Cell Phone Policy Development

High School Administrators, Middle School Administrators, Teachers, Superintendent

The main topic for board study is to look at the current reality of cell phone use in our classrooms and schools during the school day. Several documents on this topic have been sent out for study and consideration. Some samples of other school district board policy has also been attached for background and consideration. I believe that we are moving in the right direction by considering the implementation of a restricted use cell phone policy. I strongly advise that we consider a communication plan with stakeholders and put in supports for school staff to navigate this successfully this policy change successfully.

Develop a plan with the necessary supports in place to establish a cell phone use policy in our schools that reduces or eliminates the distractions caused in the classroom by cell phone use.

SHS Cell Phone Policy and Data

CELL PHONES & PERSONAL ELECTRONIC DEVICES

SHS does not allow the use of cell phones, handheld games, music players, and all other types of communica on devic-es in the classroom. A student may use their phone before and a er school, during break, passing periods and lunches only. Students using their cell phones any me during class, unless directed to do so by the teacher, will be subject to progressive disciplinary ac on:

1. Reminder from staff to put the cell phone away.

2. Teacher will take the phone un l the end of the period.

3. The cell phone will be sent to the office for pick-up by the student at the end of the school day.

4. The phone will be sent to the office and the parent must pick up the phone.

5. Any further viola ons are considered insubordina on and the parent must pick up the cell phone.

Sultan High School is not responsible for lost/stolen cell phones or other personal electronic devices. Students bring these items at their own risk. Music may be played before and a er school, and at lunch with personal devices on-ly.

Per Board Policy 3245: Students shall not send, share view or possess pictures, text messages, emails or other material depic ng sexually explicit conduct, in electronic or any other form while the student is on school grounds, at school sponsored events or on school vehicles provided by the district. By bringing a cell phone or other electronic device to school or school-sponsored events, the student and their parent/guardian consent to the search of the device when school officials have a reasonable suspicion, that such a search will reveal a viola on of the law or school rules. Con-tent or images unrelated to the original reason for the search may be subject to school rules or referral to law enforce-ment if in viola on of school policy or state or federal law.

STUDENTS Personal Electronic Devices

Everett Public Schools provides students with the technology they need during the school day to access digital and online learning experiences. However, students may use personal electronic devices (PEDs), such as cell phones, tablets, and other mobile devices while on school property or while attending school-sponsored or school-related activities subject to procedures established by the superintendent. Students are responsible for the PEDs they bring to school. Everett Public Schools shall not be responsible for loss, theft, damage or destruction of devices brought onto school property or to school-sponsored activities or events off school property. Use of personal electronic devices while on district property is considered a privilege and not a right and may be revoked at any time by a principal, assistant principal, or principal’s designee. All authorized use at school shall be in compliance with district policy, school rules and applicable laws. Students will observe the following conditions: A. Students shall not use a PED in a manner that poses a threat to academic integrity, disrupts

the learning environment or violates the privacy rights of others. Disrupting the learning environment means any intentional gesture, any intentional electronic communication or any intentional written, verbal or physical act or statement initiated, occurring, transmitted or received by a student at school that a reasonable person under the circumstance should know will have the effect of:

1. Insulting, mocking or demeaning a student or group of students causing substantial disruption in, or substantial interference with, the orderly operation of the school; or

2. Creating an intimidating, threatening, hostile or abusive educational environment for a student, group of students, or staff members through substantially severe, persistent or pervasive behavior;

B. Students shall not send, share, view or possess pictures, text messages, emails or other

materials depicting sexually explicit conduct, as defined in RCW 9.68A.011, in electronic or any other form on a PED, while the student is on school grounds, at school sponsored events or on school buses or vehicles provided by the district;

C. When a school administrator has reasonable suspicion, based on objective and articulable

facts, that a student is using a PED in a manner that violates the law, district policy, or school rules, the administrator may confiscate the PED, which will only be returned to the student’s parent/guardian;

D. When a school administrator has reasonable suspicion, based on objective and articulable

facts, that a search of a student’s PED will reveal a violation of the law, district policy, or school rules, an administrator may conduct a search. The scope of the search will be limited to the violation of which the student is accused. Content or images that violate state or federal laws will be referred to law enforcement; and

STUDENTS Personal Electronic Devices

Students will be advised at the beginning of the school year as to proper use of Personal Electronic Devices (PED) on district property.

Elementary and Middle School Students Elementary and middle school students who choose to bring cell phones and other PEDs to school may only use them before or after the school day. During the school day, all cell phones and other PEDs must be powered off and stored (e.g., in the student’s backpack, locker, other district provided storage).

High School Students

High school students who choose to bring cell phones and other PEDs to school may only use their cell phones and other PEDs during transition periods, at lunch and before/after the school day. Students are expected to silence their cell phones and other PEDs before entering a classroom.

Exceptions

Students having an IEP, 504 Plan or Individual Health Care Plan (IHP) that includes specific accommodations for assistive technology may use a cell phone and/or PED during the school day following the process outlined in the student’s IEP, 504 Plan or IHP. Disciplinary Actions

Students whose behavior is in violation of district policy will be subject to disciplinary actions up to and including suspension or expulsion and may lose the privilege of bringing a PED onto district property, including but not limited to, attending school-sponsored or school-related activities.

Law enforcement will be notified when student conduct using a PED may violate criminal laws.

Incident Reporting and Complaint Process

Any student, staff member, parent/guardian or community member who has knowledge of conduct in violation of Policy 3246, or any student who feels that they have been a victim of harassment, menacing, retaliation or reprisal in violation of district policy will immediately report the concerns to the building principal/designee or any district staff member. District staff shall follow the procedures for incident reporting and complaint processes in Policy 3204/Procedure 3204P Prohibition of Harassment, Intimidation and Bullying, Policy 3205/Procedure 3205P Sexual Harassment of Students, or Policy 3210/Procedure 3210P Nondiscrimination. ELECTRONIC DEVICE POLICY (Cell Phones/Mobile Communication) Students may have “silenced” Cell Phones and mobile communication devices on their person. The use of these devices during instructional time without the permission of the teacher, or in a disruptive manner in the school setting is prohibited. Cell Phones and Mobile Communication Devices that ring, vibrate excessively, or in any other way disrupt the educational process of a class, are grounds for confiscation of the device by school staff or personnel. Students are only permitted to use Cell Phones and Mobile Communication Devices in the cafeteria during their lunch periods and in hallways between classes. Use of such devices in classrooms will be restricted and violations will results in confiscation of the device. Texting while walking through hallways is a safety concern and therefore prohibited. No student shall use a Cell Phone or Mobile Communication Device to violate any Student Code of Conduct, including Computer usage agreements, and/or Bullying Policies. Examples of unacceptable usage can include but are not limited to: in restrooms or hallways during instructional time, bypassing the nurse or attendance to leave school, cheating, cyber bullying, sexting, taking pictures or videos, using phones in places of school business, and etc. Each teacher has the right to permit the use of Cell Phones and Mobile Communication Devices for instructional purposes. Parents may be contacted to claim the student’s cell phone or other electronic devices from a school administrator. Contents of cell phones may be reviewed and searched if there exists a reasonable suspicion that it may have been used in an activity prohibited by the Code of Conduct. The student assumes all risks in bringing such devices onto school property or to school related functions.

Electronic Devices

Use of certain electronic devices is permitted at North Central Schools as described below.

Disruptive Electronic Devices

1. Recording devices, radios, pagers, laser pointers, and other electronic devices are deemed distracting to the educational environment. As such, these devices are not permitted in any area of North Central Schools buildings

2. The misuse of permissible electronic devices in a manner distracting to other students or school personnel is not allowed. The misuse of electronic devices includes, but is not limited to:

a. Use of any electronic device in a classroom or other area of North Central Schools buildings not authorized by school personnel or deemed a Red Zone.

b. Listening to video or audio without headphones or earbuds. c. Use of headphones/earbuds at a volume level where others can hear.

Non-disruptive Devices

1. Non-disruptive devices are defined as electronic devices primarily used for educational purposes.

2. The categories of non-disrupted devices are (a) laptops, (b) netbooks, (c) tablets, (d) eReaders, and (e) audio players (MP3 players).

3. These devices may be used: a. during classroom instruction and in the Media Center as permitted and directed by

school personnel. b. in Yellow or Green Zones as permitted and directed by school personnel.

4. These devices may NOT be used: a. print to North Central Schools printers b. access any North Central Schools servers

Mobile Phones

1. Use of mobile phones for any voice or text communication is not permitted during instructional time.

2. Mobile phones may be used as directed by school personnel. Otherwise, mobile phones must be turned off or muted during instructional time.

3. Mobile phones possessing advanced functions including Internet access, eReader, and video/audio functions can be classified as Non-disruptive Devices. These functions may be used in Yellow and Green Zones as permitted and directed by school personnel.

Consequences for inappropriate use of electronic devices Violation of the appropriate use of electronic devices, as described above, (1) may result in detentions, Saturday School, In School Suspension, or Out of School Suspension; and (2) student may be required to turn the device over to school personnel and the student and/or parent may pick up the device from the Main Office at the end of the school day. Printing and/or Server Access Printing services is strictly prohibited from personal devices. Access to any services and/or connections to any North Central Schools servers are prohibited. Lost or Damaged Device North Central Schools assumes no responsibility for theft, loss, or damage of an electronic device brought to school. Students bring these devices at their own risk.

North Central Schools Zone Indicators

Red Zone: An area designated as a Red Zone indicates that any personal device, permitted or otherwise, is strictly prohibited. A classroom designated as a Red Zone may ask that all personal devices be placed in a predetermined location or out in plain sight but turned off and not in use. All restrooms and locker rooms are designated as a Red Zone.

Yellow Zone: An area designated as a Yellow Zone indicates that personal devices may be in use in a limited capacity as permitted and directed by school personnel. Classrooms are designated as Yellow Zones giving each teacher the flexibility to change between Red and Green depending on the appropriate environment needed for instruction.

Green Zone: An area designated as a Green Zone indicates that personal devices may be in use for school related tasks as permitted and directed by school personnel. At lunch time, the cafeteria and Junior High Gym will be designated as a Green Zone. Hallways will be designated as a Green Zone during non instructional time, meaning use may be permitted between classes.
