Issue: Valid LSR received with correct telephone number, but

transposed or additional numbers are ported that do not appear on the LSR.

Impact: Qwest has disconnected a different number than the CLEC. Qwest has not set triggers for the additional numbers ported,

end user service is effected. Qwest continues to bill the additional numbers until notified

of duplicate billing.
