Streamlining Data Usage in Michigan Using Ed-Fi

Agenda

Why we feel data integration is important How the data hub solution is designed What the data hubs will do Funding & Timeline Cockpit Walkthrough Questions

I’m not from this Michigan

Although I did graduate from Michigan State

I guess OSU did ok last year, too

Collaboration…

Competition is great in college football, but …

When it comes to educating kids, we need to work together to give all

kids a quality education.

The Ed-Fi Alliance gives us a platform to do that

What was the original request from the Michigan legislature?

Develop means of achieving common statewide SIS programs that address the proliferation of SIS

Develop standardized systems and move districts to fewer, common SIS

Transition to a statewide SIS program that offers no more than five SIS with one dedicated as a “state solution”

Data Integration Activity Vision

The Data Integration activity is designed to streamline the use of educational information statewide through common data & common

solutions

This is a Major Cultural Change

We have been two years in planning and development

We desire to get every district on board• State’s timeline – this year• Realistically – the next two years

Initially there won’t be a huge benefit until vendors come on board

Eventually it will completely change the way we do business

District Perspective

Challenges:• Redundancy of data entry• Inaccuracy of data• Few if any systems “talk” to each other• Not one place to access all this data

Method to validate that data is accurate and eliminate redundant input

Single Source of Actionable Data

• Reports• Dashboards

Advantages:• Eliminate the need for redundant data entry• Validate accuracy of data• Data can be shared between systems• Reporting allows all data to be viewed in one place

Data Hub Deployment

A QA Environment has been completed for testing new releases

A Staging (ST) Environment has been completed for preparing new releases

5 Production Data Hubs are in place Districts will come onto the data hub in their

Data Hub/Ed-Fi Uses

Systems Integration

Created cockpit application Primarily working with SIS vendors

• Edupoint Synergy• Infinite Campus• MISTAR• Pearson PowerSchool• Skyward• SunGard eSchoolPlus

Systems Integration

Working with vendors on outbound integrations (both XML and Web Service)• Alert, Assessment, Data Warehouse Food

Service, Library, Special Education, Transportation

Added Reporting Capability Implemented Ed-Fi 2.0 ODS, XML and Web

Services API MSDF: System of Authority and Granular

Security

Unification of Data Collections

Developing extensions for all CEPI MSDS fields not currently covered in Ed-Fi spec

Analysis and Design of State Reporting Generation

Coming Soon: Pilot state reporting generation, including request for UIC process

Potential: Reports for Pupil Accounting and Auditing

Dashboards

Ed-Fi Solution has dashboard development framework and starter dashboards

Authentication being put into place and dashboards have been created for some pilot districts

The state is considering the data hubs for presentation of M-STEP assessment results for parents, students and educators.

Student Early Warning System

This system shows educators at the classroom, school, or district level metric indicators to provide caution and failure warnings about their students. Based on research by Dr. Robert Balfanz, the EWS focuses on 5 statistically significant predictors of dropout risk:• A daily attendance rate of less than 80 percent• More than 5 school code of conduct violations• One or more state reportable offense violations• A failing math grade• A failing English language arts grade

Pre-configured for the dashboard, students struggling in any of these areas are identified and flagged as a dropout risk in the EWS

What has our funding looked like?

Funding Allocations• Year 1, 2013-14 - $1.0M• Year 2, 2014-15 - $1.0M• Year 3, 2015-16 - $2.0M• Year 4, 2016-17 - $2.2M

Everything accomplished to date has occurred with under $2.0M funding thanks to work from Ed-Fi Alliance and other states
