Updated from Commissioning.

Mary Hendrick and Jo Poynter updated us.

The Commissioning Team plan social care services for people with learning disabilities in Surrey.

Working with Health Commissioning.

Surrey County Council Adult Social Care Commissioning is being re-aligned to fit better with Health Commissioning which is now managed by the Clinical Commissioning Groups.

There will now be 5 Area Directors

Area Directors will be in charge of Social Care Commissioning for everyone using social care services in their area.

East Surrey

Jo Poynter is the Area Director. She will also be the lead person for Learning Disability and Mental Health Services across Surrey. Autism stays part of Jo’s role and Prisons may also be included.

Surrey Downs/Mid Surrey

Sonya Sellar is the Area Director. She will also be the lead person for Carers and Continuing Health Care across Surrey.

North West Surrey

Shelley Head is the Area Director. She will also be the lead person for Family, Friends and Community across Surrey.

Guildford and Waverley

Liz Uliasz is the Area Director She will also be the lead person for Physical & Sensory Disabilities, Business Continuity and Emergency Planning across Surrey.

Surrey Health and North Downs

Jean Boddy is the Area Director She will also be the lead person for Older People and Dementia across Surrey.

The new Area Director posts are permanent jobs.

We will produce a bulletin in January with photos and information about the new Area Directors.

The Big Questionnaire will help us to find out how well we are supporting people with learning disabilities.

Our next Partnership Board meeting will be focusing on the Self Assessment.

In January we will be producing a Self Assessment Framework Bulletin with our results.

Antony McCallum told us about problems with the health checks information being gathered by the NHS Observatory.

We are also collecting information in other ways. Stephen Wingfield and Mary Hendrick have been sending out letters asking for evidence of good practice from around Surrey.

The information has been collected by Local Area Teams in Surrey and Sussex and is not accurate. The NHS Observatory know about the problems. The information we are gathering in Surrey suggests progress has been made with health checks. Our Primary Liaison Nurses are very good at collecting information. Antony will tell Lynne Ramnanansingh about our SAF meeting on 4th December.

We will be rating how well we doing by using the traffic lights again. We will be able to see what we have got better at since 2012 to 2013.

Surrey County Council In-House Services

A Cabinet Paper was published on Tuesday 28 October explaining that there would be a 6 week consultation on the future of in-house residential services for Older People. This includes Park Hall which has Brook Unit which is for older people with learning disabilities. A formal report will go to cabinet in January after the consultation. Surrey County Council spends a lot of money on local transport. They spend over £18 million a year.

Surrey County Council Transport Review.

Surrey County Council spends around £8.9 million on bus services in Surrey.

29 million bus journeys are made by people in Surrey each year.

Surrey County Council pay bus companies money to keep these bus services running. They pay between 13p and £10.64 for each journey a passenger makes on these buses.

Half of the bus services in Surrey are not used by enough people to pay for the cost of running them.

Surrey spend more money on bus services than most other councils in South East England.

Surrey County Council spend around £8.7 million on free bus passes in Surrey.

Disabled people & older people can have a free bus pass.

Every time someone uses their free bus pass Surrey County Council gives the bus company money.

Disabled people can travel on buses free before 9.30am and after 11pm. If a bus pass holder cannot travel Without help, their companion can also travel for free.

Surrey County Council currently chooses to pay for extra bus pass benefits.

The law says they don’t have to do this.

(Older people are men aged 65 or over and women aged 60 or over)

Surrey County Council spend around £640,000 on community transport.

Community transport is Dial-a-Ride, community minibuses, voluntary car schemes and taxi vouchers.

Surrey County Council needs to save money.

They need to spend more money on other services for people in Surrey.

More adults are needing social care services. More children are needing school places.

The Government are giving Surrey County Council less money.

Surrey County Council needs to save money on local transport but wants to keep the services that people need the most.

They want to make sure people can get to places like their work, college, hospital and supermarket.

Surrey County Council want you to have your say.

They are doing a survey that finished on 14 January 2015.

There is an online survey and also an Easy Read questionnaire.

The Easy Read survey

The survey is being given out to advocacy groups, providers, day services and Valuing People Groups.

People had questions they would like to ask the people in charge of the Review: • Do children travel free on buses in Surrey?

• Could savings be made by having fewer providers of bus services?

• Could subsidies be reduced to bus companies operating profitable routes?

• Do we know the profits that operators make in Surrey?

• Do we know the length of contracts operators are given?

• Many older people do not use the internet so will need support to

fill in the online survey – what support is there for them?

People wanted more detail about the concessionary bus passes figures. People felt these figures were important to know so people had a sense of the scale of saving that could be achieved by stopping these benefits. • How much of the £8.676 million spent of concessionary fayre

re-imbursment was spent of disabled users and how much on older people using their bus passes?

• How much of the £8.676 million was spent of the individual elements

being reviewed – disabled travel before 9.30am, disabled travel after 11pm and companion passes.

People were concerned about effects of stopping the extra benefits to disabled bus pass users. These could include: • Causing problems for Adult Education Courses, many of which start

at 10am. Adult Education could get into trouble with Ofsted if people are regularly late. Also if classes started later people with learning disabilities may need to travel at the same time as high school children which could increase incidents of abuse.

• People felt that very few people with learning disabilities would travel

after 11pm and it’s possible that this would be happening in unusual circumstances. People were concerned about people being stranded if they didn’t have the bus fayre making them vulnerable.

• Family carers may find their work affected if their son or daughter is

not able to use a bus until after 9.30am. A family member may need to wait at home with them.

• Many people with learning disabilities do voluntary work and having

to pay to get to their job on time may mean their work placement breaks down.

• Day services have been working hard to support people to use

buses to travel to their services independently. No free travel before 9.30am could affect these services as well as family carers.

• Removal of the companion pass benefit could reduce the amount of

travel training and travel buddying work happening and reduce people’s progress to independence. Some people only need a companion until they have learnt a route.

People also had other comments:

These could include: • People who receive mobility allowance can use this for their bus travel.

• Could there be means testing for bus passes?

• This review only focuses on bus travel and community transport

rather than looking at an integrated transport system involving trains and cycle routes.

• Pre-paid cards could be a helpful option, though there is a risk of theft.

• Could there be time-limited companion passes as well as permanent ones for people who may always need support to travel.

• We need more training for bus drivers to understand the needs of people with a learning disability. This would be even more important if companion passes were taken away as potentially more vulnerable people would be travelling alone.

• Buses need to be more accessible in general. There is only space for one wheelchair on a bus.

• We need to look into good neighbour and voluntary car schemes.

• We need to look at how removal of travel benefits might impact on other SCC budgets, particularly if people became more dependent on services.

• Could care providers do more to share travel?

Introducing Lisa Nash.

Lisa will be supporting the Partnership Board and the Local Valuing People Groups. She started working for Surrey County Council on 3rd November. She lives in Crawley in West Sussex and used to work for West Sussex County Council as a Community Connector. She is looking forward to supporting people with Learning Disabilities in Surrey. She got married this year and is getting used to her new name. She enjoys going to the theatre and was in a show last year.

North West Surrey

Local Valuing People Groups

Andrew Price told us about their meeting in October. New carers and people with learning disabilities had come to the meeting. The group gave good feedback about the new learning Disability Strategy for Surrey.

South West Surrey

Nicky Palmer said that their Community Event about Diabetes went very well. People learnt about Diabetes and eating a healthy diet.

East Surrey Cath White told us about their October meeting.

The group talked about Short Breaks and will talk about this again in November. They had a presentation from Mark Hooper of Deaf Positives Action about the Get Wise benefits service.

Mid Surrey Sally Dubery told us about their September meeting.

The group talked about Family, Friends and Community. At their next meeting they will have a presentation about the Primary Care Liaison Team.
