Dear Neighbor— ASSOCIATION
This is your Homeowners Association and your Board of Directors. The members of the Board are all homeowners/residents just like you, wanting the same things you do. They all volunteered and were elected to run the complex and manage the associations business for 2020 without compensation.
There may be times when you may or may not agree with the actions/decisions the Board has taken (we hope not often), but its very difficult to get all of the resi-dents/owners of 70 condo units to agree on everything. Be assured however, the Board members will never intentionally do anything that is detrimental to an associ-ation member or the association as a whole. We are neighbors in a big neighbor-hood and we will treat you with respect and civility at all times, please return the favor. Names, positions for the Board members are printed on the side of the Newsletter.
MEETINGS The schedule for the monthly Board meeting is in the Newsletter and any change to the schedule will be posted a week in advance. The agenda for the meetings will be announced a week in advance and any changes to that as soon as the change is known. As stated before, this is your association and Board so any association members may and are encouraged to attend any meeting. Per the Bylaws, Article IV, Section 3, as amended, if an association member wishes to participate in a meeting i.e. make a statement, ask a question, give a demonstration concerning
association business the Board must be notified 72 hours in advance. This will allow the Board members an opportunity to become more knowledgeable on the topic to be ad-dressed. A portion at the beginning of each meeting will be set aside for association member participation. After this
period is over and the rest of the agenda is being looked at the association mem-ber(s) are encouraged to continue their attendance, but no further participation will be allowed unless a Board member requests the attendees response. This may seem fairly restrictive as written out but in practice it works very well for everyone.
People who are not members of the association may attend board meetings by invitation of the majority of the Board only.
HOA DUES Jan Lally has volunteered to be the 2020 Treasurer. The dues are $190 a month and are due on the 1st day of each month. If dues are received after the 10th day a late fee of $25 will be assessed. If you have any questions please reach out to Jan 618-698-5663.
SNOW REMOVAL Lillis Landscaping is under contract for snow removal. The snow will be shoveled when it reaches 2 inches and stops snowing.

FACEBOOK PAGE The Facebook Page will not be used by the Board for any official association business. As with all social media what is posted may or may not be factually true.
Please remember to take care of your pet during the cold weather. Please pick up after your pet too.
CLUBHOUSE RENTAL Please contact Linda Heap (618-409-1099) if you would like to rent the clubhouse. The rental cost is $75 with a $75 deposit. The deposit will be returned upon inspec-tion. The monies collected from the rentals will be used to update the clubhouse or purchase pool supplies i.e. pool chairs, pool umbrellas, pool skimmer, pool safety ring.
TRASH Remember trash is picked up three time a week Monday-Thursday-Saturday morning. Please use both dumpsters. Lids must close...if the lids don’t close hold your trash until the dumpster is empty. Also, boxes need to be broken down.

Financials...
When the 2020 Board took over in January 2020 the financial records were in dismay and not accu-rate.
Several irregularities were discovered and funds were misappropriated.
The missing funds, fees in the amount of $15,260 have been recovered to date.
There was an additional $2,105 in HOA monthly dues that are still owing.

De-Icing...
The recent occurrence of ice on walk ways caused a couple of residents to airway. An ice melting agent was not used. De-Icing takes a little time to work and with snow and especially rain make their applica-tion questionable. The water in snow and more so in rain dilutes the strength of the ice melt and rain can wash it away. In this case, the vendor was called and advised us it would be a waste of money.

Recent Vandalism…
A resident recently had their truck vandalized
on the northwest end of
Hampton Court. There
was also a resident on the
same end that had their
globe removed from their
front porch light and broken glass left on
porch.
The board contacted the Belleville Police De-
partment and requested extra patrols.

Lawn Contract… The 2019 board signed a two (2) year contract with Lawn Wranglers for the lawn service for 2020-2021.
The contract was approved in the amount of $19,044.00.
Please note this did not include gutter cleaning.
The 2020 board ap-proved Lillis Land-scaping to clean our gutters in the amount of $2,470/annually.
This is an increase of $3,134.08 annually and $6,268.16 over two years.
The gutters will be cleaned the week of April 27th and again in December (tbd). Please make sure you prep your area for this week.
Weather permitting our weekly lawn ser-vice will be on Wednesdays.
We ask that you do not communicate with the Lawn Wran-glers workers. If you have questions or have a request please contact Sue Hanna or Matt Wilson.
Window Well Covers… Recently all 93 window well covers were inspect-ed and approximately 1/3 (35) were found to be structurally damaged and in need of replacing. There are some discolored and some the cover is okay but the well and cov-er need to be cleaned up. The Association has pur-chased 48 heavy duty co-vers for $758 and the structurally damaged co-vers will be addressed first and the others will be ac-cessed to determine the need for replacement.
As of this Newsletter most of the damaged covers have been replaced
This is an in-house project that will occur during the Spring. If you see some-one around your window wells be aware, but don’t’ be alarmed it is just a Board member or Home-owner volunteer working on the project.

During the month of April Building 1 will get new landscaping, several trees will be planted. The first week of May mulch will be installed in the following areas: From Building 16 to Building 8 along the hillside, Building 7, the front areas in front of 1802 and 1701 along with the three trees at 74th and Coventry and the one tree at 101 Whitehall.
Ameren is in the process of replacing all 35 of our street/night lights. The current sodium va-por lights have an yellow-orange tint and the new LED lights are white. Some of you may prefer the softer light of the sodium vapor other than the brighter LEDS. Either way the Board of Directors can neither take credit nor blame as this is an Ameren decision based on econom-ics of less electricity use and bulb life. The yellow tape with black numbers on the light pole indicates its location so if you ever have a need to all a light malfunction to Ameren use this number. The project should be completed in about thirty (3) days unless the COVIS-19 virus impacts either Ameren workforce or its chain of supply. After the installation we may request Ameren to install a filter to redirect the some of the lighting.

Pool Opening... We are prepping the pool for opening. We will keep everyone informed to what the State of Illinois will allow us to do.
Reminder on Im-provements... Attached is a letter from the 2013 Board. Please refresh your responsibilities.
Food Drive: Thank you to everyone that helped in our Food Drive. We weighed in at 330 lbs and $100 donation. It was a suc-cess.
Garages/Carports… Residents have as-signed parking garag-es/carports. Be con-siderate of your neigh-bor and their guests. Park in your assigned parking space.
Stonehenge HOA owns the carports. If you want to allow someone else to park in your carport you MUST ask permission from the Board.
Projects… We did not schedule any projects for June, July and August. We wanted everyone to enjoy their summer months with no loud noises or workers coming and going. We will resume in Septem-ber and October.
No projects scheduled for November and De-cember.
Trash Dumpster… The trash area has been cleaned. Please make sure ALL items are thrown in containers.
Absolutely no items are to be left on the outside of the dumpster.
For Sale… Sue Glauber has a indoor fireplace for sale. The fireplace is a three sid-ed glass fireplace with wood top. She has a ranch condo and the fireplace separates the dining and living room. If interest-ed please contact Sue 719-6191.

Insurance Claim... We had a hail storm on May 5th.
1301 Hampton Court’s roof leaked. After in-spection it was discov-ered there was hail dam-age. This was turned over to our insurance and they sent out two adjusters to inspect the roofs on Hampton Court. We will keep you post-ed on the outcome.
Streetlight Outage… If you notice a street light out around SHOA, please report the matter to Jennifer Starnes—call or text 618-407-2722.
Swimming Pool … The State of Illinois is currently in Phase 3 of the reopen-ing process. Phase 3 will end June 26th. We are hoping Phase 4 will allow us to open the pool.

Message from your President, Dale Mollenkopf BOARD OF DIRECTORS This may seem early, but it is time to start thinking about the members of the SHOA Board of Directors for 2021. The slate of candidates is compiled in mid to late October and the election in early November. The Board members according to Illinois Law must be unit owners with only one member per unit. The current seven-member Board by election time will have one person aged 80, two in their 70s, two in their 60s and one each 50s and 30s. While none of the more senior members feel old at least not all the time, the natural aging process and potential illness will eventually limit their ability to continue the Board. These people have lived here a long time and have served on the Board a good number of years. During these years they have gained a wealth of knowledge about how to best manage the Association business. This knowledge included but not limited to who are the best vendors, which vendors to avoid, what material to use on various projects and what not to use, what pro-jects need to be done and which ones can wait and many more. We would like to pass this accumulated knowledge on to new Board members so in the future they may manage Stonehenge wisely and well. The Association as a whole and the individual owner would benefit from a year or more on the Board. Please think about this. The Board of Directors need an infusing of new blood from time to time to keep the complex well maintained and looking nice and en-sure your hard-earned money is well spent.

Update on Holes in Road between Building 14 and Building 16 The Board has contacted the City and requested the holes be filled. The City is short staffed due to COVID-19. We are on their list.
Swimming Pool… The swimming pool has opened, Pool Rules have been dissemi-nated. The Board decided there will be no more than 20 people in the pool area and flotation devices are not allowed.

LITIGATION
The Stonehenge HOA has been named a defendant in an ongoing foreclosure
complaint against one of our condo units. The Stonehenge HOA is listed
because we held a lien against the property for failure to
pay HOA fees. This account was brought up to date ear-
ly this year and at the suggestion of the Plaintiff’s law
firm we filed a Release of Lien on the property sending a
copy of the filing to the law firm. We are still listed as a
defendant but were told to ignore the latest notice to ap-
pear in court with the possibility we will be dropped
from the complaint. While the complaint is a matter of public record the
Stonehenge HOA Board does not consider the monthly newsletter a proper
forum to discuss the details of these proceedings. You will be kept informed
when and if our status changes in this matter.
INSURANCE CLAIM
As most of you are aware a claim has been filed with our insurance com-
pany concerning hail and wind damage to the roofs of some of our build-
ings. This started with a roof leak at 1301 which resulted in the 13 build-
ing being entirely re-shingled. We have been visited by two different in-
surance adjusters for a total of five days taking notes and pictures even
video by a drone. We have received an advanced check for the claim and
the money is in our bank account, but we can’t use this money until we
know the official details of the claims as to total money to be received and
which roofs are impacted. When the Stonehenge HOA is notified of the
final claim details the Board will immediately meet to determine the best
course of action and you will be sent a letter with the
entire story including which roofs and when they will
be repaired. Because of the usual method of the
claim payment, some up front the rest when the job is
finished, we cannot use this claim money on anything
other than roofs and/or gutters if they are included.
At the time of this writing we still haven’t heard the official word but are
expecting it at anytime now. Until the official word is received, we can’t
answer any questions but be assured when we do get that word you will be
notified.

TRASH
One of our and your favorite subjects. Those of you who place the dumpster
lids against the back rest to allow a larger opening for larger items please put
the lid back in its proper position when you are done. Leaving the lid wide
open allows animals access, fills the dumper with rainwater and can damage
the lid when it is emptied. The trash company has been informed in case their
drivers are at fault.
BOARD ELECTION
Last month’s Newsletter requested you to think about serving on the Board of
Directors. Like it or not some of you by necessity will have to manage the
Stonehenge complex when the older Board members can no longer serve. It
would be beneficial to everyone if when that time comes that the new manage-
ment has some experience. Think about it.

We are sure you are tired of the hole(s) in the street at the northwest end of Hampton
Court. There have been exchanges of letters via email and telephone calls between the
Belleville City Street Department and City Engineer and SHOA. They are aware of the
situation but reduced manning and money caused by the COVID-19 virus onset has

This will be a long letter because we have a lot to tell you about the insurance claim so bear with us.
The insurance claim the Association filed for the damage on Building 13 was expanded by Travelers Insurance to cover the entire complex minus the clubhouse. The claim was ap-proved, the Association was notified on Friday afternoon 14 Aug with the details of the claim as follows.
The total of the claims is $277,332.13 minus the $5,000 deductible or $272,332.13 if the entire depreciation is recovered. We have already received $50,000 advance payment and another $124,957.75 payment will be received by 21-Aug. The insurance company refers to this as an advance payment. Once a job is finished, either roofing or guttering or both, we will submit a receipt of work done and then receive a deprecation payment. An addi-tional $97,374.345 has been set aside for this purpose. That’s the money end, now for the work and schedule.
The clubhouse which is on a different section of the policy and was not on the claim. The insurance adjuster did not find any damage to the roof on Buildings one (1), five (5) and seventeen (17) and will not be re-shingled as part of this claim. Building eleven (11) which was re-shingled in 2019 will not be re-shingled again but the minor damage found there will be repaired. Buildings 1,5,17 and 11 will have gutter/downspout replacement work done to them. Building 13, the original claim building, has already been re-shingled and the re-guttered. Building 5 has been re-guttered. All the remaining buildings will be completely re-shingled as well as carport roofs 1,2,3 (shingled roofs) and the only rolled roof between buildings 10 & 12. Many of the carport roofs have a type of rubberized roof that didn’t show any damage, but several carports will be re-guttered.
The roofing and guttering will commence around 20-Aug and will continue, weather and shingle availability cooperating until al the buildings are done.
The priority as recommended by the insurance company is primarily by age with roof leaks the tipping factor. The first five roofs to be done are in order 7 (work to start August 20th), 16, 6, 8 and 12. These should be done by the end of the second week in September and then the tentative schedule is 2, 3, 4, 14, 15, 18, 9 and 10. The four carports and the repair to Building 11 will be fit in when the opportunity presents itself. With luck, weather and shingles this rather large project will be done before Thanksgiving and with good luck maybe Halloween.
We know there will be questions and hopefully we can find answers. There will be a lot of work done and a lot of workers doing it and as in any large project there may be mistakes, hopefully not.
Please be patient it will be over shortly and most of the buildings will have new roofs, gut-ters and downspouts.
All of this work would have been required over the next 10-15 years but the payment would have come out of our pocket.

Each condominium unit shall have no more than one (1) member on the Board of Directors Reason for Amendment...You either have or will have a new amendment to the SHOA By-Laws. The Declaration states in three difference places the re-quirement for one unit one vote and yet in a normal year this principle is only used once, to elect the Board of Directors. The Board in fact takes dozens up-on dozens of votes, usually over a hundred a year that affect how the manage-ment of the Association is accomplished. Some are simple decisions as ap-proving of the Board minutes; some more important as the amount of the monthly dues, how and when that money is spent and much more. It is only logical the principle of one unit, one vote be applied to the management proce-dure where the vast majority of votes are taken.
The affirmative vote of the majority of the entire Board of Directors is re-quired to alter the annual dues
Reason for Amendment...Currently a quorum of the Board is required to con-duct business. Four(4) members or more constitute a quorum and a majority of those can vote to change the annual dues. This means a minority (3) of the en-tire Board can vote to alter the dues. On an issue as important to every member of the Association as the annual dues a minimum of the majority of the entire Board should be required.

Pool Closing... The official day the pool will close is Tuesday, September 22nd, however, the last day for swimming is Saturday, September 19th after that date the water will not meet State Health Requirements. The pool furniture will be stored away the weekend prior to the 22nd.
The pool will be open on Sunday, September 20th for DOGS only.

Insurance Claim/Reroofing… Our major reroofing project is moving right along. Seven (7) building have already been either re-shingled, re-guttered or both (Nos. 5,6,7,8,9,13,16). Remaining are eight (8) buildings, eight (8) car-ports and the clubhouse. With decent weather the entire project will be complete by the third wee in October.
When done we will have spent about $290,000 on roofs, gutters, downspouts and some painting.

Annual Homeowners Meeting…
The annual Stonehenge Homeowners Association meeting is scheduled for Tuesday, 10-NOV at 6:00 p.m. in the Clubhouse. We do not know at this time if the COVID-19 restrictions will allow for such a gathering or if so what attendance limitations will apply.
Assuming an actual meeting is possible the agenda will include but not be limited to the following:
1. Financial status as of the meeting and for the remainder of the year.
2. Projects accomplished as of the meeting and scheduled through December 2020.
3. Projected budget for 2021.
4. Scheduled projects for 2021.
5. Election of Board members for 2021.
If any homeowner wishes to run for the Board please let the current Board know as soon as possible. You will receive within the next two (2) weeks a proxy form with the list of Board candidates.
If a meeting is not possible the proxy form will act as an absentee ballot and 2/3 of eligible homeowners must vote to make it official. Also, if there isn’t a meeting, all the agenda information will be distributed to the homeowners no later than 12-NOV with the results of the election.
If there is any subject you want addressed in the distributed material please let us know.
You may have noticed a lot of “ifs” in this notice because a lot depends on what happens with the COVID-19 situation between now and the first of November how this will play out.
We will let you known soonest if there will be an actual meeting or not and if not how and where to send your proxy/ballot.

Insurance Claim…
We are in the homestretch of the work from the insurance claim. There are two buildings yet to shingle, one to shingle and gutter, two to gutter. In addition, three carports get new rubber roofs, plus some mis-cellaneous for gutters/downspouts and painting touch ups and were are done.
It’s been a lot of work and we thank you for your patience through it all.
Fall Cleanup
Lawn Wranglers will be out the week of November 16th to do our Fall pruning.
Street Sweeping
The City of Belleville will be out on Tuesday, November 24th to sweep our streets...both Hampton and Whitehall. If you have a car-port please use it, it you have a garage please use it. If you have overflow of vehicles please park at the clubhouse that day.
Street Signs We hope you have noticed the new Hampton Court and Whitehall Court street signs and hope you like them. Algae on Buildings We have notice several areas where algae is growing. Please give us a hand and spray Clorox water on the area and it will dissipate. Thanksgiving Please be mindful of parking on Thanksgiving. If you have a car-port/garage please use it. Families will have guests that will need to park while visiting. Hose Removal Please remember to remove your hose before freezing so your pipe does not freeze.

Message from Dale Mollenkopf, President The year 2020 is almost over. It has been a year of adjustment and everyone was impacted to a degree, some more so than oth-ers. Working, shopping, dining, recreation and amusement have been different, but you have all lived through this year so you don’t need me to go over it in any detail. We have lost some very good friends and neighbors, but at the same time we have several members join the Stonehenge family. They are or will become some of our new good friends and neighbors. Everything wasn’t all bad, some of my friends say I have never looked better, but that may be because of wearing a mask everywhere I go. The Holiday Season has started and while we may not get to cel-ebrate as we would want, celebration should be the order of the day. We should celebration and congratulate our neighbors and friends, when we can, for coming through the year with opti-mism and good humor. That really is quite a feat all things con-sidered. So have a happy Holiday Season and we will se one an-other in a better New Year, 2021.
