1.General Regulations

1) The present Regulations of applicants admission for fee-paying training on baccalaureate

specialties in the Republican state enterprise on the right of economic management " S.D.

Asfendiyarov Kazakh National Medical University "of the Ministry of Health and Social

Development of the Republic of Kazakhstan for 2016-2017 academic year (hereinafter -

Regulations) have been developed according to subparagraph 25 of Article 4 of the Law of the

Republic of Kazakhstan "On Education" with changes and additions as 03.12.16) and the Standard

Regulations of admission to the educational institutions, implementing professional educational

programs of higher education approved by the Government Resolution of 19.01.2012 №111

(hereinafter the Standard regulations), as well as by standard and legal acts regulating the work of

the admission committee for accepting documents from the applicants and forming a contingent of

students.

2) The present Regulations establish the general requirements for the applicants admission on

bachelor specialties in the Republican state enterprise on the right of economic management " S.D.

Asfendiyarov Kazakh National Medical University" of the Ministry of Health and Social

Development of the Republic of Kazakhstan (hereinafter - the University).

3) The University admits citizens of Kazakhstan Republic, foreign citizens and persons without

citizenship who have secondary, general secondary (general secondary), primary vocational

(technical and vocational), secondary vocational (post-secondary), higher education (higher

vocational) education.

4) The University establishes a quota for admission to a fee-based training separately on specialties

and language departments. Applicants of Kazakhstan Republic have rights to choose language for

study on commercial basis.

5) Admission to the University on fee-paying basis training on bachelor specialties is carried out at the

own expense of citizens and the intermediary organization under contract with payment of training

cost by physical and (or) legal entities. At the same time the university chooses the intermediary

organization by contract for the current year.

6) Admission of foreign citizens is carried out in accordance with the direct agreements (contracts)

concluded by the University with foreign citizens or organizations - intermediaries with payment of

tuition fees, and under the conditions defined by the Regulations;

7) Admission of citizens of the Republic of Kazakhstan on fee tuition is carried out on their

applications on a competitive basis in accordance with the certificate scores, issued according to the

results of the unified national testing (hereinafter-UNT) or complex testing this year. The minimum

level of points necessary for participation in the competition is 70 points, including at least 7 points

in a profile subject, and on other subjects-not less than 4 points (RK Government Resolution of

January 23, 2008 №58).

8) Admission of foreign citizens for studying at the University on a fee paying basis is carried out in

the form of interviewing, conducted by the University admission committee. (S.R., RK MES p.7,

instructive letter 03-2 / 740 of 22.07.15, p.21).

9) Admission of applicants entering the University fee based department is carried out on their

applications on a competitive basis in accordance with the requirements specified in Appendices

4, 5 to the present Regulations.

10) Admission of applicants is carried out according to the University license on providing

educational activities in the respective specialties and foreseeing the issuance of documents on

education of the state sample.

11) Training of foreign citizens in the University is held in English, Russian or Kazakh languages.

Persons wishing to study in Russian or Kazakh languages are interviewed on Russian or Kazakh

language; foreign citizens who do not speak Russian or Kazakh language may study at the

preparatory department of the University on a fee-paying basis.

The Standard Regulations of admission to the educational institutions, implementing

professional educational programs of higher education approved by the Government

Resolution of 19.01.2012 №111;

The Republic of Kazakhstan Decree of the President of 5.07.2001. №2 648 "On the

granting of special status of certain state institutions of higher education";

The Standard Regulations "On the public higher education institutions with special status"

approved by Government Resolution of 11.05.2001, № 1398;

Instructions and other normative legal acts of the MES RK and the MES RK National

Testing Center.

3. The terms, definitions and abbreviations:

An applicant is a person entering the secondary special or higher educational

institution.

Entrance test - assessment of knowledge of a person and his ability to master the basic

educational program

Foreign citizens of the Republic of Kazakhstan are persons who are not citizens of the

Republic of Kazakhstan and who have proof of citizenship of another

state. (Article 2 of the Law "On Legal Status of Foreigners" with changes

and additions. 11.24.2015)

Competitive point is the number of points with which the applicant is involved in the

competitive selection

MES OF RK - Ministry of Education and Science of the Republic of Kazakhstan;

А-level - ( Advanced General Certificate of Education- Certificate of Secondary

Education) - a standard graduation qualification offered by the educational

institutions in England, Northern Ireland, Wales, Scotland and widely

recognized in Europe, the United States, as well as in many other parts of

the world. A-level is studied for two years and it is the standard entrance

qualification for assessing the conformity of the candidates to the

academic requirements of universities in England, Wales and Northern

Ireland;

IELTS - (International English Language Testing System is an International

English Language Testing System) - a standardized test for determining

the level of knowledge of the English language administered by the

British Council, the University of Cambridge ESOL, and IDPEducation

PtyLtd.

TOEFL - (Test of English as a Foreign Language is a standardized test for

determining the level of knowledge of English, developed by Educational

Testing Service (ETC) (Princeton, New Jersey, USA).

4.The procedure for accepting applications and documents

1) For admission to the fee based training on bachelor specialties an applicant fills in the

registration form through the website dis.kaznmu.kz of the University system.

2) It is necessary to send to the site dis.kaznmu.kz (web page «Admission Committee») of the

University the copies of documents in accordance with the requirements specified in Appendix 1

to the present Regulations (to attach the scanned copies of the required documents and essays,

according to the requirements: an essay should contain a factual statement of a problem, including

relevant examples of your own experience. The volume of essays should not exceed 500 words).

3) Documents of an applicant submitted to the Admission Committee are not returned. If

necessary, the Admission Committee has the right to request the additional documents.

4) The obligatory requirement for the admission of citizens of Kazakhstan for the psychological

test is a certificate of UNT or CT scores: a semi-admission score of RK MES competition - 10

points on "General Medicine", "Stomatology" specialties and 70 points above -on other

specialties.

5) Foreign citizens with documents corresponding to the requirements specified in Appendix 2

to these Regulations are admitted to a remote psychological test and interviewing (mini -

interview) on-line mode. For foreign citizens with training in Russian or Kazakh language an

additional interview in Russian / Kazakh language is held.

6) Procedure of interviewing is documented by the protocol of the standard pattern according to

Appendices 3.

7) Applicants who meet the requirements specified in Appendices 4 and 5 are admitted to the

competition.

5.Competitive selection

1) Admission of applicants to the fee based department in the University is provided on a

competitive basis on specific specialties and language departments in accordance with the

requirements specified in Appendices 4 and 5 of these Regulations

For the citizens of the Republic of Kazakhstan:

2) In case of identical indicators of points of certificates the prerogative right will be given to

children-orphans and children left without parental care, disabled people of the first and second

groups, disabled persons since childhood, disabled children, who, according to the conclusion of

medical-social expertise, are not contraindicated training in the corresponding educational

institutions , citizens with education documents (diplomas, certificates, diplomas) with honors,

and then persons having the highest average score of the certificate or diploma.

3) In case of identical indicators of points and in the absence of prerogative right the applicants

with higher average grade points of a certificate or a diploma have preference. In case of identical

indicators of points, and in the absence of prerogative right, and the same average score of a

certificate or a diploma, the points scored in a profile subject will be taken into account.

4) Admission committee can carry out the inspection of reliability of data submitted by the

applicant to participate in the competition. Any false information of applicants is a ground for

refusing to participate in the competitive selection and admission to training (cancellation of the

order of enrollment).

5) Admission committee of the university notifies the applicants of the results of the

competition.

6) Foreign citizens not recommended for admission, have the opportunity of entering the

university through the preparatory department on a fee-basis.

6.Conclusion of a Contract

1) Applicants who have passed the competition conclude a contract with the University for

providing educational services (hereinafter - the Contract).

2) If the applicant is a minor under the age of 18 years, the Agreement is concluded by his legal

representative.

3) By signing the Agreement an applicant confirms that he has read and agrees to the terms of the

Agreement, the Charter of the University, the University Internal regulations, the main

normative legal acts regulating the procedure of admission to the educational institution.

4) The cost of training at the University is determined in accordance with the tariffs for paid

educational services in the respective academic year according to the Regulations.

5) Tuition fees may be made by both University students and third parties (parents, relatives,

sponsors, etc.).

6) Tuition fees may be made both by contributing cash to the cashier of the bank (from an

individual to a legal entity (University), and cashless through a bank transfer to the account of

the University.

7) For confirming the solvency all foreign citizens, with the exception of ethnic Kazakhs should

make a prepayment of 20% of the cost of tuition on the currency account of RSE on REM "

S.D. Asfendiyarov KazNMU "before receiving an invitation to training. When making a

payment by bank transfer a single payment should not exceed 10 000 US dollars with

indicating the full name in whose favor the transfer is done. "Tuition fee" should be written on

the payment assignment.

8) Payment is made on the currency account by the requisites:

7.Admission to the University

Admission of students to the University is carried out by Admission Committee from 10th

of

August till 25th

of August.

The order on admission of students is issued after receipt of the settlement account of the

prepayment for the University in accordance with the agreement of educational services in the

amount of 20% of the tuition fee for foreign citizens and 40% - for Kazakhstan citizens – till the

25th

of August of this year.

After receiving an advance payment to the account of the University the dean of foreign

students sends applicants a letter of invitation for foreign citizens for processing educational

visa. Processing visa is carried out by the dean of foreign students – at the expense of applicants.

In the absence of advance payment within the specified period an applicant will not receive

the invitation letter and will not be admitted to the number of students.

In case of registration of the citizens of the Republic of Kazakhstan issued educational

loans by banks of the second level, the citizen shall be admitted to university if students provide

with appropriate reference from the Bank on reviewing documents.

At the same time he is given a deferral on payment of the amounts specified in the

agreement of educational services and should be paid before admission of the citizen, for the

period of registration of the educational loan, but no more than four weeks from the receipt of

reference from the bank.

The order of admission of students to the University is signed by rector no later than 25th

of

August of the current year.

In case of violation of payment terms the agreement may be terminated by the decision of

the University.

Applicants must provide to the admissions office of the University documents on paper

(original) until 25 August 2016

6 photo 3x4 (color or black and white, no more than 1 year ago);

Medical certificate (form 086), original chest X-ray, vaccination card (Form 063-U) *

Inquiries about the presence or absence of a criminal record

* Foreign citizens must have a medical examination at the educational-clinic center of KazNMU named after S.D.

Asfendiyarov.

** Documents submitted in a foreign language must be translated into Kazakh and Russian languages, the

translation fidelity must be confirmed by Kazakhstani notary or consulate of the Republic of Kazakhstan in the

country of issuance of educational documents. Documents on secondary (full) general education, issued in the CIS

countries do not require legalization (or "Apostille" stamp).

Documents on education issued by foreign organizations must get nostrification established

by legislation of the Republic of Kazakhstan by the order of enrollment of persons during the first

semester.

All transfers must be executed in the name and surname indicated in the entry visa.

When foreign students provide with untrue information, the university has the right to

return the documents to him and expelled from the university without returning money

resources.

The University provides in the MES information on established forms and terms, and after

enrollment - within ten days of the final text report on the organization and conduct of admission,

as well as copies of orders on transfer students.

8.Settling in the hostel

1) The cost of living in the University hostel is determined according to the price list approved

by the University.

2) The university provides students with rooms at the hostel in case of availability of free rooms

at the hostel and after paying to the bank account of the university.
