SD/- PRINCIPAL RE 003 Flood victims await relief Warm weather to advance opening of Tulip Garden ‘We are moving from pillar to post’ YASIR ASHRAF Srinagar, Mar 2: Despite passing of nearly 18 months after devastating floods, affected people in the summer capital are yet to receive relief. “It has been 17 months since my house collapsed in floods. Despite moving from pillar to post, I am yet to receive relief,” said Aqiba, a flood victim in Shivpora locality here. Shivpora was one of the worst hit areas during the September 2014 floods in Srinagar. Residents of Dalgate, Sonawar, Indira Nagar and Jawahar Nagar also expressed resentment over inordinate delay in relief. As per official figures, more than 20,000 houses were partially damaged in Srinagar while over 17,000 suffered severe damages. Nearly 5,700 houses were fully damaged. The first installment of relief includ- ed Rs 75,000 for fully damaged houses, Rs 12,600 for severely damaged houses and Rs 3,800 for partially damaged houses respectively. The relief amount for flood victims has been divided into three cat- egories — partially damaged, severely damaged and fully damaged. “Recently, I visited the concerned Patwari where he told me that the list for relief is with Deputy Commissioner’s office. When I went there, officials told me to meet the concerned Patwari. This is sheer dilly-dallying tactics,” another flood victim rued. “My home was situated near the breach and I lost everything in the deluge. I had pinned my hopes on relief to restart my life but it has been denied to me,” he said. Several flood victims whose houses were devastated are yet to receive their second installment of the interim relief. “Despite completion of all forma- tives, most of the residents here have not received the second installment of flood relief. Ironically, several persons in HMT areas received even the second installment despite not being affected by the floods,” alleged a delegation of residents of Mustafabad HMT led by Khurshid Ahmad and Javid Ahmad. “We demand probe into the matter,” they added. The residents of Khan Colony area of Chanapora here said that around 100 house owners there are yet to receive second installment of Rs 25,000 for par- tially damaged houses. The slab for the partially damaged house was set as Rs 3,800. “After receiving cheque of Rs 3,800, we were waiting for the second install- ment. Though we approached the con- cerned Tehsildar’s office several times for releasing the installment, but to no avail,” said the residents of the locality under the banner of Fallah and Behbood Committee. “Now, we have pinned our hopes on Governor NN Vohra and make a fervent appeal to him to expedite the relief pro- cess,” they said. On February 25, Governor had approved the financial assistance under Prime Minister’s Development Pack- age-2015 for providing relief to the flood victims. Divisional Commissioner Kashmir and Deputy Commissioner Srinagar did not respond to repeated calls for their comments. MIR IQBAL Srinagar, Mar 2: Unseasonal bloom due to warm weather is all set to open Asia’s largest Tulip Garden on the banks of Dal Lake in in second week of March this year- ---20 days ahead of the schedule. "The ideal temperature for the proper budding and bloom- ing of tulips is around 15-16 degrees, but this season Kash- mir has witnessed temperature 20 degrees above. This has advanced the early blooming of most of the flower varieties, including tulips,” said Imran Ahmad, Assistant Floriculture Officer and In-charge Tulip Garden. The Garden is usually opened in first week of April Located on the foothills of the Zabarwan hills, Tulip Garden has become the major attraction for local as well as outside visi- tors in the early spring. Around 2000 bulbs have already bloomed and few other tulip varieties are showing advanced budding stage, said Ahmad. "In last few years, we have witnessed first April as an ideal time for opening of the garden, but this time, it will be some 20 days in advance," he said. “For the first time in last more than seven- decades, the temperature was hovering over 20 degrees Celsius in the month of February, naturally, its impact would be on tulips too. Among 1.2 million tulip bulbs, some 2,000 bulbs have already bloomed and few other tulip varieties are showing advanced budding stage,” Imran said. In a statement, SMC spokes- person said on the direction of Divisional Commissioner Kash- mir, the Commissioner toured the Bypass from Pantha Chowk to Shalteng. “At Shalteng Bye- pass, Commissioner gave clear cut directions for demolition of encroachments that had come up on a Government land there. Moreover, a fine of Rs 50000 has been imposed on Jamkash Vehi- cles Pvt Ltd for wrong parking, displaying of vehicles outside their showroom on the Highway. They have been strictly directed to do away with this illegal prac- tice and ensure a smooth flow of traffic and pedestrians move- ment outside the showroom,” the statement said. ALI IMRAN Srinagar, Mar 2: Police on Wednesday busted a gang of car liſters with arrest of five persons and recovering five stolen vehi- cles at their instance. Superintendent of Police Zone Hazratbal, Rayees Muham- mad Bhat, said that to crack theſt cases in Hazratbal zone, an Anti- Theſt Squad (ATS) was formed. The ATS was headed by SHO Lal Bazar Tauseef Lone and monitored by SDPO Hazratbal, Syed Sajjad Bukhari. “Acting swiftly, the squad detained three car liſters namely Tanveer Ahmad Sheikh of Awa- ntabhawan Soura, Irshad Ahmad Dar of Habbakadal and Asif Shafi of Pantha Chowk”, the SP said. “During interrogation, the accused admied to have liſted var- ious vehicles from different loca- tions of Srinagar. On their disclo- sure, two Alto K10 Cars, one each Wagon R Car, Maruti 800 Car and Tavera vehicle were recovered and seized under section 550 CrPC”, the SP said. “Spare parts of various stolen vehicles including the engines of two Tavera cars, three Alto cars, two Maruti cars, two Tata 207 vehicles and one Maruti Swiſt car were recovered at the instance of accused persons from the work- shops of Irshad Ahmad Bhat at Bat- wara and Irshad Ahmad @Gasha at Saidakadal. All the recoveries were seized under section 550 CrPC. The accused persons are being inter- rogated and further recoveries are expected,” the SP added. Reports said the fire started at upper reaches on Brein and spread to adjoining forests. “An enclosure of Social forestry at Brein is on fire. We are making all efforts to control the fire,” said Wildlife Warden Dachi- gam Tahir Shawl.
