RespectforSelf• Schooluniformwillbewornfully,neatlyandcorrectlyatalltimes.• Nostudentwillsmokeatschool,onanyschoolactivity,oranywherewhilstinschooluniform.

Theserestrictionsalsoapplytothepossessionofsmokingmaterials.• Nostudentwillconsumealcoholordrugsinschool,onanyschoolactivity,oranywhere

whilstinschooluniform;itisaseriousbreachoftheschoolcodeforanysuchsubstancestobepossessedbyanystudent.

• Studentswillattendallclassesandbeontime.Latestudentsmustobtainapassfromthedeanorteacherthathasdetainedthem.

• StudentsmustgainpermissionfromtheirDeaniftheyneedtoleavetheschoolduringschooltime.

HOMESTAYPOLICYRationaleAllinternationalstudentswhostudyatWairarapaCollegemustresideinanapprovedandregisteredWairarapaCollegehomestay,orCollegeHouse,theWairarapaCollegeboardinghostel.TheCollegehasthisasarequirementbecause:

• Itisinthebestinterestsofthestudents.• Academicprogressisenhancedwhenstudentsarecontinuallyexposedtotheuseof

theEnglishlanguageandgreaterstudytimeisavailablewithinahomestayenvironment.

• Internationalstudentsareatschoolonastudypermit,whichisonlyissuediftheyareinguaranteedappropriateaccommodation.

• TheCollege,andcontractedhomestaycoordinators,selectandmonitorhomestaycarersforinternationalstudents.Onlyfamilieswhowillprovideasafephysicalandemotionalenvironmentwillbecontracted.

Purpose:1 Toprovideasuitableenvironmentconducivetostudy.2 Toinvolveafamilyinthewelfareofastudentawayfromthestudent’sfamily.3 Toensurethataccommodationisprovidedwheremealsareprepared,laundrydone

andthestudent’sneedsaremetsoeverydaypressuresoflifedonotaffectthestudent’sstudy.

4 TogivethestudentanexperienceoftheNewZealandwayoflife.5 Toallowtheoverseasparentspeaceofmindknowingthatthestudentiswelland

happyinthiscountry.6 Tokeepthestudentsafebymonitoringout-of-schoolactivities.Guidelines:1. StudentsmuststayinthehomestayorganisedthroughWairarapaCollegeoran

WairarapaCollegeapprovedhomestaycompany,andunderWairarapaCollege’sorthatcompany’ssupervision,orinanapprovedhomestaydesignatedbythestudent’sparents.Thehomestaycoordinators/Deanwillmakeanassessmentofthehomestaycarer’ssuitabilitytoprovidesuitableaccommodationandappropriatephysicalandemotionalsupportandguidance.

2 IfparentshavedesignatedahomestayoutsidetheCollege’shomestayprogramme,

theparentsmustsigntheafterschoolcaredisclaimerform.3 AllhomestayfamiliesintheCollege’shomestayprogrammeshallmeettheMinistry

ofEducation’smandatoryCodeofPractice,andallhomestaycarersover18yearsofagewillbevetted.

4 TheCollegeprovidesguidelinesandsupportstructureforhomestayproviders

throughthehomestaycoordinators5 Thehomestaycoordinators/Deanwillcarryoutongoingmonitoringofthehomestay

families.Thisinvolvesaphysicalvisittoeachstudent’shomeatleastonceaterm.Contactwiththestudentmustbemaintainedatleastonceafortnight.

6 Theannualhomestaypaymentmustbemadeinadvanceatthebeginningofeach

yearandinfulltoWairarapaCollegewhowilladministerthepaymentstothehomestayfamiliesthroughthehomestayco-ordinators.

7 Studentsarenotpermittedtoownorrentaflat/room/house/apartmentorliveon

theirown.

8 StudentsarenotpermittedtoownordriveacarwithoutthewrittenpermissionoftheirparentsandtheCollege.

9 Ifthereareproblemsinaparticularhomestay,thestudentmust,firstofall,discuss

themwiththeHomestayManager/Dean.10 Shouldtheproblemspersist,thehomestaycoordinatorshouldarrangeforachange

ofhomestay.WairarapaCollegemustbenotifiedbythestudentandhomestaymanager.

11 Studentsmustnotmaketheirownprivatehomestayarrangementswithoutthe

approvaloftheHomestayManager/Dean.12 Studentsarerequiredtoexhibitappropriatebehaviouratalltimes.Wherea

student’sbehaviourordemandsaresuchthathomestayhostscannotreasonablybeexpectedtohavethestudentcontinueintheircare,homestayservicemaybediscontinued.

13 HomestaysarearrangedforthestudentbyWairarapaCollegeorthehomestay

coordinatorscontractedtotheCollege.StudentsmustfilloutanapplicationforhomestayformpriortotheirarrivalinNewZealandtoassistthehomestaycoordinatorsinfindingasuitablefamily.

14 Studentswhogoonholidayduringschoolholidaysinterms1-3whichmeansthey

leavetheirhomestaymustapplyforpermissionfromtheCollegeandwillbechargedtheusualhomestayfees.Interm4,whenstudentsreturntotheirhomecountry,theypayaretainingfeeof$NZ7O/weekuntiltheyreturntotheirhomestayandresumenormalresidency.

15 Acharge($150NZ)maybeleviedonanysubsequentchangeofhomestayafter

initialplacement.16 Wherethehomestaystudentwishestowithdrawfromthehomestayprogrammefor

thefollowingreasons,atleasttwoweeks’noticemustbegiveninwritingtotheDirectorofInternationalStudents:a)Thestudentwilllivewiththeparentwhohasobtainedaguardianshipvisa,and/or,b)ThestudentleavesWairarapaCollege.

APPROPRIATEMINIMUMCONTENTFORINSURANCEPOLICIESAllinternationalstudentsmusthaveappropriateandcurrentmedicalandtravelinsuranceforthedurationoftheirplannedperiodofstayatWairarapaCollege.WairarapaCollegecanarrangeinsurancecoverprovidedbyUnicareNZStudentInsurancePlan.It is recommended that if a student returns to the home country over the holiday period, cover should be held for this time also. GeneralInsurancecompanymusthaveexcellentcreditrating-nolowerthanAfromStandardandPoor,orB+fromAMBest.Insurerisabletoprovideemergency24-hour,7days/weekcover.Ifinsurerisanoverseascompany,policydetailsinEnglishmustbeprovidedinadvancetoCollegetoensurepolicymeetsrequirements.PeriodofCoverCommencewhenstudentleaveshomefortheairportonwaytoNewZealand.Applywhileintransit.ApplywhilestudentisinNewZealand.Coverthestudentforanytripstoothercountriesduringtheperiodofstudy.Coverthestudentforanyholidaysbacktotheirhomecountryduringperiodofstudy.TravelLossofbaggageandotherpersonaleffectsAccidentandinjuryDisruptiontotravelplansCostofmedicalcareinany‘stopover’countriesSumsInsuredSumsinsuredmustbeveryhightocovereachandeveryclaimMedicalBenefits-noexcessGeneralpractitionervisitsPrescriptionsHospitalisationOpticalEmergencydentalEmergencyevacuation/repatriation-unlimitedcoverIfthestudentbecomesseriouslyill/injured,needstobeaccompaniedhome(eitheraliveordeceased)withmedicalprofessionals.Ifmembersofthestudent’simmediatefamilylivingoverseasbecomecriticallyillordie,itshouldenablethestudentcoveredtoreturnhomeandthenbacktoNewZealandtocompletestudies.

Ifthestudentbecomesseriouslyillordies,policyshouldpayforparentsreturnflightsto/fromNewZealandonthefirstavailableflight,thedaytodayaccommodation/livingcostsinNewZealand.PersonalEffects-realisticandflexibleAllofstudent’spersonaleffects,includingexpensiveitemsPersonalliabilityStudentshouldbecoveredforaccidentaldamagetopropertyataneducationinstitutionorhomestay.

DESIRABLEADDITIONALPOLICYCOMPONENTS

• Lossoffeesduetoemergencies• Mentalillness• Continuationofpolicyifstudentneedstoreturntotheirhomecountrybecauseof

illnessorinjuryduringthepolicyperiod–thestudentisabletousethepolicyforon-goingtreatmentuntilthepolicyhasexpired.

PERFORMANCEAGREEMENT:RULESFORINTERNATIONALSTUDENTSThestaffatWairarapaCollegeendeavourtogivespecialcareandattentiontoallourinternationalstudentsandtoencouragethemtoreachtheirfullpotential.Weneedtohaveanassuranceofsupportbythestudent’sparentsorcaregiversandthepromiseofthestudent’swillingnesstocomplywiththerulesandstandardsoftheCollegeandthecommunitytoensurethewell-beingofallconcerned.AttendanceStudentsaretoattendallclassespromptlyatalltimes.Aminimum90%attendanceisrequired.Ifastudentcannotattendbecauseofillhealth,theCollegemustbeadvisedbeforeclassesbegin.Adoctor’scertificateisrequiredforanyabsenceofthreeormoredays.AbsenceforanyotherreasonmustbeapprovedbeforehandbytheDeanofInternationalStudents.HomeworkThismustbecompletedeverydayorasrequiredbytheteacher.Thestudentmustcompleteallsettaskswhenasked.CooperationThestudentsmustalwaysobeytheteacher’sinstructions,participatefullyinclassroomactivitiesandmaintainafriendly,cooperativeattitude.Thestudentmustshowconsiderationandrespecttoallstaffmembers,toallotherstudentsandtothemselves.

HomestayAnyruleslaiddownbythehomestayfamiliesaretoberespectedandobeyed.Thestudentisexpectedtobereasonable,courteousandhelpfulinthehouse,keepinghis/herbedroomtidy,clearingthetable,etc.Thestudentwillbeontimeforallmealsandwillnotbeawayfromhomeunlesspriorpermissionhasbeengiven.CurfewsTheNewZealandlawstatesthatyoungstudentsaretobeundersupervisionatalltimes.Anychangetothecurfewrulesbelowmustbenegotiatedbeforehandwithhomestayparents.Thestudentsmusttellthehomestayparentswheretheyareatalltimesandmustcontactthemiftheyaregoingtobelaterthanexpected.Thestudentsmustgivetheirhostparentsthetelephonenumberwheretheycanbecontactedanytimetheyareawayfromtheirhomestays.Age Sunday-Thursday Friday SaturdayUnder15years 6.00pm Undersupervision Undersupervision15-16years 6.00pm 10.00pm 11.00pm16-18years 6.00pm 12.00midnight 12.00midnightOver18years 6.00pm Negotiable NegotiableSmokingandalcoholTheWairarapaCollegeBoardofTrusteeswilltakeaverystrongstandifanystudentisfoundtobeusingorinpossessionofcigarettesoralcohol.IllegaldrugsThesewillnotbetolerated.Studentsfoundtobeusingdrugswillbepermanentlysuspendedandsenthome.Ifitisappropriate,theauthoritieswillbenotified.DrivingWairarapaCollegestronglyadvisesinternationalstudentsnottoownordriveacarwhileattheCollege.Forthosestudentswhodonottakethisadvice,theymusthavetheparentalapprovalformsignedbytheirparentsandthePrincipalofWairarapaCollegeandreturnedtotheDeanofInternationalStudents.MarriageIntheeventofastudentgettingmarried(withorwithoutparentalpermission)thestudentisrequiredtoleavetheCollege.Non-complianceIfitisfoundthatthestudentisunableorunwillingtocooperatewiththeaboverules,thefollowingactionwillbetaken:1 Thestudentwillbeverballywarned,andreceiveoneormoreafterschooltime-out periods[ASTO].2Wedevelopindividualgoalsetting/learningplansrelatedtothestudent’sneeds,providingadditionalsupportasrequired.3 Ifhis/herbehaviourdoesnotsignificantlyimproveduringthisperiod,thestudent

willreceivethefirstwrittenwarningthathe/sheisfacingsuspension.Copiesofthiswillbesenttotheirparentsandtheircaregivers.Thestudentwillalsobeputondailyreportfortwoorthreeweeks.4 Ifbehaviourstilldoesnotimproveafterthiswarning,thestudentwillreceiveasecondandfinalwarningthatstatesthatunlessbehavioursignificantlyimproves,thestudentwillbesuspendedfromschool.ExpulsionIfthebehaviourofthestudentdoesnotimproveasrequested,thestudentwillbeexpelledandtheappropriateauthoritiesnotified.Thestudent’svisawillinvariablyberevokedunderthesecircumstances.FeesrefundNofeeswillberefundedtoastudentexpelledduetounacceptable,non-compliantbehaviour.

REFUNDSPOLICYThispolicyisbasedonSection48/7]oftheEducationAmendment[No4]Act19914B[7]Whereatanytimeaforeignstudentwithdrawsfromasubject,course,orprogrammeatastateschool,theBoardmayrefundtothepersonwhopaid(inrespectofthestudent’senrolmentinthesubject,course,orprogramme)theamountoffeesreferredinsubsection(1)ofthissection(orsumofanyinstalmentspaidinrespectofthosefees)anyamountitthinksappropriatenotexceedingtheextent(ifany)bywhichtheamountpaidexceedsthesumofthefollowingamounts. a] TheBoard’sbestestimateofthecosttotheBoard(includingthe

appropriateproportionoftheBoard’sadministrativeandothergeneralcostsandtheappropriateproportionofanyinitialorstart-upcostsofthesubject,course,orprogrammeforonestudentuptothattime;

b] AnamountthatisintheBoard’sopinionanappropriatereflectionoftheusemadebyonestudentreceivingtuitioninthesubject,course,orprogrammeoftheBoard’scapitalfacilities;

c] Theappropriateproportionoftheamount(ifany)prescribedundersection4DofthisActforastudentreceivingtuitionatastateschoolinthesubject,course,orprogramme;

d] Allotherfees(ifany)prescribedbytheBoard”.

InordertobeeligibleforanyrefundtheparentmustapplyinwritingtotheBoardofTrustees,settingoutthespecialcircumstancesoftheclaim.InarrivingattheirdecisiontheBoardofTrusteeswilltakeintoconsiderationthespecialcircumstancesofthewithdrawingstudentand:

a) costsalreadyincurredbytheBoard b) thesalariesoftheteachersandassociatestaffandanyothercomponents

ofthefeealreadycommittedforthedurationofthecourse c)anamountwhichcoverstheuseofthefacilitiesandresourcestodateof

withdrawal d) anyrefundoftheforeignstudent’sfee,fromthegovernment.Exceptinexceptionalcircumstances,norefundispayablewhereastudentwithdrawsinthesecondhalfofthecourse.Inthecaseafullyearstudent,thesecondhalfofthecoursecommencesonthefirstdayofthetermaftertwotermshavebeencompleted. ExplanationWhereaParentwithdrawsfromthecontractbeforethestudentarrivesinNewZealand,feespaidarerefundedatthediscretionofWairarapaCollege.InthesecasesunderNewZealandlaw,theCollegemustretainamountstocovercostsalreadyincurred.Thebalancemaybereturned.ParentswhosestudentsareinsuredwithUNICAREmayhavethebalanceoftheirfeesreimbursedbythatCompany.NOrefundswillbemadetoParentswherestudents: 1 areaskedtoleavetheCollegebecauseofmisbehaviour,poor

GrievanceProceduresIntheeventofadisputebetweenanindividualstudentandWairarapaCollege,proceduresareinplacetofacilitatetheresolutionofthedispute.Asummaryoftheseproceduresfollows:1 CodeofConduct,AttendanceandDisciplineStudentsareexpectedtoabidebythetermsandconditionsofenrolmentandthepublishedrulesandcodeofWairarapaCollege.Disciplinaryprocedureswillbeappliedintheeventofabreachoftheserules.AllstaffareexpectedtoapplyWairarapaCollege’spolicyandrulesfairlyandwithoutfavour,butifastudentconsidersthatthishasnotoccurred,thestudentmayreferthemattertoaseniorstaffmember.Ifthestudentisdissatisfiedwiththedecision,he/shemayultimatelyreferthemattertothePrincipalfordetermination.Independentexternalmediationmayalsobesoughtifthemattercannotberesolvedwithintheschool.2 ServiceandAcademicProgrammesIntheeventofastudentcomplaintconcerningthequalityoftheserviceorteachingprovidedbytheschool,thestudentwillreportthemattertoapersoninapositionofauthoritywithintheschool.ThecomplaintmayeitherbedealtwithbythepersonorreferredtotheDeanofInternationalStudentsforresolution.TheDeanofInternationalStudentswillconferwiththepartiesindispute,andthedecisionoftheDirectorofInternationalStudentsisfinal.Thisdecisionwillbeconveyedinwritingtotheparties.Ifthestudentremainsdissatisfiedwiththeoutcome,theymayseekindependentexternalmediation.If you have a complaint about Wairarapa College breaching the Education (Pastoral Care of International Students) Code of Practice 2016, follow Wairarapa College’s formal complaint process first. College-approvedhomestaycoordination.(RefertoHomestayPolicy).7. Studentsarerequiredtoattendschooleachday,unlessillorotherwiseunavoidably

detained.Anoteofexplanationfromtheguardianorhomestayisrequireduponreturn.Amedicalcertificateisrequiredforabsencesofmorethanthreedays.

8. Internationalstudentsmaynotownordriveacarwhileenrolledasastudentat

WairarapaCollegewithoutthewrittenpermissionoftheirparentsandtheCollege.9. Allinternationalstudentsmusthaveappropriateandcurrentmedicalandtravel

insuranceforthedurationoftheirplannedperiodofstayatWairarapaCollege.Terminationprocedure-WairarapaCollegereservestherighttoterminatetuitioninthefollowingcircumstances:

• Intheeventofcontinuedandunexplainedabsenteeism(minimum85percentattendancerequired).

• WairarapaCollegeisadrug-freeandsmoke-freeenvironment.Nodrugs,tobaccoproducts,oralcoholarepermittedatanyschoolfunction,ortravellingtoorfromschool,orwhileschooluniformisworn.Anyinfringementofthisprovisioncouldresultinthestudentbeingrepatriatedatthestudentfamily’sexpense.

• Studentsarerequiredtoobeyallschoolrules,andthelawsofthecountryoutsideschoolhour.

• StudentsarerequiredtocomplywiththeWairarapaCollegeCodeofBehaviour.TheCollegereservestherighttostanddownorexcludeanystudentwhobreachesthisCode,andnorefundoffeeswillbemade.

• TheexclusionorexpulsionofthestudentinaccordancewiththeEducation(Stand-down,Suspension,exclusionandExpulsion)Rules1999.

• Provisionoffalseormisleadinginformationbythestudentonenrolment.• Inadequateprogressbythestudent.• Failurebythestudenttopayfees.• WhereWairarapaCollegeisunabletoguaranteeaccommodationduetothe

student’sbehaviour.• Intheeventofcriminalbehaviourbythestudent(includingsuchbehaviouroutside

WairarapaCollege’spremises).• Aninabilitytoattenddueforreasonssuchasillnessorfamilyobligations,wherethe

studentcannotmakeupthemissedcoursetimeandneedstore-enroliftheywishtocompletethecourse.
