Austria’s ties with the Middle East go back to before the unification of the United Arab Emirates in 1971. Ever since then Austrian companies have been leaving a memorable imprint on the advancement of the countries surrounding the Arab Gulf by involving themselves in key infrastructure projects. The last couple of years witnessed the diversification away from oil based industries towards light and heavy industries as well as the emergence of a thriving services sector. Today Austrian exports to the region consist for two thirds hardware and one third services, proof of the ever increasing importance of the “soft factor” in our economic relations.

ADVANTAGE AUSTRIA, the internationalization agency of the Federal Economic Chamber and Commercial Section of the Austrian Embassies in the region is a key outfit of Austria that is in charge of trade promotion between the GCC and Austria. We are present with full-fledged offices and multilingual staff in Abu Dhabi, Riyadh, Doha and Muscat. Some of our main focus includes facilitating growth in the commerce and service sectors while maintaining close ties with the decision makers in these rapidly growing countries.

This Yearbook puts Austrian companies and their achievements secured in the GCC during the course of 2015-2016 in the spotlight. Our objective is to provide a glimpse into Austrian companies’ capabilities as well as to showcase its potential in contributing to the rapid advancement taking place in the region.

Austria is not just known for its Sacher Cake, Lederhosen, Philharmonic Orchestras, Zell am See and beautiful mountains lakes. We are more than that: cutting edge technology and innovations. The association of Austria and the United Arab Emirates go way back before the unification of the UAE in 1971. Austrian companies played a crucial role in terms of offering their technology and expertise to the Emirates, when the Ruler of Dubai in the 1970s decided to widen the creek in a bid to boost trade relations. That trend continues even today in salutation to the long term cooperation and success of our bilateral relations. Since then, Austrian companies have contributed substantially in renowned projects like Capital Gate Tower, Yas Marina Circuit and Hotel, Khalifa Bridge, Floating Bridge, Doha Metro Green Line, Kingdom Tower, Drinking Water Pipeline to Riyadh, Oilpipeline to Fujaira, Emirates Palace, Mohammed Bin Rashid Solar Park, Al Jaber Hospital, Kuwait Towers, Bahrain national Stadium, Wadi Adai Bridge, Highway to Jebel Hafeet, Education City Tram, Twin Towers West Bay and Palm Towers, Mosques in Macca, Medina and Abu Dhabi just to name a few.

Over the years, the GCC have grown in leaps and bounds and have moved from relying on oil and gas alone as the main source of national income to diversifying the sources of their revenue by focusing on key economic projects. Austria and its companies have contributed strongly to this diversification process. Today more than 350 Austrian companies have set up a slew of subsidiaries or even their regional headquarters here.

Even Tourism between Austria and the region touches new records every year. Latest surveys reveal that Vienna is very popular among Middle East travellers for its culture, history, arts, fine dining and luxury accommodation. But Salzburg, Bad Ischl, Innsbruck and particularly Zell am See have become some of the most popular destinations. With an increase of more than 600 % in guests from the Middle East in 10 years only (2004 – 2014), Austria has been the fastest growing European country in the region. 2014 was yet another record year (5th in a row) with an increase of 13 % resulting in 302.600 arrivals and 992.700 overnights from the Middle East.

فروعها أو مكاتبها االقليمية الرئيسية هنا.

فقد حصلت السياحة بين النمسا والمنطقة على رقم قياسي جديد بشكل سنوي. حيث أظهرتوتاريخها ثقافتها حيث من األوسط الشرق سياح بين جدا معروفة ڤيينا بأن األخيرة التقارير وفنها وأطعمتها المتميزة والرفاهية التي تؤمنها. ولكن أصبحت كل من سالزبيرغ، باد ايسشل، انسبروك وخاصة زيل ام سي من أكثر الوجهات المقصودة المعروفة. ومع تزايد زوار الشرق األوسط بنسبة أكثر من 600% خالل عشرة سنوات فقط )2004-2014(، فقد أصبحت النمسا من أسرع الدول األوربية نموا في المنطقة. وكان لعام 2014 رقما جديدا )في الترتيب الخامس( بزيادة بلغت 13% حيث

بلغ عدد الزوار 302600 و 992700 مقيم من الشرق األوسط.

Austria’s tryst with the UAE began well before the unification in 1971. Austrian engineers, entrepreneurs and companies have contributed to creating essential infrastructure of the UAE, such as power stations, important bridges such as Maqta Bridge, Burj Khalifa and currently the Louvre Abu Dhabi.

Moreover, Austria and the UAE continue to be strategic partners in business, with IPIC of Abu Dhabi owning 25 % of the Austria-based biggest Central European oil company OMV and its subsidiary Borealis that built and is expanding the biggest industrial venture in the UAE, Borouge. Zublin Abu Dhabi, a subsidiary of Strabag International Group, has worked in government projects, namely the construction of the 5 pearl Estidama rated Sheikh Zayed Desert Learning Center in Al Ain, and is taking on key infrastructure projects such as the new sewer system of Abu Dhabi Island.

In 2015 over 220 Austrian companies have subsidiaries in the UAE, contributing to the advancement of the Emirates and serving the wider region from the Indian Subcontinent to East Africa while delivering high tech services, industrial expertise and products in the fields of machinery, steel and biotechnology and renewable energy.

Our goal is to further develop and expand the strong economic relations between Austria and the United Arab Emirates in the years to come. The UAE are surging ahead to fulfill their 2021 vision to place them among the best countries in the world by the Golden Jubilee of the Union. Austria and its companies are fully invested in this vision and will offer assistance and support in terms of skills, expertise and cutting edge technology.

Oman has experienced an incredible development in the last 45 years since its renaissance in 1970 with H.M. Sultan Qabbos. Austrian firms have been participating in the modernization of this vast country. For instance, Strabag entered the market in 1969 and built the first kilometers of tarmac roads in the Sultanate. Today it is counted among the largest and most important construction companies in the country..

A lot has happened since then and a lot more is imminent for the future. The government faces challenges to finance their ambitious investment programmes because of the present low oil price, especially as Oman cannot rely on high reserves like its neighboring countries.

The projects market is still dominated by the public sector. The private industry is not yet sufficiently diversified and competitive for international markets. Due to lower revenues from the oil and gas sector, it is crucial for the country to develop its strengths and focus on its unique selling proposition.

While a lot of projects are being planned especially in infrastructure and power generation, I can feel a trend towards strengthening certain sectors where Oman can play an important economic and geopolitical role especially in the areas of tourism, logistics, mining and security.

The issue of the quota system or Omanisation continues to be of broad interest to reduce the dependence on expat labor. While the government remains a major employer of fresh graduates mostly in the army, police and ministries, there is an immense need for professional education and vocational training especially in the private sector.

The status quo offers interesting business opportunities for Austrian firms.

جغرافي هام. وهذا يعود بشكل أساسي إلى السياحة، استخراج المعادن واإلستقرار األمني.

Bilateral Relations

The bilateral relations between Austria and the GCC states have been surging ahead every year cementing Austria’s positive commitment to the region. 2014 saw a flurry of activities and high level meetings, especially between Austria, Saudi Arabia, UAE Qatar and Oman. Some of the highlights of the year that passed include

H.E. Ambassador Abdul Aziz Arrukban’s visit to Vienna in February 2014 with a high ranking business delegation.

In April 2015 Austria’s Vice Minister for Science, Research and Economy Mrs. Bernadette Gierlinger visited the United Arab Emirates and Qatar with a high-level business delegation.

2014 also marked the 25th anniversary of the Austro-Arab Chamber of Commerce. To commemorate this historic event, Dr. Heinz Fisher, President of the Republic of Austria opened the 7th Arab Austrian Economic Forum in Vienna in May 2014. Mr. Pierre Prunis, the Commercial Counsellor at the Austrian Embassy in Riyadh gave the participants valuable insights into the growth story and opportunities for Austrian entrepreneurs in the Kingdom.

October was a busy month with multiple visits by several Austrian dignitaries and leaders of Industry from Austria to the GCC. Dr. Richard Schenz, Vice President of the Austrian Federal Economic Chamber, led a delegation of 14 Austrian high-tech companies to Riyadh, Dammam and Jeddah. With a clear focus on the railway sector, the delegation met the Saudi Railway Company, the High Commission for the Development of Arriyadh and the Binladin group who gave the participants a valuable insight into this significant and rapidly growing sector. The Secretary General for Foreign Affairs, Amb. Dr. Michael Linhart, and the Vice President of the Austrian Federal Economic Chamber, Dr. Richard Schenz also led a high level delegation in the same month to Oman where the official inauguration of the Austrian Economic Delegation took place.

In November, the 6th meeting of the Saudi Austrian Joint Committee under the auspice of the Deputy Prime Minister of Economy and Planning for Saudi Arabia, H.E. Mr. Muhammad Bin Saleh Al Daham and Vice Minister of External Trade Policy and European Integration for Austria, Mrs. Bernadette Marianne Gierlinger took place. The 2 day event brought together highly successful Austrian businessmen in Saudi to exchange their thoughts, experiences and ideas.

While Dubai has established itself to become the regional hub for exhibitions, countries such as Saudi Arabia, Qatar and Oman are gaining relevance with growing numbers on year to year basis. February 2014 Austria was represented by 14 world class companies at SAUDI PPPP, the largest trade exhibition for plastics & petrochemicals in the Kingdom.

In November 2014, Austria was well represented at SAUDI BUILD, one of the largest b2b construction fairs in the country.

Events such as ARAB HEALTH in Dubai have become a permanent feature in the Austrian calendar for the regional exhibitions and this year was no exception. January 2015 saw 35 Austrian companies showcase their abilities and services to key decision makers from the health sector in the Middle East.

February is a month of some important exhibitions in the UAE, namely MIDDLE EAST ELECTRICITY, and IDEX 2015. Middle East electricity has become the largest platform in the region for the global energy industry while IDEX demonstrates the latest defense technology across, land, sea and air. Austria had 20 world class companies showcasing cutting edge technology participating at IDEX.

GULFOOD 2015 which was held in March saw a total of 23 Austrian companies participating at this hugely popular fair.

GHEDEX 2015 in April was a successful first time attempt to support Austrian education institutions in connecting with the GCC-market. A high-level market study tour rounded off the program and helped everyone to better understand the market conditions and find a pathway to the GCC.

The Project Qatar 2015 marked the 12th Austrian Pavilion for the 12th year of this successful exhibition in May. Austrian companies seized the opportunity to meet the who’s who of infrastructure and construction industry and showcase their products and services.

BIG5 Dubai which is to be held in November has become the premier event in the region for all things construction related. With a fully booked out stand, 27 Austrian companies will be showcasing to the region a plethora of niche services and technologies that epitomize Austria’s commitment to finding solutions for the construction industry.

SWARCO implemented in the region’s first fully adaptive urban traffic control system and centre for Mohammed Bin Zayed City in Abu Dhabi, jointly with the local partner TAMAS successfully. The City of Dubai has decided to convert the light sources of all traffic signals from halogen lamps to highly energy-saving long-life LED technology. SWARCO as the world’s largest traffic light producer will supply the new traffic signals in close cooperation with Dubai-based partner Mays Trading.

Since the beginning of May 2015, WEISS-RÖHLIG has set up a new logistics terminal in the free trade zone Jebel Ali Free Zone (JAFZA) in the Emirate of Dubai. This terminal allows the transport and logistics experts to expand their current air and sea freight branch into a full-service logistics location. The building complex is situated in the central freight transportation corridor between the largest sea port of the United Arab Emirates and the Al Maktoum airport. Its completion is scheduled for the end of 2015. Around 4.6 million euro will be invested in this location.

The Shuwaihat joint venture (JV) is appraising an important undeveloped sour gas field in western Abu Dhabi with the aim to contribute to the domestic gas supply in future once the field is developed. The JV is applying most advanced technologies as OMV and Wintershall have a proven track record of sour gas field developments and operations in Germany and Austria for more than 40 years of safely producing sour gas (H2S and CO2) bearing oil and gas fields.

In the onshore Eastern Region of Abu Dhabi OMV and ADNOC are jointly conducting an exploration program with a 3D & 2D seismic acquisition program, which was successfully completed in early 2015 in a first phase. The second phase of the exploration program includes the drilling of a number of exploration wells which are planned for 2016/17.

OMV is one of Austria´s largest listed industrial companies with around 25,500 employees, focusing on profitable growth in Upstream (Exploration & Production) and Downstream business (Refining & Marketing of oil products including petrochemicals, distribution & sales of natural gas and power generation).

In the UAE, an upstream exploration and production branch office was established in 2011 with the aim to develop a new production base for OMV.

Presently, OMV is active in two projects, the Shuwaihat appraisal project with Wintershall as 50 per cent partner and operator as well as an exploration project in the Eastern Region of Abu Dhabi with OMV as operator and ADNOC as sole partner.
