CCSA 2009 Annual Report

Officially established in Beijing on Dec.18, 2002, China Communications Standards Association (CCSA) is a non-profit corporate social organization united and organized voluntarily by enterprises and institutes in China, approved by the competent authorities, and registered in the national association registration administration for carrying out standardization activities in the fi eld of Information and Communications Technology (ICT) across China.

Business scope: development of domestic and international standards, workshops on standards, information service & training, as well as domestic and international exchange & cooperation on ICT and standardization.

Member nature: corporate bodies that are divided into the full-right members and non-voting members.

Competent authorities: Ministry of Industry and Information Technology (MITT) and Ministry of Civil Affairs.

While the whole world was struck by the international fi nancial crisis in 2009, great achievements were obtained in fastening the construction of the 3rd mobile telecommunications network, NGN and broadband optical access, as well as developing new business, new applications in getting with the new features of the new generation of mobile telecommunications network and the mobile internet to accelerate upgrade of system and terminal product.

On the premise of completing the work of standardization of telecommunications network, CCSA set up technical standards in green internet, energy conservation and environment protection, co-location and sharing, spam message, and interface unity on time, providing the reliable technical basis for adapting to the industry development, satisfying the requirement of industry supervision, and protecting the interests of the consumers.

In 2009, CCSA completed 9 national standards, 314 industry standards and 9 standard technical documents for reference. 16 technical reports, 24 study reports were issued, and 560 standards were reviewed. The total number and quality hit historically high level.

With the support of the Science and Technology Department of MITT, National Technical Committee 485 on Communication of Standardization Administration of China was established, with its secretariat affi liated to CCSA. CCSA also submitted apply for setting up the National Telecommunications Standardization Service Technical Committee to Standardization Administration of China, and has got the approval. At the same time, CCSA plays the role of Telecommunication Security Standards Group in National Technical Committee for Information Security Standardization (NTCISS) which is favorable for developing national standards and carrying out centralized management.

The "Exhibition of Communication Standardization Achievements" was held during the th7 General Assembly. CCSA and a dozen of members including ZTE, Huawei and Datang Mobile participated.

Ⅰ.Development of Standards

In 2009, on the premise of completing the work of standardization of telecommunications network, CCSA led its TCs set up technical standards in green internet, energy conservation and environment protection, co-location and sharing, spam message, and interface unity in time according to national requirements, providing reliable technical evidences for the industry development, supervision of the government and industry, as well as consumers’ right protection.

In 2009, CCSA undertook the carry-forward and newly assigned 101 national standard projects, 668 industry standard projects, 104 communication standard related technical reports, and 202 research projects. Through the hard work of all members, CCSA completed 382 draft standards for approval, 209 draft standards for voting and 236 public enquiry drafts and 248 drafts are being drawn, with number and quality achieving the highest level in its history.

In 2009, CCSA completed 9 national standards(GBs) issued by SAC, 314 industry standards(YDs) issued by MITT and 9 standard technical documents for reference; 16 communication standard related technical reports were issued by CCSA, 24 study reports were completed. Meanwhile, 560 standards were reviewed according to the request of MITT.

1. Development of Network and Service Standards Mobile Communication

In order to consolidate the achievements of TD-SCDMA and fasten its commercialized process, CCSA improved the existed Standards of GSM/TD-SCDMA Dual Mode Terminal. In this way, users with SIM card of GSM can enjoy 2G and 3G service. Thus it accelerated the development of users of TD-SCDMA.

CCSA started to draw up TD-LTE standards and carried out research work of fi ve technical reports on communication standards including “Technical Requirements of TD-LTE Digital Cellular Mobile Communication Network Uu Interface”. After the TD-SCDMA network was upgraded into HSPA, CCSA carried out work of drawing up HSPA+ standards in time.

Unifi ed IMSCompared with the international research on Unified IMS standards, based on its previous work on overview architecture, networking and requirements in 2008, CCSA completed related study in networking equipments, SIP protocol in Unified IMS network. The standards study in this fi eld was not only applied in domestic, with parts of the technological content input into the international standards.

Optical Communications OTN technology has been the hot topic recently in the international development. While Participating ITU’s work actively, CCSA carried out a series studies on OTN, rechecking the “OTN Technology Requirements” and “OTN Network Testing Methods” especially. Moreover, remarkable progresses were made in N*40G, EoT and ASON.

With the improvement of GPON product function and the maturity of industry chain, to realize the interworking between OLT equipment and ONU equipment from different manufacturers became the important topic in this filed as well as the key point that whether GPON equipment could be commercialized. CCSA rechecked “Technical requirements for access network — Interoperability of GPON system”.

With the large-scale deployment and operation & maintenance of FTTx by operators, CCSA drew up the “FTTx Optical Line Test and Diagnostics” by means of draft system, which supported operation and maintenance of the operators.

Ubiquitous NetworkChina gives much emphasis on the rising of Ubiquitous Network by making it one of the important programs of “Outline of the Eleventh Five Years Plan of Information Industry Development and Mid-term and Long-term Plan of 2020”. Operators from different

countries are in the competition of gaining the huge market in Ubiquitous Network. Therefore, CCSA carried out standards about gateway of wireless sensor network combined with telecommunications network, as well as mobile M2M services.

P2PIn the respect of the out-of-order and overfl ow of P2P application, CCSA accomplished “Technical Framework for Carrier Network-aware P2P Traffi c Optimization”. Optimizing the fl ow of P2P, the standards economized the internet sources and costs, and relieved the overflow problem. Moreover, CCSA carried out “Operable and Manageable P2P Network Technology Architecture”, making the transfer from “defense” to “application” of P2P come true.

IPTVIPTV is one of the important research fi elds of ITU, and also the fi eld in which the most standards we proposed to ITU. On the basis of previous IPTV standards, CCSA fi nished the architecture of IPTV service management system, operation and maintenance management interface, bearing network and terminal-STB, which played an important role in the development of IPTV service.

Video MonitoringAmong the applications of broadband, the service of video monitoring has become the key point of the development of telecommunications operators. With the development of social informatization, more and more industries’ needs for video control increased. On the basis of intensive study over the years, CCSA adopted the form of TCs’ joint meeting to examine and verify the overview, service, security, network management, code and the requirements of client side.

2. Development of Standards Involving the Major Concern of the government such as energy effi ciency & emission reduction, Co-construction and sharing, as well as green internet.

Energy Effi ciency & Emission ReductionIn order to strengthen the study in energy efficiency and comprehensive utilization, CCSA accomplished the national standards such as “Guidelines for the classifi cation of energy-saving communications products”, “General principles of energy conception test methods for telecommunication equipment”, “Method of calculating recoverability rate of telecommunication terminal equipment” and “Method of calculation recoverability rate of telecommunication infrastructure equipment”. With regard to communications station and power equipment efficiency, CCSA carried out standards such as “Guide for energy saving technology of power supply and room environment for telecommunications”, “The technical requirement of 240V direct current power supply system for telecommunication”, and “Technical requirements and testing methods for converting mode solar power controller for telecommunications”, among which “The technical requirement of 240V direct current power supply system for telecommunication” solved the problem of high failure rate of alternating current while cut the cost by 40%, making the energy

effi ciency benefi t achieved 20%. With the active participation of China Telecom, China Mobile and China Unicom, CCSA fi nished the standardization study of energy saving and comprehensive utilization of energy for ICT.

Co-construction and Sharing of the Telecommunication InfrastructureIn order to implement the requirements of Document No.235 in 2008 issued by State-owned Assets Supervision and Administration Commission of the State Council and MITT, under the arrangement of the Science and Technology Department of MITT, CCSA completed “Standards Architecture of co-location and sharing of the telecommunication infrastructure” and the related verifi cation of tower mast and base station facilities requirements, providing strong support for the implement of co-location and sharing of the telecommunication infrastructure.

Green InternetThe Internet is glutted with obscene, pornographic and violent information which is illegal. Therefore, to control and manage harmful content of the Internet effectively, purify the environment of the Internet, construct a healthy web environment, and protect the juvenile from harmful information are in pressing need. CCSA completed two industry standards: “Technical requirements of content filter based on WAP gateway” (YD/T 2054-2009)and “Technical requirements of content fi lter based on broadband network access server” (YD/T 2055-2009).

The establishment of these standards will bring in improvement of specifi c implement of retrofitting filters of harmful information to WAP gateway of mobile phone, guiding the telecommunication companies to strengthen self-discipline.

Unifi ed InterfaceSince the implementation of YD/T 1591 “Technical Requirements and Test Method of Charger and Interface for Mobile Telecommunication Terminal Equipment” in June 2007, nearly 5000 kinds of cell phones adopted the charger with unified interface, playing an important role in conserving energy, protecting environment, and facilitating consumers which attracted

attention all over the world and won high praises. To make the standard more perfect and achieve better effect, CCSA revised this standard. On the basis of the original standard, CCSA defined the power chain as the one with 3 parts: power adaptor, cable and terminal. The newly-defined forms on mobile phone side satisfi ed most of the design of phone in nowadays and also considered the development in future. This standard was widely recognized by international standards associations, and was used for reference as well as adopted by GSMA and ITU-T.

Ⅱ.International Standardization Exchange & CooperationIn 2009, CCSA continued to work hard in supporting the government, actively promoting the international standardization strategy, advancing the voice of China in the world, extending as well as deepening the communication and cooperation with international standardization organizations.

1. Active Participation in Accomplishing International Standards In 2009, the contributions submitted to international organizations were improved and increased compared to 2008 both in quality and quantity.

Till December 2009, 845 contributions were submitted to ITU, 8022 to 3GPP, 320 to 3GPP2, with the acceptance rate of 45%. CCSA plays an important role in the fi elds of TD-LTE, NGN, IPTV, transfer and access, etc., forming an atmosphere of full involvement and part guide.

The TD-LTE standards mainly fi nished by China were recognized and supported by 3GPP. It was taken as alternative plan of 4G by ITU, laying a good foundation for further development of TD-SCDMA and becoming 4G standards.

In cooperation with the government, CCSA participated into “Co-promotion of the international standards of LTE Code Calculating Method”, which facilitated China’s cryptographic algorithm to be LTE international standards of 3GPP, satisfi ed the development of mobile communications in our country in future, and further promoted China’s creativity ability in the fi eld of wireless communications.

In cooperation with the government and companies, CCSA recommended chairman/ vice chairman to international organizations. Two experts from China Mobile and Huawei became vice chairmen of 3GPP RAN and CT separately. 25 persons from China are chairmen or vice chairmen in international standardization organizations and over 30 persons serve as team leaders or vice team leaders. There are also more than one hundred persons working as editors or reporters in those organizations. That obviously promoted the position and voice of China.

2. Widely Initiate International Communications & Cooperation

CCSA also organized meetings of 3GPP and 3GPP2, CJK and other international academic seminars or workshops.

Ⅲ. Improvement of Operating Mechanism

In 2009, CCSA made a great progress in constructing a scientific, integrated, effective operating system and frame to adapt the development of standardization.

1. Establishment of National Standardization Technical Committee Under the direction of the Science and Technology Department of MITT and the hard work of CCSA, SAC agreed to establish

National Technical Committee 485 on Communication of Standardization Administration of China (Comprehensive Letter[2009]No.26)on 15th May, 2009, with its secretariat affi liated to CCSA.

Under the agreement of the Science and Technology Department of MIIT, CCSA submitted the apply for setting up the National Telecommunications Standardization Service Technical Committee to SAC, and had gotten the approval.

In the fi led of information and network security, CCSA takes the responsibility of the telecommunications security standards group of National Communication Security Standardization Committee, mainly in charge of the standards of network and information security related to communications facilities.

2. Strengthening the Organization and Coordination for Participating in the International Standardization Activities

Under the support of the Science and Technology Department of MIIT and China ITU offi ce, CCSA established a special group under TC6 to support the domestic study of ITU-T SG15. It also separately established examination groups under TC1, TC3, TC5, TC7, TC8 and TC9 which are corresponding to ITU-T SG16, ITU-T SG11/SG13, ITU-R WP5D, ITU-T SG2, ITU-T SG17and ITU-T SG5, uniform naming them as international standardization group.

Chairman Zhu Gaofeng headed the delegation to participate “The 14th Global Standards Cooperation Meeting” and “The 9 th CJK IT S tandards Meeting”.

During the 8th General Assembly of CCSA, CCSA co-organized “CCSA-ETSI Joint Workshop on New Technologies and Standards” with ETSI.

In order to strengthen the coordination for participating the international standardization activities, CCSA constructed “IETF Cooperation Group” on the basis of existing “3GPP/3GPP2 Cooperation Group” to strengthen the coordination and effectiveness with IETF.

3. Focus on Social Responsibility of StandardsIn 2009, CCSA established “Emergency Communication Special Task Group” and Telecommunication Infrastructure Co-constructing and Sharing Special Task Group, and renamed ST2 “Environment Protection Standards of Telecommunication Products Special Task Group” into“Communications Equipment Energy-saving and Comprehensive Utilization Special Task Group”, highlighting the point of effi ciency.

4. Leading Technology Update Ubiquitous Network which is the unity of network of things whose basis are sensor, RFID, video monitoring technology, is the developmental direction of information communications network. Revolutionary changes of social informatization and human living quality will take place because of its extension. Discussed by Technical Expert Advisory Committee and suggested by Technical Management Committee,, Ubiquitous Technical Committee was established under the approval of the Council of CCSA.

5. Emphasizing Prior Period Study & Regulating Standardization Work CCSA has been paying emphasis to the prior period standards research work. In 2009, 89 research tasks were set up, involving communications product effi ciency, Telecommunication Infrastructure Co-constructing and Sharing, emergency communications, satellite communications, home base station, intelligent terminal and modern service business.

In order to further standardize the work of establishing and revising standards, CCSA revised “Standards Documentation of CCSA ” (yellow book), complementing the “Management Measurements of Joint Project of Technical Committee”, “Management Measurements of Strengthening the Work of Establishing and Revising Standards ”, “Centralized Management of National Standard Project” and “Intellectual Property Right Policy of CCSA”.

6. Year of Standard Quality —Focus on the Quality of standardsCCSA introduced “Suggestion on Further Strengthening Standards Quality” and “Management Measurements of Strengthening the Work of Establishing and Revising Standards” and revised “Work Regulations of Chairman and Group Leader of Technical Committee” which pointed out members/observers, technical committees, working groups, standard drafting groups, and the Secretariat were units or personnel which participated into the standards quality management, and checked up at all levels, clear division of labor and responsible for it.

Ⅳ. Technology Exchange and Standards Promotion

To carry out technology exchange and standards promotion have been the key points of CCSA. In 2009, CCSA conducted effective work in livelihood concerns, support for the state management and the promotion and application of new standards and technology.

Energy Conservation & Emission ReductionWith the view of coordinating the implementation of energy conservation and emission reduction in ICT, CCSA held the “Technology and Standardization Workshop on energy saving and comprehensive utilization of energy for Telecommunication”, and “2009’ Communication Power Supply & Station Operational Environment Standard Propaganda and New Technology Forum”, conducting discussion and research on standardization of

CCSA honored Excellent Experts in creation of communication power operation and maintenance in “2009’ Communication Power Supply & Station Operational Environment Standard Propaganda and New Technology Forum”.

communications station, plans and measures of emission reduction, and winning support and approval from experts.

Information Security200 people from the government, operators, research institutions and manufactures of network security attended “Communications Network Security Technology and Standards Forum”. Detailed discussion and communications on security protection standards system, emergency system for national network security, network security of operators’ construction, introduction of SOC system of the internet, back-up System in Case of Disasters for information system were carried out during the forum.

3GIn cooperation with offi cial commercialization of 3G, CCSA held cdma2000 EV/DO、

TD-SCDMA HSPA propaganda and workshops of network plan and modifi cation of 3G. 500 person-times attended and great results were gotten.

FTTxOver 200 trainees from telecom operators, optical fiber (cable), optical devices, access equipment manufacturers and posts & telecom planning & design institutions all over China participated in the advanced workshops and seminars on FTTx technology. Experts communicated with them in standard status, technology development trend, operation and plan, network construction ideas, winning appraisal from industry experts and technicians.

Ⅴ. Evaluation of Standard Projects

CCSA Award for Science and Technology57 applications were submitted to CCSA in 2009. Through the preliminary evaluation of the Technical Committees, interim evaluation of the Expert Team, and fi nal evaluation of the Senior Evaluation Committee of CCSA, after the online public query, and with the approval of the Council, CCSA awarded 3 fi rst prizes, 8 second prizes and 9 third prizes of “2009 CCSA Award for Science and Technology”.

Recommended Projects Won National Scientifi c and Technological Advance Prize First Time“International standard of ITU-T multi-media business and its applications” and “Standard Applications of Digital Trunking Communication System Based on CDMA” separately conducted by communication Research of MIIT and ZTE won second prize of National Scientifi c and Technological Advance Prize.

All of the Recommended Projects to SAC Won China Standard Innovation Award“2GHz TD-SCDMA digital cellular mobile communication: technical requirements of wireless access network-series of industry standards and international standards” won the fi rst prize, 3 international standards of “Evaluation on the influence of transport network interruption to business feasibility” won the second prize and “Technical Requirements and Test Method of Charger and Interface for Mobile Telecommunication Terminal Equipment” won the third prize.

VI. Personnel Training

CCSA put lots of efforts in training standardization personnel to ensure the implementation of “Year of Standards Quality”. In 2009, CCSA held 2 terms of training in Beijing. It also provided 2 trainings for Chine Telecom in Beijing and Guangzhou separately and 1 training for Huawei in Shenzhen. Moreover, advanced trainings were held for chairmen and group leaders of TCs and WGs. In all, 471 attended the training, among which 466 gained “Standardization Personnel Qualification” through examination. The trainings were of great significance in improving the level of technology and management personnel. Meanwhile, it improved the competence and methodology of standards editors, laying a good foundation for high quality of standards.

Ⅶ.Standard Information Service

Improving Quality of Website Service of Standards InformationIn 2009, CCSA added 45,000 items of bibliographical references for domestic and international standards and over 210,000 pages of full text of standards. The total download bibliographical references for CCSA members, observer and PTSN members reached nearly 3,140,000 pages in 2009, satisfying the basic requirements of standards research and application for members which combine production, study, research an application.

Promotion Journals and Publications of CCSAIn 2009, CCSA planned and published 3 comprehensive journals about environmental standardization, 2 Specialist publications about mobile Widget and communications power. It also presented 16 study reports including “Research on fixed network and mobile network evolvement and convergence”, and “Research on P2P technology based on mobile internet”. On one hand, CCSA presented the research results in foresighted technologies; on the other hand, CCSA provided communication information for its members to get an in-depth understanding in the respects of communications technology, communications standards, and new trend of industry management.

Ⅷ. Development of Members & Service

Members are the main forces to carry out the work of standardization in CCSA. The development of membership has an indispensable meaning for promoting standardization process. Therefore, to provide excellent service for its members was the basic principle of CCSA.

In 2009, the development of membership made a great progress. The number of members/observers reached 252, among which 222 are members and 30 observers, increasing by 29 compared with last year. At the same time, 15 experts from 4 famous universities joint in CCSA.

In 2009, CCSA continued to perform the member visiting system. It visited 3 operators in China. It also visited members in Nanjing, Guangzhou, Xi’an and Chengdu, exchanging ideas and improving work which won approval of members.

In 2009, the meeting of liaisons for members/observers was held. In the meeting, 43 excellent liaisons, 21 standardization activists and excellent PTSN members were chosen and praised. The hard work of liaisons facilitated the development of standardization and provided strong support for CCSA.

In March 2009, CCSA attended the evaluation of national industry association and business association which was organized by Ministry of Civil Affairs. Evaluation experts gave a high appraisal for the normative work and achievements of CCSA. In September, Ministry of Civil Affairs conferred on CCSA the 4A certifi cate, laying honor foundation of better service for the state, members and society.

CCSA established columns of “chairman/group leader”, “rapporteur” and “liaison offi cer” on its website to ensure them to get information of management methods and regulations as well as the work of CCSA. These columns provide a convenient access to information, improving work effi ciency.

Actively Keeping in Line with New Technology and New Business 1)According to the need of industry development, CCSA timely set up standards, effectively satisfing the requirements of development. It carried out research on IPv6, IPTV, Video monitor, energy conservation and information accessibility standards.

2)TC1 worked actively in tracking new technology and new business, mastering the trend of international development, and keeping the leading and dominant position in the related technological fi elds. CCSA also conducted in-depth study on P2P and cloud technology.

3)Seize the opportunity and make break. In the respect of VAC and DRM standards, TC1 was not just simple tracking, but to analyze and study them as well as combine the existing technology, producing technological thinking and plan of our own and making it become pioneer of surpassing.

Paying Attention to the Discussion of Forward-looking TechnologyWhile performing the standard development and revision, TC1 also paid attention to domestic and international developmental trend, the forward-looking technological exchange and communication. TC1 also carried out seminars on the international standardization in the fi elds of the internet technology, information accessibility, network coding, video monitoring, IPv6 and P2P technology. Those seminars attracted attention and arouse enthsiatic discussion among experts, which brought great inspirations for the research and development of technical standards.

Actively Participating in International Standardization WorkFollowing the international standard trend closely, TC1 actively participated in the research work of many standard organizations such as ITU-T and IETF, and made great achievement. TC1 took an active part in IETF, endeavoring to strengthen the communication and cooperation among members. Under the lead of the Science and Technology Department of MITT, TC1 established and improved the coordinating system, seeked the common focus, centralized the strength from different parts, realized sharing of information and public relationship, which greatly promoted the work of standardization in IETF. In 2009, TC1 facilitated 5 RFC mainly accomplished or signed by our country in the fi elds of IPv6, network security, router protocol and wireless communications, increasing its infl uence in the core technology of the internet.

2. TC2: Mobile Internet Application Protocol Special GroupMobile Internet Application Protocol faces higher and newer application. As the quick development of information communications, the competition among 3G, 4G… and Iphone, Ophone, Gphone terminals become more intense. With regard to application, mobile market represented by Weiget model appears. The wisdom globe, cloud computing and ubiquitous network has swept the whole world. Construction of the internet of things signed by “sensing China” is in the process. Those new direction of studies are the expanding application of the internet technology. Those new technologies created a great chance as well as a challenge for TC2.

Under such circumstances, TC2 completed 4 communication industry draft standards for approval, and 1 draft for voting; 1 communication standard related technical draft report for approval; and 2 study reports.

3. TC3: Network and Switching Technical CommitteeIn 2009, TC3 carried out work in numberous fi elds and accomplished standards that satisfi ed the need of communications industry. It continued the work of unifi ed IMS, FMC, as well as other related study in communications area. In the respects of guiding the development of network, TC3 established standards in the fields of network quipment, signaling protocol and providing open business to the third part. It also did further study on NGN, conducting research on resource of NGN, RACF, Mobility of NGN, and Identity management of NGN, etc. In the respect of telecommunications terminal, TC3 carried out related work on new technology and function of fi xed and mobile network terminals.

Closely Following the Development Trend of Information Communications TechnologyTC3 organized “The Seminar on Ubiquitous Network Technology and Standardization”. Eight outstanding experts from China Academy of Telecommunication Research of MIIT, China Telecom, China Mobile, China Unicom, Beijing University of Posts and Telecommunications, Huawei, ZTE and Shanghai Bell presented excellent speeches, discussing the related concept of ubiquitous network, the current situation of standardization both at home and abroad, application and practice, key technology, and developing trend etc. At the same time, suggestions for how to conduct study on ubiquitous network were given to CCSA. This seminar provided a communication platform for the industry by giving inspirations and suggestions for the work in future as well as bringing up standard pogram.

Participating in Activities of ITU-T, TISPAN and 3GPPTC3 was in charge of working on standards of several fi elds in the international standardization organizations. Part of its standards has become international standards or regional standards. Great achievements have been made especially in NGN, Unifi ed IMS and Telecom Terminal. Attention was also paid to combing standards study, reporting the need of China in international standards and promoting the development of domestic standards study.

4. Achievements in Standards of Energy Conservation and Emission ReductionIn order to strengthen the study in energy efficiency and comprehensive utilization, CCSA accomplished the national standards such as “Guidelines for the classification of energy-saving communications products”, “General principles of energy conception test methods for telecommunication equipment”, “Method of calculating recoverability rate of telecommunication terminal equipment” and “Method of calculation recoverability rate of telecommunication infrastructure equipment”. With regard to communications station and power equipment effi ciency, CCSA carried out standards such as “Guide for energy saving technology of power supply and room environment for telecommunications”, “The technical requirement of 240V direct current power supply system for telecommunication”, and “Technical requirements and testing methods for converting mode solar power controller for telecommunications”, among which “The technical requirement of 240V direct current power supply system for telecommunication” solved the problem of high failure rate of alternating current while cut the cost by 40%, making the energy effi ciency benefi t achieved 20%. With the active participation of China Telecom, China Mobile and China Unicom, CCSA fi nished the standardization study of energy saving and comprehensive utilization of energy for ICT.

5. TC5: Wireless Communications Technical CommitteeIn 2009, TC5 carried out effective work in 3G, mobile business and application, wireless access and short distance communication. In the fi elds of wireless M2M, and the combination of wireless sensor and telecommunication networks, TC5 also conducted standard development. It compeleted 124 drafts of industry standards (among them, 67 standards were issued by MIIT) for approval and 27 drafts for voting; 1 communication standard related technical draft reports, 5 drafts for voting and 25 study reports.

Support the Development of 3GIn cooperation with the development of 3G technology and network construction, TC5 worked out a series of industry standards which were issued in 2009. At the same time, it carried out effective work in mobile business and applications, wireless access and short distance, satellite communications and frequency interference.

Reseach on Supported Terminal Equipment Identifi cationTo support the industry development, TC5 conducted the research on supported terminal equipment identifi cationand and carried out the standards. The fi rst 5 standardse applied in TD-SCDMA/WCDMA network have been fi nished.

Energy Conservation and Emission ReductionIn response to the call of energy conservation and emission reduction, TC5 accomplished the standards of effi cency index and test methods of base station equipment and planned to start the standards work on the effi ciency of repeater.

Conducted Standards Research on Hot Topics and Vital Fields of Technology1) OTN technology has been the hot topic recently in the international development. While Participating ITU’s work actively, CCSA carried out a series studies on OTN, rechecking the “OTN Technology Requirements” and “OTN Network Testing Methods” especially. Moreover, remarkable progresses were made in N*40G, EoT and ASON.

2) With the improvement of GPON product function and the maturity of industry chain, to realize the interworking between OLT equipment and ONU equipment from different manufacturers became the important topic in this filed as well as the key point that whether GPON equipment could be commercialized. CCSA rechecked “Technical requirements for access network — Interoperability of GPON system”.

With the large-scale deployment and operation & manitenance of FTTx by operators, CCSA drew up the “FTTx Optical Line Test and Diagnostics” by means of draft system, which supported operation and maintenance of the operators.

Actively Participating in the Activities of International Standardization TC6 actively participated in the standardization work of international standardization, organizing 194 reports, submitting 188 contributions to ITU-T SG15 with 84.4% acceptance rate. The number of editors and suggestions is in a rise. 50% of research tasks’s editors are Chinese experts; 17 editors undertook the development and revision work of 26 pieces of suggestions. Great progress has been made in drafting and the rise of number of editors in undersea cable system (Q8) and optical fi ber and cable system (Q5). It also started to submit drafts on meter and measurement.

Strengthening the Research and Development in Wireless Network Management StandardsIn the field of wireless network management, TC7 accomplished standards of 3G gateway management and index of relevant network operation management of 3G. At the same time, TC7 carried out standardization work on technical requirements for OTN management with the regard to OTN. IT network management has been the key point of research. In 2009, TC7 conducted work on technical requirements for IT operation and maintenance management.

Actively Participating in the Standardization Work of International Standardization In 2009, 18 contributions were submitted to ITU-T SG2. Besides, TC7 also served as editors in 6 proposals. Great achievements have been made in the fi elds of public management service, universal service management and interface requirements for NMS-EMS of NGN. Actively participating in the activities organized by 3GPP、3GPP2、TMF, TC7 always kept in line with international standardization organizations.

8. TC8: Network and Information Security Technical CommitteeTC8 conducted relevant technical researches and standard development of various network fields in 2009, focused on the key technical issues on network information management, network emergency, network security protection, network source tracking, IDM, IPv6 and 3G, and developed the corresponding technical standards. Development of Security Standards for Wired Network DeviceIn 2009, TC8 mainly completed security requirements and test methods of communications equipments, including media gateway security, DSL equipments, PON equipments, comprehensive access, router, and ethernet switch with routing function etc; It also made great achievements in the fi elds of cryptographically generated addresses extension in IPv6, network trusted access, requirements for network security linkage technology, technology of unifi ed security strategy, testing technology of botnets, as well as protocol of virtual netwhork trends based on IP.

Started Research Tasks on Security Standards for Wireless NetworkTC8 compeleted programs of mobile communications differentiation sevice, filter of mobile terminals, open-platform of mobile terminals and application procedure security architecture. It also conducted research on IP mobility security of NGN, mobile terminal e-payment based on short-distance communications, base station security, WiMAX network security, and communication security of machines, etc. At the same time, TC8 held meetings in cooperation with TC5 WG5, rechecking the study on analysis and research of threats of mobile communication system security and the enforcement technology.

Premilinary Improvement of Network Security Management Technology Standards and Specifi cationsTC8 compeleted standards about green internet providing strong support for fi ghting against network salacity crime. It also improved technical rules of network security monitor by establishing “Baseline requirements for network and information security of value-added telecommunication services”, “Security specifi cation for public DNS resolution system”. At the present, TC8 carries out new research on evaluation of network and information security venture, IDC information security management system, network input equipment, the third part disaster back-up, network security monitoring system, network threat/fragility index, as well as evaluation of the third part security service of telecommunication networks and the internet.

Focus on IdM Research Around the topics related to IdM, TC8 carried out “Facilities infrastructure of biometric identifi cation used in telecommunications”, “Requirements for identity management framework of mobile networks” and made great progress.

It will carry out study on IdM termnology and the internet electronic ID as well as “End-to-end security policy framework”.

9. TC9: Electromagnetic Environment and Protection Technical CommitteeThe Year 2009 witnessed the completion of a large number of standards which met different industry needs. TC9 achieved fruitful results in telecommunications equipment, electromagnetic compatibility, the user antenna, communications equipment security within buildings, communication base stations and other aspects of electromagnetic radiation mitigation technologies and carried out many profound research work in EMC Installation and Solutions Guide, telecommunication equipment environment requirements and test methods. TC9 completed 3 national draft standards for approval and 2 drafts for voting; It also completed 15 communication industry draft standards for approval and 11 drafts for voting.

Speed up the Pace of Formulating and Revising Standards in the EMC Technical AreaIn the aspect of EMC of telecommunications equipment, part of the aged standard which has not been able to be applied to the modern telecommunications technology requires immediate renewal. TC9 completed the revised work of YD / T 968-2002, and YD / T 1139-2006, etc.

TC9 developed a series of standards, “EMC Installation and Solutions Guide” (7 parts in total) of telecommunications equipment arising from high and low frequency EMC phenomena and the applicable electromagnetic compatibility and mitigation technology. Also they completed the formulation of the “multi-mode terminal mutual interference and test methods” to ensure the performance degradation is within an acceptable range in the actual use of multi-mode terminal.

Effective Guidance to the Design and Installation of Safety Standards TC9 completed the formulation of a series of standards about “Protection of customer antenna installations”, “Expected surges on telecommunications and signalling networks due to lightning” and “Maintenance of protective measures for telecom installations” in the fi eld of telecommunications system against the thunder striking protection, which had a great theoretical guiding signifi cance to the user antenna devices, building equipment design, installation and maintenance and provided theoretical and practical guidance to engineers engaging in the communications facilities protection and had been timeless thus could provide powerful technical support to the safety prevention and protection.

Emphasis on Basic Scientifi c Research and Adhere to People-oriented Conception With the increasingly widespread application of RFID device, the degree of public concern about the safety of electromagnetic radiation is correspondingly increasing. Therefore, TC9 carried out research in the assessment methods of human exposure to electromagnetic fi elds RFID equipment, which was of great importance for the protection of the personal safety.

Actively Participating in International Standardization Works TC9 actively tracked developments trends in international standards and submitted drafts to international standardization organizations. Some experts had become Vice-Chairmen and writers in international standardization orgnizations.

11. ST2:Communications Equipment Energy-saving and Comprehensive Utilization Special Task Group2009, ST2 was renamed from “Environment Protection Standards of Telecommunication Products Special Task Group” to “Communications Equipment Energy-saving and Comprehensive Utilization Special Task Group”. The renamed ST2 research group would be more appropriate for national resource conservation and the overall frame of comprehensive utilization as they could carry out standard researches in communications, energy saving, waste materials recycling, communications equipment, hazardous material limits, cleaner production and some other aspects.

The whole 2009 Year witnessed the completion of 3 national standard drafts and 2 technical report drafts for voting in the communications equipment recycling and energy saving aspects.

ST2 actively participated in the “Technology&Standardization Workshop on energy saving and comprehensive utilization of energy for Telecommunication”, hosted by CCSA, introduced the process and relevant standards of energy-saving communication equipment, came up with the conception of energy saving and emission reduction, and energy parameters from the aspect of life-cycle stage and discussed the measures and different views to the combination of the energy saving and emission reduction, the implementation of administration and laws as well as rules.

12. ST3:Emergency Communication Special Task GroupAs a crucial part of national emergency system, emergency communication is the emphasis of the government and regional administrations. The massive network users, natural accidents and complicated social security accidents post a great challenge to the standardization of emergency communications. In order to develop emergency standardization, CCSA established “Emergency Communication Special Task Group (ST3)”. ST3 emphasizes the research on the synthesis, management and framework of emergency communications, including standards which provide support for policies, networks and technologies.

In 2009, ST3 conducted program of “National emergency communications synthesized system and the related standards research”, analyzing the accidents requirements for emergency communications and establishing plan of emergency communication standard system. It also started industry standards research on “Basic service requirements of public emergency communication in different emergency circumstances”, reports such as “Technical Requirements of Emergency CommunicationSupported by Satellite Communication System” including 2 research tasks: “Research on Emergency System among Different Spaces” and “ Research on Plan and Process of Emergency SMS for Public Good.

13. ST4:Telecommunication Infrastructure Construction Special Task GroupIn May 2009, CCSA established “Telecommunication Infrastructure Construction Special Task Group (ST4)”. ST4 Completed 2 telecommunication industry drafts for approval and carried out research in relevant system standards within half of a year, setting up road marks for the future standards development work.

Completing the Research of “Telecommunications Infrastructure Establishing and Sharing Standard System” InitiallyST4 carried out the research task of “Telecommunications Infrastructure Co-location and Sharing Standard System” aiming to make excellent overall plan. On the basis of investigation and discussion, ST4 had fi xed up the standard system structure, preliminarily fi nished the research task. After the completion of the standard system, ST4 also need timely tracking and understanding of the latest technology development dynamics, actively participating in the formulation and revision of international standards system on the basis of the existing hardware advantage so as to play a promoting part in the development and practical use of new technology.

Completed Standards on Technical Requirements of Co-location and sharing of Telecommunications Infrastructure as well as steel tower and mast as well as Base Station InfrastructureCo-location and sharing of telecommunications infrastructure is a project which is endowed with signifi cant meaning. The operators are in a great need to have a centain standard to guide the work of this great project. With the view of making steel tower and mast as its points, ST4 completed drafts of approval: “Technical requirements for co-location and shareing of the telecommunication infrastructure Part 1: communication steel tower and mast” and “Technical requirements for co-location and sharing of the telecommunication infrastructure Part 2: Base station infrastructure”.

Actively Participating Cooperation and Exchanges with International Standards AssociationsAfter its establishment in 2009, ST4 set up relationship with ITU-R 5D and introduced the research achievements of standardization work on co-location and sharing of China telecommnications infrustructure, which attracted great concerns of ITU-R 5D. ST4 planned to organize the relative achievements into draft and submit it to ITU-R 5D. Thus, deepen the infl uence of our country in international standards associations.
