    Greetings. It has been quite sometimesince I put pen to paper (fingers tokeys) for a Letter B newsletter. Sum-mer holidays have come and gone alt-hough school is still out. We have 2girls ourselves so are closely watchingthe outcome of the school strike.

    From Sept. 22 to 26th, I will be in Whis-tler, BC attending the UBCM / Union ofBC Municipalities annual Convention /

    AGM (http://www.ubcm.ca/EN/main/convention/2014_Convention.html).The past 2 UBCM conferences I haveattended I have learnt much andbrought back some gems that havebeen of benefit to Area B.

    The past couple months, I have beenworking closely with the Area B Healthy

    Communities Steering Committee to getmore activities available to rural resi-dents. Currently, the focus is on thecommunities of Bouchie Lake / MilburnLake and Ten Mile Lake / MooseHeights as this is where the two CRDfunded recreation facilities are but fu-ture opportunities do not have to be lim-ited to these facilities. In fact, I wouldlove to see more opportunities developfor other communities within Area Be.g. Cinema, Strathnaver, etc. We just

    need a community group to come for-ward which will take the ideas forward.

    In terms of the Area B project funded byBC Healthy Communities, a CommunityShuttle Bus will be launched very soon.We are trying to ensure the other 2 pri-orities of Recreational Programmingand Increased Utilization of the Facili-ties are concurrent with the shuttle bus.

    I keep harping on the need for volun-teers to come forward and get involvedand engaged with their communities.For some of the services offered bythe CRD, volunteers are key to theprovision of these services. This in-cludes both volunteer fire departmentsand the management of recreationalfacilities. Our communities are com-prised of neighbourhoods; much likewithin a larger urban centre. Theseneighbourhoods can be more connect-ed if residents so wish.

    Recently, I attended the Public Hear-ing for the Quesnel Fringe OfficialCommunity Plan. Official communityplans are policy documents intendedto provide future direction for land usedecisions. Any land use initiative must

    be consistent with these plans. Infor-mation on the Quesnel Fringe OCPcan be viewed online at http://www.cariboord.ca/services/planning/ocp-s/quesnel-fringe-ocp If you residewithin the Quesnel Fringe Area of theCRD, a review of this document is verymuch recommended.

    TOWN HALL MEETING

    Monday, September 29th, 2014

    The Cariboo Regional District will be hostingmeetings in all Electoral Areas and membermunicipalities over the next few weeks to seekinput and direction as we head into the 2015budgeting process. The Meeting for Area B isscheduled for Monday, Sept. 29th from 5-7 pmat Parkland Community Centre.

    It is extremely important for residents to attendtheir local session and have the opportunity toprovide feedback and suggestions to theCRDs Board of Directors and staff about theproposed budget and business plans beforethey receive final adoption on March 28, 2014.Be sure to have your say!

    In the North Cariboo, Electoral Areas C and Ihave already held their meetings. The meetingfor Electoral Area A is set for October 2nd, 5-7 pm at Kersley Hallwhereas the one for theCity of Quesnel is on October 1st from 5-7pm in City Hall Council Chambers.

    ELECTORAL AREA B: BOUCHIE LAKESTRATHNAVER

    Electoral Area B of the Cariboo Regional District is also known as Area B.

    It is located west and north of the City of Quesnel and is home to just over

    4000 residents. The main communities within this area are Strathnaver,

    Moose Heights, Dunkley, Cinema, Ten Mile Lake, Quesnel-Hixon, Lower

    Cottonwood, Bouchie Lake, Milburn Lake and the Hilbourne and River Park

    Road subdivisions in the Two Mile Flat area of Quesnel.

    healthy community is all of this, and more.

    Phase II of the Healthy Communities Project for thecommunities of BouchieMilburn Lake and TenMile LakeMoose Heights are well underway.Phase 1 completed in the spring, 2014 identified 3priorities to work on under Phase 2. These wereTRANSPORTATION, RECREATION, AND IN-CREASED UTILISATION OF FACILITIES. Theseare all connected and inter-dependent. Beginningwith Transportation, the Area B Healthy Communi-ty Steering Committee is preparing for the launchof a Courtesy Community Shuttle towards the end

    of September.

    Earlier on in the summer, Parkland Recreation par-ticipated in container gardening program at thecommunity centre. Members of the community gottogether and planted some potatoes and onions intires as the beginning of a potential CommunityGarden. The other purpose of this project was tobring people together and create connections

    across generations.

    Both Bouchie Lake Recreation and Parkland Recre-ation are working together so that some recrea-tional programs and activities are available at therecreation facilities this coming fall / winter. Activ-ities being considered include yoga, bellyfit,Zumba, watercolour painting, seni-art,

    lawnchair travel, and perhaps volleyball andbasketball. These facilities are managed by volun-teers so any assistance people are able to offer is

    greatly appreciated.

    Art Programming at Quesnel & District Leisure Ser-vices, is pleased to announce a new program for seniors

    Seniart.This program will run from September2014 through January 2015, and will provide art ses-

    sions for seniors who have experienced barriers to par-ticipating in regular programming. The program is abso-lutely FREE and funded in part by the Government ofCanadas New Horizons for Seniors Program and the

    Northern Health Healthy Community Grant.

    Who can participate?Any senior of any age. Norestrictions other than having had some kind of bar-

    rier to joining in regular art programming at theQuesnel & District Arts and Recreation Centre.

    Participants can be individuals or join as part of a

    group.

    It should also be noted that this program is not a class.Rather than learning a particular skill (e.g. water colourpainting), the program is designed so participants canundertake an art project or projects that is based oncreative expression. It will be a mystery what partici-pants will be doing each session but whatever it is, itcould likely involve clay, collage, painting, drawing, andpastels. Any skill level and any level of disability or abil-

    ity will be able to engage in the projects.

    FREE ART PROGRAMMING FOR SENIORS!

    Sessions are set to take place at a variety of locationssuch as Dunrovin, the Seniors Centre, the FriendshipCentre, and the Quesnel & District Arts & RecreationCentres Studio. Morning and afternoon art program

    times will be available once participants and spaces are

    scheduled.

    There is also the opportunity for this program tobe offered at Bouchie Lake Hall and / or ParklandCommunity Centre if there is sufficient demand.This program will be run in the rural facilities if 6-

    10 participants register and there is an instructor.

    Be part of the art! Quesnel Leisure Services is now re-cruiting local artists as lead instructors and members ofthe community as assistants to the participants. Assistantsneed no art experience, just a creative, supportive spirit.Both instructors and assistants will be invited to demon-stration studio sessions using the materials and techniques

    involved with their projects.

    IMMEDIATE OPENINGS FORMEMBERS OF THE

    Bouchie Lake Fire Services Advisory CommissionWithin the last year or so, the Fire Services dvisory Commission was re-

    instated for the Bouchie Lake Volunteer Fire Department. This commis-

    sion had been in existence for many, many years but had become inac-

    tive in more recent years under previous Area B Directors. Such commis-

    sions, in my opinion, have an important role is supporting the volunteerFire Department and providing input on a variety of issues related to the

    department. As the CRD Fire Departments are funded through taxation

    by those properties within a boundary on a map, I think it is very im-

    portant for residents, that contribute to the function, have input to how

    the service operates.

    For a person to be on a Fire Services Advisory Commission, they must be

    either property owners or residents within the boundaries of the respec-

    tive Fire Protection Area (see map to the right of the Bouchie Lake Fire

    Protection Area.

    The general mandate of the Commission may include:

    providing advice to the Electoral Area Director(s) relative to mat-

    ters he she may refer to the Commission for comment.

    providing input into the annual budget and tax rate (prior to the

    adoption of the Cariboo Regional Districts provisional budget, a

    draft budget will be presented to the Commission for review and comment).

    providing input into present and future service delivery issues.

    assisting the Director(s), as requested, in ancillary fire department activities (i.e. assisting with the election of Fire

    Chief process such as ballot counting, input into long range planning, etc.).
