Sub: Online Building plan approval by adapting Building plans prepared by MIDC (Type plans).
It is observed that the small size plot holders generally
construct typical Industrial shed with allied facilities as per DC rules for
which approvals of MIDC are to be obtained physically by the plot
holder. In order to Ease of Doing Business and for speedy approvals
for the plot-holders having plot area between 500 m2 to 5,000 m2, it is
decided to make available pre-approved building plans on website of
MIDC and accord on line approvals (commencement certificate) for the
Industries those who are fulfilling following parameters. This facility is
only for Industrial Buildings and optional to plot-holders as decided
below:
Pre approved 28 Number of plans as per DC rules and
complying policy of MIDC for the plot size between 500 m2 to 5,000 m2
are prepared . It is now decided to upload these plans on the website
of MIDC. The plot-holder having fixed size of plots i.e. 20 m x 25 m for
500 m2, 25 m x 40 m for 1,000 m2 etc upto 5,000m2 and having
"Consent to Establish" from MPCB in Green and Orange category with
low hazard activity (as per enclosed annexure H' of NBC 2005, part IV)
are eligible to adopt the pre approved plans.
L The plot-holder who is registered in single window can
adopt the pre approved plan suitable to his plot size, activity and can
start construction on the plot as per the pre-approved plans only, after
paying following charges and receipt of on line building plan approval
order (Commencement Certificate) . Once the selection of pre
approved plan is made by the plot-holder, a demand note will get
automatically generated in the system for following payments:
1) Scrutiny fee of building plans.
2) Development charges.

3) Labour cess.
4) Water supply agreement fees.
5) Water connection charges.
6) Security Deposit.
7) Basic Fire Protection Fund fees (wherever applicable).
The facility of online payment is available through payment gate way
provided by MIDC. After receipt of payment, a Building permission
order (Commencement Certificate) will get generated in the system
with usual terms and conditions of granting building permission, water
connection, Fire NOC.
A) Payment for approval of building plans:
While granting Building permission order, it is decided to
recover charges as follows:
1) Scrutiny fees RS.1000/- (fixed) .
2) Development charges:
The land rates of MIDC are already incorporated in the
system. The plot-holder will have to mention the land rates of ready
reckoner in the system. These rates will be self-certified by the plot
holder. The development charges will automatically get worked out as
per the policy of MIDC i.e. based on land rates of MIDC or Ready
Reckoner rate whichever is higher.
3) Labour Cess:
The amount of labour cess will also get automatically
calculated . For calculation of labour cess, estimates have been
worked out by MIDC. It shall be noted that while estimation of pre
approved plans, the element of construction cost for height more than
4.2 m is already considered .
4) Water connection :
It is decided to grant a 15mm dia water connection with
the assumption of water consumption will be 10m3 per day, thus
charges are calculated accordingly.

i) Charges for blank agreement form:
For the water connection, cost of blank agreement form
(In triplicate) will be RS.75/- which is already incorporated in the
system.
ii) Connection charges:
Connection charges of RS.500/- are fixed .
iii) Security deposit:
Security deposit amount equal to 90 days consumption
will get displayed in the system for which water rate of particular
industrial area is already mapped.
After the plot-holder approaches for water
connection, the concerned DE shall inspect the site and road
cutting charges if involved shall be recovered separately after
issuing separate demand note to the plot-holder.
5) Provisional fire NOC:
Basic fire protection fund fees will be charged as per the
prevailing norms of MIDC.
The plot-holder will receive the mail of Building approval with following
attachments:
i) Building plan approval order (commencement certificate).
ii) Copy of type design selected by plot-holder duly
approved.
iii) Payment receipt.
The plot-holder also can download above approval along
with attachment.
Copy of said mail with attachment will be forwarded to
a) Chief Planner.
b) Respective SPA.
c) DE dealing with water connection
d) Divisional Fire Officer
e) Regional Officer.
Above officers are hereby directed to proceed further for
taking necessary action in this regard. The respective SPA, DE

Water Supply Division are hereby directed to verify the amount
calculated by the system are as per MIDC norms and circular. If
the amount recovered is found less, they shall issue
supplementary demand and recover the said amount from the
plot-holder. The plot-holder is bound to pay the supplementary
demand.
It shall be obligatory on the part of plot-holder to construct
the structure as per the preapproved drawing plans, selected by him.
All concerned are hereby directed to take note of above
facilities and act accordingly.
In case of any operational difficulty faced by the plot
holder, same shall be reported to CP MIDC.
