Report illegal dumping on 031 311 8804 SLINDILE MALULEKA E THEKWINI Mayor James Nxumalo announced on Sunday, 28 Sep- tember 2014, that about R9.5 million has been set aside to fence, install CCTV cameras, high-mast lighting and gates at Glebe- lands Community Residen- tial Unit (CRU). The measures will help control and monitor access to CRU, following weeks of unrest. The CRU has been plagued by fighting between rival groups. There have been allegations of illegal selling of bed spaces and rooms, which has led to the illegal eviction of tenants. From April 2014 to date, 13 tenants have been killed. KwaZulu-Natal Premier Senzo Mchunu has com- mended the comprehensive security measures that will be implemented at the CRU by the Municipality to try to restore peace and stability. “As provincial Government, we are here to support the interventions by the eThe- kwini Municipality. We are going to restore order and peace,” he added. The Municipality’s Speak- er’s Office will establish a CRU Committee after com- pletion of the regularisation and verification of legal tenants. Illegal structures will be disbanded and the CRU Committee will work with the Ward Committee and officials on administra- tion issues. DOS:• Turn off the taps between

washing your face, brushing teeth or shaving;

• Taking a five-minute shower a day, instead of a bath. It will consume one-third of the water used for bathing in a tub, thus saving up to 400 litres a week;

• Use low-flow showerheads, dual-flush toilet mecha-nisms and water-efficient washing machines;

• Reducing the toilet flush volume alone can save 20 percent of total water consumption. It can be done by putting a two litre soft drink bottle filled with water and a little sand to add weight into the toilet cistern;

• Fix a leaking toilet, otherwise it can waste up to 100 000 litres of water in one year;

• Use ‘grey water’, that is used water from baths, washing machines and other safe sources, to flush your toilet;

• Use a bucket rather than a hose to wash your car;

• Use a sprayer that can be turned off between spraying the car;

• Farmers must keep toxic in-secticides away from water sources and streams.

DON’TS: • Taking a bath can use

between 80 and 150 litres of water per bath;

• Kettles are not to be filled to the brim, but they should contain just enough water for your needs. That will reduce your electricity bill;

• Don’t overfill containers like cooking pots as overfilling may result in the use of more energy to heat the water;

• Using a garden hose garden hose could use as much as 30 litres of water per minute;

• Don’t flush the toilet unnec-essarily. Dispose of tissue, insects and other waste in the trash. Every time you flush the toilet, 12 litres of water is used;

• Do not overfill or excessively backwash your swimming pool;

• Do not pour paint and chemicals down the drain.

DURBAN’S two entities, Inkosi Albert Luthuli Inter-national Convention Centre (ICC) and uShaka Marine World are on course to meet their budget spend and record positive revenue results, according to the latest Finance and Procure-ment Committee report. The ICC and uShaka have

ETHEKWINI Municipality has embarked on various interventions to address the challenge of water shortage. The Municipality has a

dedicated team of staff who work tirelessly to supply wa-ter to 874 414 households. This commitment to deliver this much-needed service goes far beyond supplying water to only formal house-holds, the Municipality

also provides interim water supply to residents who live

in informal settlements. Water is life, but unfortu-nately some residents waste this precious but scarce resource.This year alone, the Munic-

ipality is reported to be los-ing about 237 million litres a day, due to water leaks and illegal connections.The Municipality urges res-

NINE budding filmmakers are set to fulfill their dreams after they were awarded grants totalling R900 000 by the Durban Film Office. The grants are for the Micro

Budget Programme, which is intended to uplift the emerging filmmakers, and

the Development Fund, which is meant to fund advanced filmmakers.The beneficiaries of the Mi-

cro Budget Film Programme are Sizwe Mkhaliphi of Zamolade Constructing and Resources for the project Mhlola, Andile Buwa of Buwa Films for Family Matters, Akhona Matyila of

Mulatto Films for A Histo-ry of Memory and Similo Gobingca of Burning Coast Films for Ports of Saints. They each received a R100 000 grant to produce their film and undergo in-depth training focusing on market-ing, sales, support, advertis-ing, product placement and sponsorship deals.

Bonie Sithebe from Durban Motion Pictures and Junaid Ahmed from Junaid Ahmed Productions CC were each awarded R250 000 in the Development Funding Pro-gramme to assist with the production of their projects which have been deemed to be commercially viable and locally and globally compet-itive. Shabalala congratulated the beneficiaries. “This is the start of many great things. We want to keep our own talent here. DURBAN is poised to host the 6th Planning Africa Conference at Inkosi Albert Luthuli International Con-vention (ICC), from 19-22 October.About 600 delegates from

across the African continent are expected to flock to the city for the conference, themed “Making Great Places”.Deputy Head of Develop-

ment Planning Lihle Phewa said all preparations are on track, where practitioners, academics, private consul-tants and experts will converge to exchange

knowledge and other plan-ning best practice.Phewa said the conference

A DELEGATION from the Nelson Mandela Bay Municipality, which visited eThekwini Municipality this week to learn about com-munal ablution blocks, was impressed with the model, which they will implement in informal settlements in their City.The delegation were hosted

at the eThekwini Water and Sanitation (EWS) Unit. They went on a tour of the various communities that benefit from the communal ablution blocks.Teddy Gounden from EWS

said after the installation of the ablution blocks, con-tinous maintenance was key to a smooth operation.“There are about 1 500 ab-

lution facilities in eThekwi-ni,” he said.The communal ablution

facilities are implemented

as an interim service in communities earmarked for development.The ablution facilities are

modified shipping contain-ers and the design model is one block per 50 house-holds, with hand basins and separate showers and toilets for men and women, as well as a storeroom for cleaning materials. ni Nomvuzo Shabalala has welcomed the announce-ment and said Durban is full of fun activities and offerings for the tourism market and boasts sub-tropical weather. Shabalala said: “We are tremendously growing in terms of tourism and the fact that we are able to attract biggest confer-ences into our City makes us cooler than ever and special. We recently won the bid to host the Routes Conference in 2016, which will tackle issues of airlines and will attract many counties in Durban,” she added.Shabalala said while the

THE City is in the pro-cess of implementing the Non-Motorised Transport Plan (NMT), which is aimed at promoting cycling as an alternative to using moto-rised transport.The plan will enable users to improve their state of health, through exercis-ing while also promoting eco-friendly measures in Durban. The eThekwini Transport Authority (ETA) and the Energy Office is focusing on three areas, namely: 1. Recreational: where headway has been made with regard to upgrading the City’s promenade to promote cycling. There are already visible results detected with a surge in the Green Hub trails;2. Commuters: the ETA is implementing protected cycle lanes with a large portion of routes being built. This means that commuters can collect bicycles at certain points, cy-cle to their desti-nation and leave the bicycle at the next point. One of the major planned routes is from the Durban Beachfront to the CBD

to Botanic Gardens to Flor-ida Road to Albert Park to Margaret Mncadi to uShaka Marine World.3. Competitive: the city is in consultation with different cycling clubs about differ-ent routes so that marked signage can be introduced for the City to promote the sport of cycling.Deputy Head: Road Systems Management Carlos Esteves said: “During the 2010 Fifa World Cup, we received many queries from interna-tional visitors about cycling within the City. “We then consulted with various people and even-tually received R15 million from a German bank to build the necessary infra-structure.”Esteves said that the NMT also meant saving. “The financial implications are decreased because it saves the commuter money that

they would have spent on petrol. We also want to

promote the City as an eco-friendly place and urge businesses to come on board.

We want people to see the City and its attractions, as

ensure that every resident, school going children, workers and the elderly in Durban will be able get onto reliable public transport from outside their home all the way to their destination knowing that it is it safe.

we have decided to establish a monitoring system to keep a close eye on the outcomes and we are seeing an im-provement because we get requests from other drivers who want to participate in the training,” Nxumalo said.He said drivers had become ambassadors of the training and the training strength-ened the relationship be-tween the drivers and ETA. The drivers are trained un-der the themes awareness, lifestyle, efficiency, respon-sibility and team work.

MOTORISTS are urged to take advantage of the 50% discount amnesty on traffic fines. It means that if you pay within 30 days, you will pay half of what you owe. Also, if you have fines before 1 December 2012, and have still not paid, you can still qualify. Senior Manager at Metro Police Fines Section Rajen Reddy said: “We are

making it conve-nient for those with fines to only pay half of what they owe.”Metro Police are cracking down on those

who have outstanding fines that are in “warrant” status. Reddy said: “Since the beginning of this year, we have executed over 14 000 warrants.”Metro Police vehicles will soon be fitted with number plate recognition systems, which means a motorist with a fine can be identified by the device installed in the Metro Police vehicle. ETHEKWINI Transport Au-thority (ETA) has called on residents to report broken or faulty robots so that they can be attended to imme-diately to minimise traffic congestion and accidents.ETA uses a 24-hour system

to report dysfunctional robot through the eThekwi-ni Water and Sanitation call centre, which logs the report on the fault management system that is constantly monitored.Senior Manager of In-

stallation of Works at ETA Ashvir Harcharan said the turnaround time for fixing a traffic lights depends on the type of fault.“Most faults are fixed

within an hour of being reported. The common faults include twisted heads and flashing robots. Some faults, like a knocked down pole, may take longer due to material procurement and civil work,” he said.Metro Police spokesper-

son Senior Superintendent Eugene Msomi issued a

warning to motorists. He said they should refrain

from rewarding illegal traffic controllers at dysfunctional robots. “There are record-ed cases where some of these individuals have been caught interfering with the traffic control box. They have been charged with damaging Council prop-erty. If the robots are not working, the international standard practice is to treat affected intersections as a four-way stop,” he said.

Meanwhile, roads within eThekwini Municipality are undergoing rehabilitation. The project which will con-tinue until June 2016.The two-year programme,

THE R916 million up-grading of the N2/Mount Edgecombe interchange is the biggest construction project undertaken by the South African National Roads Agency (Sanral) in the province.Sanral’s Eastern Region

spokesperson Corne Roux said that due to the expan-sion of Umhlanga, La Lucia Ridge and Cornubia the interchange was experienc-ing major traffic congestion with vehicles backing up on the M41 and onto the N2 in peak hours. Roux said: “An additional

40 000 vehicles enter or leave the N2 from the M41, daily resulting in substantial queuing of vehicles during the day. The existing inter-change is being upgraded to a four-level interchange facility that will provide at least two lanes on each of the major movements. The upgrade includes the im-plementation of directional ramps which will eliminate the need for controlled signalisation, ensuring free flow of traffic in all direc-tions. Once complete is will be a free-flow systems interchange very similar to how the current EB Cloete (Spaghetti Junction) on the N2/N3 currently operates.” To ensure the safety of

pedestrians, a pedestrian

bridge will be constructed over the N2. Sanral reports that it will be the longest incrementally launched bridge in the country stand-ing in at 26m high and 947m in length. The three-year project,

which started in April 2013, has significantly boosted the City’s economy and employment through the training of local labour, appointment of contractors and the purchasing of ma-terials from predominantly local suppliers.N2/Umgeni Road Inter-

the R512 Umgeni Road/N2 intersection to the M19 is forecast to be completed in February 2015. So far about 394 local labour has been employed with an estimated earning of over R20 million. Small, medium and micro enterprises are set to make over R15 million.State-of-the-art flyovers,

THE KwaZulu-Natal Fashion Council (KZNFC) has nego-tiated for 10 local fashion designers to have their gar-ments displayed in Khasav, a couture boutique at King Shaka International Airport.The store previously

imported about 98% of its clothing, but recently opened up a section of its floor to stock and support local designers. KZNFC Acting Programme Director Shavera Sayed said since 2009 the fashion council had been instrumental in creating opportunities for local designers. “Our core mandate remains provid-ing support to the fashion design sector in the prov-ince through the delivery of strategic programmes.”

NON-compliance with the National Building Regu-lations and Standard Acts was identified as the major challenge that results in the collapse of buildings during the 5th Building Control Officers’ Convention held at Inkosi Albert Luthuli Inter-national Convention Centre (ICC) last week.The aim of the conference

was for industry role players to carefully analyse the Building Act that was gazett-ed in 1977 to make it current and tighten gaps so that people who do not comply know that they face serious charges.Deputy Chairperson of

and Planning Committee Councillor Collin Gaillard said the conference came at the right time after the country had just experi-enced disasters such as the Tongaat Mall collapse and church building collapse in Nigeria, where South Afri-cans were involved, which must be avoided in future.Chief Director at the

Department of Trade and Industry (DTI) Dr Tshenge Demana said when the Act was promulgated the country only had a few Mu-nicipalities and the num-ber has now reached 278, which means the Act must be implemented across the country to ensure safety and prevent the loss of lives.“It is crucial for all builders

to adhere to the Act or else they will be punished hard. As a nation we can’t keep on burying people because most of the collapsing building cases are due to greediness by not using quality material because they want to save.”Demana said before any

building construction began, the design plan must be approved by the local authority. The South African Council for the Architectural Profession must check if the builder is registered or in good standing. MAYOR James Nxumalo has pledged the City’s support to the Ntuzuma bus accident victims and their families. The accident occurred on 23 September in the vicinity of the Bridge City Shopping Mall. The Durban Transport Bus

was en route from Ntuzuma to the City Centre. Four people died in the ac-

cident and 47 were injured. Some of the injured were treated at different hospi-tals around the City, while others were treated and discharged at neighbouring clinics.

Nxumalo said: “On behalf of eThekwini Municipality, I extend sincere condolences to the victims and affected families. At this stage, the cause of the accident is being investigated. We will look into what assistance we can provide the families.”Councillor Nigel Gumede,

Deputy City Manager Musa Gumede and a delegation that included bus compa-ny Tansnat officials visited victims at Mahatma Gandhi Hospital in Phoenix on the day of the accident. Coun-cillor Gumede said: “It is unfortunate that there were fatalities and we will be focusing on the families that

have lost their loved ones.” The Executive Commit-

tee recommended that the eThekwini Transport Authority work closely with Tansnat to consult families and provide necessary assis-tance with regard to funeral arrangements. Tansnat General Manager

John Wilkinson said: “The incident is regrettable and we send out our heartfelt sympathies. Once the inves-tigation has been concluded and the cause of the acci-dent has been determined, appropriate action will be taken.”

make information readily available for students and communities to do research and learn more about science and sustainable living. A NEW Electricity Customer Service Centre in uMhlanga was yesterday open to the public offering an improved service to residents while saving taxpayers’ transport costs. Residents from Umhlanga,

Durban North, Phoenix, Mt Edgecombe areas have over the years been without the Electricity Customer Service Centre. However, they have been serviced by Besters and Jelf Taylor Crescent Centres. The new centre is situated

in Manhattan House, 15 Twilight Drive near Gateway Shopping Centre opened its doors to the public to bring government information and services closer to where people live. Head of Electricity Sandile

STAKEHOLDERS recently met at the Assagay Hotel for the Cato Ridge Indaba to assess the short- to medi-um-term growth potential for Cato Ridge. They committed to work together in the development of plans for Cato Ridge, given its strategic location within the Presidential in-frastructure corridor linking Durban to Gauteng known as Strategic Infrastructure Project Two (SIP 2 Corridor).The stakeholders included

the Municipality, Transnet, South African National Roads Agency, Provincial Department of Transport, the Office of the Premier, Passenger Rail Association of South Africa and private investors.SIP2 is regarded proba-

bly as the most important corridor in the country with 80% of all goods entering and leaving the country going through the ports of Durban and Richards Bay. Only 30% of containers go to Gauteng and 70% of goods are destuffed at the Port of Durban, which

motivated the idea of the establishment of a “Freight and Logistics Intermodal Hub” between Durban and Pietermaritzburg.Acting Deputy City Man-

ager of Economic Develop-ment and Planning Musa Mbhele emphasised the importance of proper plan-ning for the development of the area to ensure that it happens in an orderly man-ner. “Alignment must take place between the National and Provincial governments, private sectors, eThekwini in finalising the Cato Ridge development plan to tackle the challenge of unemploy-ment and infrastructure development.”It was agreed that by the

end of November 2014 phase one of the SIP2 corridor plans must be finalised and the Cato Ridge Local Area Plan (LAP) will be revisited to ensure that it was in line with the current national and provincial initiatives. The current LAP was developed and adopted by Council before the decla-ration of SIP2.

THE City’s Integrity and In-vestigations Unit (CIIU) has stepped up its awareness campaign to alert jobseek-ers about bogus recruitment officers soliciting payment in exchange for Municipal jobs. The CIIU team met

job-seekers outside Shell House on Anton Lembede Street where Municipal job application forms are hand delivered to explain the process to people seeking employment. Over the next few weeks, they will be visiting other Municipal em-ployment centres as well.Manager at the CIIU Zonke

Mhlongo stressed that asking people to pay for jobs is fraudulent and must be reported. “As local govern-ment, the Municipality does not charge a fee in exchange for jobs. The process is simple: you apply for a post, which is free of charge. If you are short-listed for an

interview, it is based on your qualifications and the spe-cific job requirements, there is no payment involved.” said Mhlongo. “The Municipality is

concerned about the high number of cases that are reported and would like to remind people that this is a criminal act that needs to be reported. The scam was investigated by the CIIU and although arrests have been made, others are still continuing to prey on the unemployed:” said Unit Head Mbuso Ngcobo. The CIIU reported that

AS PART of the Municipali-ty’s mandate to uphold the right to a clean environ-ment, improve and monitor air pollution in the City, Council is in the process of reviewing the Air Quality Management Plan (AQMP).Deputy Head of Pollution

Control and Risk Manage-ment Neil Larratt said that the plan was meant to assist the Municipality to achieve air quality management goals in a structured, co-or-dinated and measured way.Laratt said: “The plan helps

us improve on air quality where required and main-tain a status of good air quality in areas where this has been achieved, identify and reduce the negative impacts that air pollution

has on people’s health, address the effects of emis-sions from sources such as industry, transportation, residential fuel burning and agriculture, give effect to best practice in air quality management and describe how implementation will be effected and measured.”Active public participation

COMMUNITY and civil society engagement was highlighted at a recent stakeholder meeting held at the Albert Luthuli Hall recently. The aim was to find

solutions to challenges of crime and drug abuse. MEC for Transport Community Safety and Liaison Willies Mchunu set the tone with a truism, saying: “The Gov-ernment cannot work alone. We need the assistance of the community to fight the scourge of crime and drug abuse.”The MEC was taken on a

tour of crime hot spots that included King Dinuzulu Park, on the Lower Berea. He was briefed on the City’s Qalakabusha Intervention programme, which aims to rehabilitate people living on the streets and integrate them back into the commu-nity. Head of the Safer Cities

Unit Martin Xaba said: “We did screening and referred them to the Department of Social Development department and other organisations. The Home Affairs Department came on board to assist with identity documents and some were reunited with their families while others were placed in rehabilitation programmes.” Carrying the theme “Unite

and act together against crime”, the MEC said that a concerted effort and a proper structures are the way to go. “Social ills have to be fought at community level. Things that contribute to air pollutionALL citizens, including

business, agricultural sector, motorists and homeowners have a role to play in ensuring that air pollution in the City is minimised. Here are some of tips on how

you can contribute towards a clean environment:•Burning of items like house-

hold and garden refuse. Rather put them in a plastic bag for them to be properly disposed of;

•Vehicles emit gases that are not good for the environ-ment. Motorists should regularly have their vehicles serviced, drive in groups, walk or ride the bicycle to work;

•Household chemicals should be stored in sealable containers to ensure that the fumes do not escape into the air;

•Plant more trees as they help to keep the environ-ment clean; Recycle; Use energyefficientlightbulbsand switch off appliances and lights when not in use;

•Keeptyresproperlyinflatedand aligned;

•InSummer,fillgastankduring cooler evening hours to cut down on evaporation;

•Avoid spilling gas and don’t “top off” the tank. Replace gas tank cap tightly;

•Connect your outdoor lights to a timer or use solar lighting;

•Wash clothes with warm or cold water, instead of hot.

I found out that one of the cleaners had handed my car keys in at the Durban Underwater Club. From the depths of my heart, thank you very much for employing honest people. One of the reasons Durban has

TWO weeks ago leader-ship of different spheres of Government were summoned to Gallagher Convention Centre, in Gauteng by His Excel-lency, President Jacob Zuma for the Presiden-tial Local Government Summit. The Summit marked the launch of the Back to Basics campaign, under the theme: “Serving our Communities better”. At the summit, Municipalities agreed on a statement of intent whereby we recommitted ourselves to speed up service delivery through getting the basics right. This campaign is based on five

measurable pillars, namely put-ting people first; delivering basic services; good governance; sound financial management and build-ing capacity.In his message President Zuma

said: “Local government exists to serve the people. That is the bottom line. In this regard, Munic-ipalities must take more decisive action to involve communities and community organisations in the matters of local government.”The City’s service delivery record

speaks for itself and we continue to scoop service delivery awards in the fields of human settlements, water and sanitation, waste management, environmental protection, as well as finance and good governance. These awards include the Govan Mbeki Hu-man Settlements Awards, 2014 Stockholm Industry Water Award, Green Drop Award, first prize for technical excellence for the Elec-tron Waste Management Facility, Durban Green Corridor winning the KZN Top Business Awards for Public-Private Partnership of the Year, to mention a few. Most importantly,

our financial management remain one of the best in the country after we achieved the highest collection rate over the past three consecu-tive years and over 100 percent

spend on our capital budget. These awards and achievements indicate our strong service delivery record and good pros-pects for sustainability. We have now set ourselves a

target of delivering these services at an even faster pace, hence we welcome this initiative of reinvig-orating local government, which is the sphere of government closest to the people and an implement-er of basic service delivery such as water, sanitation, electricity, housing, refuse removal and local economic development.I urge all eThekwini residents to

support us in creating a respon-sive local government by raising issues they feel still need to be addressed by Government, as well as taking responsibility by doing basic things like cleaning our yards and immediate verg-es, not littering and taking care of the environments within our communities and backyards. I WISH to thank DSW for keeping me and my neighbours updated all the time in our road. How lovely it was to see two well turned-out courteous people interested in what they are doing. Thank you for the magazine called

Edu-self, which I found helpful and enlightening. For example, one recy-cled bottle saves enough energy to make five cups of tea. My daughter and a teacher found this fact inter-esting to pass on to other pupils.Out of all the Municipal depart-

ments, in my opinion and judging by letters to the newspapers from time to time, this department functions really well. One phone call brings results, which

is quite astounding. A servitude running through Cohen Road to Helen Joseph is often used by car guards as a toilet. Calls to the Health Department yield no results and even to the emails we send them, but a phone call to DSW saves the day. A high-pressure water truck every now and then is dispatched to clean on the days when the stench is unbearable with clouds of flies in the area. There is a restaurant close by and that causes a severe health hazard.I cannot praise your department

enough and the gentlemen who collect waste on Mondays are so courteous, as is the truck driver. During these times, when one can

actually “get away” with doing the least, they go out of their way to make life cleaner and easier, which we are all grateful for.

Urban Management Programme, Community Participation and Action Support and the Provincial Department of Social Develop-ment were part of the planning committee that arranged for the eight teams to play in two fixture categories, the Under 17 (U-17) and Open Team. Msweli said: “We are encouraging

young people to be future focused and promoting healthy living. This sporting event is just the begin-ning. Community members have come

forward to speak about personal drug-related issues and want sup-port for affected family.”Wining coach and Ward 101

DURBAN will once again take the centre stage as it hosts the oldest classic cycle race in South Africa, the Tsogo Sun Amashova Durban Classic on Sunday, 12 October 2014.The much anticipated race will

start with the main 106 km cycle challenge from Pietermaritzburg City Hall to Durban’s Suncoast

Casino. Last year the Mayor James Nxumalo and Premier of Western Cape Helen Zille participated in the race.Amashova have recently become

part of the Union Cycliste Interna-tionale (UCI) World Cycling Tour, which is sure to attract top-seeded national and international riders, giving the race the international appeal.Head of Business Support,

Tourism and Markets Unit Philip Sithole said the City’s decision to support the event is in light of the race now being sanctioned as an UCI-accredited event.“This means that it can be used

as a qualifier for other big inter-national races, including Tour de France. With the status of the event being elevated to an inter-national ranking, the event will not only attract local and national riders, but will also appeal to in-ternational riders, as well as earn the national status it deserves,” said Sithole.For little ones who can’t ride

in the main races, there will be the Minishova on Saturday, 11 October at 7:30am for 5km and the 1km race at 8:30am. Racing will start at Sunkist Beach in Durban. Registration will take place at
