Common Definitions

Strategic mode: Transitional, Offensive, Defensive Initiate (has), Establish, Assume, Terminate Command Fire Attack, Standby Team, Back-up Team, Ventilation, Search Team,

Rescue Team. Temporary Staging: Is a Firefighter Ready area, and area for SCBA/air,

hose, tools & equipment, rehab, gross decontamination located at command post.

Incident Time Line: Dispatch maintains an incident time line in 10 minute increments starting with the initial time of call and reports each increment back to the IC.

Base: Is a parking lot for Apparatus generally on Large scale incidents Rehab:is a location established for firefighter to Rest,re-hydrate, and

obtain medical evaluation.

Common Instructions/Orders?

If Command arrives first, then the first arriving Engine proceed to the scene.

If you are Offensive how many Engines do you need? “E1-1 from Command” Park your Apparatus away from

the scene (1-2 blocks) and standby. “E1-1 from Command” Park you Apparatus and report

to (bring manpower forward to) Temporary Staging. Avoid “Command from E1-1” approaching where would

you like me. If you receive no orders what do you do?

The Role and responsibility of the Incident Safety Officer (ISO) or “Safety” is on-scene firefighter safety. (not commanding tactics)

ISO has ultimate authority for FF Safety and can stop unsafe acts, call for abandonment, withdraw. (must notify IC)

The IC must leave the tactical and task assignments to Division Supervisors and Company Officers. If IC gets involved after establishing Strategy/Tactical Goals and Objectives with Division Supervisors. The entire incident scene runs the risk of total confusion.

If you question the capabilities of a Company STOP- match task to Companies capabilities.

If you don’t understand orders ask questions until it’s clear.

If you don’t understand strategy, tactic, or task ask questions until you do (face-to-face)

Communication: Exchange of personnel/Relief Teams.

Relief Team/Company:A Company assigned to relieve an operational Company.

Emergency Fireground Signals

Abandon: To immediately exit the structure or hazardous area due tyo safety concerns for emergency personnel, without regard for removing hoselines or any other equipment.

Withdraw: To exit the structure or hazardous area, removing hoselines and emergency equipment due only to change in strategy.

Evacuate: To remove occupants of a structure or hazardous area in an organized manner.

Emergency Traffic Tone: A high/low tone generated over a primary operational frequency which indicates emergency radio traffic is to follow (WIP)

“Abandonment” Procedure

When in the opinion of any personnel operating on the scene, the ABANDONMENT of the structure or hazardous area becomes necessary, he/she shall immediately notify the Incident Commander (IC) of Incident Safety Officer (ISO) of the need to ABANDON.

When in the opinion of the (IC) or (ISO) a structure or area must be ABANDONED, the following shall occur:

The (IC) shall: Announce “All units operating at XXX incident, ABANDON the

building/area”.Activate the emercency traffic tone and sound the air horn for 10 seconds if so equipped and then repeat the message.

Notify CAPCOM of the ABANDOMENT procedure and request the frequency be restricted to “Emergency Traffic Only”.

Abandonment Signal- continued

All emergency vehicle operators at the scene shall respond by sounding the apparatus air horn for a continuous ten 10 second blast (10 seconds only).

All Personnel shall immediately ABANDON the structure or hazardous area. Hose lines and emergency equipment shall be left behind, unless it is needed to facilitate a safe retreat. All crews will report to their Division Supervisor IMMEDIATELY.

Following the ABANDONMENT procedure, the (IC) shall: Institute a PAR or Roll-Call, Division Supervisors must match FF’s

with name-tags face to face. Notify CAPCOM “ABANDONMENT is complete, we have a PAR,

normal radio traffic may resume.

Staging/ Rehab Standard

When FF’s are sent back to staging for Air the Staging Manager/IC. Should look at and talk to FF’s, check their SCBA and PASS.

FF’s should re-hydrate with 8oz. of water each tank. After two tanks the FF’s should report to Rehab for rest, re-hydration, and medical eval.

Ranking Officers will determine if they assume Command. If adequate manpower exists ranking officers, may be IC Aide, or other.
