The coronavirus pandemic has created unique challenges for our State Association and for each of our 19 Lodges. Here is an analysis of where we are now and our plans for the coming year. State Association Officers: In view of all of the circumstances, including the cancellation of both the State Association Annual Convention in Glade Springs earlier this month and the national convention in Baltimore in July, it has been determined it would be difficult for Vice President Dennis Hayes to be installed as State President at the Mid-Year convention in August in Charleston, assuming we are able to meet in August. Consequently President Bill Verelst has agreed to remain in office for a second year in order that Dennis could be installed next Spring at Glade Springs. As of now, the Vice Presidents and the other state officers would remain in office for a second
year as well. State Association Committees: With three exceptions, all of the current Committee Chairs will remain in place for the coming year. The new Committee Chairs include J.B. Phillips, who is replacing P.M Carper as Chair of the Hoop Shoot Committee. P.M. has done a superb job as our State Director for so many years, but has asked that he be replaced. Likewise, Burt Jennings has requested to be replaced as Chair of the Adopt-A-Veteran Committee. The new Chair is Martin Kimball of Wheeling. Liz Eddy of St. Marys, who has been one of our finest Chairs of the Youth Activities Committee, has requested that she be replaced. A new Chair is expected to be named in the near future.
Charleston Convention: The State Association is currently planning to conduct the Mid-Year Convention in Charleston August 13 – 16, 2020. Among other things, we are planning on presenting the youth awards and formally adopting a new state budget. In view of the continuing health threat, however, the leadership of the State Association will be exploring contingency plans in the event we are unable to meet in person in August. The health of our members, of course, remains the polar star. District Deputies: We have not yet been advised whether our current DDs will remain in office for another year. However, it may well develop that the current DD Designates will take office in July. Some have suggested holding a mini-convention that would be available for access on the elks.org website. The date and location of
any such mini-convention would have to be determined. Tentative arrangements have been made with the City of Baltimore to have the 2028 convention in that city. New Financial Reporting System: Primarily because the coronavirus pandemic has altered our entire Elks operation, the deadline for Lodges to fully implement the new Financial Reporting System (FRS) has been extended to May 29, 2020. The new system is mandatory as a result of the vote of the delegates at last year’s Grand Lodge Convention. Failure to timely comply can result in a fine of $100 per month up to $500 and the Lodge will be required to have an audit. I fervently hope no Lodge in West Virginia will be fined, although at present only four Lodges have fully implemented the new system. Six have partially completed the transition and nine Lodges have submitted no mapping, actuals or proposed budget whatsoever. Please

The past few months have been a
chaotic time in the life of our Order
and our nation. There has been an
unprecedented amount of suffering,
deprivation, hardship, fear, and for
some even the loss of life as we
collectively deal with the scourge of
the COVID-19 pandemic.
But through this and other trials we
as a nation have faced over the years, we
as Elks and as Americans have always stood strong. It is times
like these that we should be all the more mindful of the
cardinal principles on which our Order was founded.
Our Lodges have been closed and activities have been
suspended, but we would do well to focus our thoughts
and look for ways to help others get through these
times.
While the typical focus of newsletter messages is to
address business and operational matters within our
Lodges, it bears repeating that under our cardinal
principle of Brotherly Love we should be looking after
our fellow Members and those in our communities who
are disadvantaged. Some likely don’t have family or
support and may need our help. Consider setting up a
phone tree so that your officers can make personal
contact with Members, especially those who are alone
or may need some help with even routine tasks like
shopping. A little attention may go a very long way.
It has been fully recognized that we can’t do the work
of our Lodges in traditional ways, and flexibility and
creativity have been encouraged to take care of Lodge
matters the best we can. Hopefully you are finding
ways to keep moving until things can return to normal,
or at least improve.
This is a time for Elks to do what Elks have always done
better than anyone else: Help others, as best we can.
On a more mundane note, remember to submit your
Lodge Audit Report by the end of June. It is important
information, and timely submission will avoid a $100.00
fine. If there are problems, talk with your Sponsor to see how
they can be addressed. Also, for Members who are eligible for
GER membership pins, you need to get your request in by
June 15.

My Fellow Brother and Sister Elks,
According to the Greek Philosopher Aristotle, “It
is during our darkest moments that we must focus to
see the light”. Many of our Brother and Sister Elks are
facing dark moments due to the worldwide pandemic
that has forced many of us into quarantines and in
some cases unemployment. Many of our Lodge Homes
sit vacant, our charitable endeavors seem to have been
placed in a holding pattern above our citizens, and
communing with our fellow Elks; is done on a virtual
platform, or not at all.
Fortunately, we as WV Elks have a tradition of coming
together and shedding light into the darkness. Many of
our Lodge Homes have been transformed into 50’s
style “curb-service” drive-ins with social distancing at a
premium. Others continue to donate to local Food
Pantries and Crisis Shelters all the while doing what
“Elks Do” to make a difference. Guiding our
Communities back into the light of everyday charitable
activities and fraternal passions.
Now is the time for our State Association to rise
up and again exert ourselves as Americas Premier
Fraternal Organization. We must make the choice, to
take the lead in each of our Communities, to rally
against the darkness and emerge victoriously into the
Light. However we can only achieve this goal through
stern leadership and commitment to Our Orders
Cardinal Principals. Nelson Mandela after being
released from prison was asked how he could have
survived such an ordeal. Mandela calmly replied “It
always seems impossible until it’s done”.

For 28 years I have been fortunate to be the Sponsor of the Elks of West Virginia. It has been a great ride for Becky and me. But the time has come to step aside in order that younger,
fresher leadership can step up.
Past Grand Exalted Ruler Jim Nicholson of Ohio River
Valley Lodge #231 in Martins Ferry will become the West Virginia Sponsor at the conclusion of the Grand Lodge session in Baltimore. I am sure you will enjoy being with Jim and Mary
Carolyn. They are a super couple. I believe West Virginia is truly fortunate to have Jim as Sponsor.
As for me, Becky and I intend to stay active within the Order. Among our greatest blessings have been the close
personal relationships we have enjoyed with so many of you from throughout the State. Becky and I began attending state conventions when Lyndon B. Johnson was President in mid
1960s. Ever since then I have marveled at all of the ways in which you have enriched the communities in which your Lodges
are located. You have made a difference. I admire and respect each of you.
As I assume Emeritus status, I do so with the knowledge
that being able to represent you at the Grand Lodge level has been one of the greatest experiences of my life. I thank you
from the bottom of my heart for your friendship over so many years and for giving me the opportunity to tell all of the other Past Grand Exalted Rulers and indeed the entire Elks World that
there is no better State Association in the entire Order than the Elks of West Virginia. God Bless.

Elks Stay Strong, connected during pandemic

Elkins Lodge Hosts a Chicken Bar-B-Que
Don’t Let the Corona Virus Suppress Your Elks Spirit!!
Is your Lodge trying to find a way to help during the Corona Pandemic that we are all going
through? Are you as Elk members going stir crazy staying inside and want to get out and do
something for your community that the Elks are known for?
Elkins Lodge literally shut down some streets in Elkins waiting in line for a
BBQ Chicken Event on Saturday April 18, 2020!! Despite a thirty-degree Saturday morning, with
flakes of snow falling around them, Elkins members and supporters were up early cooking Chicken
Bar-B-Que for the City of Elkins citizens to enjoy.
“Cars were lined up for blocks” stated Kevin Blosser in the midst of all of the cooking,
craziness, and sales. According to Stanley Teets, two hundred and four (204) BBQ half-chicken
dinners with sides, chips, dessert, and drink were sold within in the first hour of opening.
This reporter was fortunate to have my niece stay in the massive car lines to get me and my family
some of these amazing Bar-B-Que dinners. According to Stan Teets, since people cannot eat at local
restaurants, people are looking for meals that they don’t have to fix at home.
The Elkins Lodge appreciates the support that they were given by the citizens of Elkins.
Keeping within the parameters set forth by the pandemic experts, meals were prepared,
cooked, and sold in keeping within the six-feet of separation and drive thru pick-up requirements.
Elkins Elks Lodge #1135 deserves a real shout-out and an “elbow bump” for their selfless
efforts during this pandemic in hopes that this may inspire other Elks Lodges in our State to
organize similar events in your communities to show that Elks Care, Elks Share. If your Lodge
has done or is going to do such a similar event(s), please let Webmaster John Penn know so that
he can share on our website and via emails what our fellow Elks Lodges are doing.
Don’t forget to include a note to Newsletter Editor Ronna Reed (msronna67@yahoo.com) for
a potential special section in our next WV Elks Association newsletter. Just because Lodges are
closed does not mean that events can’t be planned via telephone conferences and other methods to
show ourElks commitment to our communities.

The Bluefield Lodge had retirement
party for 93 year old Lodge Secretary Shirley Steward that served as the
Secretary for 17 years. Shirley dedicated many years to the lodge! Shirley is loved dearly and will be
missed in her role at the lodge.
The Wheeling lodge celebrated Presidents Day by
assembling the above Americanism display in the
lobby of Main Street Bank in Downtown Wheeling.

The overall winner for Citizen and Officer of the
Year will be announced at the Mid-Year Convention in Charleston WV, on August 15, 2020.

The Harrison Lodge provided two outings for
the Veteran's Hospital and the WV Veterans
Nursing Home. The Veterans enjoyed two
WVU Women's Basketball games. The Lodge
was able to take different patients to each
game. The Veterans always enjoy these trips.
They had approximately a total of 70 different
patients and 10 aids, plus 10 Elk Members in attendance.
Veterans- Never Forgotten
The Buckhannon Lodge gave a $300 donation to
the Huntington Honor Flight for Veterans to go to
DC. This donation covers the cost of one veteran.
Challenge your Lodge to donate $300 to make it
happen for more veterans! If every Lodge would
donate, 19 Veterans would get to go on a special trip! “ELKS SHARE - ELKS CARE!”

The Martinsburg Lodge received a Bronze Star
Certificate for their $1000 donation to Chuck
Hampe, Founder of Morgan County Vietnam
Veteran's Memorial Fund. Trustees Wayne and
Nanci Hovermale was honored to accept this prestigious honor for the lodge.

Veterans Leather Program
Joe Pernell and his wife, Elizabeth, PER’s of Wheeling Lodge collected and stored
147 deer hides during the recent hunting season. The hides are used to make
fingerless leather gloves for wheelchair Veterans in our nation’s VA Medical
Centers. Charles Mudge of Perryville, Missouri, who serves as Vice-Chairman of the Veterans Leather Program, picked up the hides on a flatbed trailer.
According to the most recent data for the first time
in many years, the WV Elks Association finished the
year with a NET PLUS of +34 members. This is due
to the efforts of the seven Lodges that ended this
year with gains in membership:

Great job for the continued efforts to gain and

The 5-year membership trend is
still not great. The report shows
15 of our Lodges with negative
membership percentages
ranging from -0.88 to -52.21.
Three of those appear to have
leveled off over the past 2-3
years. Check your numbers on
Elks.org. If your Lodge
membership trend is pointing in
the wrong direction, it’s time to
make a change!

The Harrison Lodge donated
$250 to the following Elementary schools; Big Elm, Lumberport, Norwood, and
Nutterfort. All of the schools are thankful for the donations and it
will be used to help their students in need.
Way to go Harrison Lodge!
The Elkins Lodge stuffed backpacks with school supplies for four local elementary schools. The supplies were purchased with their Beacon Grant.
The Martinsburg Lodge donated $600 for
the Berkeley County Backpack Program
assisting with providing 219 food and household good baskets for Christmas.
The Wheeling Lodge, Hope United Methodist Church, and First Church of God in
McMechen are supporting the community needs by contributing to Wheeling’s Backpack
Programs. The backpacks are packed every Wednesday afternoon and then distributed
to each classroom for students to take home on Friday. The backpacks as they are referred to include healthy snacks like apples, bananas and granola bars.

Soccer Shoot News
The Regional Soccer Shoot was held in
York, PA on March 13-16 2020. The WV
Team placed first in the Shoot. We are
so very proud of their dedication and
drive. Kayla Sellers of Parkersburg
Lodge was the overall high scoring girl
in the grid goal contest (U-12 through
U-16) with 50 points. To cheer them on
was James McIntyre and Bill Verelst.

Don't forget your State Major Project! We have many ways for you to help
support it. Did you know that Kroger has a charitable community page?
Currently we only have 10 families signed up. Even with just those few over
the last two quarters we have received around $85.00 it doesn't seem like much but just imagine if more folks added this to their Kroger card on-line.
State Major Project 2020
The State Major Project board had to make one of the hardest decisions we
have had to make since I had been elected as a member. We have cancelled
camp. Amid the uncertainty of the virus, we felt the health and safety of the
campers was the most important thing. We do have plans to provide our
applicants with a gift this year even though nothing will fill the void they will
feel by missing camp.
Please keep our camp in your hearts and pray for a fantastic return next
year. I have spoken to the camp and next year’s dates have been set. Thank
you to the board members and everyone who supports our camps.

ELKS Drug Awareness Program (DAP), the nation's largest all-volunteer drug education group,
has partnered with the Drug Enforcement Administration (DEA) to launch a national anti-drug

effects of drugs on teenagers. The video premiered today on FBE, a multi-platform digital studio

The video features teens and their parents watching interviews from a diverse group of adults who
describe their journey into addiction and road to recovery. Once having seen the footage, the teens
and their parents meet the interview subjects in person and further explore their experiences.
The video, while being very engaging also provides information for teens and parents on how to
handle peer pressure, conversations with your kids, signs that someone you care about might have
a problem and many other important subjects critical to keeping kids safe and drug free. The video
