water-induced problems as ways of ensuring water
security. These require:

Background Several decades of experience on river basin
management in the African sub-regions,
especially in West Africa, with mixed results.
Crucial Integrated River Basin Management
(IRBM) problems in the region.
There is therefore the need for coordinated
and applied research, training and capacity
building on IRBM in the regions.
Critical issues relating to climate extremes,
water scarcity, food security, environmental
degradation, poverty and resource use are
conflicts in the regions.

Background UNESCO has created Category 2 Centers
in various parts of the world in order to:

perform theoretical and experimental
research and advanced training,
contribute to the execution of
UNESCO's programmes, and
increase the participation of national
and regional institutions in UNESCO's
efforts

To address these gaps, Nigeria:
approached UNESCO and requested for
the establishment of a Category 2
Water Centre at the National Water
Resources Institute, Kaduna;
carried out several activities at various
fora both nationally and internationally
towards the establishment of the
Regional Centre; and
In March 2012, the RC-IRBM is one of
the UNESCO water-related Centres
established in the Sub-Saharan Africa to
address the emerging river basin
management challenges.

The Centre – Terms of Reference
a) Conduct training and research on all aspects
of IRBM;
b) Provide a data bank for IRBM in the West
African sub-region;
c) Promote the review and development of the
Institutional Framework for IRBM in the
countries of the West African sub-region
including International and Regional
Treaties, Conventions and Agreements,
Water Laws, Water Policies and international
best practices;
d) Promote effective and efficient water
management strategies within and across
river basins at the Community, Local, State,
National, Regional, and International levels;
e) Promote exchange programmes among
professionals, academics and other
stakeholders from Member States in the West
African sub-region;
f) Cooperate with UNESCO and other relevant
international agencies on activities related to
IRBM;
g) Document research findings and disseminate
information on IRBM;
h) Organize conferences, seminars, and
workshops to promote IRBM;
i) Establish and maintain a website on hydro-
informatics to support IRBM activities in the
West African sub-region;
j) Develop sustainable funding mechanisms
for the management of RC-IRBM.

The Centre – Vision, Mission and ObjectivesObjectives:
a) Constitute a facilitator and synergetic
structure providing the articulation of the
different scientific and institutional
stakeholders at local, national, regional and
international levels, for the implementation
of the IRBM particularly by facilitating
interactions among and provide support to
River Basin Development Authorities or
Organizations in the West African region;
b) Conduct and promote hydro-informatics,
integrated water resources management and
socio-economic research; and
c) Provide IRBM training and tertiary education
facility for water professionals and
practitioners in the West African region.
Mission:
Promotion of effective and efficient IRBM
in the Member States in the sub-region for
sustainable water resources development,
in collaboration with other UNESCO Water
Centres.
Vision:
To be one of the foremost institutions for
capacity building having responsibility for
training and research activities,
acquisition, archiving and analysis of data
and dissemination of information for
sustainable IRBM.

In order to upscale IWRM and Ecohydrology in Africa in line with
IHP-Phase Eight, Thematic Areas iii and v:
The UNESCO Regional Office, Jakarta in collaboration with the
Regional Centre for Integrated River Basin Management organized
a Workshop, titled: “Inter-Regional Workshop on South-South
Cooperation for Upscaling Integrated Water Resources Management
(IWRM) and Ecohydrology as Tools for Achieving Water Security in
Africa.” and held in Abuja on 24-26 January, 2017.
The Malaysia Funds-in-Trust and the National Water Resources
Institute, Kaduna provided the financial support; and the UNESCO
Regional Office, Abuja facilitated Regional Workshop on Building Resilience to Climate Change Risk ad Vulnerability to Meet Water
Security Challenges 10 to 11July 2017 in the Frangipani Langkawi Resort & Spa, Langkawi, Malaysia

Day 1 – Opening Ceremony and Technical Presentations by Country

Day 2 – Technical Presentations by RRBOs and Water-related Centres;
Syndicate Group Discussions; and Development of Framework and Work
plan as Workshop outcome for future implementation; and
Day 3 – Study visit to Gurara Dam (located in the Gurara Basin)
