Committees

There will be three committees: the General Assembly, the Security Council, and the Health Council.

Countries will receive their resolutions several weeks in advance of the conference.

The fifteen delegates at the Security Council do not get the resolution before the committee convenes; instead they receive it when they enter the committee. Usually, someone will motion for a 20-30 minute recess, in order to give the delegates time to research the topic.

Are There Awards at MUN?

Yes, awards are given for the best delegation, the most outstanding delegate, and the best speech.

These awards recognize and reward the students who actively participate in the conference.

They also evaluate your knowledge of your country’s foreign policy and world affairs.

Participate and try to speak up as much as you can.

Recognition

To be recognized by the Chair, a delegate must rise and address the Chair as Mr./Madame President.

If recognized, the delegate must state the nature of his or her point.

If a delegate fails to address the Chair properly, the President will rule him or her out of order.

Speakers List

This is the “default” setting for all debate. Your country or stakeholder can be on the

speaker’s list only once at any given time. After you speak and your country is removed, you

can immediately be added back to the Speakers List by passing a note to the chair.

Yielding

If you don’t use all your speaking time, that is ok, but you must give the extra time to someone else.

“I yield my time to…” The chair (this is the most common yield) Another delegate (they would have asked you

before) To questions (one other delegate may ask a question

of you and you get the remaining time to answer.

Point of Personal Privilege

A delegate may rise on a point of personal privilege if he or she feels that his or her person, or country, has been misquoted, misunderstood or insulted by the speaker holding the floor.

The President may ask the allegedly offending delegate if he or she wishes to apologize. The offending delegate is not required to do so.

Interruption of Speakers

A delegate may interrupt a speaker who has the floor only on a point of order or on a point of personal privilege.

No delegate may address the Assembly without having received the permission of the President.

The President may rule a speaker out of order if his or her remarks are not relevant to the subject under discussion.

Speaking Procedure

The submitter shall read the resolution and present a short speech in support, if he or she wishes.

The submitter shall not be asked any questions. The seconder, negator and other speakers shall

present a speech on the resolution and may choose to respond to points of information.

Voting

If any motion requires a speaker on both sides of the issue, and there is no speaker willing to assume the negative role, the motion will be considered passed by the General Assembly without the need for a vote.

Each country receives one vote in the General Assembly. Observers/non-member states (e.g. Palestine) do not

receive votes. The five permanent members on the Security Council

reserve the right to veto.

Expulsion of Disorderly Delegates

If a delegate becomes disorderly during a meeting, or is deemed out of order an excessive number of times, the President may permanently expel the delegate from the meeting.

Be respectful of other delegates, even if you do not share the same views. Be on your best behavior!

Public Speaking

Practice, practice, practice! You will be speaking in front of dozens of your

peers. Don’t be nervous. Take this as an opportunity to

showcase the public speaking skills you have worked hard to improve.

Represent Your Nation

A delegate may rise on a point of order if he or she feels that a delegation has committed a serious breach of his or her country’s foreign policy.

If the allegedly offending delegate cannot substantiate successfully his or her actions, the Chair may rule the delegate out of order.
