LITTLE HAVANA – Bob Nieman and his girlfriend, CherylAnn MacLellan, have been to opening day at Cincinnati several times, have been to stadium openings across the country, but the Pembroke Pines’ residents were not ready for what they saw on Saturday at the new Marlins Park. An estimated 40,000 fans, wanting to get a look at the newest stadium in major league baseball, flocked to Fan Fest 2012, and when they arrived, they were blown away by a facil- ity that will be home to the Miami Marlins. “Amazing,” said Nie- man. “I have been to just about every new stadium across the country, and this is re- ally one of the best. Fan friendly.” Hard to believe that you are on the same land as the fabled Or- ange Bowl when you see this state-of-the- art structure that has just about everything for everyone. Over the past weeksthe city has been con-ducting our BudgetAwareness meetingsin each quadrant ofour community. Thelast meeting was heldfor our Northeastquadrant. Over thepast years these townhall meetings haveevolved. The new for-mat has been createdto focus strategicplanning and residentinput. In the past wepresented more of afinancial budgetoverview and thenopened it up for citi-zen input.

The one financialslide that has beenpresented duringthese forums is asummary of all our re-serve accounts. TheCity of HallandaleBeach continues toimplement fiscallyconservative practicesto preserve financialstability. Last year ourcity did not utilize anybudgeted reserves.Quite frankly, manyresidents find thishard to believe. It istrue. We are not likemany other cities thatare facing drasticbudget deficits. Ourcity's general fund re-serves are at $23 mil-lion. We also haveenterprise fund re-serves that cover spe-cific operatingexpenses. The com-bined overall reservesare upwards of $50million which repre-

sents almost 50% ofour entire budget. Our first four Budget

Awareness meetingsthe city had yet to re-ceive any preliminaryreports from theBroward propertiesappraisers’ office onproperty values in ourcommunity. Twoweeks ago a reportwas issued showingthat the City of Hallan-dale Beach’s valuesincreased by almost4%. To say the least,this is wonderful newsfor our community andmost importantly forour taxpayers. It willcertainly make it eas-ier to address ouroverall pension liabili-ties this year which re-main at $12 million.As I've written in thepast, pension liabili-ties remain of criticalconcern going for-ward. Last year the City

Commission imple-mented a communitywide-survey. Unlikeour past survey doneby FIU, this surveywas conducted by

mail and phone andhad a 95% level ofconfidence. The sur-vey results includedoverall importanceand satisfaction as-sessment. The level ofmatrix ranked thelevel of importanceand satisfaction rat-ing. Many services ex-ceeded expectationsand allowed us to pro-vide a guide of whatitems we must focuson to address our citi-zens needs. The mainareas of improvementincluded the city stormwater drainage sys-tem overall flow oftraffic and mainte-nance of our citystreets, medians,buildings and facili-ties.

This year we will bebreaking ground onour drainage programin the Northeast. Thequestion came upabout the completiondate of this project.The city has beenworking with the De-partment of Environ-mental Protection inBroward County tomove forward on thepermits. There was adelay in these ap-provals that delayedthe issue for Requestsfor Proposals to buildthe system. The proj-ect will be going out tobid with an estimatedcompletion date within18 months. Residentsshould be assuredthat our temporarypumping system is in

full effect and hasworked keeping thestreets clear of flood-ing.

One of the other twoareas we continue tofocus on: over $5.7million was budgetedin the last two fiscalyears for transporta-tion and facility im-provements and manyof these projects areunderway. The Mainproject which will bethis big fiber optic realtime signalization proj-ect has been bud-geted by theDepartment of Trans-portation for comple-tion in 2014-2015.

Street maintenance,landscaping and facil-ity maintenance isgoing to be a key areato tackle in this year'sbudget.

According to surveyresults public safetyhas exceeded expec-tations when it comesto fire rescue in re-sponse times for bothpolice and fire. Areasof opportunity for im-provement will be visi-bility and frequency ofpolice in our localneighborhoods and astronger focus oncrime prevention. Sur-vey results for mainte-nance also had a

direct correlation topublic safety. Resi-dents wanted to seeimproved city streetlighting and sidewalksin our community.

Parks and Recre-ation and our parkprograms were alsoone of the areas thatwere focused onwithin the survey.Understanding thatquality of life is di-rectly impacted by theamount of parks andprograms we provideto our community, thecity conducted theParks Master Plan. ––––––––––––––––––––

––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––Last year the City Commission voted on a 4-1 to begin implementa-tion of these park improvements. Three parks have already beenslated for design and construction to begin this fiscal year. Thesethree parks are already funded.

These survey results were utilized as a guideline to set up ourstrategic priorities for the year and related performance measures.There are four strategic priorities that were established collabora-tively by the commission; Livable Communities, Excellence in Gov-ernment, Environmental Sustainability and Economic Development.In analyzing all the data we directed Staff to create performancemeasures relative to the strategic priorities.

The next phase of budgeting will continue with the monthly Com-mission City Manager workshops. There will also be one more gen-eral citywide Budget Awareness meeting to review all our residentinput. Over the next few months Staff will continue to work internallyand report back to the City Commission on the progress. The goal isto have our budget completed in June. This will give the City Com-mission and residents time to review and discuss the budget beforeit's finalized at our Public Hearings in the fall.

As always it is critically important for every resident to share theirideas and concerns. Please come out to participate in these meet-ings and workshops.

Dear Friends:To put it mildly, I

hate snipe signs. I re-ally do hate them. Iam talking aboutthose little, obnoxiousplastic signs advertis-ing “Cash for YourHouse,” or “We BuyJunk Cars.” They lit-ter not only Holly-wood, but virtually allSouth Florida. Ille-gally placed on publicproperty by twistedentrepreneurs whohave no intention ofever picking them up,snipe signs are ascourge on the Holly-wood landscape.

You may recall nottoo long ago, I con-ducted a sign contestthat promised toaward $500 (of non-public funds) to thecity resident who re-moved the highestnumber of unlawfullyplaced snipe signs.That contest was asmashing success.Average residentsbegan picking upsigns wherever theycould be found.Overnight, thosecrummy, cheap,ridiculous signs van-ished, and the city’snormal landscape, re-turned. The contestdrew local and na-tional media atten-tion, and I took greatsatisfaction when re-porters swarmed thecontest’s winner forTV interviews. It wasawesome.

The contest wassuccessful andproved what could beaccomplished whenresidents band to-gether for a commonpurpose. Admittedly,though, things havecooled off a bit. Likeweeds, the signshave returned—though maybe not tothe same extent asbefore. Neverthe-less, I am forced toacknowledge my ulti-

mate goal of total andpermanent eradica-tion was not fully real-ized.

I presume the peo-ple who put up snipesigns must be reallystrange folks, indeed.After all, littering pub-lic rights-of-way isagainst the law. But,scofflaws who putthese signs all overtown actually printtheir phone numberson the board itself!Can you think of anyother crime where acriminal intentionallyleaves their callingcard?

Not long ago, at myurging, the HollywoodCity Commissionpassed a law to goafter these scofflaws,creating a legal pre-sumption that theplacer of the sign is,in fact, the same per-son to whom thephone number be-longs, even in the ab-sence of aneyewitness seeingthe sign beingplaced. My nextstep, however, is toup the ante, alto-gether.

Today, I am an-nouncing my inten-tion to beat thesescofflaws at their owngame. To do it, Iasked City staff to re-search and acquiresome inexpensivesoftware to allow“robo”-type calls tothe phone numberson those signs withjaw-dropping fre-quency. After all, thesign makers want usto call them, right?We do like helpingothers, right?

So, to help the signcreators get whatthey want, the planI’ve developed is to

call their phone num-bers with admirablefrequency. I’d like tobe able to leave arecorded messagethanking them fortheir entrepreneurialefforts, but informingthem that their signswere illegally placedon City property (be-cause I am sure theyhad no idea), andthat the signs mustbe removed. My goalis to have these callscontinue until the re-cipient comes to thecode office at theHollywood Police De-partment and ac-knowledges that alltheir signs have beenremoved. I am surethat since we are de-livering a public serv-ice message, the callrecipient will not mindreceiving multiplephone calls per day.Because it is criticalwe get our publicservice message out,we may need to blockour phone number, oruse different numbersaltogether, since weneed to assumethese “entrepreneurs”may be using callerID.

Because this is a“team” effort, I willneed your help, too.When you see snipe-signs littering the city,I want you to call thenumber and tell thenice person who an-swers to stop litteringpublic rights-of-wayand remove theirridiculous, plastic,snipe signs. Sure, Iknow you feel weirdabout calling andhaving someoneknow who you are,but that’s what *67was designed for.Just dial *67 beforethe phone number

you call, and likemagic, your phonenumber will beblocked to caller ID.If they give you anytrouble on the phone

(they may actuallynot want to answersince you may betheir 21st phone callof the day), don’t beafraid to make me the

bad guy. They cancall me because I’vegot a few things I’dlike to tell them.

(ARA) - Flu is noth-ing to sneeze about,especially for high-riskpopulations like the 12million Americans withchronic obstructive pul-monary disease orCOPD, a progressive,irreversible lung dis-ease that includes therespiratory illnesseschronic bronchitis andemphysema.

"According to theCenters for DiseaseControl and Prevention(CDC), COPD patientsneed to be especiallycareful during flu sea-son to avoid seriousflu-related complica-tions such as bacterialpneumonia, dehydra-tion, and worsening ofchronic medical condi-tions that can lead tohospitalization," saysDr. Antonio Anzueto, apulmonary specialistand professor of medi-cine at the Universityof Texas Health Sci-ence Center at SanAntonio.

Dr. Anzueto suggeststhat COPD sufferersfollow the CDC's rec-ommendations to pro-tect themselves andothers from the flu-geta flu shot and practicegood hygiene such ascovering your mouthwith a tissue when youcough or sneeze,washing hands fre-quently, and avoidingcontact with sick peo-ple.

"While preventing theflu is important, gettingyour flu vaccine shouldbe more than just a

“We are completingthe final inspections,”said Rafael Perdomo,Hallandale BeachGreen Initiatives Coor-

dinator. When Broward B-Cyclelaunched in December,it was the only county-wide bike-sharing pro-gram in the nation. Ithas continued to grow

and soon will boastabout 40 stops fromHallandale Beach toPompano Beach.The two newest sta-

tions are at the City ofHallandale Beach NorthBeach, outside of theNorth Beach City Cen-ter, 2801 E. HallandaleBeach Boulevard, andoutside the CulturalCommunity Center, 410SE 3rd Street.

The bike-sharing con-cept is similar to carsharing, but with a fewtwists; you don't haveto return the bike to thesame pick-up loca-tion, and you can ac-cess a bike with apre-purchased mem-bership card or with acredit card at thekiosk. The cost is $5 fora day membership, $25for a weekly member-ship, and $45 for an an-nualmembership. In addi-tion to the one timemembership fee youwill also incur usagefees if you keep thebike longer than 30minutes.

Broward B-cycle ex-pands the menu of pub-lic transportationoptions. It can be usedfor shorts trips by lo-cals, forsightseeing trips by visi-tors, to get to the bus ortri-rail station,to go shopping or get abite to eat, or just forfun and exercise. Rid-ers assume all risk andare encouraged to weara bicycle helmet. Eachbicycle is equipped witha basket and bell.

“We’re encouragingshort rides,” said JoshSquire, Broward B-Cycle local operationsmanager.

Hallandale Beach Senior Championships start March 12th

City officials are gearing up for six tournaments in the first City of Hallan-dale Beach Senior Championships – 2012, beginning Monday, March 12.The games run Monday through Thursday, March 15, with the awards break-fast at 10 a.m., Monday, March 19.

Seniors, 55 and older will square off in tennis, table tennis, poker, bowling,bocce and dominoes at various city venues. A seventh game, the basketballfree-throw competition was cancelled for lack of sufficient players to ensurea fair completion. Each contest was required to meet a minimum number ofparticipants.

Players will begin Monday morning at 10 a.m. with table tennis and domi-noes at the Cultural Community Center, 410 SE 3rd Street. The TexasHold’Em poker game begins at noon, but the venue has changed to the Cul-tural Community Center. Originally, the game was planned for the MardiGras Casino and Racetrack. Bowlers will toe the line at 4 p.m. at HolidayLanes Bowling Center, 106 E. Pembroke Road to complete the Mondaylineup..

On Tuesday and Wednesday, tennis players will pair off at the GoldenIsles Tennis Center, 100 Egret Drive, from 9 a.m. to noon. Play will continueon Thursday if necessary.

The games wrap up on Thursday morning with the bocce tournament be-ginning at 9 a.m., at the Golden Isles Tennis Center, 100 Egret Drive.

City officials hope to make the games an annual event. Each player will bepresented with one Championship T-Shirt, and a participation award.

Municipal Marina now accepting reservations

Reservations are being accepted for the new state-of-the-art City of Hal-landale Municipal Marina in anticipation of then April 2012, opening alongthe shores of the DeSoto Waterway, just west of the Three Islands Bridge.“We have a list of nine interested (boat owners), and have had a number ofcalls from interested people; just kicking the tires,” said City EngineerRichard Labinsky.

The $800,000 marina will offer 26 premium docks for annual boat leases,and three transient docks for daily rentals, up to five days. Annual dockagerates are $15 per foot, per month, with a minimum one year lease. Dailyrates will apply for the transient slips. Marina regulations prohibit living onthe boats at the docks.

The new marina will have a secure gate accessible through a code pro-vided to the boat owner. The new facility will not have a fuel depot, however,several area licensed and insured commercial services will deliver fuel tothe dock.

Interested boat owners must provide boat registration and proof of insur-ance to lease a slip. The City of Hallandale Beach Police Department is co-ordinating applications and checking paperwork. To schedule anappointment, please call 954-457-1400. Slips will be leased on a first-come,

Ingredients: 1/2 cup diced rotis-serie cookedchicken 1/4 cup asparaguspieces, about 1-inch long 1/4 cup yellowsquash pieces, cutinto half circles 2 fajita-size (6-inch)flour tortillas 2 lime wedges

Directions: 1. Chop ginger andgarlic in a small food

processor as finelyas possible. Add re-maining sauce ingre-dients and processuntil sauce is com-pletely smooth. Ifsauce is too thick,add more water, a lit-tle at a time. perienced homebakers use ingredi-ents that do not en-hance the flavor andtexture of their deca-dent desserts. Allbaking ingredientsaren't created equal.It is a misconceptionthat vanilla is vanillaand that all-purposeflour works for every-thing. The granular tex-

Many bakers preferwheat flour and itcan be used for anybaked good if thebaker wants toachieve more grainytexture. "I like to use wheat

flour in anything withnuts to complementthe nutty flavor,"Lubbers says. "I alsolike to use wheatflour as a topping forstreusels to provideadded texture." When it comes to

sugar, but I reallythink bakers under-use brown sugar,"Dalkin says. "I usebrown sugar in al-most everything Ibake. It does givethe desserts abrownish color, butusing a muscovadosugar adds anotherlayer of taste, depthand complexity youcan't achieve with

ordinary canesugar." The same purity

factor applies to salt. "I use a fine sea

salt for baked items,"Lubbers says. "It hasa much cleaner fla-vor without the after-taste of table salt. Itblends better withthe other ingredi-ents." Sea salt from the
