Horizon 2020 and standardization

In COM/2011/0808 final “Horizon 2020 - The Framework Programmefor Research and Innovation”:

“Stronger support will be given to the market take-up of innovation, includingby the public sector. This will include more proof-of-concept, piloting anddemonstration. It will involve a better use of the potential of researchinfrastructures, as well as setting technical standards, pre-commercialprocurement and strengthened loan and equity financing.”

Standards in Horizon 2020 calls

Screening of the calls for proposals (2016/2017) identified standardization in 37% of LEIT and in 24% SC calls as follows:

Mapping of relevant standards

Standardization gap analysis

Development of new standards

Proposal for a standardization plan (may include international cooperation)

Consider standardization aspects when relevant

Even if not specifically mentioned in the call standards can

be identified by project proposers.

Standardization bodies can be included in the consortium.

This should be addressed at proposal stage.

Innovation – what role for standards?

© CEN-CENELEC 2016 - 11

From research to standardization

© CEN-CENELEC 2016 - 12

How researchers can contribute to standardization

Directly in a Technical Committee

Propose a ‘standard’

Develop a standardization plan

© CEN-CENELEC 2016 - 13

Option 1 – directly in a TC

Identify relevant TCs for research (proposal)

Get in touch with the TC Secretariats and CEN or CLC Member

Discuss (if time allows) contribution with the TC to asses feasibility for new standards

Plan the standardization work to feed into the TC

Budget a ‘Project Liaison’ and expert contribution in your proposal

Contact the Research Helpdesk for support

Influencing Standardization in TC

Project funded under FP7 PantoTRAIN: Pantograph and Catenary Interaction

Research: proposal to extend EN 50367 pantograph

homologation procedure to different catenary systems by numerical simulation has been made

proposal to extend TSI HS ENE procedure by the use of simulation for pantograph characteristics has been made

Option 2 – propose a ‘standard’

Identify relevant TCs for research proposal

If no TC consider to propose new standards

Define the standardization gaps

Partner with a Member in the research consortium

Plan the standardization work:

To feed into the TC

To develop a CWA

Budget a ‘Project Liaison’ in the proposal

Budget a ‘Standardization Work Package’

Driving Standardization

Project funded under FP7 SustainValue: Sustainable Value Creation in Manufacturing Networks

Research on new industrial models for a sustainable and efficient production.

Standardization: The project developed a Workshop Agreement covering good-practices for developing business models, governance models, sustainable solutions and performance management for existing and new sustainable production and service networks.

The CWA was published in summer 2014.

Option 3 – develop a plan

Define gaps or revision of standards needed

Partner with a Member in the research consortium

Identify relevant TCs for the proposal (who will be the receivers of the output)

Budget a ‘Project Liaison’ in the proposal

Budget a ‘Standardization Work Package’

Supporting Standardization

Project funded under FP7 STACAST - New Quality and Design Standards for Aluminium Alloys Cast Products

Research on the strategic role of Aluminium Alloys for the future of European Foundry Industry

Standardization: The project developed a Technical Report in CEN/TC 132 TR “Aluminium and aluminium alloys - Classification of Defects and Imperfections in High Pressure, Low Pressure and Gravity Die Cast Products”

Contribution of a CEN or CLC Member

The support a CEN or CENELEC member gives to the standardization process as part of a research project can be broken down into:

Step 1 – Analysis of standardization potential (state of the art, overview etc)

Step 2 – Identification of gaps and proposal for new standardization work (input to existing work, new standards, roadmaps etc)

Step 3 – Links with ongoing standardization (Project Liaison Organization if applicable)

Step 4 – Guidance on the general standardization process

Step 5 – Publication of the final deliverable (note: CEN-CENELEC keep copyright!)

CEN and CENELEC participation policy

“CEN and CENELEC as organizations will not join a research project as a partner. A CEN or CENELEC national member, representing CEN or CENELEC, can join a research project”

CCMC-staff not eligible for FP-funding

Only a national member (NSB/NC) can take the secretariat of a technical group developing our deliverables

Contact with the National Standardization Bodies is

facilitated through the Research Helpdesk and a network of “Correspondents” on Research & Innovation issues at national level (RDI-COR)

Success Factors:

Tap into the potential opportunities

Transfer of innovative know-how to the market

Dissemination of research results

Opportunity to network

Enhancement of the economic value of research project

Helping access to public procurement markets

Comparability & interoperability : measurements, quality indicators, test methods etc

Reassurance for European consumers

Faster and easier access to markets
