Government Postgraduate College Mandian stands for academic excellence and
sustained highest professional standards. The college, catering to more than a
thousand students, is an alma mater which all the alumni look back to with fond
memories.
It is my proud privilege to head this prestigious institute. The faculty,
administrative and support staff strive hard to ensure a conducive learning
environment. We take pride in the fact that Govt. Postgraduate College Mandian is
widely known for providing quality education by equipping our students with life
skills, confidence and a positive approach towards life. Our teachers are committed
and dedicated towards the development of the institution by imparting knowledge
and playing the role of a facilitator as well as acting as a role-model for our
students. The members of the non-teaching staff are highly dedicated too with total
commitment towards achieving our mission and goal.
The progress of an institute depends mainly on the performance of students in
academics, sports and cultural activities along with maintaining high moral values
and ethics. Our students are doing excellently well in these areas.
This college offers a variety of market oriented undergraduate courses taught by
well qualified and dedicated teachers who take the utmost care to instill not just the
knowledge but also the appropriate attitude and skills in the students to make their
education holistic and relevant to the globalized context.
The college council, an advisory and decision making body, comprises eminent
educationists, representatives of parents, ex-students of the college and other
government officials from various departments. Government of Khyber

2. VISION, MISSION AND GOALS
VISION To be a forward-looking center for quality education where all the stakeholders
have open opportunities of discourse and wisdom. To equip the students‟ community
with a range of practices to identify, create, and distribute knowledge and skills in
their chosen stream thereby infusing emotional investment in the shape of values. To
shape the learners into future leaders and entrepreneurs in diverse fields and above all
into good human beings.
MISSION
We do our best every day to achieve the vision by building up learning
environment in the college that promotes personal and intellectual exploration to turn
out skilled, patriotic and empowered students who can meet the universal standards.
Our mission is to contribute to the global community through promotion of teaching,
learning and knowledge. we promote individual‟s contribution to the social, political,
economic and cultural development of the society, provide up-to-date technology and
facilities of global standard and constantly improve the standard of teaching through
innovative and effective teaching methodology.
GOALS AND VALUES
Our vision and mission are visualized in our learning strategies, supportive
environment, access to the digital library and modern computer and ICT technologies,
students‟ access to rules regarding admission and financial support, counseling in the
selection of academic discipline and career. The existence of sound financial position,
use of available resources for the development of academic environment, availability
of best infrastructure and collegial harmony among the college community further
contribute to the attainment of our goals.

3. BRIEF HISTORY OF THE COLLEGE
Abbottabad, one of the most beautiful cities of Pakistan, is named after its founder
Maj. James Abbott, who gifted with Wordsworthian love of nature, picked this site

for the headquarters of the district Hazara in 1853. Besides its scenic beauty and
healthy environment, the city is currently known for its numerous highly reputed
educational institutions, as „the city of schools and colleges'. The city now extends
from Salhad, in the south, to Abbottabad Public School in the north, over a distance
of about 12 kilometers. The old city is in close proximity to the southern outskirts, i.e.
Salhad.
Mandian, which was once an ordinary peripheral area of Abbottabad, has quickly
developed into the hub of the city with its rapid expansion northward. It is now an
educational complex of more than a dozen reputed educational institutions. The
sprawling, spacious and splendid campus of the Govt. Postgraduate College Mandian
Abbottabad is situated in almost the centre of this complex.
The college was started in 1990 in a rented building at Kakul road to provide
educational facilities to the students of district Abbottabad. Next year, in 1991, it was
shifted to and housed in its present campus. Since then, it has been progressing by
leaps and bounds. In 1999 it achieved the coveted status of a postgraduate college
with the establishment of a postgraduate department of Computer Science. The
college has the honour of being the first college of the province to offer M.Sc.
Computer Science in the year 2000, followed by the launch of BS (4 Years) semester
system of co-education in the year 2002. To promote and facilitate computer science
education, the college has three state of the art computer laboratories.
The latest achievement of the college is the establishment of 4-Year BS programs
of modern computational and life sciences. The college has a unique honour of being
the first college of the country to start BS Bio-Informatics and the first college of the
province offering BS Information Technology in addition to BS Computer Science.
To promote knowledge of the life sciences, the college enjoys the privilege of being
the first college of the district in which the BS Zoology was started in 2011. Efforts
to establish state of the art laboratories for Bioinformatics and Zoology with the help
of the provincial government are at the advanced stage. The government is providing
unprecedented funds and equipment to realize this objective. It is hoped that the
college will uphold its tradition of introducing modern disciplines in future as well.
The college also introduced two new departments, BS Microbiology and
Sociology, in 2013 for the first time at the college level. The college administration is
making every effort to make the college a seat of learning in the field of modern
computational and life sciences.

In 2017 five new departments were started, BS Physics, BS Chemistry,
BS Mathematics, BS English and BS Urdu.
To achieve this goal, strict vigilance is exercised to ensure peaceful and
uninterrupted educational and personality grooming environment in the
college campus. The college provides facilities for indoor and outdoor games
and regularly participates in sports and cultural event organized by the Board
of Intermediate and Secondary Education (B.I.S.E) Abbottabad, Hazara
University Mansehra and Abbottabad University of Science & Technology
Abbottabad.
4. PROGRESS AND ACHIEVEMENTS
Since last couple of years this college has been in the spotlight for its academic
activities.
1. Offering some of the modern and demanding disciplines in its BS Program.
2. In the process to equip the lab in these disciplines, like Microbiology and
Biotechnology, while digital computer lab has already started functioning in
Bioinformatics department.
3. Seminar library has some modern books while installation of digital/e-library is
completed and is available from the previous session for students.
4. Computers labs are already equipped with modern systems.
5. Higher Education Commission of Pakistan (H.E.C) placed this college in “W”
Category with second position in the province after quality evaluation inspection
by its team in 2013.
6. Twenty nine BS students of the college won laptops on merit basis.

B) BS PROGRAM
The BS Program is being implemented under semester system of education. It is
an international level degree Program of 16 Years of education, recognized by the Higher
Education Commission of Pakistan (HEC). It is being implemented as per academic
calendar of the Abbottabad University of Science & Technology. The admission,
examination and promotion in the BS Program are made under the relevant rules of
AUST University.

equivalent qualification may apply.

7. ADMINISTRATION
To manage the college efficiently, various administrative bodies have been
constituted. The overall administrative setup of the college is reflected in figure 1 (Page#
11).
The administrative bodies of the college are described as under;
I) College Council
This is the supreme administrative body of the college. It is constituted of senior
faculty members and other office, department heads and some private members including
parents of students under the chairmanship of the Principal. It meets as and when required for deliberations on the wide variety of issues including all administrative,
disciplinary and academic matters. Its decisions are final and binding. The secretary of
the council is responsible for its proceedings.
II) Review Committee Self-assessment plays a vital role in the development of any organization. It steers the organization to accomplish its objectives efficiently. Review committee constituted for this purpose meets twice during the session to review progress of the college and suggest improvements to keep the college on the right track to achieve its prime objectives of imparting education and grooming personalities of students. Reports of the committee are submitted to all stake holders regularly.
III) Proctorial Board
The Proctorial Board is responsible for the overall discipline of the college. All faculty members of the college are members of the Proctorial Board in general but to cater to special day-to-day requirements a few faculty members have been designated as staff proctors under the supervision of the chief proctor, who is also from senior faculty. Proctorial board has to perform all duties regarding enforcement of discipline in the college. Few duties of the board are mentioned as under:
1. Ensure academic and social decorum to maintain sanctity of the class rooms and the college.
2. Enforce observance of uniform among the students. 3. Ensure homogeneity of students by checking and preventing outsiders to
enter into college. 4. Discourage students to get involved in unwanted political and irrelevant
social activities. 5. Ensure moral and social grooming of students on sound footing.

IV) Admission Committees
Admission to the college in various disciplines is a regular and time bound feature, having prime importance for all the stake holders. To address this feature a group of committees is constituted, each for every discipline of Intermediate and B.S Degree Programs. These include the following committees.

The committees are fully independent and responsible for their mandates. The committees are responsible for the whole process of admission from advertisement, application submission, scrutiny, preparation and displaying of the merit lists. The committee grants provisional admission in accordance with the current admission policy of Provincial Government. Decision of the committee is final.

V) Scholarships/Fee Concession Committee
This committee headed by a senior faculty member is constituted to extend financial help to the needy and deserving students. It decides and recommends cases regarding financial help, Student Welfare Funds, Brother Fee Concession, and Teacher Son‟s Fee Concession, Govt. Employee‟s Son Fee Concession and other financial help and various scholarships. A general rule regarding financial help and scholarships is that no student is entitled to claim more than one financial facility.
8. TUTORIAL GROUPS
To groom personalities of students and help them carry out day to day requirements in the college the organization of tutorial groups is created. The senior most faculty member designated as Chief Tutor heads the tutorial groups. He allocates the students to different faculty members designated as tutors. Tutors are responsible for all students in his group. Every tutorial group meets once a week as per convenience of the group for discussion on any topic ranging from intellectual to social and political matters. All sorts of applications of the student must route to the administration through the tutor and Chief Tutor. Chief tutor can consider leave application and grant leave up to three days. For longer leaves application duly supported with required documents is forwarded to the Principal for consideration.
9. EXAMINATION OFFICE
To help carry out timely, promptly and well organized all internal and external
evaluations; an office of the Controller of Examinations has been established in the
college. The office is responsible for conduct of all home examinations (Internal
Assessments & Evaluations) and all examinations by the BISE Abbottabad and the
Hazara University (External Assessments & Evaluations). The office processes
applications of regular college students, from registration in the examination body to the
delivery of DMCs, Provisional Certificates and Degrees. The office is also responsible
for creation and maintenance of all required data.
10. SPORTS
It is a well-known proverb that only healthy body has a healthy mind. To keep
students healthy and physically fit a sports committee under leadership of the lecturer of
Physical Education is established in the college. The committee is responsible for
provision of all facilities for smooth conduct of daily indoor and outdoor sport activities
and holding of annual sports events in the college. It also ensures that college will

participate in all sports events organized by the BISE Abbottabad and the AUST
University so that competent sportsman could get chance to perform on national and
international level and bring honors for the nation. To encourage students to participate
in the sports, financial help in form of financial aid and sports scholarships are extended
to competent players.
11. STUDENTS SOCIETIES/WELFARE BODIES
To spark and polish the creative attributes in the potentialities of student‟s
different societies in the college are established. The societies organize and coordinate all
related activities periodically. These bodies have their own structure headed by a staff
member. Some of them are:
1- Society for the Promotion of Literature ,Art and Culture (SPLAC)
2- Voice of Intermediate Students (VOIS)
3- Society for Social Awareness
4- Science Club
12. HOSTEL Presently no Hostel accommodation is available.
13. MOSQUE
The college has a beautiful building for the mosque. The Imam Sahib leads five
obligatory prayers daily. In addition, the Jumma (Friday) prayer is also offered in the mosque. In Ramazan-ul-Mubarak, Namaz-e-Tarahveeh is also offered in the mosque. The mosque is well ventilated with facilities for ablution.
14. COLLEGE CENTRAL LIBRARY/SEMINAR LIBRARY
The college central library is located in the Academic Block, with a reading hall
for the students and a reading room for the staff. The library is equipped with an adequate
collection of useful books on variety of the titles. The Intermediate/ Degree students can
borrow two books each for a fortnight. This duration can be extended by getting the
books re-issued, if not already requisitioned by some other student in the meantime.
Additional facility of seminar library is provided in the BS Block for BS students which
is equipped with most of the text books.
The library also provides a good number of newspapers both English and Urdu, to the
staff and students for use in their respective reading rooms.

15. COLLEGE MAGAZINE
To provide an opportunity to cultivate and express creativity in students, faculty and staff a magazine titled “SADBERG” is annually published by the college since 2000-
2001. Students are encouraged to write and their written manuscripts are approved after
refinement by the faculty to create and groom the young writers.
16. ADMISSION
Admission to the college is conducted strictly in accordance with the rules and regulations, framed by the Provincial Higher Education Department, BISE Abbottabad
and Abbottabad University of Science and Technology, Abbottabad. Admission forms to
the candidates will be made available just after the declaration of results by the
Board/University. The College Admission Committee will announce the last date for the submission of the application forms in each case.
GENERAL ADMISSION RULES AND REGULATIONS
1) Admission process starts on the date announced by the admission committee and
continues according to the schedule of BISE Abbottabad/Abbottabad University of
Science and Technology at the relevant levels.
2) In case of availability of online admission facility for a particular level of studies,
candidates shall apply online and hard copies of their application forms along with
require documents shall be submitted to the college.
3) The application form duly filled by the candidates shall be supported by attested
photocopies of the following documents:
a. SSC Certificate for admission at any level of studies
b. Detailed Marks/Provisional Certificate of the last Examination passed.
c. Character Certificate issued by the learning institution last attended: Where the candidate has passed the last examination in private capacity such certificate shall
be signed by a gazetted officer.
d. Domicile Certificate.

e. Self/Father‟s CNIC/Form B.
f. Four latest Passport size colored photographs.
g. Quota eligibility certificate in case a candidate applies for a specified quota
notified by the Government, e.g. Sports, Disabled, or Higher Education
Employees of Khyber Pakhtunkhwa Government (college subsector) quotas etc.
h. Migration Certificate for candidates having passed their examination from other
than BISE Abbottabad/Abbottabad University of Science and Technology,
Abbottabad.
i. Affidavit as per specimen.
Note: Migration certificate-(h) and affidavit in light of Supreme Court
decision for refraining from politics-(i) will be obtained from the candidates at the
time when their admission is confirmed.
4) Applications which are not registered within due date, whether online or manually,
shall not be considered for admission.
5) The Principal may keep 10% of the total number of seats in each faculty for 15 days
for meritorious students who may not turn up for admission within the prescribed
time for admission due to unavoidable circumstances. The minimum marks declaring
a candidate as meritorious will be determined by the concerned committee of the
college.
6) If a student applies for admission one or more years late (maximum up to three
years) then he/she shall produce an affidavit to the effect that he/she has not been
admitted to any college/institution previously and he/she is availing the opportunity
for admission for the first time.
7) Students passing in supplementary examination are not eligible for admission in the
academic year in which he/she has passed the examination.
8) Students who fail in any class or did not appear in the examination or discontinued
their studies are not allowed readmission in the same or lower class.
9) Students failed in one or more subjects are not allowed to take admission in Part-I/
1st semester of Intermediate, Degree, Postgraduate or BS classes.

10) Student placed in “E” grade in SSC examination are not allowed admission in 1st
year in any faculty / group. Candidates who obtain less than 45% marks in the last
examination passed are not allowed admission to 3rd
year / Degree Part-I or BS 1st
semester.
11) General conditions as well as conditions specific to particular faculty/group or
subject for admission to the intermediate, Degree or BS level are those set by the
concerned Education Board or University for the relevant level, faculty or subject.
12) No regular admission in any class is allowed to a candidate who has already
passed equivalent examination in another faculty / group or subject.
13) Candidates who fail to confirm their seat by depositing the required fee within the
specified period shown on any merit list shall lose their right of admission and
his/her seat will be allotted to the next candidate in order of merit. However, if such
candidate(S) turns for admission at a later stage and vacant seats are available then
such candidates may be giver opportunity before offering admission to next
candidate(s) having lower stage in the merit list.
14) A.
For Intermediate Part-I/1st year admissions are awarded on the basis of the
following allocations:
i. Seventy Eight percent (78%) of the total number of seats are reserved for
local candidates of the area in which the college is situated.
A candidate is defined local to a college if he/she:
a. Is domiciled of District Abbottabad.
b. Is child/spouse of an employee of the federal or provincial
government serving in the district of Abbottabad.
c. Has passed the last examination from a feeding school/college of the
area situated in district Abbottabad.
ii. 10% seats are reserved for candidates of areas other than district
Abbottabad provided that they have obtained A or A1 or A
+ Grade in the
last examination passed.
iii. Five percent (5%) seats at each level are reserved for the children of the
employees of the Higher Education Department Khyber Pakhtunkhwa
(College subsector) on provincial basis.
iv. Two percent (2%) seats are reserved for disable candidates on provincial
basis.
v. Five percent (5%) seats are reserved at each level for sports quota on
provincial basis. These seats are reserved only for the games which are
available and offered by the college.
vi. Seats falling vacant under any quota will be allocated to quota for local

candidates.
B.
i. In case of admission to the BS classes, 50% of admissions shall be made
on the basis of open merit while 50% shall be reserved for local
candidates of the area as defined under 14: A (I) (a, b, c) above.
ii. Seats falling vacant under one quota as defined under 14: B (i) shall be
allocated to the other quota.
C.
One seat in each faculty over and above the allocated total seats is reserved
for Afghan refugees. However, such candidates shall submit their applications
through proper channel.
15) Twenty extra marks are awarded to Hafiz-e-Quran. Such candidates shall not only
support their claim by the relevant certificate but they shall also have to pass the
recitation test conducted by the relevant admission committee.
16) Five marks per year are deducted from the obtained marks of a candidate who has
passed the last examination in the previous year(s). Such procedure is limited for the
candidates who failed to get admission during the previous three consecutive years
only.
17) Merit list of sports quota for the game(s) the facility for which is available in the
college will be prepared on the basis of performance of candidates in the sports,
which will be measured as below:

that they will actively participate in the college sports team, failing which
their admission shall stand cancelled.
17. UPPER AGE LIMIT
i. Male Candidates:
a. The upper age limit for male candidates for admission to various
levels/classes, except sports quota, shall be as under and shall be counted
with respect to the closing date for receipt of applications for admission to
the concerned level or faculty.
a) 1st year 19 years
b) BS 1st Semester 22 years
b. For admission on sports quota maximum age shall be considered one year
less than the age limits shown above.
ii. Female Candidates:
There is no age limit for female candidates for admission to any level/class
except under sports quota, which is as under:
a. 1st year 18 years
b. BS 1st semester 21 years
18. AGE RELAXATION
a. Overage candidates (except under sports quota) can apply for relaxation in
the upper age limits for up to three years by giving cogent reasons for
availing such relaxation. Applications for age relaxation must be submitted
before the closing date of submission of application forms, whether online
or manual.
b. The provisional admission shall stand cancelled if the relaxation in upper
age limit is not granted by the competent authority within 30 days of
making such a request.
19. CANCELLATION OF ADMISSION Admission in the college shall stand cancelled under the following
circumstances:
I. If any information given by the student in his Admission Form is found to be
incorrect at any stage.
II. If a student fails to attend the classes within 10 days of the start of the session.
III. If a student is found to be professional agitator, or has been struck off from any
educational institution on disciplinary grounds.

IV. If a students is practically involved in Politics.
V. If a student admitted on sports basis either does not submit an undertaking that
he/she will actively participate in the college sports team, or does not participate
in the sports activities of the college.
VI. On the request of the student provided the request is made within a specified time
period notified by the admission committee.
20. STRUCK OFF ON ACCOUNT OF ABSENTEEISM A student who remains absent for more than six consecutive days without
approved leave shall be struck off the college rolls without any notice.
21. RE-ADMISSION A student whose admission is cancelled or whose name is struck off on the
basis of long absence can apply for re-admission to the Principal within 15 days
of the issue of such notification. The Principal may allow his re-admission on
payment of re-admission fee/Admission Fee and any other outstanding dues.
22. CHANG OF SUBJECT
Chang of faculty is not allowed. However, change of subject is allowed
subject to the following conditions:
I. The student must apply for change of subject within 21 days of the start of
the classes at each level of studies.
II. Change of subject is allowed only within a faculty or group of subjects.
23. MIGRATION Migration to or from the college may be allowed by the Principals of both the
colleges subject to the conditions:
i. That the applicant is seeking migration from a college situated beyond 16
kilometers of this college.
ii. Marks obtained by the candidates in the last examination passed are not
less than the minimum marks obtained by a regular student of that class.
iii. Marks obtained by the candidates in the last examination passed are not
less than the minimum marks obtained by a regular student of that class.
iv. The migration is within the prescribed time period of BISE Abbottabad/
University of Science & Technology Abbottabad.

D. INSTRUCTIONS REGARDING COLLEGE DUES
i. All dues must be paid in advance by the students seeking admission to the
Part-I of their respective courses.
ii. 2nd

commencement of their classes.
iii. Roll Numbers of board/University examinations are issued only when a

student clears his dues and has the required number of attendance at his
credit.
iv. BISE Registration Fee and Sports Fee is payable by 1st year Students only.
v. University Registration Fee, Social Work Fee and Sports Fee, if any, is
payable only by 1st semester students only.
vi. Students studying Computer Science at any level shall also pay the
computer Stationary charges in every year/Semester of their studies.
vii. Security should be claimed within one month of the termination of the
public Examination, otherwise it will be forfeited in favour of the
government.
25. FEE CONCESSION AND SCHOLARSHIPS i. Deserving students within the ambit of 10% of the total strength are given fee
concession.
ii. Deserving and meritorious students are also granted financial assistance/prizes
from Pupils‟ Fund.
iii. Besides these, scholarships like MORA, Fauji Foundation and FATA etc. are also
floated from different agencies.
iv. Only one financial assistance is to be availed at one time.
v. Any of the above privileges is withheld in case a student is short of the required
attendances, remain willfully absent from the class-tests or internal
examinations or shows poor result.
26. UNIFORM All students, including students of FA/F.Sc, B.S and M.Sc. will strictly observe
student uniform during the regular classes, home and external examinations and

Note: The college administration reserves the rights to prevent any student
dressed in improper uniform from entering into the college premises. College
Uniform is obligatory for all students. Clothing should be of normal stitching and no
designer dress is allowed.
27. MINIMUM REQUIRED CLASS ATTENDANCE At least 75% attendance of the delivered lectures is compulsory for a student in
theory and practical classes in each subject. Students failing short of 75% attendance
in any subject shall not be allowed to take the annual public examination of the
Board/University.
28. IDENTITY CARDS The college identity card is issued to all students within fifteen days of their
admission. It is binding upon every student to obtain the college identity card and
display it on their chest during the college hours. In case of loss or spoilage, a
duplicate identity card is issued on payment of a fine of Rs. 50/-.
29. SOCIAL WORK Some work of social welfare for at least three weeks during two academic years
is must for the degree students. Social work may include cleanliness and
beautification of an area, look-after the play grounds and lawns or some other
assignments of social interest inside/outside the college premises.
30. CODE OF CONDUCT It is binding upon every student of the college to follow the following rules and
regulations:
i. Every student is bound to observe the religious obligations and to show tolerance
for other religions, beliefs, customs and traditions. Promoting communal, regional
and religious disharmony among students or college staff is strictly prohibited;
ii. Every student has to be loyal to the ideology of Pakistan and is not allowed to
commit any actions which may damage the honour and integrity of the
motherland;
iii. Every student has to demonstrate tolerance, patience, and politeness in his dealing
with teachers and fellow students;
iv. Every student should respect the college teachers and college administration and

abide by the rules and regulations introduced from time to time. Any form of
harassment of any student or other employee of the college or visitor is strictly
prohibited;
v. Every student should pledge to keep his mind and body clean and must
demonstrate good manners and should develop the spirit to help and serve his
fellow students;
vi. Every student must receive his education keenly and participate in sports and co-
curricular activities with honesty and sincerity;
vii. Every student must take care of the public and college property and persuade
others to do so;
viii. Every student, for any personal concern, has to directly contact the concerned In
charge. Improper interference in the academic, administrative, sporting, social or
other activities is strictly prohibited;
ix. Every student shall regularly observe the college and class timing and shall
ensure his/her regular presence in the classes such that his/her attendance shall
not fall short of the required attendances of the public examining body.
x. Every student shall regularly take class tests and home examinations;
xi. Every student must come to the college in the college prescribed uniform;
xii. Every student must provide correct information to the college administration,
whenever required.
xiii. Every student must observe all the rules regulations related to class-room,
common room, library, lawns and playgrounds;
xiv. Every student must abstain himself from using unfair means in the class tests,
home examination and public examination;
xv. Smoking, consuming or possessing alcoholic drinks or other intoxicants,
gambling, possessing or using any weapons in the college premises and
unauthorized audio/video recording/photography is strictly prohibited;
xvi. Every student shall pay all the college, board, or university dues well in time;
xvii. Taking part in politics and wearing of any badge or cap of political
parties/federations within the college premises is strictly prohibited.
xviii. Display of any sort of poster/banner in the college building or boundary wall is
not allowed;
xix. No student shall facilitate unauthorized entry of any person into the campus or
unauthorized occupation of any portion of college premises, including hostels
either himself or by any person;
xx. Female students are not allowed to use or keep cellular phones except allowed by
the college administration under special circumstances.
xxi. Every student shall observe the cultural and social norms of the society;

xxii. Parents/guardians of the regular students and ex-students can visit the college
after 11:00 A.M. for any official work.
In order to ensure the code of conduct and discipline, the chief Proctor, and the
staff proctor may extend the range of duties of the Proctorial monitors to check
indiscipline and indecency among the students even outside the college premises.
31. ACCOUNTABLE IRREGULARITIES Students are required to observe and maintain a reasonable standard of conduct.
Any act of misconduct committed by a student inside or outside the campus shall
mean the violation of the college discipline resulting in penalties of different
intensities including expulsion, rustication or striking off the college roll.
Committing any or more of the following will be considered as misconduct and
violation of the college discipline:
i. Disruption of or improper interference with, the academic, administrative,
sporting, social or other activities of the college including any attempt to prevent
any staff member, student or visitor of the college from carrying on his or her
work;
ii. violent, indecent, disorderly, threatening , defamatory or offensive behaviour or
language and use of abusive and derogatory slogans or intimidatory language
whilst on college premises or elsewhere;
iii. Any form of harassment of any student or other employee of the college or visitor
to the college whether in person, in writing, by e-mail, via the internet or
otherwise, whilst on college premises or whilst engaged in any college activity;
iv. Fraud, deceit, deception, dishonesty or forgery, tampering with or misuse of the
college documents or records, identification cards, etc.;
v. Furnishing false certificate or false information to any office under the control
and jurisdiction or the college;
vi. Action which causes or is likely to cause injury or impair safety on college
premises;
vii. Misuse or unauthorized use of college premises or items of property or damage
to, or defacement of college or associated property or the property of other
member of the college community caused intentionally or recklessly or by
negligence, and misappropriation of such property;
viii. Engaging in any attempt at wrongful confinement of teacher, offices, employees
and students of the college or camping inside;
ix. Breach of the provisions of the policies, codes, Rules and Regulations of the
college;
x. Smoking consuming or possessing alcoholic drinks, dangerous drugs or other

intoxicants in the college premises;
xi. Indulging in acts of gambling in the college premises;
xii. Possessing or using any weapons such as knives, laties, iron chains, iron rods,
sticks, explosives and fire arms of any kind in the college premises;
xiii. Unauthorized audio/video recording/Photography of a learning or other activity;
xiv. An act of ragging which includes the action of teasing, playing a practical joke
upon someone, display of noisy, disorderly conduct, teasing by rough or rude
treatment or handling, including such activities which cases or likely to cause
annoyance, undue hardship, physical or psychological harm or raising
apprehension or fear in a fresher or asking the students to do any act or perform
something which cause him/her shame or embarrassment or danger to his/her life;
xv. Conduct which constitutes a criminal offence ( including conviction for an
offence) where that conduct: (a) took place on college premises, or (b) affected or
concerned other members of the college community, or (c) damaged the good
name of the college, or (d) itself constitutes misconduct within the terms of this
Code;
xvi. Any act of moral turpitude;
xvii. Failure to disclose name and /or other relevant details to an officer or employee of
the college in circumstances when it is reasonable to require that such information
be given;
xviii. Failure to comply with a previously-imposed warning under this Code or any
other Policies, Codes, Rules and Regulation of the college;
xix. The deliberate false activation of a fire alarm or fire extinguisher;
xx. Unauthorized occupation of hostel, rooms or unauthorized acquisition or use of
college furniture in one‟s hostel room or elsewhere;
xxi. Causing or colluding in the unauthorized entry of any person into the campus or
in the unauthorized occupation of any portion of college premises, including
hostels by any person;
xxii. Arousing communal, caste or regional feelings or creating disharmony among
students or college staff;
xxiii. Tearing of pages, defacing ,burning and destroying of books of the college
library;
xxiv. Any offence under the law;
xxv. Using or committing an attempt for using unfair means in class test and home
examination;
xxvi. Pasting of poster or distributing pamphlets, handbills etc. of an objectionable
nature or writing on walls and disfiguring buildings;
xxvii. Disobeying teachers or college administration;

xxviii. Neglects his/her academic work or other assignments and without any reason
absents himself/herself from the class;
xxix. Does not clear his/her dues in time;
xxx. Indulges in politics;
xxxi. Any other act which may be considered by the Principal or the college Discipline
Committee to be an act of violation of discipline;
32. OFFICERS AUTHORIZED TO TAKE DISCIPLINARY ACTION
The following persons are authorized to take disciplinary action by way of
imposing penalties as specified under the heading “Range of Penalties.”
i. The Chief Proctor
ii. Disciplinary Committee
iii. Principal of the College
iv. College Council
Any penalty enumerated under the heading „Range of Penalties‟ may be imposed
by the Principal or Chief Proctor of the college upon the recommendation of a
Teacher, Head of the Department, Librarian, Imam e Masjid, Hostel Warden,
College Controller of Examinations, In charge Sports, Head of any College Society,
Discipline Committee and College Council.
33. RANGE OF PENALTIES
The following penalties may, for act of indiscipline or misconduct or for
sufficient reasons, be imposed on a student, namely:
i. Written warning and information to guardian
ii. Fine from Rs. 100 to Rs. 5000
iii. Suspension from the Class/Department/College/ Hostel/Mess/Library or availing
of any other facility.
iv. Suspension or cancellation of scholarships, fellowship or any financial assistance
from any source or recommendation to the effect to the sanction agency.
v. Recovery of pecuniary loss caused to college Property.
vi. Debarring from participation in sports, debates, different societies, academic or
refreshing tours and other such activities.
vii. Disqualifying from holding any representative position in the Class/ College/
Hostel/ Mess/ Sports/ Clubs and similar other bodies.
viii. Hostel shift and between Morning and Evening shifts.
ix. Expulsion from the College/ Department/ Faculty/ Hostel/ Mess/ Library/ Club

for a specified period.
x. Debarring from and examination.
xi. Issue of Migration Certificate.
xii. Issuance of Character Certificate with adverse remarks.
xiii. Prohibition of further admission or re-admission.
xiv. Striking off the college rolls for the current academic year/ Session or for any
extended period.
34. SUSPENSION OF STUDENTSHIP Any student against whom a charge of misconduct has been initiated may be
suspended from the college by the Principal which shall continue till the final
decision of the competent authority. A review of disciplinary action/ actions initiated
against a student would lie with the office issuing the orders, within seven days, and
appeal would lie against the orders of the authorities mentioned in these Rules to the
College Council.
35. AMENDMENT AND ANNULMENT OF RULES The Principal in consultation with the College Council is competent to amend the
rules or regulations, except those related to admission policy, in the interest of the
institution.
36. BAN ON POLITICAL ACTIVITIES
In the light of the Supreme Court verdict which reads as under: “Students‟
indulgence in political activities in the college shall be strictly prohibited”. “We,
therefore, hereby direct that at the time of admission to an educational institution the
student and his parent/ guardian shall give an undertaking that the student shall not
indulge in politics failing which he shall not be allowed admission. And if after the
admission, he violates such undertaking i.e. “indulges himself in Politics” he shall be
expelled from the institution without any further notice. All the educational institutions
shall henceforth seek and obtain similar undertaking in respect of all existing enrolled
students.
It is explained that the finding with regard to “indulgence in politics” given by the
Head of the Institute under his seal and signature shall be final and shall not be
questioned except only before the Supreme Court”.
The specimen of undertaking given on the following page has to be filled and
signed by student and his father/guardian on judicial paper and attested by competent

authority to be produced at the time of interview/admission.
Unless a candidate is granted admission to the college, there is no need of
producing the undertaking along with the Admission Form. It should be produced at
the time of Interview/ Admission.
