2017/18 ANNUAL BUDGET
The preparation of the 2017/2018 budget is based on Council’s direction for the financial year. This direction incor-
porates the focus of maintaining existing services and facilities at levels customers expect. In addition to this, the
budget also reflects the aims of the Strategic Community Plan 2013 – 2023 and Forward Capital Works Plan where
possible and other major capital works that have arisen during the 2016/2017 financial year.
Councillors are continually assessing the role of local government in the community and are always seeking the
views and opinions of residents and ratepayers on major capital works to be undertaken. It is then Council’s deci-
sion to refine and adopt a budget, while trying to accommodate all reasonable requests within appropriate funding
limits and rate increases. This year with several State Govt funding reductions, Council was able to balance its
Budget with a 5% increase across the board. Following lengthy deliberations, Council has balanced the 2017/2018
budget. Due to funding constraints an amount of requests were not included in this years’ budget.
Major items in this year’s budget that fall into the category of expansion include:
Minor works at the Old School;
Minor works (painting) to Miners Hall, Wanders Stadium
Purchase new mosquito fogger.
Upgrade iPads to returning/new Councillors.
Complete Recycling shed.
Construction of 2 aged houses (two 2x2 houses) on old School site (CEACA – outside of budget);
Solar Panels at 2 residences;
Over $1,171,000 worth of road works;
Changeover of a Roller and several light vehicles;

After a lot of planning, research and local input, the Shearing scene at the Hood-Penn Museum is
finally taking shape.
With the generous donation of timbers from
Evolution Mining, local builder, Peter Antonio
has been able to craft them to fit the scene
with a few minor works to continue to finish
off the scene completely.
It will then be the local volunteers who will
then set out the donated catalogued items and
complete the scene.

who have contributed to this project.
JOHN TOWNROW APPEAL
John, Allison and the Townrow family are grateful for the huge amount of support that the community of
Westonia have given them over the past few months and wanted to say how overwhelmed they were
with the community’s generosity. Thank you to all who have donated to the John Townrow Appeal to-
gether we have raised a great deal in a short period of time over $6000.00 to support the family during
this time. This Money has helped pay for School uniforms, photographs of Westonia made into Jigsaw
puzzles to help with Johns recovery and the rest will go towards food and fuel vouchers within the next
week.

WESTONIA HOOD-PENN MUSEUM SHEARING SCENE TAKING SHAPE
As advised in previous newsletters the Warralakin Tip has now been
closed and rehabilitated. Landholders are reminded that they are
required to dispose of their waste products on their own property.
Also advised in previous newsletters is the need to change the outlet system of the Warralakin Tank which will include various camlock fittings accessed from the ground level. This will avoid the need to climb the tower to turn on/off taps. This work is proposed to be carried out during the week of 25 – 29 September. A SMS will be messaged to local landholders advising of the exact

It nearly that time of year again…Pool Time! Start of pool season will be the 1st of November.
To celebrate the start of the season we will be having a “Pool Open Day” on the 4th of November, where there will
be a bouncy castle for the kids, new games and toys and a free sausage sizzle.
Opening hours for the season will be:
Monday, Wednesday, Thursday, Friday - 2pm to 7pm
Monday, Wednesday, Thursday, Friday (school holidays) – 11am to 7pm
Tuesday – closed
Weekends – 11am to 7pm
Public Holidays – 11am – 7pm
(Closed Boxing Day due to it being a Tuesday)
Christmas Day and New Year’s Day – closed
This year we will are looking at hosting a local
Junior Triathlon event, for ages up to 16 yrs old

coming weeks.
There is also an opportunity for everyone to join
in Westonia Swimming Pool’s “Swim to
Walgoolan”. The aim is to swim the same dis-
tance as Westonia to Walgoolan (20km, or 800
laps of the pool). Again, more information will
be available shortly, including prizes!!!!.

RECYCLING SERVICE FOR WESTONIA
NEW SITE FOR RECYCLING DEPOT
The Town Recycling depot has recently been relocated to an area behind the Shire Office (next to the Shade
house). Access can be made by driving down the back lane.
Council has recently negotiated with current waste contractor, Avon Waste to supply cardboard and Co-mingled
bulk bins for the Westonia Refuse Site and Recycling Depot located on Diorite Street, Westonia.
6.0m3 Cardboard Only bin located at both the Refuse site and Recycling Depot will be collected every four
weeks.
4.5m3 Co-mingled bin located at both the Refuse site and Recycling Depot will be collected every four weeks,
a fortnight from when the cardboard is collected.

COUNCIL ROADWORKS
SLOW DOWN THROUGH SHIRE ROADWORKS.
Road users are urged to slow down through Council road works and observe the Speed restrictions. Sev-
eral cases of locals speeding through road works have occurred recently with a serious accident not far away. These
Roadwork’s are done for your benefit so please show courtesy to plant operators and SLOW DOWN.
The engineering crew have recently completed the 3km re-sheeting job on Warrachuppin Road and have complet-
ed the 2.5km re-sheeting job on Logan/Maxfield intersection. The only remaining works on the Logan job is the in-
stallation of culverts at the intersection to avoid future washouts.
Trucks are currently carting gravel on a 1.5km section of Begley Road (north of Hall Road) before moving on to a
2km section on Daddow Road (West of Warrachuppin).
The very short winter grading program looks like it has dried up with the crew completing the majority of roads
south of the M040. The maintenance grader is currently in the north of the shire grading working his way south.
On Thursday, 14 September 2017, at the close of nominations, the following candidates were announced as
Councillors elected unopposed in the 2017 Local Government Elections;

DELLA BOSCA, Ross (2 Year Term)

Councillors will be sworn in at the Ordinary Meeting of Council, to be held on Thursday 26th October 2017.
The newly elected Councillors will make a declaration of office and Shire President and Deputy President will
also be elected.
After 32 years of service as Councillor, 12 years’ service as immediate past Shire President, three years as
Deputy President, Cr Louis Geier has formally retired from Council.
Councillors, Staff and the Community would like to take this opportunity to thank Louis for his leadership and
contributions to the Shire of Westonia over an extended period.
The Shire would also like to recognise and thank Councillor Doug Hermon for his contribution as an elected
member, and Deputy President (2 years) over his six (6) year term with Council.
Council would also like to congratulate Ross Della Bosca and Daimon Geier on their appointments as new
Councillors and hope that their time on Council is rewarding and enjoyable.

2017 LOCAL GOVERNMENT ELECTION RESULTS

It has been quite satisfying for the Council and in particular Belinda our local gardener, the frequent compliments
from visitors and tourists on the state of the gardens and presentation of the town. Council has even hosted a
couple of country Councils (both councillors and staff) showcasing what is very special about Westonia. Great
work Belinda and the crew!!

31st of OCTOBER IS DOG & CAT REGISTRATION DAY! Legal requirements for Dog Owners WA Dog Act 1976
Only people over the age of 18 years of age are permitted to
have a dog registered in their name.
Under the Act, owners of dogs (over the age of 3 months) must
ensure they have their pet is:
1. Micro-chipped, Wearing a collar & registration tags - for
identification purposes if the animal becomes lost or injured
2. Registered - with the Local Government (see below) Local Government officers will be au-
thorised to enforce this legislation and fines may apply to owners who do not comply with the re-
quirements. Lost tags can be replaced by Shire of Westonia.
DISCOUNTS APPLY FOR WORKING DOGS AND STERILISED DOGS.
Legal requirements for Cat Owners Cat Act 2011
The Cat act was introduced by the State Government with the aim of encouraging responsible
pet ownership and reducing the number of unwanted cats across Western Australia.
From 1 November 2013, under the Act, owners of Cats (over
the age of 6 months) must ensure they have their feline pets:

Pursuant to the powers contained in section 33 of the Bush Fires Act 1954, you are hereby required on or before
the 1st day of October 2017, to plough, scarify, cultivate, spray or otherwise clear and thereafter maintain free of
all inflammable material until the 31st day of March 2018 firebreaks in the following dimensions, on the land
owned or occupied by you.
1. TOWN SITES
1.1 Where the area is 2,000 square metres or less, remove all annual grass and herbage.
1.2 Where the area is greater than 2,000 square metres, construct a firebreak not less than three metres in
width immediately inside all external boundaries and immediately surrounding all buildings and/or hay-
stacks situated on the land.
2. FUEL DUMPS AND/OR DEPOTS
All grass and inflammable material is to be cleared from areas where fuel is stored and such areas are to be main-
tained free of grass and similar inflammable material until the 31st day of March 2018.
3. RURAL LAND
Firebreaks of not less than three metres in width:
a) immediately inside and along the whole external boundaries of the properties owned or occupied by you;
and
b) in such other positions as is necessary to divide the land into areas not exceeding 404 hectares.
In addition, firebreaks of at least three metres in width are required surrounding, and not more than fifty metres
from the perimeter of any building, group of farm buildings, haystack or fuel storage situated on the land.
4. HARVESTING AND STRAW RAKING, BALING AND CHAINING OPERATIONS
A person shall not operate any harvesting machine or header or undertake straw raking, baling or chaining activities
in any crop or paddock during the restricted and prohibited period unless a readily mobile fire fighting unit contain-
ing a minimum of 400 litres of water capacity powered by an engine driven pump is in attendance in or adjacent to
the entrance of the paddock being harvested, raked, baled or chained.
5. GENERAL PROVISIONS
The term “Inflammable Material” for the purpose of this notice includes bush (as defined in the Bush Fires Act
1954), timber, boxes, cartons, paper, and the like inflammable materials, rubbish and any combustible matter, but
does not include buildings, green standing trees and bushes or growing bushes or plants in gardens or lawns.
If it is considered to be impractical for any reason to provide firebreaks in the position or adhere to the provisions
required by this notice, the written approval of a Bush Fire Control Officer must be obtained to prepare such fire-
breaks in an alternative position.
If permission is not granted by a duly authorised officer you shall comply with the requirements of this order.
A “Harvesting/Total Vehicle Movement Ban” includes the movement of vehicles in paddocks, except vehicles carry-
ing water to stock and inspecting water supplies to stock.
Harvesting is not permitted on Christmas Day and New Years Day. Harvesting is permitted on all Sundays and
other Public Holidays except where a harvesting or movement ban has been imposed due to extreme weather
conditions.
The penalty for failing to comply with this order is a fine of not more than five thousand dollars ($5000) and a per-
son in default is also liable, whether prosecuted or not, to pay the cost of performing the work directed by this no-
tice, if it is not carried out by the owner or occupier by the date required by this notice.
