised that he had no recollection of Oswald ravine been on the bus on the October 2-3 trip from

Saucedo pointed out that he and other bus drivers ordinarily pay little attention to the identities of passengers riding aboard their buses and that it would not have been unusual that Oswald did not come to his attention. He also stated that seats 2 and 4 are usually reserved for the use of the relief driver in order-that he could stretch out and get some sleep during the trip. They identified Lee U. -Oswald as a passenger on the Red Arrow bus who introduced himself to them. Oswald told them that - he lived in Russia for two years. He traveled .alone and had one piece of luggage, a small zipper bag. Oswald recommended to the young women that they stay at the Hotel Cuba in Mexico City as he had stayed at that establishment several times and it was inexpensive.
