    SECTION 01813

    GREEN BUILDING DESIGN REQUIREMENTS

    PART 1 - GENERAL

    1.1 RELATED DOCUMENTS

     A. Drawings and general provisions of the Contract, including General and SupplementaryConditions and other Division 01 Specification Sections, apply to this Section.

    1.2 SUMMARY

     A. Section includes general requirements and procedures for compliance with DubaiMunicipality Green Building requirements.

    1. Other Green Building requirements and credits needed to obtain Green Buildingcertification depend on material selections and may not be specifically identified asGreen Building requirements.

    2. Additional Green Building requirements and credits needed to obtain the indicatedGreen Building certification depend on LEED requirements and documents and otheraspects of Project that are part of the Work of the Contract.

    3. Some sustainable products and technologies are relatively new to the market. Theirselection or recommendation does constitute a warranty of performance. The productmanufacturer maintains responsibility for all liability.

    4. Design and Architecture Bureau (DAR) will not be responsible or liable in any mannershould the final project not achieve the desired Green Building rating due to actions ordecisions of the Owner or Contractor.

    1.3 SUBMITTALS

     A. General: Submit additional Green Building submittals required by other SpecificationSections.

    B. Green Building submittals are in addition to other submittals. If submitted item is identical tothat submitted to comply with other requirements, submit duplicate copies as a separatesubmittal to verify compliance with indicated Green Building requirements.

    C. Project Materials Cost Data: Provide statement indicating total cost for materials usedfor Project. Costs exclude labor, overhead, and profit. Include breakout of costs for thefollowing categories of items:

    1. Construction Cost for hard costs for all work associated with Divisions 2-10 of CSI

    MasterFormat 1995, which are not necessarily correlated directly to theSpecification sections of these Contract Documents.

    2. Plumbing.

    3. Mechanical.

    4. Electrical.

    5. Specialty items such as elevators and equipment.

    6. Wood-based construction materials.

    1.4 QUALITY ASSURANCE

     A. Green Building Coordinator: Engage a n e x pe r i e nc e d ind i v idua l o r t e am ( preferablyGreen Building-Accredited Professional(s)) to coordinate Green Building requirements.Green Building coordinator may also serve as waste management coordinator.

    B. All wood products designated as “FSC certified” in this specification shall be certifiedaccording to the rules of the Forest Stewardship Council (www.fscus.org).

    PART 2 - PRODUCTS

    2.1 MATERIALS, GENERAL

     A. Provide products and procedures necessary to obtain Green Building credits required in thisSection. Although other Sections may specify some requirements that contribute to GreenBuilding credits, the Contractor shall determine additional materials and proceduresnecessary to obtain Green Building credits indicated.

    2.2 REGIONAL MATERIALS

     A. Provide a minimum of 2 0 percent of building materials (by cost) that are regionalmaterials. For assemblies or products manufactured within the 500-Km radius butcontaining only some components that also were extracted within the 500-Km radius, basethe proportionality of such products’ cost on the weight of their various components.

    2.3 LOW-EMITTING MATERIALS

     A. For field applications that are inside the weatherproofing system, use adhesives andsealants that comply with the following limits for VOC content.

    1. Wood Glues: 30 g/L.

    2. Metal to Metal Adhesives: 30 g/L.3. Adhesives for Porous Materials (Except Wood): 50 g/L.

    4. Subfloor Adhesives: 50 g/L.

    5. Plastic Foam Adhesives: 50 g/L.

    6. Carpet Adhesives: 50 g/L.

    7. Carpet Pad Adhesives: 50 g/L.

    8. VCT and Asphalt Tile Adhesives: 50 g/L.

    9. Cove Base Adhesives: 50 g/L.

    10. Gypsum Board and Panel Adhesives: 50 g/L.11. Rubber Floor Adhesives: 60 g/L.

    12. Ceramic Tile Adhesives: 65 g/L.

    13. Multipurpose Construction Adhesives: 70 g/L.

    14. Fiberglass Adhesives: 80 g/L.

    15. Contact Adhesive: 80 g/L.

    16. Structural Glazing Adhesives: 100 g/L.

    17. Structural Wood Member Adhesive: 140 g/L.

    18. Special Purpose Contact Adhesive (contact adhesive that is used to bond melaminecovered board, metal, unsupported vinyl, Teflon, ultra-high molecular weight

    C. All suspended ceiling system installed inside the weatherproofing system shall meet therequirements of BS EN 13964 :2004 section 4.5 , in relation to asbestos (no asbestos ) andformaldehyde content (which must meet class E1 at a minimum and be tested , classifiedand appropriately marked ).

    D. Do not use composite wood or agrifiber products or adhesives that contain added urea-

    formaldehyde resin a n d all internal construction materials do not exceed formaldehydeVOC content class E1 levels.

    2.4 HEAT ISLAND EFFECT

     A. Non–Roof : The site hardscapepaving and parking sheds must incorporate one (or more) ofthe following strategies:

    1- Paving materials with Solar Reflective Index (SRI) of minimum 29.

    2- Open grid paving system with 50% perviousness.

    3- Parking spaces under cover with 29 SRI.

    B. Roofs: use roofing materials with minimum78 SRI.

    2.5 RECYCLING

     A. Provide recycling facilities as per authority’s regulations.

    PART 3 - EXECUTION

    3.1 CONSTRUCTION ACTIVITY POLLUTION PREVENTION

     A. Design a sediment and erosion control plan, specific to the site that conforms to localauthor ities. The plan shall meet the following objectives:

    1. Prevent loss of soil during construction by storm water runoff and/or wind erosion,including protecting topsoil by stockpiling for reuse.

    2. Prevent sedimentation of storm sewer or receiving streams.

    3. Prevent polluting the air with dust and particulate matter.

    3.2 FSC-CERTIFIED WOOD

     A. The contractor shall verify and coordinate the use of all wood products specified as FSCcertified or otherwise required to achieve SM-12 Credit.

    3.3 REFRIGERANT AND CLEAN-AGENTFIRE-EXTINGUISHING-AGENT 

     A. Do not use CFC-based refrigerants in HVAC and Refrigeration equipment.

    B. Do not use clean-agent gaseous fire suppression system that have a GWP of 1 or less andODP of Zero.

    3.4 MEASUREMENT AND VERIFICATION

     A. Implement measurement and verification plan to minimize building impacts fromcondensation, water ingress, air infiltration and improper drainage consistent with offsitetesting of prototypes for custom-made cladding system before installation , A review ofstandard product pre-testing certificate for pre-tested systems before installation and on site

    water infiltration and air tightness tests of the building envelope to ensure performance onceinstalled.

    B. If not already in place, install metering equipment to measure energy usage. Monitor,record, and trend log measurements.

    C. Evaluate energy performance and efficiency by comparing actual to predicted performance.

    D. Measurement and verification period shall cover at least one year of post-construction

    occupancy.

    3.5 ENVELOPE TIGHTNESS

     A. Acceptable sealing of residential units shall be demonstrated by a blower door testperformed by the Commissioning Authority, CxA, on behalf of Owner’s Representative,conducted in accordance with ANSI/ASTM-E779-03, Standard Test Method for Determining Air Leakage Rate by Fan Pressurization.

    B. Test results must comply with authorities’ regulations.

    3.6 CONSTRUCTION ENVIRONMENTAL MANAGEMENT PROCEDURES

     A. The works shall be executed in accordance with Authority’s regulations.

    B. The Contractor is required to prepare and submit the following to Engineer/ ProjectManager for approval prior to forwarding to Engineer/ Project Manager or the Engineer/Project Manager’s Representative and prior to commencing construction, if applicable:

    1. Construction waste management plan describing on site waste management,disposal, reuse or materials, recycling, and staff training.

    2. Storm water pollution prevention plan describing water quality protection measuresincluding erosion and sediment controls, inspections, monitoring, and staff trainingincluding a drawing indicating location and type of erosion and sediment protectionmeasures.

    3. PCB management and emergency response plan describing management,reporting, emergency response, contact numbers, and staff training.

    4. Hazardous material spill management plan describing management, reporting,emergency response, contact numbers, and staff training.

    5. Comply with the requirements of all applicable regulations, guidelines, standards, andbest industry practices that pertain to construction activities.

    6. All required documents, including manifests, for disposal of any productsconsidered hazardous materials.
