CASS™/MASS™ Cycle M Implementation Static data that was provided by the USPS® should have

been used for all testing. Manufacturers were responsible for distributing the static data to their customers and notifying them to use it for CASS or MASS testing.

An extension to the ‘required by date’ was granted for certification to accommodate the mailing industry

Cycle M certification was deferred to expire on July 31, 2011 instead of July 31, 2010

Fee schedule for MASS certification was altered to coincide with the certification extension

Unique ZIP® Code Matching Policy Clarifications General Delivery Clarifications Retire MASS Certification using POSTNET™ Barcode New Static test data will be provided by the USPS® to all

software manufacturers. This data must be used for all tests and must be provided to end users by their manufacturers. The first character of a machine identifier for a MASS test must be “X” to represent static data.

IMb™ Testing Requirements

Set Barcode ID to “00” Set Service Type to any valid 3-digit Service type identifier Mailer ID can be 6 or 9 digits, but cannot be all zeroes. The

same Mailer ID must be sprayed on all mailpieces. Serial number can be 6 or 9 digits, but cannot be all zeroes. A

single serial number can be sprayed on all mailpieces. If any two of the test deck mailpieces have the same serial number, then every mailpiece in the test deck must have the same serial number. Otherwise, a different serial number “must” be sprayed on each mailpiece.

Failure to adhere to the requirements below, will result in failure of the MASS™ test.

● All NCOALink License Agreements define a ‘Mailing List’ as a list, system, or other collection of at least 100 unique names and addresses

● A ‘Mailing List’ may contain more than one unique name at different addresses

● A ‘Mailing List’ may contain more than one unique address with different names

● The records in a ‘Mailing List’ are not duplicate transactions/records of the same name and/or address

Manipulating, duplicating a transaction or record with the same name and address information (or any variations thereof) to meet or exceed this requirement is not allowed

Mail Processing Agent Policy Reminder

MPA requires pre-approval prior to use

Agent must submit to the Full Service Provider Licensee a minimum of 100 unique names and addresses on each mailing list for NCOALink processing for acceptance, handling and delivery by the USPS

The Full Service Provider must only return the updated list to the Agent

Agent will not return updated address records to the original owner nor will the updated list be used for any purpose other than for mailing the original mail pieces from the original mailing list owner

Mail Processing Agent Policy Reminder

Agent must destroy the original and updated mailing list within 30 days from the date the mail pieces are deposited into the mail stream

Agent acknowledges that the USPS has the right to audit and inspect the Agent’s processes and procedures pertaining to the NCOALink service without prior notice

Agent shall not disclose any updated address information to any third parties for any purpose whatsoever

Agent understands that failure to comply with these terms and conditions may result in the loss of eligibility to participate in the NCOALink Mail Processing Agent Program
