Current Status Way Ahead
• Developing additional COAs per teleconference with
OCAR and resubmit to TRADOC
• Inspectors were eliminated during the intersection of
modularity and Two Level Maintenance
- Equipment is turned-in without
classification/identification and property accountability is
degraded
- Technical inspections and quality of repairs are
challenging due to time constraints and other duties (dual
hatted Sec Chiefs)
- Lack of Technical Inspectors results in longer customer
wait times, inefficiencies, and creates quality assurance
challenges
- Technical Inspectors served as the Commander’s
representatives for quality assurance
• The FY02 Technical Inspector population was 1,067
• Creates Classification and Inspection Section in the
SMC with 5 Inspectors
- Mix of 91B30, 94E30, and 91F30
Improves safety, quality, operational readiness, supervision, training, mentorship; and
reduces costs

• HQDA Force Integration Feasibility Analysis (FIFA)
• DFM approval
• When the FAB Brigade Support Battalion (BSB) was
eliminated the Field Maintenance Company (FMC) was also
eliminated and limited maintenance capability was retained
in the HSC.
• The 948D was moved from the FAB FMC to the SMC
based on the concept that the SMC performs the missile
and low density functions for the FAB that the FMC
previously performed.
• The Forward Support Companies (FSCs) retained
Wheeled Vehicle Mechanics (91B), Multiple Launch Rocket
System (MLRS) Repairers (94P) and Radar Repairers (94M)
maintenance capability for the battalions.
Realigning the 948D from the SMC to the MLRS, HIMARs, ADA Bn (LPWS) will enable them to maintain a high
state of readiness and provide mentorship to the Multiple Launch Rocket and Radar Repairers (94P/94M)

• FORSCOM COA develops a capability to conduct

• Working with FORSCOM G4 to develop a concept
comparison briefing
• BSB Cdrs are challenged to task organize FSCs to
support the BCT because FSCs are assigned to the
CAB—documented shortfall in all NTC rotations
• By organizational design, the FSC has all of the
maintainers required to conduct maintenance to
support the CAB (100% MARC)
• Brief concept comparison brief to CG CASCOM and
G-4 FORSCOM
• Brief concept comparison brief to CG TRADOC and
CG FORSCOM
• Enable BSB Cdrs to reinforce combat platform
maintenance by migrating a limited number of mechanics

• 92R MARC Study / DOTMLPF Analysis
• ICW DA G3 USAFMSA, develop a new 92R MARC
Study that includes a DOTMLPF analysis. The
MARC study will reflect the increased packing times
from the new T-11 parachute and all
peacetime/garrison requirements that impact
packing/rigging operations.
• FDU was approved by the DFM on 25 Apr 16 and AC
organizations will have EDATEs of 16 Oct 16.
• The NG and USAR units will convert to new designs
(with fewer personnel parachutes) in FY18.
• New units activate OCT 2016
• Complete unit design for Airborne Battalion Task Force (Alaska) (initial design submitted to USAFMSA)
• Completion of design for compos 2 & 3 (different number of parachutes than compo 1)
• XVIII ABC requested emerging growth due to
perceived shortfalls to support parachute packing
mission at Fort Bragg, NC (requested 85 Soldiers).
• CASCOM in conjunction with USAFMSA conducted a
MARC Study and DOTMLPF Analysis in order to
capture all Army wartime and home station
requirements which effect parachute production.
• Analysis determined that there was a shortfall in 92R
capability and a Force Design Update was submitted
to make changes to the 92R Force Structure.

• Field Feeding Company FDU
• How does the Army restructure field feeding to be
more effective/efficient while maintaining appropriate
and timely operational and garrison feeding?
• The Field Feeding Company (FFC) FDU provides
field feeding to an area and/or for echelons above
brigade (EAB) organizations.
• World Wide Staffing complete – received concurs from all
MACOMs
• Requirements determination submitted to HQ DA G3 Jan
16
• Working with USAR to determine number of COs, PLTs,
and teams needed for home station
• TOE compares must be completed by USAFMSA prior to
the FIFA
• Follow-on HQDA Steps: Force Integration Functional
Analysis (FIFA); DFM approval of Pony Blanket;
Submission to VCSA for approval
• AC implementation by FY 18 (USAR & NGB FY 2019) will
require an out of cycle command plan to be completed in
May 17
• Current Army structure provides organic field feeding
assets to most operational and war fighting elements
• This FDU proposes to consolidate culinary specialists
and field feeding equipment into companies or teams
that will be assigned on an as-needed basis to units
conducting missions in field environments or forward
deploying to operational theaters, and will serve in post
DFACs
• The Army currently lacks an organizational solution that
