SUBJECT: GUIDELINES F O R C H E D R E S E A R C H C H A I R A W A R D

In accordance with the pertinent provisions of Republic Act (R.A) No. 7722, otherwise known as the "Higher Education Act of 1994", creating the Commission as the agency mandated to provide direction for higher education and research, and pursuant to CEB Resolution No. 324, s. 2009 approving the National Higher Education Research Agenda, which provides, as a major strategy for enhancing research productivity of higher education institutions (HEIs), the institutionalization of a system of rewards for outstanding research undertakings and outputs of HEI faculty/researchers, CEB Resolution No. 070, s. 2013, approving the awarding of CHED Research Chairs, and CEB Resolution No. 127, s. 2015, the Commission hereby issues the following Guidelines for the CHED Research Chair Award.

I. L E G A L BASIS

Section 8 of RA 7722 specifically provides, among the powers and functions of the Commission the responsibility to:

a. formulate and recommend development plans, policies, priorities and programs on research;...

c. recommend to the executive and legislative branches, priorities and grants on higher education and research;...

i. develop criteria f o r allocating additional resources such as research and program development grants, scholarships, and other similar programs: provided, that these shall not detract f rom the f i sca l autonomy already enjoyed by colleges and universities;

/.. direct or redirect purposive research by institutions of higher learning to meet the needs of agro-industrialization and development.

II. R A T I O N A L E AND O B J E C T I V E S

The Commission recognizes the need to encourage higher education institutions and faculty to invest in and conduct research that could lead to the enhancement of academic programs as well as contribute to the country's initiatives towards inclusive and globally competitive development. The CHED Research Chair Award is aimed at recognizing and rewarding outstanding research achievements and encouraging engagement in scholarly undertakings and relevant research.
