Rationale and Objectives If one day robots were to be entrusted with managing EfVET annual conference, the organisers and members would simply sit back, relax and enjoy the event. Robots today are already capable of designing pro-grammes, writing, speaking, walking, cooking, preparing drinks, navigating cars, ships, airplanes and a million other activities! Will they be able to take all our routine jobs? Will we be able to cope
in robots or in skilling, upskilling and reskilling of their human ca-pital? If cost-effectiveness is an indicator to go by, then in several
-cient and highly productive. How will this phenomenon impact on vocational education and training? No matter how hard it is to imagine such a situation in workplaces or in learning institutions, the truth is that technology,
-senting several challenges to human beings particularly those in charge of skilling young people. The rapport between robots, human beings and vocational education is imminent and perple-xing. On the one hand employers and businesses are investing heavily in equipment which makes productivity faster, precise and
modern transportation and logistics. More than ninety percent of the activity that takes place in moving objects is in the hands of “intelligent” machines that can navigate in the dark, take rockets

The budget will only be dou-bled in 2027 when the planned cycle for VET 2030 will be almost over.If these are some of the challenges we face, then it is necessary to pool resources from the world of employment and the world of vocational education and build enough momentum to claim a share of the gover-nance of VET from current stakeholders. We need enough predictive capacity not only to image the future of VET but also to accomplish pre-dictions. Facts such as education is accessible anywhere anytime, tech-nology brings reality to life and employment is not exclusively for those
No matter how far one stretches his or her imagination, the value of the human teacher remains undisputable. However, nothing is
and means to work side-by-side with robots; use robots to attract lear-ners and make their lives more meaningful; create work-based learning in real life or in simulated environments. This conference will explore what roadmap vocational edu-cation leaders, managers and practitioners (teachers, tutors and expert in international mobility) must design to enable them to lead, manage and practice education and training that matches as close as possib-le the world of work. This workshop organised and moderated by NUFFIC & Thematic Team focuses on internationa-
lisation at home and in particular on eTwinning. It will highlight why I&H is an unmissable compo-
nent of a student’s educational background and how eTwinning could be used as a tool to create
a fruitful international collaboration. In this session insightful best practices of a VET school will be
shared, including tips and tricks on how to start a successful eTwinning activity. As the world arou-
nd us has become increasingly interconnected and technology has become a permanent tool in
a student’s life, I&H serves as an excellent starting point for students to obtain the necessary skills
and competences to live in an international and intercultural world. In a job market which is also
increasingly becoming globalised, I&H will set the tone for students to be engaged in activities
that will simulate their world as adult workers. VET schools offer excellent backdrops for I&H in the
various sectors of employment. Using eTwinning as a hub of activity, I&H will assist teachers to
communicate, collaborate, develop and share projects with other VET colleagues across Europe.

In an age in which technology dominates practically all the sphere of life, digital learning is the new
language of education and training. The objective of this workshop is to share knowledge betwe-
en VET schools and colleagues on the impact of digital technology on learning and its impact of
developing skill sets that are relevant to the world of employment. With industry 4.0 taking centre
stage in all future trends of production and service provision, students need to grasp the added
value of digital learning and translate its universal value in prospects of employability. In various
VET Colleges and schools digital learning is already part and parcel of curriculum development
and programme delivery. The workshop will share such experiences with the scope of linking ini-
tiatives between VET provision and exchange of expertise and teachers who have had already

Work-based learning is at the heart of VET. This workshop aims at gathering VET providers who-
se training approaches is based on students producing real products for real customers in the
same locality or region and those who promote apprenticeship programmes across many of
their education and training courses. The relationship between schools and enterprise today
is necessary to ensure that the speed of change in industry seeps through the education and
training structures in VET schools and Colleges. Without this relationship, schools will be cut off
from the real world of work and risk preparing students for a world of work of employment which
doesn’t exist anymore. Apprenticeship programmes are also putting at risk the knowledge and
experience of teachers and mentors in vocational schools and colleges. The experience gained
by students in apprenticeship programmes must be complimented with bespoke teacher trai-
ning programmes in industry. Teachers in VET cannot afford to lose contact with industry. The
workshop will aim at sharing some of the experiences teachers had had following students after
an apprenticeship programme or a prolonged experience in industry. Will the link with industry
transform learners and teachers into real partners in education and training? This is the challenge
that VET schools and colleges will face when large number of their learners are exposed to real
work in real work environments. Meeting this challenge is one of the frontiers of the future of VET.

Higher VET and apprenticeship programmes will inevitably exemplify the added value that Level
5 and higher qualifications (Levels 6, 7 and 8) will have in higher education institutions outside
the traditional university structures. Learning by doing will cease to be exclusively attached to
lower qualifications in any qualification’s framework. Already several universities and in particular
universities of applied science attach particular attention to practical work experiences in sectors
such as those of engineering, architecture, care, teacher training, social work, design, business
and enterprise and the creative arts among others. The aim of this workshop is to further the
understanding of HVET (particularly EQF Levels 5 and 6) within the context of apprenticeship
programmes but more importantly within the framework of learning professional skills and acqui-
ring competences required by regulated professions. Panellists and participants will be given the
opportunity to share their experience of VET provision at Levels 5 and 6 through apprenticeship
programmes or other learning experiences attached to work-based learning in real or simula-
ted workplaces. With the advancement of technology and new work practices, learning on the
workplace will have no limits and no boundaries. VET schools and Colleges are being challenged
to create not simply a rapprochement between the world of E&T and the world of work but of a
two-tier system in which work, and education overlap continuously. At the heart of this workshop
lies the objective of pushing VET to higher levels of skill acquisition where jobs will be in demand
much more than at lower levels of competence.

Innovation and E&T are becoming synonymous in VET provision. No VET school, college or Uni-
versity will remain relevant and competitive unless it invests heavily in research and sustainable
innovation. Technology is systematically empowering learners and teachers with new knowledge,
new skills and new opportunities for learning and working. At risk are the programmes of study
and education and training that VET schools and colleges manage year in year out. The scope
of this workshop is to focus on training programmes and the pace with which industry is rapidly
changing the world of work. Is there enough leeway between the developments in industry and
the developments in VET schools and colleges? Is E&T 4.0 real or simply a cliché to outwardly
show that education is moving at a slower but steady pace with industry? Where do VET schools
and colleges stand when speaking of sustainable innovation? In teaching entrepreneurship are
schools enterprising enough? In addressing these questions, panellists and participants will sha-
re their experiences but will also recommend steps that authorities need to take to bring VETR
schools and colleges at par or close to developments within industry and other places of work.

The ILO report on Work for a brighter future (2019) proposes a human-centred agenda for the
future of work that strengthens the social contract by placing people and the work they do
at the centre of economic and social policy and business practice. Among the proposals lie
three overarching recommendations namely an increase in investment in people’s capacities,
an increase in investment in the institutions of work and an increase in investment in decent
and sustainable work. The aim of this workshop is to explore to what extent VET schools and
Colleges play a role in achieving these objectives. Talk on the future of work has been going
on for quite some time. This report is one of the most comprehensive approaches to a reality
which starts from education and training and finishes at places of work and in a new rapport
between industry and VET provision. Panellists and participants will be asked to share expe-
riences of investment in VET provision (people’s capacities), investment in institutions of work
and investment of decent and sustainable work as platforms for the attractiveness of VET. The
future workplace will be one in which robots will work side-by-side with human capital. To what
extent is this reality being addressed in VET provision and with the active participation of bu-
sinesses and modern work environments? If this relationship is strong then VET provision con-
tinues to attract. If on the other hand this rapport is weak or inexistent then VET will continue
to repel rather than attract. The bottom line is serious investment. Is this really on the political
agenda at European and national level?
Speakers
VASCO ALVES CORDEIRO
President of the Azores Regional GovernmentVasco Alves Cordeiro was born on March 28, 1973 into a family of farmers. He
spent his childhood and adolescence in the rural village of Covoada in Ponta
Delgada.
After completing basic education in Covoada and secondary school in Ponta
Delgada, he pursued his studies in Mainland Portugal, where he completed
his degree in Law at the Faculty of Law of the University of Coimbra in 1995.
After returning to the Azores, Vasco Cordeiro attended a postgraduate course in Regional Law that was
held under a partnership between the Faculty of Law of the University of Lisbon and the University of
the Azores. He presented the dissertation “A Dissolução dos Órgãos de Governo Próprio das Regiões
Autónomas” (The Dissolution of Self-Government Bodies of Autonomous Regions) in 1998.
He undertook a professional traineeship in the Azores District Council of the Bar Association and pre-
sented the dissertation “Breves Notas sobre a Deontologia Profissional do Advogado” (Brief Notes on
Professional Ethics for Lawyers).
He practiced Law in the Azores from 1995 to 2003 and taught, as substitute teacher, the subject of Phi-
losophy to the 11th grade at Antero de Quental Secondary School in Ponta Delgada.
In 1996, Vasco Cordeiro was elected to the Legislative Assembly of the Autonomous Region of the Azo-
res and held the position of leader of the parliamentary group of PS/Açores in the VII Legislative Period
(2000/2003).
As Member of Parliament, he also took part in the Standing Specialised Committee on Economic Affairs
(1996-1997), the Standing Specialised Committee for Youth and Social Affairs (1997-2000), the Special
Commission for the Revision of the Political and Administrative Statute of the Autonomous Region of
the Azores (1996-1998) and the Special Commission for the Revision of the Electoral Act of the Autono-
mous Region of the Azores.
In 2003 and 2004, he served as Regional Secretary for Agriculture and Fisheries of the VIII Government
of the Azores. Between 2004 and 2008, he held the position of Secretary of the Presidency of the IX
Regional Government. In 2008, he was appointed Regional Secretary for the Economy; he left office in
April 2012 at his request.
As Regional Secretary, he was directly involved in cases of great importance for the Autonomous Region
of the Azores, such as the defence of the Sea in face of the liberalisation decided by the European Union;
the Region’s contribution to the Green paper on European Maritime Policy; the restructuring of regional

ports; the stabilisation of maritime passenger and
vehicle transport operations and the renewal of
SATA Air/Açores fleet.
While in office, he also acquired international expe-
rience in representing the Azores in several bodies,
including the Committee of Regions, Conference
Peripheral Maritime Regions of Europe, Congress
of Local and Regional Authorities of the Council of
Europe and the Conference of Presidents of Outer-
most Regions of Europe.
As Member of the Regional Parliament for PS/
Açores, he was linked to structuring legislation
for the Autonomy when he took part in the
Special Committee for the Revision of the Po-
litical and Administrative Statute of the Auto-
nomous Region of the Azores and the Special
Commission for the Revision of the Electoral
Act of the Autonomous Region of the Azores.
Vasco Cordeiro was also a Member of Ponta
Delgada Municipal Assembly in 1997 and 2001.
He was the spokesman of PS at the Municipal
Assembly between 1998 and 2003.
Locally, he was elected Member of Covoada
Village Assembly in 1997, 2001 and 2005; he
also served as President of the Village Assem-
bly between 1997 and 2001.
On February 1st 2013 President Cordeiro was
elected Vice-President for Europe of “R20- Re-
gions of Climate Action”, a non-profit interna-
tional organization that promotes green eco-
nomy, environmental preservation, the use of
renewable energies and the reduction of green
house gases
On May 18th 2013, was elected, in Paris, during
the General Assembly, for Vice-President of the
Assembly of European Regions.
He is a member of the Committee of Regions,
since January 2012
He has been a member of the Regional Se-
cretariat of the Socialist Party of the Azores
since 1997 and was its Spokesman from 2000
to 2003. He is also a member of the Regional
Committee and Coordinator Secretary of PS
on São Miguel. He also held the position of Pre-
sident of the Socialist Youth of the Azores from
1997 to 1999.
On October 8, 2011, the Regional Secretariat
and the Regional Committee of PS/Açores
unanimously chose Vasco Cordeiro as the So-
cialist Party candidate for the Azores presiden-
tial election that took place in October 2012.
On September 25, 2014, was elected, in the
Swedish town of Umeå, President of the Con-
ference of Peripheral Maritime Regions of Eu-
rope. On November 4, 2016, in Ponta Delgada,
he was re-elected President of this interregio-
nal cooperation organisation, a body that com-
prises 160 regions from 28 European states,
encompassing nearly 200 million citizens.
Vasco Cordeiro is married to Paula Cristina. He

EfVET PresidentProfessor James Calleja has been involved in vocational education and trai-
ning since 2001. Before his appointment as Principal and CEO of the Malta
College of Arts, Science and Technology in June 2018, Mr Calleja was Director
of European Centre for the Development of Vocational Training (Cedefop)
from 2013 to May 2018. Before joining Cedefop, he served as Permanent Secretary of the Ministry of Edu-
cation and Employment in his native Malta from 2011 to 2013.
In 2005 he was entrusted with the setting up of the Malta Qualifications Council where he served as Chief
Executive up to December 2010. He is an Associate Professor and served as Council member of the Uni-
versity of Malta.
Prof Calleja is a graduate of the Universities of Malta, Padua (Italy) and Bradford (UK) from where he ob-
tained his PhD in International Relations. Since 2001, he is an accredited commercial mediator with CEDR
(London).
In 2001, he was appointed Administrative Director of the Malta College of Arts, Science and Technology
and in 2004 he moved to the European Training Foundation in Turin. He started his working life at the
Foundation for International Studies of the University of Malta (1986-1995) followed by other upward
career moves to the United Nations International Institute on Aging (1995-1998) and to the Ministry of
Economic Services Malta (1998-2001). He represented Malta on the European Qualifications Framework
Advisory Group, on CEDEFOP’s Governing Board and on the Bologna Follow-Up Group.
A prolific writer, Prof Calleja has published books and articles and has edited various publications. He is
the co-author of the Malta Referencing Report of the Malta Qualifications Framework to the EQF and
EHEA. He has participated in international events in various countries in Europe, North America, South-E-
ast Asia, Australia, Canada, Africa, South Africa, the Middle East and in the Mediterranean region.

Head of the UNESCO-UNEVOC International Centre for Technical and
Vocational Education and Training
Dr Shyamal Majumdar is the Head of the UNESCO-UNEVOC International Cen-
tre for Technical and Vocational Education and Training since May 2011. Prior to
taking up the position at UNESCO-UNEVOC, he served as the Director General
of the Plan Staff College for Technician Education (CPSC), an inter- governmen-
tal organization for human resources development in the Asia-Pacific Region
based in Manila, Philippines. Dr Majumdar was also the Vice President of IVETA
(International Vocational Education and Training Association) and was Profes-
sor at the National Institute of Technical Teachers Training and Research (NITTTR) in Kolkata, India, where
he originally comes from.
Dr Majumdar has published over 150 research papers; and has received various international awards in-
cluding the International Partnership award from UNESCO-UNEVOC, an IVETA Award and CPSC TVET
Leadership Award.
Dr Majumdar holds a Bachelor’s degree in electronics and communication engineering, a Master’s degree
in telecommunications engineering, and Ph.D. in educational computing.
DANA CARMEN-BACHMANN

Apprenticeship & Adult Learning) DG-EMPL
Dana Bachmann joined the Directorate-General for Employment, Social Affairs
and Inclusion of the European Commission in January 2015 as Head of unit
in charge of Vocational Education and Training, Apprenticeships and Adult
Learning. Together with her team, she is responsible for working with Mem-
ber States, social partners and stakeholders for developing and implementing
policies that help empower citizens with the skills they need, so they can play an active role in society.
Successful initiatives like the Upskilling Pathways for Adults or the European Vocational Skills Week are
few of the main achievements of our unit.
Prior to joining DG Employment, she served as head of unit in DG Education and Culture being respon-
sible for the same policy areas.
Before joining the Commission in December 2011, she worked as a lawyer at the European Court of Hu-
man Rights and the European Court of Justice.
TINA BERTZELETOU
Senior VET expert in CEDEFOP
Tina is the leading expert on Quality in VET, having contributed to the set-up
of ENQA-VET (2000-08) and acting since then as scientific advisor to EQA-
VET, the European Network on Quality Assurance in VET, monitored by the EU
Commission. Of sociology and sciences of education background, Tina has
worked over the recent years on the training needs of SMEs and micro-firms
in various sectors, including agriculture, tourism and retail. In relation to quality,
she focused on the issue of accreditation both as a quality assurance mechanism and as driver for quality
culture within VET institutions.
In the past, Tina provided technical and scientific assistance to the European Commission for the imple-
mentation of the “FORCE programme” and of the Council Regulation (EEC) No 815/1984 on the Excep-
tional Financial Aid in favour of Greece to reform its Mental Health and VET sectors.
Currently, Tina is working on creating a Community of VET-practitioners to promote EU VET-related po-
licies at grass root level together with the six Associations of VET-providers active at European level and
in close cooperation DG Employment.
Tina works in English, French and Greek and speaks German and Italian. She is the author of a book of
poetry and of short stories published in Greek.

Under the direction of Olga Oleynikova, the Centre for Vocational Edu-
cation and Training (VET) Studies is engaged in research in the field

FILIPE M. PORTEIRO
Regional Director of Sea Affairs of the Azores Regional Government Filipe M. Porteiro is Regional Director of Sea Affairs of the Azores Regional
Government since 2013. He has a Ph.D. on marine biology by the University
of Liverpool (2005). Currently, he works to value the marine resources and
maritime activities across the Azores maritime waters creating sustainable so-
cio-economic development opportunities, within a framework of conservation
and maritime spatial planning, based on robust scientific knowledge and encouraging active citizenship.
He aims to contribute to the implementation of a better sustainable marine and maritime policy at regio-
nal, national and international levels. The Azores Directorate of Sea Affairs is involved in many European,
National and Regional projects, to support Azores marine policies. FMP presented communications on
Azores marine and maritime policies in many events and belongs to various regional, national and inter-
national technical commissions.
FMP was senior scientist at the University of the Azores from 1989 to 2013 and president of the Obser-
vatory of the Sea of the Azores, a regional NGO dedicated to the promotion of the sea, between 2009
and 2013. He participated in dozens of oceanographic campaigns, dove in several manned research sub-
mersibles, presented talks and posters in ca. 100 scientific and political fora and is author and co-author
of ca. 50 peer reviewed papers, 8 books or books chapters and more than 80 other scientific/technical
contributions. FMP taught at different educational levels since 1989, and has been responsible for many
educational and outreach initiatives related with the sea of the Azores.

Logistics companies, having worked in various management areas at Optimus, Exel, Oniway, DHL and
CTT. In addition to this, he provided technical advice to the Lisbon City Hall, Hospital de Santa Maria
and the Portuguese Institute of Oncology. He was Chief Operating Officer and board member of Spor-
ting Clube de Portugal.
He is currently Secretary General of FLAV - Luís António Verney Foundation and Operations Director
of Grupo Ensinus.

STYLIANOS MAVROMOUSTAKOS
Dr. Stylianos Mavromoustakos is a PhD holder in Chemistry since 1991. He
worked for 10 years as teacher of Chemistry and as the Head Teacher of
Pascal English School. In 2003 he became the Director of the Training and
Development Unit of Intercollege. Since then he has been involved both as
a partner and coordinator in numerous European projects and programs.
He has long experience in project management, program design and imple-
mentation. Since January 2008 Dr. Mavromoustakos took on the position
of Executive Director of Intercollege Nicosia and Intercollege Larnaca since 2014. From 2015 to 2019 he
was also the Executive Director of the Maritime Academy Cyprus. His current role is the Development
Director of the University of Nicosia. In 2006 he was elected Vice President of the European Forum of
Technical and Vocational Education and Training (EfVET).
He has been invited to and has participated in numerous occasions in forums for Vocational Education
and Training, Quality Assurance, Learning Outcomes etc. Dr Mavromoustakos, since September 2013 is
one of the Cyprus European Credit system for Vocational Education and Training (ECVET) National Ex-
perts and National Expert to the Minister of Education and Culture for the establishment of the National
Qualifications Framework in Cyprus since January 2013. He was also a member of the ECVET User Group
and Working Group, representing the European Association on VET Education from January 2013 - June
2016. He was appointed by DG Employment, Social Affairs and Inclusion of the European Commission
as a member of the expert group “Platform of European Associations of vocational education and trai-
ning (VET) providers” for the period January 2015 to January 2017. Since May 2017, he is a member of
European Qualifications Framework (EQF) Working group representing the Vocational Education and
Training providers.
Workshop Speakers
VICTORIA THOMPSON Victoria Thompson has worked for Bridgwater & Taunton College for
over 7 years, where she started by completing an apprenticeship in Bu-
siness & Communication. In more recent years she has taken on her
current role- European Project Development Co-ordinator in the Eras-
mus+ Team.
Her main responsibilities consist of managing KA1 and KA2 projects by working with students
and our Curriculum Teams. Effectively dealing with external partners to establish work place-
ment, job shadowing and new projects for staff and students is something she is always keen to
undertake.
JON HARDINGI am Jon Harding, the UK national representative in the EfVET Ste-
ering Group Committee.
My education consist of a degree in Education and Training. I work
as an External Funding & Bid Manager for European projects at Bri-
dgwater and Taunton College. The College has an excellent reputa-
tion both regionally and nationally as a highly successful provider
of education and training. I have over 21 years’ experience of vo-
cational teaching and training across all levels of education. My current role has been to develop
European strategy for all sectors across college, engaging all departments to be involved in KA1,
KA2 and KA3 projects.

GABY TINNEMEIERGaby Tinnemeier is the head of a vocational school with various branches
settled in Soltau, Germany, Lower Saxony. With about thirteen years of ex-
perience in school management she deals with all aspects of change ma-
nagement especially personal management, quality management and of
course development of VET. To help students cross the border between
general and vocational education she implemented a wide ranged program
of orientating practical. Focussed on integration and inclusion as outstanding target agreements she
applied for a school trial in cooperation with a cooperative comprehensive school.
She considers VET networking in Europe t to be most inspiring and at the same time most important.
She is a trained hairdresser, vocational teacher and school book author.
RAIMO SIVONEN
Raimo Sivonen has worked in Vocational education and training already 26
years. Started as a teacher and then departement manager, international
manager, development manager and the last 11 years as a principal in Kainuu
Vocational College. Before his career in Vocational Education and training
he has worked in different positions in municipal development and admins-
trative services several years.
Raimo Sivonen has been partisipated in EFVET actions since year 2000. In
EFVET he has been Finnish Member in Steering Committee and a member
of Executive Team as Treasurer for 7 years between 2009 to 2016. In 2017
he was awarded as a Honorary member of EFVET. Raimo Sivonen has also
been the Vice President of IVETA (International Vocational Education and
Training Association) in years 2005 – 2010. Raimo Sivonen has been a mem-
ber of executive Team of Finnish Vocational Leaders Association (SAJO ry)
since 2017.
VIBEKE NØRGAARDVibeke Holtum Bendix Nørgaard is Head of International Relations
at Technical Education Copenhagen, a large vocational school
in Greater Copenhagen, Denmark. Vibeke has worked with edu-
cation and internationalization for more than 25 years nationally
and internationally in various ways, from student and apprentice
exchange, staff development through international experiences,
project- and partnerships, expert role and during the latest years
strategic implementation of internationalization in the school and
educational export.
Vibeke is member of the EfVET Steering Committee.
KARI PUUMALAINENKari Puumalainen is the director of Ylä-Savo Municipal Federation
of Ecucation and also the principal of Ylä-Savo Vocational College.
He has worked over 25 years in different positions in development
and management of vocational education. He has worked in se-
veral national and European level projects as a project leader or
member of steering groups. Formerly he has worked as the develo-
pment director of Upper Savo Development Company Ltd where
his responsibility among other things was to activate the use of different Structural Funds pro-
grammes in the Region of Ylä-Savo.
Kari Puumalainen has a master’s degree in philosophy (M.Sc.) from the University of Eastern
Finland. His majors were computer science, business economics and vocational education He
is specialized in vocational education and training and the role of VET in regional development
and economic strength of enterprises. Kari Puumalainen is a Finnish representative in the EFVET
Steering Committee since October 2016.

Excursion | FURNAS VALLEY
Arriving at the Furnas you will be wrapped by the great volcanic activity such as
the mineral waters springs of various temperatures and flavors that flows from
lava walls, making this place one of the richest hydrological region of Europe and
the Caldeiras where the locals cook a kind of stew - the traditional dish cozido.
For you to regain energy our next stop will be at Terra Nostra Botanical Garden
- the first and oldest botanical garden of the Azores. The way back to Ponta Del-
gada will be done by the north main road for a stop in the Belvedere of Pico do
Ferro to take a overlooking to the Furnas Lake and Valley where the natives lives
in a small parish, Tea Factory to enjoy a comforting teacup and one final stop -
the belvedere of Santa Iria with a stunning view for the coast
