The Minutes from the last meeting on 12 July 2017 were
agreed as being correct.
Cath White asked if Sarah Linington had heard any more
from YMCA East Surrey about the Live It project. She
said that she hadn’t but will contact Emma Jones.

What EmployAbility does:
• Identifies aspirations and skills and advises on
career planning (vocational profile).
• Together look for opportunities to gain skills for work
in vocational projects, work experience and
voluntary options (skills building and assessment).
• Supports customers during all parts of the journey
towards work and job seeking, from creating a CV
and completing applications to interview skills, travel
training and work trials (job seeking).

EmployAbility
• Supports customers in the workplace to learn
the job roles with fading support (job coaching).
• Ongoing support to both employee and
employer to ensure successful outcomes for
both (job matching and carving).
• KIT (Keep in Touch List) once in settled work or
volunteering to ensure placements continue
and are reviewed (sustainability).
• Work with 500 people supported in jobs and
400 active job seekers.
• Partner with over 13 schools and colleges for
work experience.
• Supported internships.
• Apprenticeships, trainees.
• Customer to colleague.

Supported Employment
• Place, train and maintain.
• Zero rejection.
• Matching and job carving. Job carving is
looking at the different parts of a given job
and identifying specific tasks that might be
suitable for an individual.
• Job coaching, step down support.
• On going support to employee and employer.
Working with Employers
• Disability confidence (replaced two ticks).
• Access to Work (not just about physical).
• Myths (widely held but false belief) e.g. more
time off sick.
• Diverse workforce.

Why it’s important
• Less than 1 in 5 people with a learning disability work: 65%
want to work.
• 46.3% of disabled people work compared to 76.2% of non-
disabled people.
• New entrants to the labour market face a prospect of
unemployment that is between double and four times the
average, depending on severity of their condition.
• Employment rates have been dropping for adults with a
learning disability.
How do you refer?
• Eligible for Adult Social Care (ASC).
• If a person is not eligible, they can self fund and take the
following steps:

• EmployAbility will arrange an initial meeting to discuss moving
forward.

Questions
• Rachael said that she would send Sarah a copy of
the Surrey Choices referral form to be circulated.
Action: Rachael Walker
• Rachael said that EmployAbility never stops
working with anyone unless they move out of
Surrey or unless the person asks them to stop
being involved. However Rachael said that if they
do move outside of Surrey, it may be possible to
access other funding streams.

Transforming Care
Quality Standards
The Government and leading organisations across the health and
care system are committed to transforming care for people with
learning disabilities and/or autism whose behaviour challenges
services.
The Surrey People Standards are part of Workstream 3: ‘Quality’
in the Surrey Joint Transforming Care Plan.
Principles of these quality standards
The Surrey People Standards are not intended to duplicate
regulatory requirements for service providers, such as those set
out by the Care Quality Commission or Ofsted.
Services will only be able to meet the Surrey People Standards if
they are rated ‘Good’ or ‘Outstanding’ by their regulators.
The Standards are outcome and experience focused.
The expectation is that the service provider demonstrates how
they are meeting the standards, with the experience of people
that use services at the centre.
The Surrey Positive Behavioural Support standards compliment
these standards.

Quality Standards
The standards are around 6 areas:
1. My support is focused on me
2. I am happy, fulfilled and have a meaningful life
3. I have choice and control over my life
4. My support staff are good and enjoy their work
5. I am healthy
6. I am supported to feel safe in my local community
and wider afield
Julian went through each of the proposed standards for
each area.
Surrey County Council is currently consulting on the
standards and welcome thoughts and feedback from
people and organisations in the sector in Surrey.

Quality Standards
Discussion
Members of the group said that there is an issue with
having named staff responsible for individuals.
Jay Palmer said that there is an issue with training as lots
of staff don’t know about Person Centred Active Support,
Gaynor Gibbins asked whether in reality people have
choice and control over their lives. She also felt that this is
geared towards those who are more able to communicate.
Members stressed the importance that if a person is being
taken to visit a GP, they should go with a member of staff
who knows them.
Gaynor asked whether other counties have these
standards. Julian said that he doesn’t know.

Feedback
Surrey Choices
Michael Perks said that he felt that a lot of
friendships had been lost since the closure of
Bentley. Also he feels that the range of activities
is limited in the hubs.
Michael said that he thought there was going to
be a get together for people attending the hubs.
Shamim Kityo-Matovu said that this is
impossible, as the biggest venue is
Woodmansterne and this would not
accommodate all the customers. However
Surrey Choices do offer customers the
opportunity to participate in off-site activities,
where they do get to mix.
Jay Palmer said that she has noticed that
residents are being dropped off before the end
of their sessions. Other members of the group
said that this was their experience too. Shamim
said that she would look into this.

Partnership Board
Disabled Person’s Bus Pass in Surrey
The Disabled Person’s Bus Pass in Surrey allows
Surrey residents with eligible disabilities to travel
on buses free of charge. It's valid at all times for
journeys in or from Surrey.
For journeys starting outside of Surrey,
it can be used between and between
9.30am and 11pm.
Changes to benefits have meant some people with
learning disabilities have no longer not been
eligible for a bus pass.
Bus passes are renewed every 5 years and the
problem has happened when people have applied
to renew their bus pass.
The problem has been caused when people have
moved from Disability Living Allowance (DLA) to
Personal Independence Payment (PIP).

Why some people have found that they are no
longer eligible for a free bus pass
When people received DLA they could get a free
bus pass if they received:
The middle or higher rate care component.
and/or
The higher rate mobility component.
When people changed to PIP they could get a free
bus pass if they scored:
8 points for the “Moving Around” activity.
or
8 points for the “Communicating Verbally”
activity.
This means that some people with learning
disabilities qualified under the DLA rules, but not
under the PIP rules.
Surrey County Council are trying to solve the
problem and are talking to people and looking at
different ideas.

Surrey County Council have now added in an
additional eligibility criteria, so that people who
score 12 points in their PIP assessment for
needing help to “Planning and Following a
Journey” can also now get a free bus pass.

All Party Parliamentary Group on Learning
Disabilities
The All Party Parliamentary Group (APPG) on learning
disability is a group of MPs (Members of Parliament) and
Peers (members of the House of Lords) who meet to talk
about the issues affecting people with a learning disability
and their families. At their most recent meeting they
discussed how to make voting more accessible for people
with a learning disability. Chris Skidmore MP (Minster for
the Constitution), has launched a Call for Evidence asking
for views on how people with disabilities experience
registering to vote and voting itself.
A 2014 Mencap survey found that nearly 1 in 5 people
with a learning disability were turned away from the
polling station. People are asking for less jargon and party
manifesto’s to be in Easy Read.

Department of Transport Consultation
The Department for Transport is seeking feedback
on a draft accessibility action plan, which sets out
their proposals to improve the travel experience for
people with disabilities.
The action plan covers a range of transport modes
including:
• aviation
• rail
• buses
• taxis
The document also considers ways that they can
improve public space to make it more accessible
for people with disabilities.

The National Flu Vaccination Programme
2017/18
In previous years, the uptake amongst those with a
learning disability has been poor and placed them
at risk from the effects of flu such as bronchitis or
pneumonia or in some rare cases death. In addition
to individuals with a learning disability there are
other clinical risk groups that would benefit from flu
vaccination as follows:
• chronic (long-term) respiratory disease, such as
severe asthma, chronic obstructive pulmonary
disease (COPD) or bronchitis
• chronic heart disease, such as heart failure
• chronic kidney disease at stage three, four or
five
• chronic liver disease
• chronic neurological disease, such as
Parkinson’s disease or motor neurone disease
• learning disability (those with a diagnosed
learning disability as opposed to those with a
learning difficulty)
• diabetes
• splenic dysfunction
• a weakened immune system due to disease
(such as HIV/AIDS) or treatment (such as
cancer treatment)
• all pregnant women

Clients living in long-stay residential care homes or
other long-stay care facilities where rapid spread of
infection is likely should be offered vaccination. In
addition, those who are in receipt of a carer’s
allowance or are the main carer of a person with a
learning disability, whose welfare may be at risk if
the carer falls ill, should be offered vaccination.

Health and social care workers are also at
increased risk of catching the flu virus and passing
it on to those for whom they are caring. Vaccinating
health and social care staff against flu has been
shown to lower the rates of flu-like illness and death
amongst those who are vulnerable and in long term
health care settings. Please consider the
vulnerability of those in your care and take steps to
protect them as well as yourself by getting your flu
vaccine as soon as possible.

NHS England launches practical guides to
help people with disabilities access GP
online services
Aimed at supporting people with sight loss, hearing
loss, autism or learning disabilities, a series of new
guides have been developed to help patients use
GP services online such as book appointments,
repeat their prescriptions and view medical records.
Bespoke guides have also been published to help
people access online services, such as how to sign
up to online services, how to keep accounts secure
and how to request access for a carer.
