No, I looked over several articles in the Constitution, & none of the sections or clauses said anything about stolen or imprisonment.

Yes, the Constitution does give Congress the right to pass this law. Article IV, Section 2, Clause 2 of the Constitution a person charged in any States with Treason, Felony, or other Crime, who shall flee from Justice, and be found in another State, shall on Demand of the executive Authority of the State from which he fled, be delivered up, to be removed to the State having Jurisdiction of the Crime.

Yes, the Constitution does give Congress the right to pass this law. Article I, Section 8, Clause 8 of the Constitution says that the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writing and Discoveries

No, i read about making a formal abandonment of nationality before a consular officer of the U.S. in a unfamiliar state, in such form as may be prescribed by the Secretary of State; or

A formal written denial of nationality, at any time the United States shall be in a state of war and the Attorney General shall approve such renunciation as not contrary to the interests of national defence
