A Special Economic Zone is a part of the territory of the Russian Federation where entrepreneurs work under special conditions.

There are 4 types of SEZ in Russia nowadays: • industrial-manufacturing,• tourist-recreational, • technical-innovative,• port-type ones.

Tomsk Oblast was chosen for the creation of the SEZ TIT in 2005 along with such cities as Dubna, Zelenograd and St. Petersburg.

The aim of creating Tomsk Special Economic Zone of Technical and Innovative Type is to form a unique envi-ronment for the rapid development of innovative business, production of scientific-technical products and their launch on internal and external markets.

Targets of creating the SEZ: to master a brand new production engineering level in top-priority economy sec-tors, to commercialize the scientific potential of Tomsk Ob-last and increase the productivity of both high-technolo-gy sectors of the region’s economy and related, or support-ing, sectors.

The realization of the SEZ project is based on private-public partnership mechanism. Favourable conditions are created for the SEZ residents to carry out technical and in-novative activities: tax and customs privileges, convenient mechanism for leasing of offices and laboratories. Engi-neering, transport, customs infrastructure financed by the budget funds allows for organization of maximally com-fortable work for residents in the SEZ territory. Since De-cember 2009, the SEZ residents have been allowed to con-duct production operations.

Tomsk Oblast is situated almost in the very centre of Russia, 3,500 km from Moscow and 3,665 km from Vladi-vostok. Oblast area is 316.9 th. sq. m. The region has sig-nificant reserves of oil, gas, iron ore, zinc, peat, timber and other natural resources.

Tomsk is a unique city where one can find both the wis-dom of centuries (Tomsk celebrated its 405th anniversary in 2009) and the energy of youth (one in five citizens of the city is a student). “Siberian Athens”, as Tomsk is some-times referred to, attracted people who thirsted for knowl-edge at all times.

The architecture of the city also plays a considerable role in creation of its special atmosphere. Historical wood-en buildings which are considered a unique cultural and his-torical phenomenon stand in harmony with modern houses.

Tomsk is one of the leading Russian centres of educa-

tion and science. It is here where at the end of the XIX cen-tury the University and the Technological Institute were the first to be founded beyond the Urals. Now Tomsk State Uni-versity and Tomsk Polytechnic University have the statuses of national research and innovative universities and an op-portunity to use state support to realize innovative and ed-ucational programs.

Health careHospitals, polyclinics, medical centres (both state and

private), health resort institutions, scientific and research establishments, maternity homes, clinics etc. function in the territory of Tomsk. Besides, there are three Health Centers in Tomsk, where one can estimate his or her level of physi-cal fitness and receive recommendations about how to live a healthier life.

School and pre-school institutionsThere are more than 70 general education institutions

and about 80 pre-school institutions (kindergartens, nurs-eries), 3 art schools, 5 music schools and 7 children’s schools of art in Tomsk.

City transportMajor city and commutation services are carried out by

private and municipal buses, trolley-buses, trams and taxis. All in all, Tomsk has about 40 bus, 7 trolley-bus and 5 tram routes.

CultureThere are three drama theatres, a youth theatre, the

puppet theatre Skomorokh and the live puppet theatre 2+Ku. There are two philharmonic halls: a large and a small one, several culture and recreation centres, two cinemas, an entertainment and sports centre, night clubs. More than 15 museums, a botanic garden and a planetarium are open to visitors.

• 2005 - Tomsk Special Zone of Technical and Innovative Type (the SEZ of Tomsk) was established by the RF Govern-ment Ordinance No. 783 dated December 21, 2005.

• 2006, April 26 – Tomsk hosts the opening ceremony of the first special economic zone in Russia.

• 2008 – the Center for Innovations and Technologies, with the total area of 13.5 th. sq. m, was put into operation.

• 2010 – the Engineering Building with the total area of 17.5 th. sq. m. is being prepared for commissioning. Four technologic clusters with Centres of shared access to unique production equipment will be located there.

• 2011 – the construction of engineering and transport infrastructure of the Southern site is at its final stage.

• 2011 – construction of Innovation and Research Centre (Centre for Biotechnology) at the Southern site of the SEZ.

• 2012 – the construction of engineering infrastructure of the Northern site is at its final stage.

• 2012-2015 – the construction of the Administrative and Business Complex, Centre for Innovations and Technol-ogies (II phase), Innovation and Research Centre.

TOMSK SEZ is located at two sites: the Northern and the Southern one. The sites are divided into 1 to 4 ha land plots for the construction of objects by the residents.

Access to the SEZ territory is provided by the internal transport infrastructure of Tomsk city (the remoteness of the sites from the central part of the city is estimated as 20 to 25 minutes by public transport). The airport is 18 kilom-eters away from the Southern site.

Area: 14.6 ha. Additional 62 ha were reserved for po-tential residents’ projects.

Location: in the northern part of Tomsk, adjacent to the territory of Tomskneftekhim, LLC – a large-scale industri-al hub which has a great potential for development and im-plementation of innovation-oriented high-technology pro-duction.

The site is principally meant for pilot-line production. Two companies are located at the Northern site: the first SEZ resident in Russia NIOST, LLC and Ze Poly Tomsk, LLC. There are available land plots for potential residents.

The Northern site

The SEZ of Tomsk is located at two plots with the total area of 207 ha – 2.07 sq. km. The distance between the sites is 20 km.

Plot 2 – the North-ern site. It is situat-ed in close proximity to Tomskneftekhim, LLC (14.6 ha)

Plot 1 – the Southern

site. It is situated near Akademgorodok

(192.4 ha)





Privileges for Tomsk SEZ residents

The companies working in the SEZ are entitled to use special conditions of customs and tax regime. The residents also take advantage of the infrastructure which was built out of the federal and regional budget funds. According to the estimates of the Ministry of Economic Development and Trade, all privileges can reduce investor expenses by al-most 30%.

There is a simplified system of interaction with govern-mental bodies for the SEZ residents.

Besides, any changes in taxation and revenue legislation of the Russian Federation, which can aggravate the state of the SEZ residents-taxpayers, are not applied to the SEZ res-idents during the validity term of the agreement on techni-cal and innovative activities.

Area: 192.4 ha. Additional 77 ha were reserved for po-tential residents’ projects.

Location: in the eastern part of Tomsk, next to the terri-tory of Tomsk Scientific Center of the Siberian Branch of the Russian Academy of Sciences (TSC SB RAS).

According to the SEZ development concept, the area of the Southern site is divided into zones: public and business; scientific and production; public and housing; recreational.

The residents have an opportunity to lease high-grade offices and laboratories at the rates significantly lower than the market ones. The rooms are available in the Centre for Innovations and Technologies (area 13.5 th. sq. m) and in the Engineering Centre (area 17.5 th. sq. m). The residents are provided with 1 to 4 ha land plots for the construction of own buildings.

Customs privileges

The regime of a free customs zone, which functions in the SEZ territory, allows for profitable allocation of high-tech enterprises, the construction of which demands the import of expensive equipment and componentry from abroad.

Imported foreign products (equipment, raw materials, components, construction materials) are allocated without customs duties and value added tax (18%).

In case goods produced from processed imported com-ponents or raw materials by the resident in the SEZ territory are delivered to Russia, the resident is exempted from cus-toms duties.

Russian goods are located and utilized in the SEZ territo-ry with the payment of excise duties and without the pay-ment of export customs duties.

In case Russian goods are transported from one SEZ to another, VAT and excise duties are not paid.

Land tax(5 years) –

0%.

Land plots are leased with the right to purchase complet-

ed buildings after their commis-sioning

(~500 th. rub. for 1 ha).

Annual lease rate for the building peri-od is ~100 th. rub. for

1 ha.

Transport and utilities are available at every land plot, the cost of getting engineering specifications for connection and mechanical connection to the utility services is minimal and makes up 17 th. rub. which is substantially lower than one would pay for the connec-

tion services outside the SEZ.

At the present moment, 53 residents are registered in the territory of Tomsk SEZ. The amount of private invest-ment in the residents’ projects has exceeded 2.6 billion ru-bles; more than 1,000 working places have been created. 7 projects in progress are financed by foreign capital.

Residents’ successful activity is ensured by:

- high concentration of highly-qualified labour force in Tomsk thanks to the existing scientific and educational complex;

- high concentration of high-technology business on a compact territory;

Technology complexes of two SEZ residents were set in-to operation: NIOST, LLC, the first SEZ resident in Russia, and Ze Poly Tomsk, LLC which implements the project of creating the first in Russia SEZ resident’s pilot-line produc-tion financed by foreign investments.

The Centre for Innovations and Technologies, with the total area of more than 13 th. sq. m, was introduced at the Southern site at the end of 2008 for the organization of SEZ residents’ work, and the first-phase custom infrastructure was constructed for the residents to register customs load in accordance with the current legislation.

The construction is about to be completed:

In the 4th quarter of 2010, the Engineering Centre with the total area of 17.5 th. sq. m will be put into operation.

The building will comprise the Centre for Nanotechnolo-gies with unique shared-access process equipment. The re-alization of the project will allow for creation of about 400 working places.

The construction of engineering and road infrastructure on the Southern site in the volume necessary for residents to start building their own production complexes is to be ter-minated by the end of 2010.

Completed engineering of objects:

Project activities related to the object Scientific and In-novation Centre (Centre for Biotechnology) are completed. Total area of the object is 15,456.47 sq. m.

The project related to the object Centre for Innovations and Technology (II phase) (Centre for Nanotechnologies) is completed. Total area of the object is 14,340.00 sq. m.

The design of the following infrastructure objects in the territory of Tomsk SEZ is completed: a fire station for 6 vehi-cles, public utility objects, territory fencing, 3 check-points, video surveillance.

Before coming to SEZ, OJSC, I. V. Kosov was the Executive Direc-tor of the Investment-banking Department of the International Finance Group ING.

I. V. Kosov has 15-year experience in managing projects on the de-velopment of large private, public and government companies.

I. V. Kosov graduated with honours from the Faculty of Economics of Peoples’ Friendship University of Russia specializing in Economics and National Economy Management and Economics and Foreign Economic Activity Management. He also studied at Calvin College (USA) specializ-ing in Financial Management.

Management company

Special economic zones, OJSC is a management company which is in charge of 17 operating and newly created special economic zones of Russia. Of 17 operating zones, 3 specialize in the development of indus-trial production, 4 – in technical innovations, 8 – in the development of tourism and recreational business, 2 – in the development of port-logis-tic and transport hubs.

SEZ, OJSC is a government corporation established in 2006. From 2006 to 2010, 234 investors from 18 countries established relations with Rus-sian special economic zones. This process is gaining momentum. Among them are such transnational giants as Yokohama, Isuzu, Itochu, Sojitz, Air Liquide, Bekaert, Rockwool, etc. The amount of investments stat-ed by the residents is more than 200 billion rubles, or about $6.6 billion.

Aleksey Mikhailovich Baryshev was born in Tomsk on October 31, 1971.He graduated from Tomsk State University with a specialization in

Applied Mathematics in 1993 and with a specialization of Economic Manager in 1996.

From 1993 to 1995 he worked as Lending Officer in the Real Estate Department of Kirovskoye branch № 8427 of Sberbank RF in Tomsk.

From 1995 to 2000 he worked as Lending Officer in the Real Estate Department, Deputy Manager of the Real Estate Department, Deputy Chairman of the Board of JSB Tomsk-Rezerv, OJSC.

From June, 2000 to April, 2008 he worked as Branch Manager of URALSIB BANK, OJSC in Tomsk.

From April, 2008 to February, 2010 he was the Deputy Governor of Tomsk Oblast and Executive Director of Investment Department of the Administration of Tomsk Oblast.

Ovsyannikov Anatoliy Nikolaevich was born in Borislav, Lvov oblast, Ukraine on July 22, 1961.

In 1983 he graduated from Leningrad Top Service Engineering and Building School of Red Banner named after A. N. Komarovskiy.

After graduation from the above-mentioned school, Anatoliy Nikolaevich continued servicing in it till 1993. Later he was invited to Pro-duction Association Omskremstroy to the position of Deputy CEO.

He was also employed in the position of Deputy CEO at several en-terprises of the construction sector.

According to the decision of Shareholder Meeting of SEZ TIT “Tomsk”, OJSC on November 1, 2007 he assumed office as CEO of Open Joint Stock Company “Special Economic Zone of Technical and Innova-tive Type “Tomsk”.

Since February, 2010 he has been employed in the position of Depu-ty CEO of SEZ TIT “TOMSK”, OJSC.
