NEW IDEOLOGY OF BUSINESS

The Unification Congress of the Federation of Employers of Ukraine
was held on the 29th of November 2011. Mr. Dmitry Firtash, Head
of the Board of Directors of Group DF was elected President of the
Federation of Employers of Ukraine.
At present, the FEU unites over 70 sectoral and regional organizations
of employers. The Federation has been joined by over 10 thousand
enterprises collectively employing over 5 million people and
generating about 70 % of the national GDP.
Employers’ activities are regulated by the special laws of Ukraine On
Organizations of Employers in Ukraine and On Social Dialogue in
Ukraine which affords the Federation of Employers with significant
power to protect interests of enterprises and business owners in
Ukraine.

The Federation of Employers of Ukraine supports the European
model of social dialogue in Ukraine.
The Federation of Employers of Ukraine is a non-political
organization having a constructive stance and guided by
economic expediency in a decision-making process. Employers
support initiatives of their social partners – the government and
trade unions – aimed at developing market economy, improving
business environment and investment climate in Ukraine.
The Federation of Employers of Ukraine is interested in Ukraine's
integration into the global economy. The Federation has
developed partnerships with international organizations of
employers, business associations and influential international
organizations.
The Federation of Employers of Ukraine stands for strengthening
the employers’ role in Ukraine and abroad. Business should be not
only socially but also economically responsible. Employers’ active
participation in national and international financial and economic
policy development is a must.

The mechanics of influence of the Federation
of Employers of Ukraine
The President of the Federation of Employers of Ukraine Mr. Dmitry
Firtash is a Chairman of the National Tripartite Social and Economic
Council (NTSEC).
The NTSEC is a permanent body established by the President of
Ukraine for promoting social dialogue in Ukraine.
The President of the Federation of Employers of Ukraine Mr. Dmitry
Firtash is a member of the Economic Reforms Committee.
The Economic Reforms Committee is chaired by the President of
Ukraine. The Committee consists of the Prime Minister of Ukraine N.
Azarov, Governor of the National Bank of Ukraine S. Arbuzov, First
Deputy Chief of Presidential Staff of Ukraine and executive secretary
I. Akimova.
Ms. Ganna Bezliudna, Vice-President of the Federation of Employers
of Ukraine, is a member of the Constitutional Assembly. The
Constitutional Assembly is a special support body under the President
of Ukraine established to prepare bills amending the Constitution of
Ukraine.

On behalf of employers, the Federation, along with the Cabinet of
Ministers and trade unions is a signatory to the General Agreement on
regulation of the basic principles and provisions of social and
economic policy and labor relations in Ukraine.
According to the Regulations of the Cabinet of Ministers of Ukraine,
Federation representatives take part in sessions of the Government
discussing matters related to development and implementation of
socio-economic policy and regulation of labor relations.

Pursuant to the Resolution of the Cabinet of Ministers of Ukraine
№ 996 of November 3, 2010, ministries and other central executive
authorities take note of the employers position in matters related to
socio-economic policy implementation and social and labor relations
regulation. Drafts of relevant acts are forwarded to the Federation for
approval.
In 2012, the Federation of Employers of Ukraine signed three
memoranda of cooperation with the State Tax Administration, the
State Customs Service, and the Antimonopoly Committee of Ukraine
– the agencies directly affecting the business environment in Ukraine.
In addition, the Federation cooperates with sectoral executive bodies:
the State Inspectorate of Agriculture, National Electricity Regulatory
Commission, the State Forestry Agency, etc. In general, about 100
working bodies cooperating with relevant government authorities
have been established on the Federation premises.
Pursuant to the Law of Ukraine On Social Dialogue and signed
memoranda with central executive bodies, regional employers
delegate their representatives to the regional state administrations of
Ukraine, regional tax, customs and other services thereby ensuring
integrity and control over business interests protection at all levels of
Ukrainian government.

The International Organization of Employers (IOE) unites over 150
national associations and confederations of employers from more
than 140 countries.
The Federation of Employers of Ukraine is a full IOE member and rep-
resents the interests of Ukrainian employers in the organization. The
International Labour Organization, the World Bank, WTO, G20, IMF
and other leading international organizations are the IOE partners.
International Labor Organization (ILO) is a UN specialized agency
which involves representatives of employers, government agencies
and labor organizations from 183 countries of the world.
The participation of the FEU President in the ILO activities
allows to be directly involved in the elaboration of conventions
and recommendations, as well as in setting international labor,
employment, training and social security standards.
International Coordinating Council of Employers' Associations
(ICCEU) is an advisory body of employers’ organizations of a number
of Central and Eastern Europe, Baltic and CIS countries. This
association of national employers’ unions leaders is a debate forum
promoting increased cooperation, successful bilateral economic
partnership and joint efforts of business circles.
In 2012, the Federation of Employers of Ukraine chairs the ICCEU.

FEDERATION OF EMPLOYERS OF UKRAINE
The Union of the Black Sea and Caspian Confederation of Enterprises
is a non-governmental organization composed of central, private,
voluntary, national, representative, horizontal business organizations
from the countries neighboring or having strong geographical ties with
the Black Sea and Caspian Region. At present, the UBCCE consists
of 22 business organizations from 17 countries. The Federation of
Employers of Ukraine takes part in the UBCCE as an observer.
The Federation of Employers supports establishing business
cooperation with employers around the world.
Direct cooperation agreements were signed with the Latvian
Confederation of Employers, the Union "Atameken" (Kazakhstan),
the Federation of Employers of Montenegro, the Russian
Union of Industrialists and Entrepreneurs, the Confederation of
Entrepreneurs of China, the Employers' Federation of India, the
Confederation of Employers of Estonia, Employers in Poland, the
Georgian Association of Employers, the Confederation of British
Industry and the French employers' organization MEDEF.
On the 28th of February 2012, at the invitation of the FEU President
Mr. Dmitry Firtash, the Round Table "Joining forces to improve the
business climate in Ukraine" was attended by the Government of
Ukraine, heads of diplomatic missions of Austria, Belgium, Italy,
Germany, Poland, France, Switzerland and Sweden, as well as Head
of the European Commission to Ukraine.

improving business climate in Ukraine.

Protection of business interests and support of employers’ initiatives
at the legislative level in Ukraine
Employers may appeal to the Federation seeking protection of their
legitimate rights and interests, and delegate representatives to the
Federation’s working bodies, submit proposals concerning
amendments to the existing framework on development of
entrepreneurship, industries, and economic, social and labor
relations in Ukraine.
Access to the Federation’s network of business contacts in Ukraine
and abroad
The Federation consists of thousands of enterprises, business and
community leaders of Ukraine.
In 2012, the Federation of Employers of Ukraine established
partnerships with business communities of the UK, Georgia, India,
China, Poland, Russia, France and other countries.
Business projects realization in Ukraine
The Federation is a platform for startups in business, cultural, social
and other sectors. The Federation provides information,
organizational and other kind of support to projects initiated by its
members.

Information and advice support to business
The Federation of Employers of Ukraine promptly informs its
members of current legislative initiatives, business activities and
events, provides with necessary analytical information and
competent legal support. This allows the Federation members to
keep abreast of the most important events that directly affect their
activities.
The Federation publicly supports its members’ position. The
Federation provides its members with access to information
resources and actively communicates the position of the Federation
to the media.
