Dear Mr. Towle:
This letter responds to the EPA request for information datedMay 5, 1988 . Initially I refer you to letters dated May 23 and June 17,1988 from Lawrence W. Diamond to Joseph Dpnovan of EPA Region III. The May23 letter confirms EPA's agreement to limit the information request toQuestion 1 and that part of Question 3 which addresses wastes produced byplant processes. The June 17 letter confirms that the response is due July8, 1988.
Stanley-Vidmar, Inc. has no knowledge, based on Company recordsor information known to Company employees, that any of its waste ever hasbeen disposed of at the Novak Sanitary Landfill. Accordingly, you shouldconsider that this letter supersedes the letter of November 11, 1987 fromDelia Christensen of The Stanley Vfarks to you - responding to EPA'soriginal request for information dated October 7, 1987 - to the extent thatthe November 11, 1987 letter may be construed to indicate any knowledge onthe part of the Company with respect to the disposal of Company waste atNovak Sanitary Landfill.

Question 1. r- :Vfe have been unable to verify either through our intensive
records search or interviews of Company employees that any waste generatedby Stanley-Vidmar ever has been disposed of at the landfill. (EPA hasforwarded to Mr. Diamond copies of documents that apparently were obtainedfrom Mr. Novak's files. Those documents appear to indicate that some ofthe waste picked up at Stanley-Vidmar may have been disposed of at thelandfill. However, we are not in a position to assess the accuracy ofthose records.)
Enclosed is a fixed asset inventory list showing the year (1974- month unknown) in which the Company installed a trash compactor. Thiscompactor was associated with a removable dumpster, in which the trashactually was placed. It appears that the trash compactor may have beeninstalled at the suggestion of Mr. Novak, and that its installation isrelated to the initiation of the Company's relationship with Novak. Thedumpster was removed by Novak or Valley Disposal on a regular basis from1974 to May 1985 (the last documented date that Valley Disposal picked uptrash from Stanley-Vidmar was May 29, 1985).
Question 3.The enclosed compilation of Material Safety Data Sheet ("MSDS")
i, information describes the majority of the products (excluding steel andsome of the least frequently used paints) used at Stanley-Vidmar during thetime period 1977 to may 1985. We do not have MSDS or other documentationfor products used before 1977. Also enclosed are all available MSDSs forthose products whose constituents are believed to have been contained inprocess wastes during that period. These constituents would have been apart of one or more of the waste streams which have included cleaning ragscontaminated with solvents (Saf-T-Sol #11 and VT #3) and paint residues;peel filmite with paint (paint overspray adheres to the peel filmite);paint sludge; and waste solvent. Enclosed are two laboratory reportsshowing the constituents of the sludge and solvent waste streams. Theselab reports are dated May 27, 1981 and were prepared by ASW EnvironmentalConsultants.

It has been standard procedure that only ordinary trash is tobe placed in the dumpster. However, between 1974 and December 1980 peelfilmite with paint overspray may have been commingled with trash in thedumpster. Also, for much of the period between 1974 and May 1985 thecontaminated rags were mixed in with trash and presumably entered thedumpster. Further, there may nave been isolated instances between 1974 andNovember 1980 when paint sludge was placed in the dumpster. Beginning inDecember 1980 the peel filmite, paint sludge, and waste solvents weredisposed of as hazardous waste, through approved waste transporters agd ,TSDs. Prior to December of 1980, Stanley-Vidmar believes it disposed*' ';;wastes properly, but cannot document this since no manifesting or recorcf .keeping requirements existed previous to 1980. "?
As stated above, the only available information that may connectStanley-Vidmar with the landfill appears to be the records that EPAobtained from Mr. Novak. Those records indicate disposal at the landfillon 19 occasions between December 20, 1984 and May 10, 1985. During thatperiod of time, the trash consisted almost entirely of cardboard and paper.Minor quantities of cleaning rags may have been included with the normaltrash. However, the rags would have made up only a minute proportion ofthe total volume of trash placed in the dumpster.
Enclosed is a listing of pertinent information regardinginsurance for the period 1980-1988. Please note that while Stanley-Vidmarbelieves that coverage would be provided under these and, perhaps, otherpolicies, the carriers have not yet indicated their positions.

A. VENTILATION
Good general ventilation (typically 10 air changes per hour) should besufficient to control airborne levels. Ventilation rates should be matched toconditions. Supplementary local exhaust ventilation, closed systems, orrespiratory protection may be needed in.special circumstances such as poorlyventilated spaces, evaporation from large surfaces, spraying, heating, etc.
3. RESPIRATORY PROTECTION
If respiratory protection is needed, an appropriate NIOSH-approved respiratorfor organic vapor should be worn. If respirators are used, a program should beestablished to assure compliance with OSHA Standard 29 CFR 1910.134.
