    1. For the state as whole number of tourist visits were 3645046. The share ofdomestic tourist was 95 percent.

    8. In the case of domestic major reasons for the visit were cultural activities andbusiness and professional. With regard to foreign tourists, major reason for thevisit was cultural activities.

    9. On an average domestic tourists stayed for 2.9 nights and foreign tourists 4.1nights. In accommodation units.

    Tourist Expenditure

    10. Major expenditure within the center for domestic tourists related toaccommodation services and food and beverage servicing services. The formeraccounted for 31% of the total expenditure and the latter accounted for 24% of thetotal expenditure. With regard to the foreign tourists, major items of expenditureare Accommodation services and food and beverage services, The percentageshare of these items of expenditure were: 30 and 21 respectively..

    11. Average expenditure per day per domestic and foreign tourist was Rs. 778 and Rs.1657 respectively.

    12. Annual tourists expenditure for domestic tourists, foreign tourists and all touristsis estimated as Rs. 93,028 lacs, Rs. 8,482 lacs and Rs. 1,01,510 lacs respectively.

    Accommodation units and bed nights spent

    13. For all centers, number of domestic and foreign tourists checked inaccommodation units was 857732 and 35145 respectively. Number of bed nightsspent by domestic and foreign tourists was 2026336 and 125779 respectively.Among domestic tourists, maximum numbers were from Madhya Pradesh(295191) followed by Maharashtra (114345) and Haryana (66790). Amongforeign tourists maximum numbers were from U.S.A (3500) followed by U.K(2940) and Japan (2785).

    Profile of Accommodation Units

    14. Majority of accommodation units accounting for 63% are unstarredaccommodation units. This is followed by guest house and dharamshala eachcontributing 12 % to the total number of accommodation units.

    15. With regard to star (4&5) combined, double Ac rooms are maximum in number.Average number of rooms and beds is 44 and 88 respectively.

    16. In respect of star (1,2 and 3) combined, double Ac rooms are maximum innumber. Average number of rooms and beds per accommodation unit is 20 and 39respectively.

    17. In respect of unstarred accommodation units, majority are double non Ac rooms.Average number of rooms and beds is 10 and 20 respectively

    18. With regard to the heritage hotels, majority are double Ac rooms. Average numberof rooms and beds is 33 and 66 respectively.

    19. Among other accommodation units, double non Ac rooms were maximum.Average number of rooms and beds per accommodation unit is 8 and 16

    respectively.

    20. Average occupancy ratio for different types of accommodation units are: Star(4&5)-50%, Star (1,2 and 3)-38%, Unstarred- 30%, heritage (51%), others 33%and aggregate -33%.

    Employment

    21. Average employment in different types of accommodation units were : Starred(1587), Unstarred (5343), Heritage (147), Guest house/ rest house/ tourist

    bungalow/ Youth hostel/ YMCA, Dharamshala etc. (829)

    Perceptions

    22. The following services were evaluated: Transport, accommodation, food, touristattraction, entertainment facility and shopping facility For all these servicemajority of domestic as well as foreign had given good or satisfactory ratings.Particularly for tourist attraction, majority of foreign tourists accounting for 76%gave the rating very interesting.

    Northeastern States

    23. In respect of domestic tourists, level of awareness is high for all the listed centersand ranged between 70% for Sikkim and 95% for Assam

    24. Among the domestic tourists who were aware, percentage visited was highest forAssam (61%). This is followed by Manipur (51%), and Arunachal Pradesh (50%).

    25. Among foreign tourists, the level of awareness was around for 75% for ArunachalPradesh, Meghalaya and Mizoram. The level of awareness was the lowest forTripura (62%).

    26. Among the foreign tourists who were aware, percentage visited was 53% forArunachal Pradesh, 52% for Manipur and 42% for Assam and for other centers,the relevant percentage was much lower.

    27. Cent percent of the domestic tourists said that the great historical significance wasthe main purpose of the visit. In the case of foreign tourists major attractions weregreat historical significance and scenic beauty.

    28. Among domestic tourists who had visited, 21% were very satisfied and 55% quitesatisfied. In respect of the foreign tourists, 15% were very satisfied, 37% quitesatisfied and 26% not sure.

    29. Those who neither visited nor proposed to visit the Northeastern states, the mainreasons were time and budgetary constraints in respect of domestic tourists.Among foreign tourists, the main reasons were lack of awareness, time constraintand budgetary constraint for foreign tourists.

    Buddhist Centres

    30. With regard to the domestic tourists, level of awareness was relatively high forBodhgaya (59%), Rajgir (53%), Ajanta & Ellora (49%), Sanchi (49%) andSarnath (39%).

    31. Among the domestic tourists, who were aware, percentage visited was 51 forSanchi and 44 for Bodhgaya. For other centers the relevant percentage was muchlower

    32. With regard to the foreign tourists, level of awareness was 77% for Bodhgaya,61% for Rajgar, 56% for Nalanda and 48% for Sanchi.

    33. Among the foreign tourists who were aware, percentage visited was 77 forBodhgaya, 58 for Nalanda, 45% for Sanchi and 41 for Rajgir.

    34. In the case of domestic tourists, major attractions of Buddhist centers were greathistorical significance and scenic beauty. Among foreign tourists major attractionwere historical significance and cultural heritage.

    35. Among domestic tourists who had visited Buddhist centers, 19% were verysatisfied, 49% quite satisfied and 21 % were not sure. Among foreign tourists,14% indicated that they were very satisfied and another 59 % said that they werequite satisfied.

    36. Among domestic tourists as well as foreign tourists who neither visited nor proposed to visit the Buddhist centers, the main reasons were time constraints andlack of awareness.

    CHAPTER - 1

    INTRODUCTION

    1.1 Background about the Project

    The Market Research Division, Department of Tourism, Govt. of India, has assignedthe Project of Collection of Domestic Tourist Statistics in the State of MadhyaPradesh to JPS Associates (P) Ltd, New Delhi. The assignment is for a period of 12months only, which can be extended depending upon the results obtained andexperience gained .

    The assignment will enable the Department of Tourism, Govt. of India, to have firsthand data/estimates of both domestic and foreign tourist arrivals, their demographic

    profile, expenditure patterns, period of stay in the State, satisfaction level of touristfacilities and general observations of tourists. Information about accommodation unitsat various important tourist places, in all categories including the unorganized sector,will also be compiled under the assignment over a period of one year. The assignmentwill also seek to assess the direct employment generated by tourists and will estimatethe expenditure and earnings of the state government through tourism.

    1.2 Terms of Reference

    The Terms of Reference and the Scope of the work are as follows:-

    Prepare a frame/list of all important tourist places in the state. Prepare a frame/list of tourist place-wise all accommodation units, like hotels,

    dharamsalas, guest houses etc. Compile information about both domestic and foreign tourists staying in all the

    accommodation units each month, including nationality (about foreign tourists)from records of the accommodation units.

    Compile information about rooms, beds, occupancy rate, employment etc., of allaccommodation units as at Sr. No. (ii) above on monthly basis.

    Conduct sample surveys of both domestic and foreign tourists (taking separaterepresentative samples) at all important tourist places as at Sr. No. (I) to estimatethe- a) purpose of visit b) same day visitors c) tourists staying with friends andrelatives during their visits d) demographic profile e) country/state wise arrivals(Country for the foreign tourists and state for domestic tourists only) f) averageestimated expenditure by tourists on various items g) average duration of stay andh) direct employment generated through tourism in various sectors like hotels,transport, travel agencies, travel agents etc.

    Estimate the expenditure made by the State Government in development oftourism, and earnings through tourism.

    Update the frame/list as at Sr. Nos. (i) & (ii) on quarterly basis, and accordinglyrevise the coverage.

    The schedule of delivery of the Reports is as under:-

    1. Monthly Report for each month for the period of January to December 2005.

    2. Quarterly Report for each quarter ending March, June, September andDecember 2005. In the Quarterly Reports, monthly statistics will be aggregatedto arrive at the relevant statistics for three months period. It will also have keyvariables and inter-month comparative analysis.

    3. Annual Report at the end of December 2005, whereby quarterly statistics to beaggregated to arrive at the relevant statistics for one year period, including keyvariable and inter-quarter comparative analysis.

    CHAPTER - 2

    TOURISM IN MADHYA PRADESH

    2.1 Background

    Madhya Pradesh is an expansive state, having inherent charm and a place of its owndue to the unmatched beauty and primitiveness. It has rich endowments of land,

    people, history and culture.

    The state is unparalleled in the wealth of history and folk culture. A long andchequered history has bequeathed it a rich heritage. Dating from prehistory, the eventsof time have left indelible impressions in the form of rock and cave shelters with

    prehistoric paintings, massive stupas, temples, palaces and mosques with exquisitecarvings, sculptures and wall paintings. These conjure up the vision of great empiresand kingdoms, warriors and builders, poets and musicians, saints and philosophers ofa golden past. One of the significant events of Mughal History, though least known,happened at Burhanpur, where Empress Mumtaz Mahal died and was entombed tillthe completion of Taj Mahal at Agra. The state has three World Heritage Sites,namely, Khujuraho, Sanchi and the rock shelters of Bhimbetka.

    The undulating landscape and the network of rivers and water bodies have providednumerous spots of virgin scenic beauty. A few high altitude areas and the mineralwater springs have recreational and curative qualities. The forest areas have 9 national

    parks and 25 game sanctuaries out of which four are recognized Tiger Reserves. Forthe devout there are a number of places sanctified by faith. The sacred rivers of

    Narmada, Tapti, Son and Kshipra have a string of religious places located on their banks.

    2.2 Tourist Attractions

    The major Tourist Attractions of the state are a judicious mix of archaeologicalwealth, scenic beauty, wildlife and pilgrimage. These centers are categorized as

    below:-

    a) Heritage Centers

    Khajuraho

    Temples of mediaeval period built by Chandela dynasty. It is said to be the hallmarkof Indian temple architecture and sculpture. 22 temples are divided into Western,Eastern, Southern groups respectively. It is a World Heritage Site.

    Sanchi-Bhopal

    One of the most well preserved Buddhist monuments of 3 rd century BC. It has stupasand gateways with stone carvings of Jataka Kathas. The place is associated with twoof the five disciples of Buddha. It is a World Heritage Site. Bhopal is the capital of the

    state and a place of scenic beauty with hills and lakes. It has one of the biggest

    mosques of Asia and also has the multi-arts center of Bharat Bhavan, Museum of manand other museums.

    Bhojpur- Bhimbetka

    The massive Shiva Temple of Bhojpur is known as the Somnath of the East. It is a10 th Century temple built by Raja Bhoj Parmar. The Rock Shelters of Bhimbetka have

    prehistoric paintings in nearly 640 shelters. It is World Heritage Site. Both of these places are within 50 kms of Bhopal.

    Mandu

    Known as the "City of Joy", it has massive Afghan Monuments of medieval period.The plateau is studded with monuments of different shapes and sizes.

    Gwalior

    It has a towering citadel with medieval Rajput monuments and palaces of 14 th centuryAD. It also has two of the World's biggest Chandeliers in the Darbar Hall of Jaivilas

    palace, crystal mini train in the dining hall and a palace museum.

    Orchha

    The seat of Bundela Rajput kings of Mughal period. Located on the banks of riverBetwa, it has the best specimen of Bundelkhand architecture and painting of latermedieval period.

    Burhanpur

    An important town in the Malwa region, was a gateway to South during Mughal period. Empress Mumtaz Mahal was entombed here till the completion of Taj Mahalat Agra. The place has other interesting medieval monuments.

    b) Wildlife

    Kanha National Park

    Located in the Kipling country, it was one of the 9 parks initially selected for Project

    Tiger Scheme. This park is known for the Central Indian Swamp Deer, theBarasingha, a rare species. Tiger Safari is a high point of the visit to this park.

    Bandhavgarh National Park

    An old forest preserve of Rewa rulers, it is a veritable tiger land. The other wildlifespecies to be found are bison, sambhar, barking deer, nilgai and a large variety ofavifauna.

    Madhav National Park, Shivpuri

    This place was the summer capital and tiger hunting area of rulers of Gwalior. Thenational park is surrounded on one side by a huge lake with a sailing club. Thecenotaphs of the former rulers in marble with inlay work, similar to Taj Mahal, arevery attractive.

    Pench National Park

    This was the play ground of Mogli, the jungle boy of Rudyard Kipling. Along with itsattraction of variety of wildlife, the Pench river provides ample scope of water sports.

    c) Scenic Beauty

    Pachmarhi

    A hill-girdled plateau located on the Satpura Hills, it is 1067 meters high. It has a bracing climate all the year round and has 45 attractive points for nature based touristactivities.

    CHAPTER 3

    SELECTION OF TOURIST PLACES

    Initially 18 major tourist places were identified on the basis of the annual reports andtourist literature. As per the Approach to the assignment, the list was forwarded to theManaging Director of M.P. State Tourism Development Corporation. The list wasrevised and the number was raised to 22 places, which are as under:-

    CHAPTER 4

    APPROACH & METHODOLOGY

    4.1 ApproachApproach to the assignment has been in keeping with the Terms of Reference and thestated overall and specific objectives of the study. The parameters are:-

    A fully consultative and participatory approach for the conduct of assignment Use of both qualitative and quantitative methods for data analysis. Use of any other interactive methods and secondary sources for the information

    gathering as per the requirements. An indicative minimum sample size of 0.20% of the total tourist arrivals in the state

    for the year 2003 (available from the secondary source). The sample has been

    spread on proportionate basis across all the identified tourist places. It isrepresentative of tourist arrival figures and is such that it gives an acceptable levelof confidence in the results. For example, where the proportion of domestic touristis higher than that of foreign tourists (as estimated through secondary sources), the

    proportion of domestic and foreign tourists are accordingly represented. Use of relevant statistical techniques to analyse data using software packages like

    MS Excel and SPSS to derive the results/outputs as required by the Terms ofReference.

    Templates for data entry and tabulation developed separately for:-i) Data compiled for accommodation units.ii) Sample survey of domestic and foreign tourists.

    The assignment conducted by a team of experts possessing vast knowledge of thetourism sector and having worked on tourism projects on prior occasions.

    Timely delivery of reports and strict quality measures on data collection so as tomaintain the sanctity of data.

    4.2 Methodology

    (a) Survey Instruments

    Following instruments have been used for the purpose of data collection.

    Accommodation schedules (Annexure II). Questionnaire for Tourist (Annexure III) Questionnaire for Establishments: Restaurants (Annexure IV) Questionnaire for Establishments: Tour & Travel Agents/ Tourist Car Operator

    (Annexure V) Questionnaire for Establishments: Souvenir/ Handicraft Shops (Annexure VI)

    Above instruments were prepared on the basis of the past experience of JPS in relationto tourism surveys and the inputs provided by the members of the team of experts.These were finalized after detailed discussions with Market Research Division, Dept. of

    Tourism, Govt. of India. Self coded design and the prescribed code list of countries

    and Indian states were adopted for the purpose in view of the requirements of rapidsurvey through personal interview. The Market Research Division, Department ofTourism, also clarified the definition of the domestic tourist approved by the Ministryof Tourism, Govt. of India, which given below:-

    A domestic tourist should be taken as a person who travels within the country to a placeother than his usual place of residence and stays at hotels or other accommodationestablishments run on commercial lines or in dharamshalas /sarais/ musafirkhanas/agrashalas /chaultry etc., for a duration of not less than 24 hours or one night and fornot more than 12 months at a time for any of the following purposes:-

    1. Pleasure (holiday, leisure, sports etc.)2. Pilgrimage, religious and social functions3. Business, conferences and meetings, and4. Study and health.

    The following are not regarded as domestic tourist:-1. Persons arriving, with or without, a contract to take up an occupation or engage in

    activities remunerated from within the state/center.2. Persons coming to establish more or less permanent residence in the state/center.3. Persons visiting their home town or native place on leave or short visit for meeting

    relations and friends, attending social and religious functions, etc., and stay in theirown homes or with relatives and friends and not using any sight seeing facilities.

    4. Foreigners resident in India.

    A complete Tabulation Plan with matrixes was prepared, which was also finalized afterdetailed interaction with the client.

    The Record Notes of the discussions held for the above are placed in Annexure VIII.

    (b) Details of the Instruments

    Listing Performa has been designed to estimate the distribution of number ofdomestic/foreign tourists according to tourists staying in accommodation units and withfriends and relatives and the day visitors. At every center, the information is elicited

    from each and every tourist in the course of the survey period (3-4 days).

    (d) Tourist Schedule (Annexure III)

    This instrument has been designed to estimate the following.

    Profile of the head of the household according to: Age, education qualification,annual household income and occupation.

    Profile of the tourists according to age, and sex Expenditure related statistics Evaluation of facilities available in each of the surveyed centers Awareness of the tourist places of NorthEastern states and Buddhist Travel

    Circuit.

    4.3 Field Survey and Data Processing

    (a) Recruitment and Training of Supervisors and Investigators

    Teams of investigators were appointed in each destination and the recruitment was based on the following criteria:

    Previous experience in conducting surveys. Fluency with the local language. Ability to converse in English. Ability to work full time during the survey period. This minimized losses during

    data transfers as also precluded the possibility of repeated trainings. Ability to collect high quality data and edit the same

    Training of the supervisors and investigators was undertaken in order to orient them onthe techniques of establishing rapport and trust with the respondent in a relaxedatmosphere. The definition of a Tourist, as approved by Department of Tourism, Govt.of India, was explained (Any visitor staying 24 hours or more at any tourist

    accommodation should be treated as a Tourist) They were also explained the contentsof the questionnaires, its objectives and the line of enquiry. They were trained on thesample selection and data collection techniques. Familiarization about the purpose ofsurvey, its objectives, the schedules for each of the target groups, tools and techniquesthat would be employed for executing the survey were also undertaken.

    Detailed instructions were incorporated in the relevant portions in the Questionnaire tomake it self-explanatory . In addition Instruction Manual was also provided. For the

    purpose of data entry, the Questionnaires were also self coded and the prescribedcountry and state codes were used.

    The Supervisors were specially instructed to oversee the work of the surveyors, assistthem in case of any problem and ensure proper coding.

    Finally mock calls were conducted in the month December 2004 to make sure that thetraining has been properly understood and internalized.

    Survey teams were oriented to effect self checks while administering thequestionnaires. The Consultants were asked to cross check and scrutinize about 10% ofall the completed questionnaires to check the reliability of the data collected.

    In addition, surprise checks were conducted by the members of the Core Team. Theyobserved the investigators and determined the following aspects:

    - Understanding of the instructions by the investigators- Genuineness of the interviews- Quality of the interview and reporting.

    (b) Scrutiny of Data, Data Entry and Tabulation

    Filled in questionnaires were forwarded in a pre-planned manner to the Delhi office ofJPS Associates for data entry purposes. Appropriate templates were prepared for dataentry and subsequent checks on errors in respect of the data input. In the present case,system analyst and Statistician supervised the entire process.

    The tabulation of the data was then done in a specified format (already prepared for'Survey of Tourists' and enclosed as annexure 'II'). The required tables were generatedaccording to the specified tabulation plan. For this purpose Statistical Package forSocial Survey (SPSS) was used.

    4.4 Methods of Estimation

    Concept

    Major tourists attractions have been identified in the state. Conceptually, tourist may ormay not visit these tourist centers. With regard to social visits or visits undertaken for

    professional considerations, one may expect visit to centers which are not of touristattraction. Particularly, in the case of tourist movements within the state or from the

    neighboring states such social visits may be predominant. Therefore, the total touristsinflow has two components namely: visits to centers of tourist attraction and visits toother centers. Tourist visiting centers may either stay in accommodation units locatedin the center or located elsewhere. All the accommodation units located within thecenter (surveyed centers) have been surveyed. Monthly statistics on tourist arrival have

    been generated from these accommodation units. This number is the actual number oftourists staying in accommodation units in the center. In this manner, tourist inflowswith respect to tourist staying in accommodation units within the surveyed have beenestimated. However, there are tourists visiting these centers but staying inaccommodation units located outside the center (other centers). Therefore, to arrive atthe tourist inflow estimates in respect of the tourists visiting these tourists centers, the

    other component namely tourists inflow from tourists staying in other centers andvisiting the tourist centers were estimated.

    In view of above, tourist inflow for the state will be derived through the following setof equations

    State tourist inflow = Inflow in centers visited by the tourists + Inflow in otherlocations visited by the tourists

    Inflow in centers visited by the tourists = f (surveyed centers, other centers linked to thesurveyed centers)

    Secondary Data

    NSSO has conducted economic survey of enterprises covering all the states for the period 1998. Accommodation units have also been covered in this survey. One of thekey variables generated is employment. The statistics is generated city/ town wise.Also, location of the accommodation units (other than the surveyed centers), wheretourist stay and visit the surveyed centers have been identified It a known fact that thereis strong relationship between number of tourists staying in accommodation units andemployment in accommodation units. We have used the observed relationship betweentourist inflow and number employed in accommodation units, to estimate tourist inflowin accommodation units.

    NSSO gives the employment for the period 1998. The employment for the period 2005is extrapolated by taking into account compound annual average growth rate (CARG)in SGDP at constant prices in trade hotels and restaurants between 1998 and 2005.It has been assumed that CARG in SGDP in trade hotels and restaurants will be equalto CARG in employment in accommodation units.

    4.5 Assignments of Weights

    These estimates are made center wise. Statistics related to income, expenditure,occupation, education, perceptions on the infrastructure facility, visits to North easternregion and Buddhist centers have been generated from tourists survey. These arereferred to unweighted estimates. In order to get the global estimates, the followingidentity should be maintained.

    Estimate of number of tourists (as derived in the preceding section) W Sampleestimate, Where, W is the weights, so determined that the above identity is maintained:-

    Obviously, W = [Estimate of number of tourists (as derived in the preceding section)][sample estimates]. Each sample observation will be assigned these weights. In otherwords each sample observation will be multiplied by a fixed factor (weights). Sinceestimates are provided center-wise, these weights are also provided center-wise.

    4.6 Estimation of Expenditure

    Expenditure has been estimated in the following manner:-

    Expenditure per month with reference to an individual tourist = Expenditure per day number of nights stay. Let this be denoted by X.Summation of X, over all tourists gives the sample estimate. The weighted sum willgive the global estimates.

    4.7 Sample Size

    The total sample size at the state level for various survey instruments is as follows.

    Survey of Tourist Accommodation Unit-6538, Questionnaire for Tourists - 10591,Listing Performa-19455, Questionnaire for Restaurants 888, Questionnaire for Tourand Travel Agents / Tourists Car Operator 240, Questionnaire for Handicraft Shops 384

    Day visitors are not considered as tourist. Separate estimates have been providedin respect of the tourist inflow and the number of day visitors. However, otherrelated statistics are derived for tourists only. Consequently, sample size in respectof Questionnaires for Tourists as indicated above, refer to number of tourists andexcludes day visitors

    For all centers, share of domestic tourists is 95%. Share of foreign tourists is relatively high in Orcha (41%), Khajuraho (49%) and

    Bandhvagarh National Park (26%). For all centers, there were 45-day visitors per 100 domestic tourists. Incidence of

    day visitors was comparatively high in Shivpuri (146), Amarkantak (107) andGwalior (106).

    For all centers, 66% of the domestic tourists stayed in un starred accommodation units. Around 11% stayed Incidence of stay in starred accommodation units was comparatively high in Khajuraho (25%), Mandu (24 Incidence of stay in un starred accommodation units was relatively high in Ujjain (90%), Burhanpur (81%)

    Percentage of domestic tourists staying in guest house/rest house /tourists was comparatively high in AmOrchha (36%), Omkareshwar (38%) and Maheshwar (31%). In the following centers a sizable proportion of domestic tourists stayed in dharamshala : Chitrakoot

    Orchha (21%).

    In this section, profile of domestic and foreign tourists in terms of education,household income, occupation, age and sex have been analyzed. Also, number ofnight stay and statistics related to package tours and main purpose of visits have been

    presented.

    6.1 Classification According to Level of Education

    In respect of domestic tourists, both in the case of males and females, majority belonged to the age group 26-40 years and the relevant percentage was 59 and 62respectively.

    Among foreign tourists, both in the case of males and females, around 70 percent belonged to the age group 26-40 years.

    Trends at the aggregate level was similar to what was observed for domestictourists.

    CHAPTER 8

    SURVEY OF ACCOMMODATION UNITS AND ESTABLISHMENTS

    In this chapter, the survey results of accommodation units and establishments have been presented. The surveyed establishments include restaurants, tour & travel agents/tourist car operator and souvenir/handicraft shops.

    The statistics relating to tourists staying in accommodation units and the employmentstatistics with reference to accommodation units have been analyzed. In particular,number of tourists and the bed night spent have been presented. The trends amongdomestic tourists from different states and foreign tourists from different countrieshave been analyzed. Also, employment statistics according to standard classificationhave been presented and the employment trends for different categories of hotels havealso been analyzed. In respect of establishments, the employment norms have been

    derived.
