The HOME Interim Final Rule eliminated the 5-‐‑year expenditure requirement for FY 2015 and subsequent grants and instead references the National Defense Authorization Act. NDAA requires that US Treasury recapture any funds not disbursed 9 years from the beginning of the federal fiscal year in which the funds were appropriated.
