PRESIDENT’S CORNER Dear Members, The February meeting program featured an update on the Uranium Processing Facility (UPF) Project, as presented by Rich Brown, Procurement Director for the Project. In his presentation, Rich conveyed pertinent facts to us on the background of UPF and brought us up to date on the current status of the Project. He reiterated the importance of this project to the area and to DOE. He also addressed the timeline for the procurement of the various goods and services needed over the life of the project. SPEAKER MR. JACK D. (DAVE) PATTERSON

Mr. Patterson is the former Ex-ecutive Director, National De-fense Business Institute (NDBI) at the University of Tennessee in the College of Business Admin-istration. NDBI encouraged business innovation for both government and industry by providing practical, sound assis-

tance in creating economically efficient and effective Defense business and acquisition programs. Prior to this, he was the Principal Deputy Under Secretary of Defense (Comptroller). As the Principal Deputy, he was directly responsible for advising and assisting the Under Secretary of Defense (Comptroller) with devel-opment, execution and oversight of the DoD budget exceeding $515 billion with annual supplemental re-quests of more than $160 billion as well as developing legislative strategies, and developing and implement-ing DoD financial policy, financial management sys-

tems, and business modernization programs. In June 2005 Mr. Patterson was appointed to lead the Defense Acquisition Performance Assessment Project, a com-prehensive evaluation of every aspect of the Defense Department acquisition system and decision making processes.

From August 2003 to June 2005, Mr. Patterson held duties as The Special Assistant to the Deputy Secre-tary of Defense. In this capacity, Mr. Patterson was responsible for managing the Deputy Secretary of De-fense’s personal staff as well as providing direction and advice to the Office of the Secretary of Defense Staff on a wide range of national security operations and policy subjects. He contributed to the Department of Defense support to the United States’ mission to es-tablish free and economically successful societies and governments in Iraq and Afghanistan. Additionally, Mr. Patterson supported the Deputy Secretary in the areas of military commissions for detainees in the Global War on Terrorism and major defense acquisi-tion programs.

Before returning to government service, Mr. Patterson was a founding and managing partner at Bucher, Hutchins, Kohler and Patterson, Inc. where he led the firm’s commercial consulting practice developing management strategies for acquiring new business. From 1999 to 2001, he was the Vice President and Site Manager for Steven Myers and Associates’ sup-port to Lockheed Martin Corporation’s winning Joint Strike Fighter competitive proposal preparation.

Mr. Patterson was an Air Force officer from 1970 to 1993 retiring in the rank of colonel. During that time, he held responsible leadership and management posi-tions with assignments at the air wing level as a C-5A aircraft commander and Deputy Operations Group Commander, at major command headquarters, U.S. Air Force, the Office of the Chairman, Joint Chiefs of Staff and the Office of the Secretary of Defense, In-spector General. In 1986, Mr. Patterson was the Air Force Fellow at the American Enterprise Institute. He

served in Vietnam flying O2As as forward air control-ler. He has a Masters Degree in Counseling Psychol-ogy from Chapman University and is a graduate of the NATO Defense College. Mr. Patterson is the Director, North American Joint Development Agreement Partnerships for N12 Tech-nologies, a leading Carbon Nanotube composites com-pany and is the founder and Managing Partner of Cas-tlebridge Keep, LLC, a business capture and business strategy development firm. Michelle Currier is a professor of contract management at the Defense Acquisition University and currently serves as the Mid-Atlantic course manager regional representative for the "FAR Fundamentals" course and the "Ask-A-Professor" program. Over the course of her 34-year career, she has served with distinction as a contracting officer, division chief, and director of contracts at the Naval Research Laboratory, Military Sealift Command,

Small Business Administration, Naval Sea Systems Command, and the Army Contracting Command. She is a graduate of the inaugural class for the U.S. Army's Senior Leadership Development Program and holds a BS and an MS in contracts and grants management from American University and is DAWIA Level III certified. She is a past national president of NCMA (2001-2002). Ms. Currier was recognized with the NCMA Alvis D. Keen Honorary Life Member Award (2010) and the Charles A. Dana Distinguished Service Award (2005). “Developing Winning Proposals: Proposal Preparation Techniques and Tips” is a one-day course designed to provide you with the nuts and bolts you need to review a request for proposal (RFP), put a proposal team together, and develop the detailed cost estimates you need to convince a customer that you can best satisfy their needs. This seminar is designed for everyone involved in the development and response to an RFP. In addition to contract management professionals, this presentation also benefits anyone involved in the acquisition process: managers, directors, financial analysts, engineers, and business development employees, among others. The seminar is designed to acquaint those new to the proposal process with the unique skills necessary to respond to government customer (or prime contractor) RFP. However, the course also has enough substance to ensure that even those with a great deal of experience in preparing proposals will learn something they will be able to apply to their work as soon as they get back to the office. The end goal of this one-day, action-packed seminar is to ensure that attendees leave with a deeper appreciation for ensuring their proposal is responsive to the RFP; the team is correctly assembled and led; and that the resulting cost, technical, and management volumes present their company in the best possible light-increasing the likelihood of a contract award.

EDUCATION CLASSES Contract Management Body of Knowledge We have completed the FAR classes and plan to begin a “Contract Management Body of Knowledge” class in April if we can get enough interested students. This class will cover the UCC and the FAR. After we complete this class, we will go into the CPCM study class. These classes are there to help you prepare for the CPCM certification. If you are interested, please email Faye Orick at [email protected] expressing your interest. Congratulations to all the students who completed the FAR classes!

EDUCATION COURSES The University of Tennessee, under the Center of Industrial Services, is offering a Nuclear Industry Supplier Development Program. The program has been created to help companies:

1. Evaluate the potential business opportunities in the nuclear field.

2. Understand the impact of incorporating nuclear compliant operations, and

3. Provide nuclear supplier development training that has been designed to prepare your company to be a successful nuclear industry supply chain partner

The intent of the program is to develop Nuclear and Energy Project Supplier Capabilities in an effort to encourage more local content in the Y-12 National Security Complex Uranium Processing Facility (Y12-UPF) project. Please see attached information sheet for further information.

Rebecca Rupp is the CEO/Owner of Barr Technical Services, LLC. She has over 20 years of experience in project management and contract management with government and private enterprises. Rebecca holds a BS in Business and Legal Administration. Before relocating from Washington to Oak Ridge, she held key positions with Boeing Computer Services, Hospice, and Pacific Northwest Laboratory (PNNL) where she was a Contracts Specialist. In 2006, Rebecca received the Community Spirit Award from Battelle Memorial

In Oak Ridge, she serves on the Board of Trustees for the Children’s Museum of Oak Ridge and is a Paul Harris Fellow and Board Member of the Oak Ridge Breakfast Rotary Club. In addition, she is an active member of the Oak Ridge Chamber of Commerce. Barr Technical Services, LLC is an 8(m) Economic Disadvantaged Women Owned Small Business (EDWOSB) with pending SBA 8(a) Certification. The company offers consulting in the areas of Con-tract Support services, and, Radiation Protection Pro-gram development, Implementation and Assessment.

Government Contracting Basics & Nuclear CustomersThe Y12-UPF and future Nuclear and Energy business opportunities offer both great contract opportunities and challenges. Prospective subcontracting opportunities will be procured in a non-traditional manner and require more attention to detail. Also major projects of this type have a history of complicated commercial arrangements. In today’s competitive market it is imperative that companies identify any potential proposal advantages over other vendors and understand some of the pitfalls of contract administrative mishaps.

Handling UCNI, ITAR /Export Control Requirements & GPM for Nuclear Industry Suppliers Certain required federal mandates drive the procurement contracting process with the nuclear industry and the Y-12 National Security Complex. Companies interested in these procurements should understand three federally mandated elements namely the complex nature of handling sensitive information, export control information and the importance of Government Property Management to increase their competitive edge in capturing contracts in this field. After taking this course, businesses will be aware of the federal mandates, how facilities manage these mandates and the impacts to the procurement process for their respective products. In most cases, the impacts are minimal and can be built into existing elements of the business operations with assistance from Y-12 authorities.
