PRESIDENT’S CORNER Dear Members, At the December meeting, the Chapter had an oppor-tunity to listen to a presentation by Mark Watson, the Oak Ridge City Manager, during which he shared some of his past experiences and gave us some in-sights into the peculiarities of negotiating with large corporations in a municipal setting. For our first pro-gram of the 2014 New Year, we look forward to a presentation on Team Building by Stacy Myers, Pres-ident/Owner of Advanced Management, Inc. To keep members updated on items that may be of in-terest, below are recent announcements from both the local Chapter and from the National NCMA organiza-tion. LOCAL CHAPTER ANNOUNCEMENTS The Chapter recently received the excellent news that we qualified to receive the Gold Graalman Award, which is the highest award rating available. The Wal-ter R. Graalman Award recognizes chapters that pro-vide the best value to members, and this is the first time our Chapter has qualified for this highest desig-nation. Awards will be presented at the Spring Chap-ter Leader Summit which is being held in San Diego, California, on March 28, 2014.

In other local news, the Chapter has nominated Faye Orick for the Blanche Witte Memorial Foundation Annual Award which recognizes an individual work-ing in the field of contract management and procure-ment that has one or more exemplary achievement(s), and through their unique contributions has demon-strated a measurable effect in advancing the contract management/procurement function within their re-spective organization. Faye is a past president of the East Tennessee Chapter and is currently serving as the Education Committee Chair. Awards will be an-nounced in mid-January. NCMA NATIONAL ANNOUNCEMENTS MEMBERSHIP DUES UPDATE: New membership rates will be in effect March 1, 2014, which increase membership dues between $10-$25 depending on your membership type. This is the first dues increase in more than three years, and if you renew your mem-bership prior to March 1, 2014, you can renew at the 2013 rates and extend your membership for one, two, or three years. WORLD CONGRESS: If you have an interest in being a presenter at NCMA’s 2014 World Congress, submit your presentation proposal and share your ex-pertise, gain recognition as a leader in the industry, and earn CPE hours. Deadline is February 3, 2014. NCMA BOARD OF DIRECTORS: If you have an interest in joining the NCMA Board of Directors, nominations for NCMA Board of Directors open Jan 1 – Feb 1, 2014. Submit your Statement of Interest to the Nominations and Elections Committee. STACY MYERS PRESIDENT OF ADVANCED MANAGEMENT, INC. Stacy Myers is the founder and president of Advanced Management, Inc., a company that provides services which make business and manufacturing processes more profitable by managing a company’s human re-sources more effectively. Prior to founding Advanced Management, Inc. in 1988, Dr. Myers had successful careers with two major corporations. Before entering the corporate world, he was a Professor at Millikin University in Decatur, Illinois and the Coordinator of Graduate Studies in Communication at Morehead State University in Kentucky. In 1981, Dr. Myers joined A.E. Staley Corporation in Decatur, Illinois. While at Staley, Dr. Myers managed the corporate training effort and the selection and de-velopment of new college graduates for management training positions. During his time at Staley, he im-plemented a Performance Evaluation System with Staley Research and Development and a Career De-velopment Program for the entire corporation. In 1985, Dr. Myers accepted the position of Human Resource Development Manager for Martin Marietta (now Lockheed Martin) Energy Systems in Oak Ridge, Tennessee. During his four years at Martin Marietta, he designed and managed the implementa-tion of an Employee Climate Survey, served on the

implementation team for the Positive Discipline Pro-cess, and designed and implemented a Performance Evaluation System. During his last year at MMES, he was appointed the primary consultant to management for an organizational analysis project resulting in con-siderable savings for the corporation’s operational budget. Dr. Myers has instructed courses in: Team Building, Leadership, Interpersonal Communication, Problem Solving/Decision Making, three different levels of Management Development, Performance Planning and Review, Career Development, all aspects of Total Quality/Employee Involvement, and numerous specif-ic skill based courses for supervisors and employees. Dr. Myers is certified to instruct courses by Kepner-Tregoe, Blessing and White, Zenger Miller, and an authorized distributor for Inscape Publishing Compa-ny. Dr. Myers has served as a consultant and/or facilitator to over a hundred of the Fortune 500 companies in-cluding General Electric, John Deere, Consolidated Edison, Tennessee Valley Authority, Toyota,
Oak Ridge National Laboratory, and Lockheed Mar-tin. He has served as Chairman of the Oak Ridge Chamber of Commerce, and on the Boards of the East Tennessee Economic Development Association. He is very active professionally in the American Soci-ety for Training and Development and the Society for Human Resource Management. He is a native of Sparta (White County), Tennessee, is married to Pa-tricia Tanis Myers and has two daughters (Kristin & Amy) and two grandsons (Zachary & Elijah). He is a graduate of David Lipscomb College (B.A) ’68, Mur-ray State University (M.A.) ’70, and Southern Illinois University (Ph.D.) ’72.

CONTRACTING CLASS ORAU to host ESI Federal Contracting Class “Contract Pricing” the second of the series of seven classes is scheduled for February 4 – 6, 2014. During this class you will learn how to:
· Develop and maintain cost estimating sys-tems that deliver justifiable pricing information
· Evaluate price and cost proposals · Establish and justify “fair and reasonable
prices” · Prepare successful price and cost proposals · Recognize and apply common industry
pricing strategies · Know the right types of cost- and pricing-
related data to require from offerors · Identify the low offeror through price-
related award factors This class offers you a comprehensive, practical ap-proach to establishing and evaluating prices for gov-ernment contracts.

Job Summary: This position is accountable for the management/administration of the business and contract related activities on commercial domestic and international sales of parts and customizing. Responsibilities:
• Coordinating RFP's/RFQ's with internal and external customers
• Review and approve pricing quotations • Negotiate contracts • Ensure proper payment schedules are adhered
to and required profit margins are attained • Coordinate with Bell Legal Department and
Contracts Organization, when necessary • Establish and maintain customer relationships
with the customer to ensure customer fulfills their obligation to Bell in accordance with the terms and conditions of the contract
Education: Bachelor’s Degree in Business Admin-istration, Finance, International Business, Marketing or related field Position Requirements:
• At least 8 years experience working in Con-tracts, Pricing, Finance and/or Procurement in a commercial/international or USG/DoD envi-ronment. Exposure to contract formation, ne-gotiation and administrative process
• PC proficiency in Word, Excel, Access, Pow-erPoint, and Outlook.
• Must be a self starter with the ability to multi-task and work effectively across departments and with external customers.
• Contracts experience with an aerospace com-pany is preferred
• Masters of Business Administration or related advanced degree is a plus
