Section 1: Overview of the Independence 1:1 PlanThe Independence Community School District is proud to offer our students, parents and community a 1:1 Learning Initiative. We join a long list of Iowa School Districts who have some form of a 1:1 Learning Environment. Our program is comprehensive and will span over several years. This document will help you to understand our learning initiative and to see all of the information in one location.

History and Background InformationWe have been actively thinking/working/planning for a 1:1 program for three years.

Five years ago the district made a large investment in technology replacing 450 computers across the district, including staff and computer labs. All of these computers were desktop computers. Laptop computers were mostly under-powered for general use and we did not have the infrastructure to support a wireless system. It was determined to put the district on a 3-year computer purchase cycle, buying new computers every three-years and moving current computers around the district. By doing this, all of the district computers would always be less than six-years old.

When it came time to refresh computers at the end of the first three-year cycle, we started to consider the possibility of a 1:1 environment. Many schools in Iowa were looking to go in this direction. The 1:1 laptop initiative would empower our students by incorporating technology into each of the content areas, fulfilling their 21st-Century living skills.

We decided to purchase all new teacher laptops. This allowed our staff to work with a mobile device for better training and mobility. Teacher desktops were used to replace aging computers in classrooms. Moving the teacher desktop computers allowed us to save money for the proposed 1:1 program starting in 2013.

The 1:1 initiative is an exciting, progressive opportunity for teachers and students in the Independence Community School District.

How do I care for the laptop?The computer has an insurance value of $1,000. Students and adults need to be careful of the laptop and treat it with care. Here are a few of the key points: do not leave unattended, do not leave in a car for long periods of time, and to not expose to extreme temperatures.

What about off-campus Internet use?ICSD will not serve as a home Internet service provider. However, the district will provide Internet filtering for the laptops while connecting to the Internet away from school. It is the responsibility of the parent or guardian to monitor student laptop use, especially Internet access, in the home. ICSD is not responsible for providing internet access outside of school. The ability to access the Internet from home varies from situation to situation. No guarantee is implied.

How will the laptop be monitored?ICSD engages students in an Internet Safety program and instructs students in making appropriate choices regarding Internet use, content evaluation and web site selection. ICSD also takes technical measures to filter Internet access to protect students from inappropriate content. School-district personnel supervise student use of technical resources, including Internet browsing. These measures are in place to protect students and help them become informed consumers of Internet content. However, no technical measure or human supervision is failsafe.

While we are committed to protecting our students, we acknowledge students may access inappropriate content, intentionally or accidentally. Ultimately it is the responsibility of the

student to practice Internet safety measures and use the resources to access appropriate educational resources.

ICSD does not recommend that students use laptops in an unsupervised or isolated setting while off campus. Asheville City Schools recommends students use laptops in plain view of parents, guardians, or other family members.

Students will provide access to the laptop and any accessories assigned to them upon request by the school or district. A search of the laptop and student files may be conducted if there is suspicion that any policies, procedures, or guidelines have been violated. Faculty and staff have the ability to remotely monitor student computer use while at school.

ICSD will not remotely monitor the computer and will not take control of the camera or sound.

What about social mediaWhile the computer is at home, students might be involved in various social media. Students will avoid posting personal information online; will understand that postings are permanent; and will exercise mature and responsible conduct at all times while online, both on and off campus. We encourage parents/adults to help with appropriate use of social media.

Where do I go for help?Technical support/Help Desk is only available during school hours from 7:30 am-3:30 pm.

If a student has a technical problem at home, he or she should document the problem as completely as possible recording any error messages, exactly what the student was doing at the time, and the software being used when the problem occurred. With teacher permission, the student should report the problem to the help desk during operating hours. All repairs will be performed or managed by school-district personnel. Parents, guardians, students, or teachers are not allowed to attempt repairs themselves or contract with any other individual or business to repair any school-owned computer equipment. Every effort will be made to repair or replace the laptop in a timely fashion.

Help Desk Procedures:

1) Student identifies a problem.

2) With teacher permission and a pass, the student MUST bring the laptop, bag, and charger to the Help Desk in the Media Center.

3) A Help Desk Assistant will greet students with laptop problems near the Media Center entrance. The problem may be fixed while the student waits.

4) If the problem requires time at the Help desk, then the assistant will fill out a “Help Desk note” with as much diagnostic info as necessary.

5) The student will take his/her laptop to the Media Center front desk and staff there will check it in, including bag and charger. The Media staff will check out a loaner laptop to the student.

6) When the laptop is fixed, the Help Desk will contact student Advisory teachers, who will then contact the student. It is the student’s responsibility to return the loaner, bag, and charger to the Media staff prior to receiving their original assigned laptop.

Warranties and Insurance Information

The 1:1 computers purchased in May of 2013 will have a one-year manufacture warranty.

The district has purchased coverage for accidental damage.

All computer damage is subject to investigation to determine who is responsible for damage and might in result in student/parent being responsible for damage. Parents are encouraged, but not required, to investigate liability with their own insurance providers..

Section 3: Student ResponsibilitiesStudents are responsible at all times for the laptops, whether at school or off campus. The student assigned the laptop is responsible for all use of the laptop. Unsupervised laptops will be confiscated by staff and taken to the Media Center. Students must see an administrator in order to receive the unsupervised laptop. Disciplinary action may be taken for repeat offenders.

Students are required to bring the laptop to school each day with a fully-charged battery.

Students must bring the laptop to all classes, unless specifically instructed not to do so by their teacher. A laptop left at home is not an acceptable excuse for not submitting work. A lost document is not an excuse for late or missing work. Students leaving laptops at home will be required to complete assignments using alternate means determined by the teacher. Students will not be given the use of a loaner laptop if he or she leaves the laptop at home. Disciplinary action may be taken for students who repeatedly leave a laptop at home.

Users are responsible for their actions and activities involving school-owned computers, networks and Internet services, and for their files, passwords, and accounts on school-owned equipment. Students must ask for assistance if they do not know how to operate technology that is required in a class. Students are responsible for their ethical and educational use of all computer hardware and software. Students should monitor all activity on their account(s) and report anything suspicious to a teacher. Students who identify or know about a security problem are required to communicate the security problem to their teacher without discussing it with other students.

The right to use a laptop at home is a privilege. If students do not adhere to ICSD Responsible Use of Technology and Internet Safety Agreement, all Board policies, and the guidelines in this Student Laptop Handbook, the privilege to use the laptop at home may be restricted or eliminated. The same rules and expectations for student conduct also apply to student use of computers. Intentional misuse or neglect can result in loss of laptop use, disciplinary action, and/or fines for any needed repairs or maintenance. The school principal will have final authority to decide appropriate disciplinary action if students are found to be responsible for any unacceptable activity.

Student Care Tips1) For prolonged periods of inactivity, you should shut down completely before closing

the lid. This will help to conserve the battery.2) Dimming the LCD brightness of your screen will extend the battery run time. 3) **Ideas for charging, Charging carts in classes where the computers probably will not

Loaning Equipment to Others

Students may not lend laptops or laptop components to others for any reason. This includes other family members. Parents/legal guardians may use the laptops to assist their child who is assigned the laptop with homework and school assignments.

Power Management

1) It is the student’s responsibility to recharge the laptop battery so it is fully charged at the beginning of each school day. Power outlets may not be accessible in classrooms for recharging.

2) Uncharged batteries or failure to bring the laptop to class will not be an acceptable excuse for late or incomplete work or inability to participate in class activities.

3) Be careful not to cause a tripping hazard when plugging in the laptop.

4) All students are required to carry their chargers (AC adapters) to school to recharge the battery if necessary.

5) Protect the laptop by using a surge protector whenever possible.

Conserving Battery Power

1) Use standby mode or hibernate mode throughout the day.

2) Dimming the brightness of the screen will extend battery run time

3) For prolonged periods of inactivity, shut down the laptop.

4) Do not drain the battery down to 0%. Keep a well-charged battery at all times and plug in when needed.

General Care of the Laptop1) Please be aware that overloading the backpack or case will damage the laptop. Take

precaution when placing the backpack or case on a flat surface. 2) When using the laptop, keep it on a flat, solid surface so that air can circulate. For

example, using a laptop while it is directly on a bed or carpet can cause damage due to overheating.

3) Liquids, food and other debris can damage the laptop. You should avoid eating or drinking while using the laptop. DO NOT keep food or food wrappers in the laptop bag.

4) Take extreme caution with the screen. The screens are susceptible to damage from excessive pressure or weight. In particular, avoid picking up the laptop by the screen or placing your finger directly on the screen with any force.

5) Never attempt repair or reconfigure the laptop. Under no circumstances are you to attempt to open or tamper with the internal components of the laptop. Nor should you remove any screws; doing so will render the warranty void.

6) Take care when inserting cords, cables and other removable storage devices to avoid damage to the laptop ports.

7) Do not expose your laptop to extreme temperatures, direct sunlight, or ultraviolet light for extended periods of time. Extreme heat or cold may cause damage to the laptop.

8) A label has been applied to your computer for ID purposes. Please do not place additional stickers/items on the computer. Remember the laptops are the property of Asheville City Schools.

9) Keep your laptop away from magnets and magnetic fields, which can erase or corrupt your data. This includes but is not limited to large speakers, amplifiers, transformers, vacuum cleaners, and older television sets.

10) Clean the screen and touch pad with lint-free, anti-static cloth. (Never clean the screen with glass cleaner.)

11) Wash hands frequently when using the laptop.12) Do not pick up the laptop by the screen.13) Avoid touching the screen with fingers, pens, pencils, or any sharp instrument.14) Be careful not to leave pencils, pens or papers on the keyboard when closing the

screen.15) Do not leave the laptop in a vehicle for extended periods of time or overnight.16) Never sit on the laptop.

Carrying the Laptop

1) All laptop and components are to be carried in the school-provided laptop carrying cases. Do not put laptops with or without carrying case in another bag. Do not put Textbooks, notebooks, binders in the carrying case with the laptop.

2) Laptops should always be shut don or placed in standby mode before being placed in the carrying case.

3) Always close the lid before moving or carrying the laptop.4) Carefully unplug all cords, accessories, and peripherals before moving the laptop or

placing it into the case.

Security

1) Do not leave laptops in unsupervised areas. Unsupervised areas include but are not limited to the cafeteria, outdoor tables/benches, computer labs, buses, locker rooms, media center, classrooms, gyms, dressing rooms, restrooms, hallways. In the event of a fire drill or other classroom evacuations, students should take laptops and laptop cases with them.

2) Staff will secure unsupervised or abandoned laptops.3) Avoid using the laptop in areas where damage or theft is likely. 4) When students are not using the laptops, laptops should be stored in their secured

lockers.5) Students are encouraged to take their laptops home every day after school, regardless

of whether or not they are needed. If a laptop is stored temporarily in a vehicle, it must not be visible from outside.

6) During after-school activities, students are still expected to maintain the security of the laptop. Students participating in sports events will secure the laptops by locking them inside their student-assigned lockers.

7) Each laptop has identifying labels including the serial number and assigned student name.

8) Students must not modify or destroy these labels

Software and File Management

1) Laptops come with a standardized software configuration. This configuration may be altered through approved processes only.

2) All software must be approved by Independence Community School District.3) Do not change the computer name.4) Do not change or remove operating system extensions.5) Unapproved software, hardware, or additional plug-ins are not to be loaded on the

laptops.The school does not accept responsibility for the loss of any data deleted due to reimaging laptops.

Section 4: Overview for ParentsThe parent, guardian, or adult student will be responsible for compensating the school district for any losses, costs, or damages which are not covered by the warranty or the property insurance coverage, possibly including the laptop's full replacement cost. Students with damaged laptops who fail to report the damage may be subject to additional fines and disciplinary action.

Theft

At the ICSD Parent/Student Orientation, each student will be issued a laptop, carrying bag and accessories.

Incidents of theft occurring off campus must be reported to the police by the parent or student, and a copy of the police report must be brought to the school within 48 hours to be given to the school principal. 14 AHS/SILSA Parent/Student Laptop Handbook Last Revised 1/26/2012

Any theft occurring on school grounds must be immediately reported to the designated school official indicated on your Laptop Identification Card.

Be prepared to provide the following information when reporting a theft:

1. Laptop Serial Number, Manufacturer and Model

2. Date and address of theft

3. Complete details of theft

4. Police File Number, Officer’s Name and Police Agency Information

NOTE: It is important to complete all these steps immediately after the theft. Filing a false police report is punishable by law.

The district will work with the police department to report all model, asset, and serial numbers of stolen or lost laptops to local pawn shops and area law enforcement agencies..

Reminders:1) Remember that while the school system will provide Internet content filtering, there is no

substitute for parental supervision when using a computer.a. Monitor student use of the laptop and Internet at home.b. Ensure your child understands and adheres to laptop and Internet policies and

guidelines set forth in the ACS Student Laptop Handbook. 2) Sign a copy of the Laptop Agreement that you will find at the end of this handbook.3) Reimburse the school district for any costs incurred or fines assessed due to misuse,

neglect, damage, or loss, including theft, if not otherwise covered by warranty or insurance, up to the full replacement cost of the laptop.

4) Assist your child who is assigned the laptop with homework and school assignments.

5) The purpose of the 1:1 Laptop Initiative is to help students learn. Student use of the laptop for learning is the most important priority of the 1:1 Laptop Initiative.

6) Ensure the return of the laptop and all accessories at the end of the current school year or before the student withdraws from school.

One of the Board of Education’s goals is obtaining and sustaining academic excellence.  The 1:1 laptop initiative helps to level the playing field for all students to become 21st century learners.  We believe technology can enhance both teaching and learning.

A 1:1 learning environment gives the students expanded opportunities to research, communicate and collaborate.  The students have a dependable, mobile and devoted device to meet their educational goals. Teachers are able to give broader types of assignments and expand their options for lesson planning. Classroom instruction is able to devote more time to answering, “How,” and “Why.”  

2. Is there any research to support the 1:1?

Our technology team and staff have studied 1:1 research and implementation models throughout the United States  The benefit of a laptop initiative is best achieved by means of a blended learning environment.  This includes effective teaching strategies coupled with technology integration within the classroom setting.  Just as a textbook by itself will not improve student achievement, a computer by itself will not improve student achievement.  

With effective instructional strategies and technology integration in place, the research shows the following:

Improved writing and reading scores Increased student interest in learning Reductions in student office referrals Increased creativeness and project based assessments Improved student attendance Access to information outside of the textbook and school walls

1:1 refers to having one computing device per student. Every school district has a unique 1:1 learning environment.   Our 1:1 learning environment will start with students in grades 9-12

receiving a computing device for August 2013. We will expand our 1:1 to grades 7-8 in August 2014.  We expect to provide more access for K-6 students to technology at school. We have not made a commitment for true 1:1 program at the K-6 grades.  Our plan is to have a classroom set of technology per grade-level over the next several years.

4. How many schools in Iowa have 1:1?

5. Where can I go to learn more about 1:1?

6. What will the computer cost me?

The computers will be purchased using district funds.  

Parents will continue to pay the technology fees at registration.  This registration technology fee is not for the 1:1, but is used to support technology district-wide such as printing, software licensing fees, and general upkeep.

7. How much electricity will the computer use?

The laptops will need to be charged every night to be ready for school. Modern computers are very efficient.  It is difficult to estimate cost because of usage and cost of electricity.  It will not cost nearly as much as a refrigerator, probably closer to 100 watt light-bulb.

8. How much is the computer worth?

The computers will be insured for $1,200.  Repairs to damaged screens will cost about $500, damage to the keyboard will cost about $100 and power cords are about $100 each.   Other school districts have discovered that students take excellent care of the computer because it is essential to their learning environment.  We expect our students will take care of their laptop and be prepared for class.

Parent Questions:

1. If my child loses, breaks or has his/her laptop stolen, am I responsible for replacing it?

As with any piece of school property that is checked out to a student, families are responsible for its appropriate care. If the laptop is stolen, you will need to file a police report.  The district is looking into various options for replacement costs.  Lynnette and Steve are meeting with insurance people on 2/19 and will have more answers available at the Board workshop.

2. My family does not have wireless Internet access at home.  Is this a problem?

The district understands that internet is not available in every home. There are several public locations with Internet available.  Currently many students come to school early  or stay after school to work on computers for assignments.  The district is looking into options to provide time for students to use the school internet before/after school.

Teachers will need to provide access time during school day and be aware of night time limitations to internet access. Students will be encouraged to use time wisely when Internet access in not available at home.  The school library is open before and after school.  The public library and other public areas may be additional resources in the community where students could access the internet.

3. What happens if we move out of district?  

The computer ultimately belongs to the school and will remain with Independence Community School District.  The computer will need to be returned along with textbooks and other school materials before you leave Independence.

4. Is the whole family allowed to use the computer?  

The computer is designed primarily for student use and multiple accounts will not be created on the computer.  The student/parent will be responsible to ensure the laptop is available for student use each day.

5. Will my children be protected on the Internet?  

The district will have a content filter in place to help protect against inappropriate material both at school and at home.  We encourage parents to talk to school administration if students happens to discover inappropriate Internet sites.

6. Will the school be able to control the computer while it is at home?

The district will not remotely take control of a computer while it is outside the school buildings and grounds.

The district will not remotely control the built-in camera or sound at anytime.

7. What if we do not want to bring the computer home?  

There will be a place at school to check-in the computer at school.

The district will encourage families to allow the laptop to go home.   If a family has concerns about allowing the computer to go home, please contact your building principal.

8. Will my student have the computer to use over the summer?

No. The computers will be collected for the summer.  This allows time for the computers to be updated and prepared for the next school year.

9. What sort of technical support is available to help my student use the computer and keep it working well?

The Junior Senior High School will have a group of students to help troubleshoot issues and to answer questions.  The district also has a technical person assigned to JSH and spends most of his time at the school to answer questions and fix issues.

10. Is my child going to have more homework?

The 1:1 device will change the way the student learns, collaborates and communicates.   Students will need to use good time-management skills and not be distracted by the opportunities of the computer.

11.What about bullying?  How is that monitored?

Bullying with a computer is no different from other forms of bullying. Bullying is not acceptable in any form or situation.  Current bullying policy includes the use of computers.

Student Questions:

1. What happens if the computer is not charged for school?

Students will be responsible to charge their own computers.   The classrooms will have limited availability of power for students.

2. Will there be laptops available if I forget my laptop?

No.  Laptops will only be available for lost/stolen laptops with an accompanying police report.

If you forget your laptop or it is not ready for use, it is like forgetting your class assignments or not being prepared for class and will be handled in a similar manner.

3. What about inappropriate use?  

All inappropriate use will be investigated and the building principal will determine corrective action.

4. What about printing?  

Since most work will be digital, there will be options for electronic submission of most assignments. If printing is necessary, students will have access to printers at school.

Printing at home is possible if the computer is able to self-install the printer drivers.  Most modern printers are self-installing and will work with the computer.  The district will not attempt to get home printers working if the printer does not self-install itself when the computer is attached.

Teacher Questions:

1. Will our infrastructure handle the increase traffic and computers?

The Junior Senior High School will have a new wireless system.

The Junior Senior High School will have a new wired network based on 10 GB throughput.  We are currently at 1GB throughput.

With Safari Montage, our video streaming will be more efficient.  For example, instead of having 50-75 individual video streams of the Bald Eagle, we will have one stream and a video server to feed to all classrooms.

At the Junior Senior High School, the number of devices will go up, but the time required to manage the computers will go down.  We are purchasing software to manage all of the computer updates, patches and software.

Students/staff will need training on best practice and use of computers. Staff has received training last year and is again receiving more this year.

We will have a small team of students to help with software issues.

2. What about associates?  Will they have access to the computers as well?

Associates will not be receiving individual computers.

3. Will support for East/West/ECC/BCSC drop because of the high school 1:1?

The level of support will be about the same.

Ryan will spend most of his time at the High School and Steve will continue to have his main office in the Administration building.  Steve will continue to schedule time in each building.

4. Will BCSC students be included in the district 1:1?

Yes, students will have access to a computer while attending Buchanan County Success Center.  The BCSC implementation might look different and we have not worked out all of the details.  BCSC might find it more beneficial to keep the computers at school and check-out as needed.

5. Instead of purchasing a device for every student and allowing the student to take it home, would it be cheaper to buy extra labs for student use during the day?

Scheduling labs is extremely difficult.  Many classrooms want to use the computers at the same-time.  If we purchase enough lab computers to meet all of the classroom demands, we will be at one device per student. The computer labs are heavily scheduled and there are always shortages. The advantages of assigning a computer to a student are:  The student will have the same computer all of the time, there is no need to transfer files, and students will take care of a laptop assigned to them.

6. How many computers will we purchase?

We plan to purchase 465 computers.  These computers are not replacing any computers currently in the district.  All of the computers we currently have will still be needed and used throughout the district.  There will be more computers in the district, but the new computers will take less time to fix because we are also purchasing software for updates, patches and troubleshooting over the network.  We will not have to ‘touch’ every computer to install software.

7. Will our Internet bandwidth be able to handle the extra traffic?

We are currently at 85 Mb of available bandwidth coming into the district. The entire district is only using about 40 Mb currently for all Internet related activities.  This includes all of the non-school owned devices on the network including student iPads, iPods and other student owned devices.

Other schools bandwidth usage: Jesup: 24 mb Hudson: 17 mb East Buchanan: 24 mb Waterloo: 240 mb Waverly: 96 mb

I have requested 120 Mb for 2013-2014.

Section 6: Overview of Legal ObligationsTerms of Agreement

Independence Community School District will hold the legal title to the laptop and all accessories. Right of possession and use is limited to and conditioned upon full and complete compliance with all Board Policies and Procedures, including Responsible Use of Technology and Internet Safety Administrative Procedure--#3225-P; Responsible Use of Technology and Internet Safety--#3225; Copyright Compliance Policy--#3230/7330, Integrity and Civility--#4310 and other guidelines outlined in this Laptop Handbook. ICSD does not guarantee that its technology resources will be uninterrupted or error-free. Access to the network is provided on an “as is” basis without warranties of any kind. In the rare case that the network is down, neither ICSD nor any of its agents or employees will be responsible for lost or missing data. The right to use and possess the laptop and all peripherals terminates no later than the last day of the school year unless earlier terminated by the district or upon removal from the school through withdrawal, suspension, expulsion, or transfer. Failure to return the laptop on or before this date to the school principal or designee will result in criminal charges being sought against the student, parent, and/or the person who has the laptop. The laptop remains the property of ICSD and cannot be loaned, sold, bartered, traded, leased, rented or given to any other person(s). Failure to return the laptop and peripherals for annual repair and maintenance will result in a certified letter sent to the parent or adult student* indicating items not returned. The parent or adult student* will have five (5) days to return the items or pay replacement costs, or this failure to comply will be referred to local law enforcement. The parent or adult student* can be charged with theft. ICSD reserves the right at any time to require the return of the laptop. Students may be subject to loss of privileges, disciplinary action and/or legal action in the event of damage to or loss of the laptop or violation of Board policies and guidelines as outlined in this Laptop Handbook.

*Students who are 18 years or older or who are legally deemed emancipated minors are considered adult students. All legal, ethical, and financial obligations are the responsibility of an adult student.

District Liability Asheville City Schools assumes no liability for any material accessed on the laptop.

We are excited to be able to provide your student with a laptop computer while he or she is enrolled at ICSD. These laptops are to be used by the student for learning purposes only and are the property of Independence Community School District. Please note the following conditions of the program:

Parents or students will file a police report in case of theft, vandalism, and other acts that occur away from the school campus. Laptops that are not returned when a student leaves, transfers, or withdraws from school will be considered stolen. Please read the ICSD Parent/Student 1:1 Laptop Handbook carefully with your child. Be sure that both you and he/she understand the guidelines for this program. Failure to comply with all guidelines, terms and expectations in the ICSD Parent/Student 1:1 Laptop Handbook, the Responsible Use of Technology and Internet Safety Agreement, and ICSD Board policies and procedures may subject you to financial responsibility for costs, fees, fines and other monetary consequences.
