The key word for businesses who wait all year for the "sea- son" to arrive is ad- justment. Any way you look at the economy - this has been a lengthy period of adjustment, and while many long- time local businesses have not been able to make it, those that have, point to keeping a balance as the way they have been able to stay afloat. "There is little doubt that if my mindset was still fixed on four or five years ago, I would never have made it this long," said Marco Treulle, a vendor at the Mardi Gras Flea Market in Hallandale Beach. "I know that in the late spring and summer, my busi- nesses is very slow, so I have to compen- sate." The first part of com- pensating is under- standing that even in the winter months, the number of visitors is not what it once was. HALLANDALEBEACH - LastWednesday evening atour regular scheduledcommission meeting,Hallandale BeachCharter Review Com-mission presented itsfinal report. Unfortu-nately, the entire itemwas not completedsince the commission'spolicy requires a super-majority to continue themeetings past 12 PM.Commissioners Lewy ,Vice Mayor Saundersand I were willing tocontinue workingalongside the membersthat were still presentfrom the charter reviewcommittee , but themotion died 3-2.

We did get through asubstantial portion oftheir recommendations.Some recommenda-tions were acted uponby the commission andwe decided to take noaction on others. Thecharter review processis often misunderstoodin the fact that theCharter Review Com-mission is advisory innature. They are ap-pointed by the commis-sion and present theirreport to the commis-sion for action. Theirrecommendations donot automatically go onthe ballot, but are con-sidered by the Com-mission.

This item has beendebated many times bycharter review commit-tees past and present.The system is estab-lished where one delib-erative body meets andmakes recommenda-tions to the representa-tive body of all theelectors in the commu-nity. As the representa-tive body, we vote bysimple majority to placethe matters on the bal-lot. It's not to say anyone of these bodies issmarter, has betterideas, are strong de-baters or have the rightor wrong opinion.The Charter ReviewCommittee recom-mended that any pro-posals that are passedby a super majority ofthe charter review com-

mittee should be pre-sented without anychanges regardless ofhow the commissionviews their proposal.This goes back to thefact this committee isadvisory and while theirbody of work is exem-plary, it is up to thecommission to reach amajority vote to accom-plish getting an item onthe ballot. The systemis in place for verygood reason as ourcharter is much like theConstitution. Manythings simply do notbelong in the charterand they should be leftto legislative and ad-ministrative action.

The City Commissionagreed to take no ac-tion on the recommen-dation of placingrecommendations di-rectly on the ballot. Itshould be noted thatthere is a process af-forded to our residentsto put items on the bal-lot if in fact they feelstrongly about a spe-cific issue. This iscalled referendums bypetition. The CRC didmake recommenda-tions to amend our pe-titions are placed onthe ballot; however, theCity Commission didnot have an opportunityto deliberate these is-sues. We plan to con-tinue on the charterreview commission'sreport at our next regu-lar City Commissionmeeting scheduled onWednesday, February1st.

The Charter ReviewCommittee did recom-mend a form of resi-dential districting forour city. Residentialdistricting has beendiscussed since the1980s in our commu-nity and has beenbrought forth by previ-ous charter reviewcommittee's but hasnever reached the bal-lot. CRC recommendedexpanding the CityCommission from 5 to7 members. This wouldallow for three residen-tial districts and threeat large Commission-

ers with the Mayor re-maining at large. In theunlikely event a situa-tion would arise from acandidate not seekingelection in a specificdistrict, top vote gettersfrom the other seatsbeing contested wouldserve a two-year termin the vacant district.The City Commissiontook no action on thisrecommendation.

After the lengthy de-bate, I made a motionto place on the ballotlanguage that was pre-sented before the com-mission after the lastcharter review. My mo-tion was seconded byVice Mayor Saundersbut failed on a 3-2.As an alternative to

residential districting,Commissioner Alexan-der Lewy proposed as-signing seats to eachCommissioner. Thiswould provide anyonerunning would be re-quired to declare to runfor a specific seat. Asmentioned by the CRCChair Musto, this wasdiscussed by the CRCbut did not solve anygeographical and de-mographic challengesfacing our community.The motion was madeby Commissioner Lewyand passed the com-mission on a 4-1 vote;Ross dissenting.

The CRC also rec-ommended a proposalfor term limits for onlythe Mayor, but did notrecommend term limitsfor Commissioners. Noaction was taken. Theother recommenda-tions were to amendhow a vacancy in theseat of the Mayorshould be filled. Sincethe Mayor is now di-rectly at large therewas never an amend-ment to the fact thatthe Vice Mayor auto-matically fills the va-cancy of the Mayor.Should a vacancyoccur, the timing maycreate confusion andthis issue needs to beclarified and amended.The City Commissionagreed to the recom-mendations of the CRCto change the proce-dure on vacancies. TheCommission amendedtheir initial recommen-

dation to provide elimi-nating the second voteof the Mayor and granteach member of theCommission one vote.If an appointment is notmade by majority voteof the Commissionwithin 30 days, the se-lection will be made bylot.

Please note that therecommendations thatwere moved forward bythe City Commissionwill still be brought for-ward in the form of or-dinances during publichearings. The CRC'sfinal report, in additionto a minority report thatwas filed by AndrewMarkoff, a committeemember, is availableon our city website forall our residents toview.

We encourage all ourresidents to weigh inon these subjects. Thecity convenes charterreview every eightyears. As a matter offact, the CRC recom-mended that this be arequirement and notsimply a wish of a cur-rent City Commission.

lywood. It talked about most of the busi-nesses along Hollywood Blvd. and HarrisonStreet being restaurants. That was a concernfor many who have not succeeded there inthe past.But times have changed, and with events

going on at the ArtsPark and in clubs and re-tail businesses offering so much more, thereis more of a balance than ever before.The one thing I have long said about Holly-

wood and the downtown area is that gettingpeople there has never been a problem.There are enough festivals and other visitor-driven events to bring the crowds in.

Downtown Hollywood Full Moon Drum Circle set for Feb. 7HOLLYWOOD – Hand drummers and percussionists of all ages and skill levels will gather together in Downtown

Hollywood on Tues., Feb. 7 for the Full Moon Drum Circle, a monthlycommunity event that has been growing in popularity since it was intro-duced at the ArtsPark at Young Circle last October.

The guided drum circle, which is presented by Resurrection Drumsfrom 7 to 9 p.m., is open to the public at no charge. The last full mooncelebration in January attracted more than 150 drummers and specta-tors, according to Jeffrey Lee, the owner of Hollywood-based Resurrec-tion Drums and the event's emcee.

"People absolutely love it," Lee said. "It's a fun thing and the kids havea good time."

The main objective of a drum circle is to share rhythm among a unitedgroup of participants who express it in a collective voice. In a guideddrum circle, a facilitator leads the group and is responsible for maintain-ing the focus on the rhythms. Facilitating the Full Moon Drum Circle areEvan Kline, a professional drummer and hand drum instructor, andAdrian Jones, a music teacher at Hollywood Academy of Arts & Sciencecharter school.

Rhythms are a universal language, shared by people of all culturesthroughout history, and drumming has always been at the center of cele-brations and rituals that include births, deaths, weddings, war andpeace.

The drum circle is "really about people getting back to their roots,"Lee said. "Drumming was one of the first actions man took to communicate. It's the mother of all tongues."

But it wasnʼt until about 10 years ago that hand drumming started attaining popularity among modern-day Ameri-cans, Lee added.

"We realized that drumming is really cool, and it's a great stress reliever," he said. "And with the Full Moon DrumCircle, we've opened up drumming to anybody who can walk and talk and just show up with their drum."

The next Full Moon Drum Circle will be held from 7 to 9 p.m. Tues., Feb. 7 in the ArtsPark at Young Circle, at Hol-lywood Boulevard and U.S. 1. Anyone interested in participating is welcome to bring a hand drum or percussion in-strument and meet in the Palm Court area on the west side of the park.

The 2012 National ALS/BLS Team Competition was held during Fire RescueEast at the Ocean Center in Daytona Beach, Florida January 19 & 20, 2012.Hallandale Beach Fire Rescueʼs ALS Team, which consists of Driver EngineerYvette DeLaTorre, Firefighter/Paramedic Jo Shapins, Firefighter/ParamedicSaray Zambrano, and Firefighter/Paramedic Sasha Elmore-Hackett, placed inthe finals over other fire-rescue teams from around the country during the firstrounds and quickly advanced to the finals on Friday, January 20th; where theytook first place overall.

The event included a large scale interactive (mock) scenario that challengedthe team of paramedics to respond to a scenario which was only revealed tothem at the point of call. The team had minutes to sort through a series ofevents that led to tough choices; based on their knowledge and skill they weresuccessful in providing the proper treatment of a critical condition.

Recently, the team won 3rd place (just this past July) at the Bill Shearer Inter-national Basic and Advanced Life Support Competition which was held at thenational Clinical Conference, better known as ClinCon, in Orlando, Florida.They have put in an extraordinary amount of effort and hours into preparing forthis competition. Fire Chief Daniel P. Sullivan stated, “We couldnʼt be prouder oftheir efforts and dedication to excellence, in this competition and most impor-tantly for our community.”

These competitions play a vital role in preparingEMS personnel to work in challenging environmentsand create an educational experience that will helpthem provide the highest quality pre-hospital care topatients. Knowledge trained at these events is broughtback and introduced to the department which trans-lates into providing superior service to the citizens inthe community.

Somer answers some questions about heart health: Q: What are the main differences between "good fats" and "badfats?" A: We often hear that Americans eat too much fat, while people in otherparts of the world aren't eating enough. The truth is that, regardless of fat in-take, very few people are eating the right fats. Fats to avoid are saturatedand trans fats, which are solid at room temperature - like butter. In contrast,consuming polyunsaturated fatty acids - specifically omega-3s DHA and EPAfound in fatty fish - are important for brain, eye and cardiovascular health.

Q: Doesn't my body make all of the omega-3s needed to helpmaintain a strong heart? A: Many experts have indicated that the omega-3 fatty acids DHA and EPAare essential nutrients due to the limited ability of our body to make enoughof them and because of their beneficial health effects. That's why we mustget these nutrients from the foods we eat and supplements. The main di-etary source of DHA and EPA is cold-water fish, such as salmon. Unfortu-nately, studies show the American diet includes far less than the idealamount of DHA and EPA. For example, an average U.S. diet contains lessthan 100 milligrams of DHA per day. That is well below one expert's recom-mendation of at least 220 milligrams of DHA per day. Studies show that themore omega-3s you consume, the healthier your heart.

Q: What if I don't like eating fish - are there other ways to getDHA and EPA into my diet? A: The most common sources of DHA and EPA omega-3s are fatty fish andfish oil. Interestingly, many people believe that fish produce their own DHAand EPA, but in actuality it is the microalgae in their food chain that makefish such a rich source of omega-3s. For those who do not eat significantamounts of fish due to dietary preferences, allergies, a vegetarian lifestyle orworries about potential ocean-borne pollutants, there are DHA/EPA supple-ments made from algae. Q: How much DHA/EPA should I get in my diet? 1. Preheat the broiler.Put the poblano on abaking sheet and broilas close to the heatsource as possible,turning once, untilcharred all over, about 4minutes. The City of Hallandale Beach will be doing afree Christmas tree curbside collection servicefor all residents of the city. The service will con-tinue every Thursday until February 24, 2012. Tohave your tree picked up you need to remove allthe ornaments and the base and set it on thecurb.

After February 24, 2012, trees can be droppedoff on Saturdays between the hours of 8:00 AMto 12:00 PM. Location for drop off is 630 NW 3rdStreet. Proof of residency will be required.
