Last week we promised you an
article about City Council
serving the interests o somewell-connected businessmen,
in one case going outside o
the law (again) and in the other,
not taking the time to nd out what
they actually voted to approve, which is
as hilarious as it is disturbing. We will get
to those stories, albeit in a highly abridged
ashion, because on Monday Boston blew up,
and rankly that makes corrupt/incompetent
City leadership seem insignicant.
As o press time, the bombs that exploded
at the nish line o the Boston Marathon had
taken the lives o three people, including an
eight-year-old boy, and wounded another 140+.
According to a Rhode Island State Trooper who
was present at the scene, over twenty o the
wounded lost at least one limb. The death toll
may yet climb over the next ew days.
And as always happens in these cases,
theres a rush to assign blame and nd a
reason, any reason, or the tragedy. Something
other than Evil Bastard Kills Innocent People,
which is, o course the truth. It was the truthon 9/11, but since its super hard to keep evil
people rom getting on airliners we decided to
stop evil things rom boarding; like nail les,
shaving cream in excess o three ounces, and
homemade egg-salad sandwiches. Threat
dissolved. That was easy.
Were doing the same thing right now
in response to the Sandy Hook massacre.
Despite the act that gun violence is down,
way down, over the last twenty years, one
evil bastard committing an unconscionable
act has prompted legislation to limit the evil
things responsible or the killings: guns and the
magazines that hold the ammo. Hooray. Evil
deeated again. Well done.
Heres the deal. Evil people will always
nd a way. Rules dont apply to them. Sure,
we can limit the sale o ball bearings
and pressure cookers, but thats
not going to stop the next guythat wants to build a bomb. All
we can count on is this: truly evil
people, people capable o torture
or murder, are a tiny minority. And
the bombers and mass-shooters are usually
one and done were not going to run into the
same guy doing this over and over.
During our collective lietime, well
probably deal with the super-evil on at least
one occasion, but probably not when theyre
mid-mission on a killing spree. We wont even
notice them. They might not even know what
they have in them. Which is why they cannot
be stopped i theyre willing to go to the eort
o killing a bunch o people, and especially
i theyre willing to take their own lie in the
process. There are nearly seven billion people
in the world. A ew o them are going to be
terrorists and mass-murderers. We need to
understand that, and accept it just as we do
any other natural danger.
We dont wake up in ear o earthquakes
or tornadoes or tsunamis, even though weknow they could wipe us out in an instant.
The same goes or bad guys. They can get us,
but they probably wont. Take the precautions
that you can, but know that evil, like lightning
strikes, cannot be legislated away. Dont
panic. It wont do any good.
Fun with City Council, Part IAs or the latest Council asco, let me say
this: I dont care what you do on your land. I
you own land, you should be allowed to build
whatever you want on it. But i were going to
live in a place with rules or such things, I hold
that those rules should be applied equally,
and not bent or broken or certain parties who
have political pull. So here we go

On March 25, Council held a rst
reading and vote or approval to rezone some
land out on FM 1101. So ar, so good. The
problem was, and is, that that land wasnt
within the Citys limits, and there had been no
vote to annex the land. Oops.
Yes, you can annex and zone concurrently.
But concurrently means at the same time.
Not beore the act. That would be prior to,
which means something completely dierent.
Anyway, somebody gured out that there
might be a problem zoning land that wasnt
actually in the Citys jurisdiction, so Council
held a special, ten-minute meeting to take a
vote on annexing the land.
It should be noted that special Council
meetings have been traditionally used or
long, drawn out ordeals, not rubber stamp
items. The our previous special Council
meetings addressed the appointment o an
interim City Manager, the creation o a special
utility district or the Veramendi development,
and two presentations or the bond package.
Super ponderous stu. Then this thing.
The property owner o record or the land
in question, Mike Norris, wasnt there or the
zoning change or annexation. He didnt even
make the request or the annexation another
party did that or him and youll see why
thats relevant in moment. Now lets be clear this isnt Norris ault, at all. I dont have any
problem with him trying to get work done.
What bothers me is what Council did to Chris
Martinez last year, because he didnt have the
right riends at City Hall.
Martinez runs the tube rental over at the
444 on East San Antonio Street. He has some
steps leading into the river, downstream romthe tube chute, that hed like to let his customers
use. He was denied the right to use the steps
or any number o crazy reasons, the most
outrageous o which was this: He leases the
property his business is located on, and Council
didnt want to approve the item because the
property owner o record, Gregg Weston,
didnt personallymake the application.Were certain the act that members o the
Weston amily were/are suing the City or that
$100,000 worth o ll dirt the City took o
Weston land without permission had nothing to
do with Councils denial o the request. Or the
recent denial o Westons request to purchase
some land rom the City to build a downtown
parking lot, or that matter. That would be
crazy conspiracy talk! Everybody knows we
dont need any more downtown parking.
Chris Martinez has two strikes against
him: He rents rom a Weston, and hes in
the tubing business, which makes him an
automatic villain in the eyes o Council. (Plus
his last name is Martinez, so lets call it three
strikes.) Mike Norris, on the other hand, is on
the board o directors o the Greater New
Braunels Economic Development Foundation
along with the Mayor, the County Judge,
Chamber o Commerce President Michael
Meek and, o course, Tim Zipp, (ormer
Medicare Compliance Ocer at the now-
bankrupt Scooter Store, and current president
o the Citys 4-B Board). But really, this whole
situation has got to be a coincidence. Im sure
its nothing to worry about.
Fun with City Council, Part II
Youre going to dig this one. Remember
Danny Scheel? He was the hated County
Judge we had beore the loveable Sherman
Krause. I mean, even the hated Ken Valentine
hates Danny Scheel. Thats how hated Danny
Scheel is. Super hated. Uber-hated, i you will.
Anyway, ormer Judge Scheel is also the
guy that backed up Kathleen Krueger during the
can-ban debacle by declaring the Comal river
rie with prostitution, a claim he reused to back
up despite numerous media requests to do so.
I personally called Big D our times or an
explanation, and even asked Krueger to have
him get back to me on that. I was working at
government-riendly KGNB at the time, so the
act that Scheel wouldnt return my calls speaks
volumes. I mean, nobody had any idea how
awul I could be until months later, when I
started writing this column. I totally get why hed
blow me o now - Im a terrible person. Plus he
was making the whole thing up and didnt think
anybody would declare shenanigans on it.

In any case, Scheel is the proprietor o
Comal Pawn, on the corner o Walnut Avenue
and West San Antonio Street. Hes got an
old sign near his building that doesnt meet
current City standards, and is going to be
pulled down as part o Walnuts widening.
Again, its his property, and rankly, I believe
he has the right to put up whatever kind o
sign he wants. I dont care about the sign. But
now he wants a new one.
I dont care about the new one either,
but City Council supposedly does care about
what signs people put up in ront o their
businesses, and makes all kinds o rules. One
set or people they like, and another or people
they dont. Remember those guys that had the
mobile billboards that used to drive around
town? Council made special laws after the fact
to put them out-o-business, even though the
sign guys ollowed all the rules beore puttingthose trucks on the street.
New monument signs, like Comal
Pawns, are supposed to be set back ve
eet rom the street. Danny Scheel got
special permission to build his one oot rom
the street. The new Comal Pawn sign will
also be our square eet larger than the City
allows. And were still not to the good part
o the story. The good part is this: The size
o the sign, and the act that it didnt comply
with current law, was stated in the agenda
packet that City Sta writes up and provides
to Council beore a vote. From the packet
(emphasis added):
The proposed sign will meet the height
restriction o the C-2 district, but will exceed
the maximum allowed sign area by 4 square
eet and will be setback 1 oot rom the
property line rather than the minimum setback
o 5 eet.
District Three Councilman Ron Reeves
asked City Sta i the setback was the only
thing in confict with the current sign ordinance.
Which means he didn t read the packet, or
was trying to trip up sta. Were going with
didnt read the packet on this one.
City Sta replied to his question with a
Yes, which means they orgot what was in
the packet, or just outright lied. Were going
with orgot what was in the packet. Were
very generous.
District Six Councilman Stephen Digges
immediately cut o discussion with a motion
to approve, which District Fives Bryan
Miranda seconded. Danny Scheels sign got
the ok, which is ne, but Council approved
it, unanimously, without knowing what they
were signing off on, other than the act thatDanny Scheels name was at the top o the
application, which isnt such a great reason
or doing anything.
Forgive our presumptiveness, but we
expect the people that write the laws, and the
people that vote on them, to know what theyre
actually dealing with. Ater all, weknew what
was in there, and were pretty much brain
damaged. Ask anybody.

Red light cameras rst appeared in Europe
in the mid 60s. In the United States we didnt
start seeing them until the 80s, and back then
they used lm that had to be developed. Then
came the digital age and suddenly the idea o
the systems took o to a new level.
Controversy has also ollowed with
conficting studies that at times show somebenets, but in other cases little reduction,
and even increases, in accidents. Though the
industry sells them as saety promoters, some
municipal leaders have looked at them as
revenue generators and this has brought out
groups opposed on civil liberty and privacy
grounds. Some cities have ound greater
success by making red lights more visible
and worked on timing issues so drivers are
stopping at red lights less oten.

unny subject, but i you have to laugh, then
Google unny red light camera pictures. As
to seeing them around here, in keeping with
local tradition, I would expect that we would
probably spend more money implementing
them than the revenue they would bring in,

The number 666 is associated in the Bible
as the number o the beast or some say the
antichrist. Most people I know who consider
themselves devout Christians do not really
xate on the issue, but there are some who
apparently avoid this number at any expense.
I the number comes up on their bill, they wont
touch it. I the number is on a street sign, theywont drive there. I the number shows up in
a phone number, they wont dial it. So all this
leads me to believe that perhaps these people
are too touchy. I you are not the antichrist,
why would paying a tab or $6.66 suddenly
make you the antichrist?
Esel believes that perhaps the greater evil
is the stupid 9/10 o a penny on every gallono gas, or the old .99 cent price point at every
retailer, or the old new car thing; ($32, 999 is
an obvious deception most devilish in nature).
By the way, you might not want to read that
last sentence upside down. Lastly, or the
casino ans, the roulette wheel when added
up, well, that comes out to 666.

the Americas. What I dont get is how
and why tamarindo became so popular
amongst nuestra gente? We consumemega-tons o it! We drink it, we make

certain Hindoos loves it the way we do. Its
not much o a mystery: Mexicans love sweetswith tropical verve and feshiness, whether

pineapple. But tamarind is the king o the
jungle, becauseas you pointed outwe
can turn it into so many things: ice cream,
ruit leather, salads, salsas, on chocolate,

had Ommegang Abbey Ale. It was one o the
maybe handul o 22oz bottles, and the only
one with the cage and cork topper.
This Abbey Ale is a dubbel, or a
Belgian Brown ale, and it comes in at 8.5%
ABV, pretty natural or the style. It pours a
very dark chocolate-brown, with a dense
tan head. Its slow to recede, but when it
does it leaves those sticky rings all down the
glass. Now, dubbels like these have always
been a treat to me, because the distinctive
Belgian style o the yeast I believe pairs
very well with a darker malt backbone o
something like a brown ale. Heck, I like
brown ales in almost every way (maybe with
the exception o brown or amber lagers),
and adding that ruity magic o the Belgian
yest is perect ion. In that ashion, the nose o
this beer is great. Its just a ton o very dark,
sweet ruit, with a little bit o that candy-
sugar/caramel. You get notes o g, plum,
and even a little bit o baker spice.
Tasting it, especially at a red wine
temperature level, really opens up a treasure
box o favor. You get some clove, some berry,
even some peach/banana ruit esters. The
overarching favor is very bready, toasted malt,
almost like a German brown ale. The favors
just kind o peek through this backbone,
and youll get notes o anise, citrus zest and
pith and peel, brown-sugar caramel, and a
horn o plenty worth o all ruits. It nishes
leaving a slight hop dryness, and a bit o the
booze comes out here. The carbonation levels
are just a little bit high, with each sip oaming
itsel up and bombing the rst impression with
sweetness. This level o complexity and the
complimentary favors exempliy the amazing
work that Brewery Ommegang is doing. I you
see this one, put it at the top o your list, you
wont regret it.

You want to hear something unny? I mean, not like unny ha-ha but kind o weird unny.
Back in 1936 a local attorney/rabble rouser named Adolph Seidemann had a look at the Citys
government and the then-locally-owned Herald, and declared their relationship corrupt.
Seidemann went out and bought a printing press, and produced what might be considered
the rst incarnation o the TX Citizen The Adolph Seidemann Instantaneous Forum. We got
our hands on original copy o Adolphs publication, courtesy o TX Citizen reader Joe Lisk, who
ound it in an old trunk that he got rom an estate sale. Cool.
What ollows is the second o three o the Forums that Lisk has discovered so ar. The
similarities between New Braunels city government and local media o nearly eighty years ago
and that o the present day are striking.

New Braunels, exas, March 13, 1936o the voters and citizens o New Braunels, exas.Mr. Bailey Jones called me over the phone and told me that I had made a
mistake in stating that he had received $350.00 per month when he was rstelected Secretary o the Chamber o Commerce, and he told me that he startedwith $200.00 per month or the rst year, $250.00 per month or the second year,$300.00 per month or the third year, then $333.33/ per month, also that themoney appropriated or postage was not all spent or stamps in writing letters,but that he mailed out during two years about 5000 pamphlets or bookletsdescribing the advantages o New Braunels. I assured him that I would make
the correction, and I thereore, on Monday morning, March 9, 1936, examinedthe Minutes o the Board o City Development and the City reasurers booksand had the City Clerk to make statements rom the City books, all o which Ihave in my oce.
Mr. Jones was Secretary o the Chamber o Commerce beore the City Boardo Development came into existence, and I presume that the $200.00 per monththat he reerred to, was paid him as Secretary o the Chamber o Commerce therst year and the $250.00 per month as Secretary o the Chamber o Commerceor the second year. Tat salary paid him was raised by voluntary subscription o
the business men and property owners. Ten in 1929 the AMENDMEN raisingthe MONEY by AXAION came into existence, and now let us see what theMINUES OF HE BOARD OF CIY DEVELOPMEN and the REASURERSbooks show. At the meeting o the Board o City Development held on March 7,1929, motion was made and seconded that B. A. Jones be retained as Secretaryand that his salary be set at $300.00 per month, and another motion was madeand seconded that Herbert Wittenborns, the Assistant Secretarys salary beRAISED to $60.00 per month, and BOH MOIONS WERE CARRIED, and theREASURERS records show, that B. A. Jones received $300.00 per month romMarch 1, 1929 to February 28, 1930, and that Herbert Wittenborn received
$60.00 per month rom March 1, 1929 to October 31, 1929. Te MINUES othe Meeting o the Board o City Development and Chamber o Commerce onJune 18; 1929, show, that SECREARY JONES MADE A SAEMEN HA AIMES HE WAS FORCED O USE HIS CAR IN MAKING ROUNDS FOR HEBABY BEEF CLUB AND WOULD LIKE O HAVE HE DIRECORS SE A PRICEOF SO MUCH PER MILE FOR HE USE OF HIS CAR. A motion was made andseconded HA EN CENS PER MILE BE ALLOWED FOR HIS WORK ANDthe MOION CARRIED.
I gladly and reely make the correction that Mr. Bailey DID NO receive
$350.00 per month when he was rst appointed Secretary o the Board o CityDevelopment, but only RECEIVED $300.00 per month, but the ASSISANSECREARY received $60.00 per month, so that MAKES $360.00 per month
paid or salaries during the period mentioned, but the REMARKABLE ANDINERESING point to the whole matter is, that Mr. Baileys salary WASRAISED AFER HE MONEY CAME OU OF HE AX PAYERS POCKE,and I willingly accept as true, Mr. Baileys statement to me over the telephone,that the postage that I had reerred to in my letter, was not all used in writingletters, but that a part o it was used in mailing out the pamphlets or booklets
mentioned by him.Ten the MINUES o the Board o City Development show, that at the
meeting o that Body held on March 10, 1930, Mr. B. A. Jones was re-elected asSECREARY and his SALARY SE A FOUR HOUSAND ($4,000.00) dollarsper year, and the REASURERS records show, that Mr. Neuse received $50.00per month rom November 1st, 1929 to March 31st, 1931 and that Mr. BaileyJones received HREE HUNDRED AND HIRY-HREE DOLLARS ANDHIRY-HREE AND ONE-HIRD CENS ($333.33/) per month rom March1st, 1930 to February 28th, 1931, so that makes $4600.00 that the taxpayers o
New Braunels paid or the services o Mr. Jones and his assistant or thosetwelve months, but Mr. Jones salary was raised during this year o depression,and the salary o our local boy reduced. It does seem to me, that our local boy,Benne Neuse, was sufering equally with Mr. Jones rom the depression, andthat he was as much entitled to a raise as Mr. Jones. Ten the MINUES o theBoard o City Development show, that at the meeting o that Body on February25, 1932, the salary o the Secretary was xed or the ensuing year at $300.00per month, and he received, as shown by the REASURERS Books the sumo $300.00 per month rom March 1st, 1931 to September 30th, 1932, and hisAssistant received, as shown by the REASURERS books the sum o $60.00 per
month rom April 1, 1931 to September 30, 1932, so these salaries or these lastmentioned months were $6780.00. From October 1st, 1932 to June 30, 1934,Mr. Benno Neuse, Assistant Secretary, received $50.00 per month, and thenhe resigned and other assistants were employeed. Mr. Bailey Jones receivedrom October 1st, 1932 to the day o his resignation a salary o $200.00 a monthand the budget allowances. At the meeting o October 16, 1934, the budgetwas xed, as already stated, as ollows: Salaries $2400.00, Miscellaneous andextra help $550, raveling expenses $300.00, elephone and telegraph $150.00,Stamps and stationery $125.00, Publicity and Conventions $875.00. Te present
incumbent, Mr. Whitehead, receives a salary o $150.00 per month and $50.00per month car expenses.I had intended to explain this week how the money or the Chamber o
Commerce could be raised without taxing the small home owner and workingman, but will deer that until next week, at which time I will also answer thegentleman that told me, in the City Hall, on uesday morning, March lOth,1936, that I should not send him any more o my letters, and that I should notdare to slander him or any member o the Board o City Development, and willalso answer other parties that have made certain suggestions to me.

was led with the City Commission Monday, and election, as you will noticein our local newspapers, has been ordered. I am the President o the NewBraunels ownsend Club, and W. L. Hilliard o at, exas, will address thepeople o New Braunels and Comal County on the subject o the ownsendOld Age Revolving Annuity Plan at the Court. House in New Braunels, onMarch 20th 1-36, at 7:30 oclock P.M. and everyone is cordially invited to bepresent. So until next Friday morning.
