South Ayrshire Council Local DevelopmentPlan Action Programme: IntroductionThe Action Programme is in three parts: -
Part 1: SPG PROGRAMME Outlines all supplementary guidance. The planning guidance contains existing
and proposed supplementary guidance with all actions relating to whether that supplementary guidance is
linked to LDP policies, or whether it is free-standing guidance. The actions are prioritised on the basis of
when the action requires to be carried out. The prioritisation is not an indication of the strategic importance
of the guidance, but an indication of when the action requires to be completed, relative to the production of
the LDP. As such, low priority items do not require to be completed on or shortly after LDP adoption. Higher
priority items may require action (i.e. production of guidance to draft stage) by examination, to identify how
a policy within the LDP may be delivered. The action programme also contains a risk log, which indicates the
risk of failure to deliver the action, likelihood of risk occurrence, and the required remedial action.
Part 2: LDP ACTIONS Contains actions for each LDP policy. This part of the programme also contains risk log
and prioritisation of actions, again, based on when the action needs to be completed; not strategic
significance of the action. A large portion of policies have no specific completion date, as they will be enacted
through the application of LDP policies. These have been identified as ongoing items, and have generally
been allocated as the responsible of the Council, due to its role as planning authority. Other policies and
masterplans have specific actions identified.
Part 3: SITE ACTIONSContains actions for each LDP housing site. This part of the programme also contains
risk log and prioritisation of actions, again, based on when the action needs to be completed; not strategic
significance of the action. Many sites have no specific action, other than delivery of site. These actions have,
therefore, been left without fixed completion dates, as it is largely at the control of the developer as to when
a site is delivered. Timescales were indicated as being delivered in up to 10 years from LDP adoption –
although the Council has confidence that any site identified in the programme can assist to maintain an
effective 5-year supply of housing land. Site constraints have been programmed in, with actions directly
related to overcoming constraints. Responsible persons are not necessarily expected to deliver the entire
site, but may be named because they play a significance consultative role in respect of a particular part of
the action. Additional clarification on stakeholder roles is contained within this part, if necessary.
