Objectives
Review and Practice the Incident Command System (ICS/IMS).
Understand the accountability management process designed to control and direct all resources that are committed to the incident.
Understand Roles, Responsibility & Expectations Review Policy Discuss Fireground Strategy & Tactics Review Fire Conditions Ask Questions now
There was No Life Hazard…. Until the Fire Department Arrived
Firefighter Expectations
IF YOU ARE CAUGHT FREELANCING YOU WILL BE PLACED ON PROBATION UNTIL YOU CAN BE RETRAINED.
DO NOT PROCEED UNTIL YOU ARE TOLD TO DO SO.
TAKE ORDERS FROM ONLY ONE LEADER IF SAFETY or IC tell you to ABANDON the
Structure, should you?
All Firefighter(s)/Companies will arrive at Temporary Staging Combat Ready
Passport with all Company members and matching helmet shields.
Full PPE NO EXCEPTIONS SCBA in Standby Mode Hand tools Axe, Hallogan,

Common Definitions
Strategic mode: Transitional, Offensive, Defensive Initiate (has), Establish, Assume, Terminate Command Fire Attack, Standby Team, Back-up Team, Ventilation, Search Team,
Rescue Team. Temporary Staging: Is a Firefighter Ready area, and area for SCBA/air,
hose, tools & equipment, rehab, gross decontamination located at command post.
Incident Time Line: Dispatch maintains an incident time line in 10 minute increments starting with the initial time of call and reports each increment back to the IC.
Base: Is a parking lot for Apparatus generally on Large scale incidents Rehab:is a location established for firefighter to Rest,re-hydrate, and
obtain medical evaluation.
Common Instructions/Orders?
If Command arrives first, then the first arriving Engine proceed to the scene.
If you are Offensive how many Engines do you need? “E1-1 from Command” Park your Apparatus away from
the scene (1-2 blocks) and standby. “E1-1 from Command” Park you Apparatus and report
to (bring manpower forward to) Temporary Staging. Avoid “Command from E1-1” approaching where would
you like me. If you receive no orders what do you do?

Safety Officers Role
The Role and responsibility of the Incident Safety Officer (ISO) or “Safety” is on-scene firefighter safety. (not commanding tactics)
ISO has ultimate authority for FF Safety and can stop unsafe acts, call for abandonment, withdraw. (must notify IC)
The ISO has ultimate authority when it comes to FF Safety.
Can ISO enter an IDLH environment? Can you establish more than one ISO?
The Five Tactical Priorities
Life Safety Incident Stabilization Property Conservation/ Salvage Environmental Considerations Personnel Safety, Welfare, and Accountability
Divisions and Groups
Division PPE, Radio, Vest,Status Board, Passports, Name Tags
Geographical: side of a building, floor of a high-rise, large area such as brush fire.
Group PPE, Radio, Vest,Status Board, Passports, Name Tags
Assigned by Function: Search, Ventilation,Salvage, Overhaul, Extrication
Groups and Divisions are NEVER assigned one under the other they are both assigned Supervisors and are on the same level in the command structure.
Identifying Divisions around buildings
Procedure: Side A,B,C,D (Alpha, Bravo, Charlie, Delta)
A side is Address, Front or Main entrance Sides identified clockwise Can a Division Supervisor be assigned the
responsibility of more than just the front side? Can IC designate Side E,F,G?
Side A (Alpha)
Side C (Charlie)
Side D (Delta)
Side B (Bravo)
How do we describe Divisions around buildings?
View 4 Sides…. Consider 7 areas
Lucky Number 7
4 + 3 = 7
Four sides PLUS three that KILL
The Three That Kill
Structure Fire Above– Failure to recognize and factor danger of working
below a structure fire. Hostile Smoke/Fire Event
– Failure to recognize and factor danger of deteriorating or escalating fire conditions.
Structure fire Below– Failure to recognize and factor danger of working
above a fire (contents or structure).

Fight Fire Safely & Aggressively
Know Your Limitations If you don’t feel
comfortable with a task SAY SO.
Fight Fire SAFELY& AGGRESSIVELY
Trust Your GUT Everyone on the
Scene/Fireground is responsible for SAFETY
But No Stupidity“Black Fire Conditions”
Avoid Confusion, Understand Limitations, Be Alert for Failure
The IC must leave the tactical and task assignments to Division Supervisors and Company Officers. If IC gets involved after establishing Strategy/Tactical Goals and Objectives with Division Supervisors. The entire incident scene runs the risk of total confusion.
If you question the capabilities of a Company STOP- match task to Companies capabilities.
If you don’t understand orders ask questions until it’s clear.
If you don’t understand strategy, tactic, or task ask questions until you do (face-to-face)
Communication: Exchange of personnel/Relief Teams.
Relief Team/Company:A Company assigned to relieve an operational Company.
Example:“93rd Command from Division A (Adam)”“Division A from Command Go ahead”“Division A Requesting a relief Team of
four (4) for Back-up to relieve E11-1”.“Command copy Relief Team of 4, I’ll be
sending “Team 1113”.“Division A copy sending Team 1113.”Command from Division A, Command go
ahead Division A. Team 1113 has arrived”
“Command copy Team 1113 arrived at Division A”
When relieved who does E11-1 report to?
Who Does Team 1113 Report to?
Who is designated Staging Manager if not assigned?
If formal staging is established who does Division A request relief teams from?
When staging established who does Division A request additional teams/recourses from?
Radio Communications:
When do you need to talk on Radio: When a Safety issue arises When you have completed your task When you cannot complete your task. When you need additional resources When you need to request/pass on important
information.
Radio Communication:
Never answer radio “Go Ahead”
The radio is always answered with you designator first.
To contact E-1 apparatus driver?
You are a Division Supervisor and you want to exchange teams (a staging area manager has been established.
Who do you contact?
Communicating Benchmarks & Strategy:
IC shall announce over the radio to dispatch and scene, the overall strategy
Any changes in strategy and assignments of RIT, Safety Officer, Divisions & Groups.
Division/Group Supervisors shall acknowledge arrival of companies from Command/Staging.
Roll Call or PAR
Capitol and all units at 93rd Ave Incident clear the air for an emergency roll call.
Division A from Command “Roll Call” Command from Division “A” Alpha All personnel accounted for ”.
The Division/Group Supervisor must match name tags to faces.
Capitol from 93rd Command Roll Call Complete all personnel accounted for. Normal traffic may resume.

All Personnel shall immediately ABANDON the structure or hazardous area. Hose lines and emergency equipment shall be left behind, unless it is needed to facilitate a safe retreat. All crews will report to their Division Supervisor IMMEDIATELY.
Following the ABANDONMENT procedure, the (IC) shall: Institute a PAR or Roll-Call, Division Supervisors must match FF’s
with name-tags face to face. Notify CAPCOM “ABANDONMENT is complete, we have a PAR,
normal radio traffic may resume.
Staging/ Rehab Standard
When FF’s are sent back to staging for Air the Staging Manager/IC. Should look at and talk to FF’s, check their SCBA and PASS.
FF’s should re-hydrate with 8oz. of water each tank. After two tanks the FF’s should report to Rehab for rest, re-hydration, and medical eval.
No more than Three bottles
Assume/Passing Command
Ranking Officers will determine if they assume Command. If adequate manpower exists ranking officers, may be IC Aide, or other.
