The challenge faced by the nation as well as every
o r g a n i z a t i o n c o m m i t t e d t o c o n t r i b u t e t o w a r d s
nation al growth is to reach th e global vision to change
the face of the world so as to introduce a system
ent i re ly d i s t inc t f rom tha t which now preva i l s ,
w here th e desire and the m otive for large and m ight y
e m p i r e s a n d g i g a n t i c a r m i e s a n d g r e a tnovices..will die away .where man becomes
one family an d freely exchanges th e fruit s of his labour

Laberal ). In a world domin ated by th e m arket
dynam ics we are trying with sim ilar organizations to
create an alternate econom y and social system that
will place the comm on m an, nay the m arginalized to
th e centre of the global search for a new w orld.
Tsunami has exposed the vulnerability of both our
operational area as well as our focus group. We have
been forced to reorient ou r priorities and rework our
strategies. Th e struggle to advocate for a growt h
process th at is m ore socially inclusive and regionally
balanced has s trengthened our resolve to combat
domineering forces and to renew our comm itm ent t o
voice the concerns of the displaced, dispossessed,
disadvantaged and those with l i t t le access to the
avenues of growth .
This report is the story of the sm all steps we took to
walk with our stakeholders, our humble efforts to
un fold their aspirations and t o pray for th e bright dawnof a new heaven and a new earth wh ere there will be
no m ore pain or tears (Rev 21.4)

anuary 15, 2007 was a crowning m omen t in the forty
seven years of the jour ney of QSSS in th e service of
the people, when Most.Rev.Dr.Stanley Roman the
Bishop of Quilon ushered in the Society to its new
Office complex. Way back in 1960 we began our m arch
from a simple office in the Bishops House till we
m oved to own office in 1980. We did not hesitat e to
transfer our office facilities for the noble cause of
training teachers in 2003. Foundation for the new
Office cum Capacitation Center was laid on 21-5-
2003. Th e new cent re, with a plint h area of 1086 m 2
provides space both for conducive office facilities and
for a capacitation centre and m ore professionalism to
respond to emerging concerns of the people that hasdawned on us.

N o 22 rocks us. Ten Coastal wom en from weaker
econom ic background cam e to form a Self Help
G r o u p u n d e r t h e b a n n e r o f Q S S S i n

facilitated th em t o start a cut piece selling unit.
Mobilising Rs 2000 each they started the unit
with an initial investment of Rs 20,000. They
approached the peoples bank of QSSS for al o a n a n d w e d e l i v e r e d t h e m R s 2 0 , 0 0 0 .
Improvement s in th e sale were noticed and th ey
approached a lead bank in Kol lam and got
Rs.30, 000 as loan. With in on e year they repaid
th e loan from QSSS and lead bank and n ow t hey
are getting Rs 1100 each as profit. Innovative
ideas put by QSSS team helped them to start a
shop in Thirum ullavaram. Wom en are planning
to open a chain of cloth cut piece cum tailoring
shops in neighbouring villages.

received a new im petus on Janu ary 26, wh en a very
un ique Mandir christened as Jagat Jyothi Mandir
was consecrated by the Bishop of Qu ilon Th e Mandir
is designed t o function as a centre for inter religious
dialogue. We are offering the facilities for promoting
d i s c u s s i o n s b y p e o p l e o f v a r i o u s r e l i g i o n s o n
contem porary issues of social relevance and to st rivefor common approach on social transformation.
DIOCESAN PERSPECTIVE PLANLeading the D iocese to a new Phase
QSSS has set in motion a process of PERSPECTIVE
PLANING AND STRATEGY DESIGNING so as to
keep pace with emerging trends in the Development
sector and to respond to the issues of the poor and
marginalised in our time. Caritas India and Kerala
S o c i a l S e r v i c e F o r u m p r o v i d e d t h e n e c e s s a r y
guidelines in this process of meeting the challengesand chalkin g out a new identit y for the organisation.
We have been able to put in place a database about
our reference groups and to compile their concerns.
We resorted to Participat ory tools to identify problem s
and t o fix the objectives.

ANWESHA Federation of SHGs
A sense of coordination has been attained to
the SHGs after the launching of Anwesha. In
the field level the women have got a platform
for deve lopmenta l ac t iv i t i e s . E lec t ion o f
representatives was done in all zones and the
central federation leaders were selected for
smooth running of this Social Accounting and
N etworking Platform .
Self Help Groups
Developing count ies have found in Self Help groups
an easy route to poverty eradica t ion and socia l
transformat ion. Democracy has found n ew u tterance
and developm ent h as been placed in t he han ds of th e
marginal ised .The combined power of the smal l
groups has to be harnessed to be an altern ative to th e
cultu re of hegemon y preached by th e new im perialism
of globalisation.
The grouping of women into Self Help Groups has
been hastened and new ground has been explored in
t h e r e p o r t i n g y e a r . 2 2 , 7 7 6 w o m e n h a v e b e e n
networked into 1,449 Self Help Groups for shared
growt h. Women SHGs have become a force to reckon
with in t he m arch to development

Thejus a sheer m odel of self Help foreconom ic reconstruction
Womenfolk in palakadavu spent m uch of
their time in unproductive purposes till
Q S S S v e n t u r e d i n t o t h e f i e l d . E i g h t
members f rom the loca l i ty formed the
group and they were given t ra in ing in
Mushroom cultivation. Group members
shares that t hey never thought t hey wouldbe able to cultivate a product which is so
deman ded in their locality and could earn
a decent l ive l ihood. Motiva ted by the
trainin g program m e th ey mobilised Rs.17,
0 0 0 i n t e r n a l l y a n d m a d e u s e o f a n
abandoned shed for mu shroom cult ivation.
Twenty five mushroom bags earned them
a profit of Rs. 150 daily. They planned for
door to door selling and distribut ion to near
by shops but surprisingly all th e stock was
sold in no time. The group is planning to
expand the enterprise with facilities likem o r e s p a c i o u s a n d s e m i p e r m a n e n t
building. Mrs. Sulochan a t he group leader
says we need to increase the number of
bags to 100 at a t ime an d will link ou r group
with credit facil i t ies . Thejus group has
inspired other wom en in t he area and th ey
have moved forward for setting up such
units .

CATHOLIC HEALTH ASSOCIATION OF INDIAKeeping the idea of reduction of unemployment in the
coastal areas of Kollam QSSS in association w ith CH AI is
offering training on four trades to 251 peoples from Kollam
and Aleppey.
Institute for Livelihood Education and DevelopmentFindings of the Suraksha project brought to lime light that
drop outs and discont inu ed youth in Kollam are increasing.
In order to create employment opportu nities we sent selecteddrop out s and discontin ued youth to Institu te for livelihood
education and developmen t at Trivandrum . Th is project was
in partnership with Aide et Action.

persons worldwide.
Our partnership began with relief to elder
persons and we have catered the needs of
elders. We moved t o livelihood restoration
and 791 were assisted to set up income
generating projects.
Formation of Elders Self Help Groupsand FederationThe innovative venture for sustainable
development of elders was launched with
th e format ion of Elder Self Help Groups in
twe lve v i l l ages a new in i t i a t ive to
i n c r e a s e t h e s o c i a l , e c o n o m i c a n dpsychological well bein g of th e elderly. We
are proud to present 98 ESHGs th e first of
its kind in Kerala development scenario. A
tota l number of 1185 e lders have jo ined
together for shared growth .
PUNARJANI- The federation of ESHGsElder Self Help Groups Have been federated at
the village level and at the district level .As we
cover two districts we have formed a state level
federation called Kerala PUNARJANI VayojanaSamit hi (Reg. N o Q-444/07).
ECONOMIC SECURITY OF ELDERSSEEDCAPITAL TO ESHGsSeed capital grant to the tune of Rs 14, 65,000 was
disbursed to the graded SHG for s tart ing income

Debacles always followed Mable
A m e l i a n t h r o u g h o u t h e r l i f e .
After t went y five years of m arried
l i f e h e r h u s b a n d c o m m i t t e dsuicide leaving Mable and her four
un m arried daughters and a m entally challenged
son. She however managed to send a l l her
daughters in marriage. By that time Tsunami
washed away her sm all hut and utensils used
for fish ven ding and sh e was in despair. She was
in relief camp and retu rned hom e after th e camp
was closed. Initially she started h er occupation
by taking loan from money lenders but soon
found it as a trap. By this time the elder care
department of QSSS moved to field for the
form ation of Elder Self Help G roups an d she got
fish vending ut ensils and capital grant t hrough
livelihood restoration of HelpAge India and
QSSS. She joined the group and she got seed
money for fish vending also. Savings habit
learned from the group helped her to avoid
m oney lenders and she could have a sound sleep.
At t he age of 67 she is earning for the family of
a widowed daughter, two grand children and a
mentally challenged son.

grains and m edical requirem ents w orth Rs.400 to 121
destitute elders.
Grain BankingWe have set up grain banks in 8 villages with a view
to ensu re sustainability to t he care of destitu te elders.
Concept is to trade with grain and provisions and
pum p th e profit for ensurin g food security of elders.
Capital grant to t he t one of Rs 6,98,197 was transferred
to t he VECC s for conductin g grain banks.
Mobile Medical UnitThe mobile medical unit covers 18 villages. In the
reporting year 6000 elders were catered to through
th is service. 12 Super speciality cam ps were arrangedfor elders. 767 elders benefited from th e cam ps.

M emories of the great disaster l inger but theresponse to t he greatest disaster of our tim e wasapt and stands out as the single largest hum anitarian
intervention of the organisation. In partnership with
int ernat ional aid agencies, QSSS was in th e front line
of RELIEF, REH ABILITATION AN D
RE CONST RUCT ION in Kol lam and Alappuzha
districts.
The reporting year witnessed many a colourful and
consoling functions where houses were handed over
to a tot al num ber of 639 fam ilies .Of th ese 171 fam ilies
from Alappad and 39 families from Sakthikulangara
were relocated. It w as a proud m om ent in deed when
Mr.V.S.Achuthanandan the Hon. Chief Minister of
Kerala handed over h ouses to 300 fam ilies at Alappad.

COMMUNITY MOBILISATION ALONG WITHSHELTER PROGRAMME
Our shelter programme found a new dimension by
introducing comm unity m obilisation as an inherent
com ponent aspects of wh ich are detailed below:

constru cted 12 town ships. Social engineeringwas a k ey aspect of th e hou ses QSSS built after
the Tsunami disas ter . Not only in d isas ter
resettlem ent but also in development induced
resettlement also we have followed the same.
Our social engineering starts wit h the form ation
of Pro jec t Management Commi t tee o f the
beneficiaries in w hich t hey are the m onitoring
agent s of th e construct ion. They dem anded for
open spaces, parks, com m on well, Occupations
and form ation of Self Help Groups. Most of
our beneficiaries are fisher folk and the PMC
dem anded for facilities like Anganwady and w e
were able to build Anganwadys near to the
townships. Self Help Groups are in the full
swing and the income generation programmes
have been triggered off. Th e Post Habitat ion
Maintenance committee the successor of the
PMC looks after the H abitat and m aintains it.
Some townships have been also registered in
th e same form at of Residents association.

School with the support of the C ity of Oelde Germ any,

International. The School founded in 1895 and the
alm a m ater for m any a citizen of the disaster ravaged
village now enjoys all the modern amenities needed
for m odern education. On August 28 th 2006 th e Bishop
of Quilon dedicated the school to Alappad Gram
Panchayath.
DEVIKULANGARA HOUSING PROJECTWith t he support of CRS and th e Govt. of Kerala We
have launched a housing programme for 29 families
in D evikulangara. Project proposes to provide habitat
to fishermen families living in isolated cluster of
islands in Kayamk ulam Lake. Early completion of the
project is awaited.
REHABILITATION HOUSING SCHEME FOREVICTEES FROM GOVT. LAND
Twelve fam ilies evicted from Govt . land for roadwidening in 2004 were settled as a joint venture of
state govt, Kollam C orporation and Q SSS. N ew habit at
at Punt halathazham w as handed over on 6 th October
2006.
KOVILTHOTTAM REHABILITATIONFive families who were displaced in sea erosion in
2003, found new lease of life wh en t hey w ere ushered
into new h ouses on 3 rd Jan 2007
HOUSE MAINTENANCEIn the reporting year 119 families were assisted for
house maintenance.
ERAVIPURAM SEA EROSION-REHABILITATIONPROGRAMMEF a m i l i e s w h o h a d t o s u f f e r t h e b u r d e n o f t h e
catastrophic sea erosion in 2005 will soon move to
the new township. Constructions of the 99 houses
a r e i n t h e f i n a l s t a g e s . H a b i t a t M a n a g e m e n t
committees are in place and close monitoring of theconstru ction of hou ses are going on.
NATURAL RESOURCES MANAGEMENTStream s of w ater in tsun am i ravaged village
RAIN WATER HARVESTING TANKAlappad had always faced shortage of safe drinking
water. We had t he prou d privilege of present ing Rain
Water Harvesting Tanks to 100 families in the very
tsunami ravaged village. On October 6 th 2006 the
bishop of Quilon presented the new facil i ty and
Mr .M.K.Premachandran the min i s t e r fo r wa te r
resources com m issioned the project..

H istory of the world is the story of mans trystwith disasters. Survival of the fittest is toonave a way of depicting the story of disasters and
how humanity has survived the disasters. Tsunami
has revealed to us th e volatile shade of our existence.
As the natural sequence of relief and reconstruction
we ventured into a programme to build resil ient
c o m m u n i t i e s . C o m m u n i t y B a s e d D i s a s t e r
P r e p a r e d n e s s P r o j e c t i s t h e e x p r e s s i o n o f t h e
commitment of QSSS to the coastal community to
effectively manage disaster
Programme envisages that vulnerable communities
in the coastal area of Kerala affected by Tsunami
disaster are self determ ining, self reliant an d resilient
acting in solidarity by th e year 2010
Expected OutcomeThe substantial reduction of disaster losses, in lives
and in the social, economic and environm ental assets
of comm unities and countries.

like fire force, police, coast guard, health dept. etc.
Chickungunya responseAwareness classes were arranged at various centers
along with fogging, medical cam ps. Em phasis was t o
impart education to prevent the spread of disease.
Waste d isposa l programmes were a lso arranged
periodically.
Disaster prone area surveyWe have carried out a survey of the fam ilies living in
disaster prone areas in th e ent ire coastal belt. Findings
of the survey are being published separately.
Earthquake preparednessAlong with high t ide ear thquakes are becoming
common in the reference area. We arranged classes
on preparedness in the wake of earthquake.
Community Mobilisation for bridgesconnecting Alappad with the mainlandQSSS was selected by th e Govt as facilitatin g agency
for comm unity m obilisation for the construction of
two bridges connecting Alappad with the mainland.
Our task includes negotiation with landowners for
purchase of land.
Legal literacy programmeMinim um awareness on right s is essential for citizens
for early redressal of grievances and access to ben efits.
Legal awareness classes were arranged at different
centers.

Child CareWe care for the children
Prath yasha Kutt ik ootam are creating m odels in villages
Keeping in line with our objective of providingc o n d u c i v e a t m o s p h e r e f o r i n t e g r a t e ddevelopment of children, QSSS has ventured into a
novel scheme to cater to integral development of
ch ildren below th ree. We are specially targeting children
of fish vending women who go unattended. Six Kids
Centres called Kids Gardens have been set up as a pilot
project offering a package of child development.
CHILDRENS GROUPS WAY TO FUTUREWe have been able to line up 1683 children in seven
v i l l ages in to 84 g roups ca l l ed PRAT HYASHA
KUTTIKOOTAMS. Provision has been made for
enhancing intellectual formation and to instil life
skills .Facilities for gam es and stress m anagement are
also provided. Efforts are on to form Child Parliamen t.

of abuse to women and children. Globalisation
and m igration have furth er intensified the th reat to
sanity in social life. It is in t his cont ext th at we h ave
set out to make strategic interventions to combat
human trafficking. Vernacular dailies are reporting
of increase in incidence of trafficking in Kollam.
Catholic Relief Services and DOS-Tip is funding for
th is three year project.
In the first phase of the project a Situation Analysis
w a s u n d e r t a k e n i n t h e c o a s t a l b e l t o f K o l l a m
Corporation making use of the tools like:

approached her offering bett er

Lender was successful in brain
washing her grand mother who was ready to
send her wit h h im for bett er schooling. Self Help
Group of QSSS was working near h er house an d
the m embers came to kn ow about t his incident
and after discreet enquiry understood that the
m oney lender would take t he girl to a h ouse in
Trivandru m . Motivated by the Suraksha project
the members identified the motive of money
lender who was a known trafficker in the area
and they acted promptly. They informed the
animator of the Suraksha project and the ward
m ember. Animator along with the m embers of
th e Self Help Group visited h er fam ily briefed
th e grand m oth er of wh at was going to happen.
Grand mother realised the fact, but expressed
her inabili ty to maintain Aswathy with out
incom e. Members of th e group m et and decided
to send th e girl to a convent boarding. Anim ator
o f t h e S u r a k s h a p r o j e c t w i t h t h e h e l p o f n e i g h b o u r s m o v e d t h e g i r l t o a c o n v e n t
boarding. After two months animator visited
the girl and found her in very happy mood.
Aswathy said to the anim ator m y life is safe
now and I en joy schooling here.

Data analysis and interpretations were done in
Statistical Package for Social Sciences.
Th e research report was published in a meetin g by
th e Min ister for Labour an d Excise MR. P.K. Gur u
Dasan on 15 th January 2007.
Findings of the study Human trafficking exists in Kollam.
Gangs involved in trafficking are relatively few. Individual trafficking agents are m ore.
Gu lf traffickers exist in Kollam.
In a particular area children are used as carriers of
Drugs.
Sales girls in t he cit ies are prone to abu ses.
Parental abuses and domestic violence are in the
increase
For i l l ega l l iquor bus ines s women a re be ing
trafficked in som e pockets.
Middle class women in a particular area were
trafficked to make porn films.
Th ere are child abuses & t raffickin g in places near
Go downs, flourm ills, etc. where the att ention of
parents are minimu m .
Another important issue found was some auto
rickshaw drivers and school van drivers abuse
school children.
Th e MSMs trafficking is in th e increase.
There are cases reported of parents channelsing
daughters into sex rackets.
High r isk behaviour people are increas ing in
Kollam.
Vulnerabilities of women which m ay make t hema prey to t raffickers are also high in Kollam.
Cause an d effect of the issues at stake w as identified
and discussions were held with a cross section of
Society to evolve a suitable plan of action. Based on
the research report a vision draft was chalked out.
Our f ive years v is ion ta rge t a ims to reduce the
vulnerabilities and t o com bat t rafficking. Liaisoning
with th e district administrat ion is going on full swing.
L a b o u r d e p a r t m e n t , h e a l t h d e p a r t m e n t , p o l i c e
administration and the Kollam Network of peoples
l iv ing wi th HIV/AIDS are coopera t ing wi th the
project.
Th e second phase of the project m ainly aims t o create
awareness on the issue of trafficking in women and
ch i ld ren . Making use o f the Se l f He lp Groups ,
Kudum bashree, adolescent clubs, mot hers meet ing of
Anganwady, the campaign was initiated. Leaflets,
Brochures, posters and documentaries were made
available to public and the docum entary w as aired in
Local Channels.
Sensitization programme for journalists of Kerala
Union of working journalis t , Kollam chapter was
arranged to rope in the media for a larger campaign
for sanity in civil society.

situational analysis finding, Ending Impunity
for Violence against women and Girls . A rally
was held from t he St. Josephs School Grou nd t o
Mah a Jubilee Audit orium , Jerom e N agar, Kollam .
Thousand of women gathered in the school
ground in t he m orning of 8 th March 2007 for the
rally.Th e public meet ing started at 11.30 am. Bishop
of Quilon, Rt.Rev. Dr.Stanley Roman presided
over the meeting. In his presidential address
Bishop spoke to train our children so that the
new generation w ill always uphold the values of
women.

widow, deserted wom en, fam ily with sick people etc

WATER SHED PROGRAMME{Sustainability th rough Participation, Empowerm ent
and Decentralisation}
This is a research-oriented programme assisted by
Canadian Int ernat ional Developmen t Agency. Project
focuses in creating interest and love in nature so as
to enable a com m unity deeply rooted in environm entfriendly aspirations. Project area is PARICHERRY, a
ward in East Kallada Panchayat. Th rough a variety of
intervent ions the project proposes to contribute t o the
reduction of poverty by ensuring the management of
na tura l resources , increased educat ional s ta tus ,
improved health and improved economic conditions.

when her husband
fell ill and was looking for help. Being a SAFP
sponsored family they slowly came back to
normal life. With SAFP sponsorship and loan
taken from th e local bank she started a coir yarn
u n i t h e r s e l f . E c o n o m i c s t a t u s i m p r o v e d
gradually and she started saving for future. Adecent house was her dream and she approached
the local bank again. Being creditworthy the
bank along with the SAFP housing assistance
helped her to cherish h er dreams. She was able
to give her husband better treatment and his
health st atu s improved a lot and he also started
helping Lalitha in Coir yarn. Lalitha is now
looking forward to get her daughters married.

SUPPORT TO STUDENTS FROM TSUNAMI AREASixty seven students from tsunami affected area
stu dying in Vimala Hridya School Clappana are given
educational assistan ce. Scholarships for professional
courses lik e, N ursin g, P.H.D, Healt h Inspect or, MBBS,
Masters Cou rses, BDS, Dental techn icians and MCA
were given.
LOAN FOR PROFESSIONAL COURSESLoans were made available to 13 General Nursing
students and seven Bsc Nursing students from Lead
Banks in Kollam.

JOY SOWERSProject was started in 1986 by those who wished to
place a smile in the faces of shattered children. We
are continuing our support to 22 children in various
streams like Nursing, Science courses, Computer
trainin g, High school and h igher secondary school.

fishermen groups with the objective of ensuring the
rights of fishermen on the fish produce, enhancing
collective bargaining and cont rol on m arket. Sangam s
acted as a Liaisoning unit for the registration of
f i s h e r m e n w i t h t h e f i s h e r i e s d e p a r t m e n t . T h efederation is giving assistance to fishing nets and
repair of fishing boats.

COMMUNITY DRINKING WATER PROJECTA c o m m u n i t y d r i n k i n g w a t e r p r o j e c t w a s
commissioned at Kanjiramcodu 3 rd October 2007.
Project provides safe drink ing wat er to 47 families.
