Subject: C-035 CONSTRUCTION PROJECT SIGNS (November 2017 Update) Bilingual Federal C-035 Signs
Background:
This Technical Circular updates T-06/17. Federal C-035 project signs will now be bilingual English/French for federal-provincial partnership projects. The field installation procedures remain the same.
Existing C-035 signs for provincial projects will not be changed out.
Existing C-035 signs for federal-provincial partnership projects which were installed on or after January 1, 2017 will be updated as soon as practical.
Policy:
Signs must be erected for rehabilitation and expansion capital projects with an approximate value of $500,000 or greater. Signs may be erected for a project with a lower value if the construction duration is expected to be longer than two months and the project is located in a high traffic area. C-035 signs should include the full project value.
The project manager is responsible for: • Ordering the C-035 signs from a sign manufacturer • Providing the project information to be applied to the signs • Arranging delivery to the contractor
For federal C-035 signs, the project manager must contact Government Communications and Public Engagement (GCPE) who will liaise with the federal government to provide the bilingual information required for project signs.

Application
Provincial C-035 Sign - Applies to provincially sponsored projects with no federal funding
Bilingual federal C-035 Sign - Applies to federal-provincial partnership projects with federal funding
• C-035-FEDU is to be used on urban highways (within municipal or metropolitan areas) • C-035-FEDR is to be used on rural highways (outside of municipal or metropolitan
areas)
Note: Provincial C-035 signs are not to be installed on federal-provincial parlnership projects.
Installation
C-035 signs should be erected prior to the commencement of a project.
One sign should be installed per direction, entering the project. C-035 signs should be erected close to the beginning of the project at a site which will not interfere with other construction and highway signage.
The C-086-1 or C-086-2 "End of Project" sign should be erected just beyond the project's "limit of construction".
At the completion of the project, the C-035-CMP "Completed" tab is to be applied to the C-035 sign as illustrated on the attached sign records.
Placement and installation of signs should be according to the following Ministry guidelines: • Standard Specifications for Highway Construction Volume 2 • Manual of Standard Traffic Signs and Pavement Markings • Catalogue of Standard Traffic Signs • Traffic Management Manual for Work on Roadways
Removal
The C-035 sign and the C-035-CMP tabs should remain installed for no longer than six months after completion of the project at which time, weather dependent, the signs and tabs should be removed from the right-of-way. The "Completed" tab may be stored and re-used if it remains in good condition.
Sign Package
The C-035 construction sign package for Ministry projects is attached to this Technical Circular. The information on the sign must contain:
For provincial projects: • Project Name, (20 characters maximum) • Project Description, (20 characters maximum) • Expected Completion Date, (by season) e.g. Complete: Summer 2019 • Full Project Value, e.g. Value: $8.8 Million
For federal-provincial partnership projects (in both English and French): • Project Name, (3 words maximum in English followed by the required length in French) • Full Project Value, e.g. $0.5 M • Expected Completion Date, (by season) e.g. Complete: Fall 2018
