    Vacancynoticeissued: 19March2014Deadlineforapplications: Open________________________________________________________________________BACKGROUNDINFORMATIONONTHEPROGRAMME/CONTEXTTheCouncilofEuropeCentreofExpertisecurrentlyimplementsdozensofprojectsinabout20Europeancountries.Theprojectsprovide legalexpertise,policyadviceand support to theprocessof local selfgovernmentreform,includingthepreparationoftheadministrativeterritorialreform,and,ontheotherhand,organisescapacitybuildingforlocalauthorities.TheaimofthecurrentcallistoestablishapoolofexpertswhocouldactasCouncilofEuropeconsultantsandhelp implementCoEassistanceprojectsundertheguidanceoftheCoECentreofExpertiseonLocalGovernmentReform,DirectorateGeneralofDemocracy.DESCRIPTIONOFTASKSANDQUALIFICATIONSTheexpertswillbeengaged inprovidingexpertise,guidanceandassistance to the implementationofseparate componentsof theprojectsworking in tight cooperationwith theCoE Secretariatand localexperts.Theywillbeexpected to travel to thecountriesofproject implementation,makeevaluationsandanalysis,draftreportsandrecommendationsregardingseparatecomponentsof theproject,draftandimplementcapacitybuildingtoolkits.Keyqualifications:

    University degree in law, public administration, sociology, political science, economics or publicfinance,preferablywithfocusonlocalandregionalgovernment.

    Minimumof7yearsofprofessionalexperienceattheinternationaland/ornationallevelinthefieldoflocalgovernanceorlegalconsultancy.

    Knowledgeandexperienceincapacitybuildingforlocalauthorities Knowledgeof the relevant international standards in the field, and inparticular those setby the

    CouncilofEurope. FamiliarityandexperiencewiththeCoEtoolkitsforlocalauthorities Knowledgeofthe legislation, localgovernanceandpublicadministrationsystemsofthecountryof

    projectimplementation. Provenabilitytoworkininternational,multiculturalenvironments. Analytical,researchandreportingskills. ExcellentEnglishlanguageskills. Goodcommunicationskills.Specificrequirements:TheexpertsshouldbeabletohelpimplementtheCoEcapacitybuildingtoolswhichareavailableonthiswebsite: http://www.coe.int/t/dgap/localdemocracy/WCD/Toolkits_en.asp and/or provide legal andpolicy advice on such subjects as local government reform, intermunicipal cooperation, territorialreform,fiscaldecentralisation,etc.Specifically,themosturgentlyneededexpertiseincludesthefollowing:

    1. PMP(PerformanceManagementProgramme)Component:12PerformanceManagementexpertswillbeneededinordertoworkcloselywiththeMalteseandNorwegian counterparts tohelp theMaltesemunicipalitiesdevelop thePM indicators locallyandnationally, provide training and individual coaching to the municipalities, and contribute to thepreparationoffinalreports.ThefirstPMPmeetingisscheduledforJuly2014inMalta.AnotherPMPexpertmightbeneededforaprojectinUkraine.

    Qualifications: good knowledge of the Norwegian Performance Networks, UK or Dutch PMsystems, andof theCoEPMPTool;ability tobuildnetworks;knowledgeof relevant issuesoflocal government in Malta/Ukraine, ability to participate in the selection of the pilotmunicipalities,goodwritingandcoachingskills.

    2. LAP(LeadershipAcademyProgramme)ComponentTheLeadershipAcademywillneed23internationaltrainerstotrainlocalauthoritiesinMalta(andpossiblyCroatia andUkraine), aswell as local trainers. The LAP trainerswillbe required tohelpadaptandfinalisethetrainingmaterialfortheMalteseLAPandtoparticipateinToTand2rounds(6sessions,3dayseachpluspreparationandreporting)ofLAPstartingfromtheendof2014untilthebeginningof2016.

    Qualifications:previoustrainingorteachingexperience,knowledgeofthe leadershipand localgovernment issues,familiaritywiththeCoELAPToolkit;abilitytoworkwithtoplevel localandcentralauthorities.

    3. ELoGE(EuropeanLabelforGovernanceExcellence)Component

    Thiscomponentwillneedseveral internationalexpertswhowillbeable toassist inselection, trainingandorganisationofmeetings forparticipatingauthorities, toprovide individualcoaching,and tohelporganisetheselfassessmentprocess,aswellasparticipateintheverificationmissionsandselectionoftheELoGEcandidates.Thecomponentwillbelaunchedattheendof2015inMalta,butthepreparationworkwillstartin2014.ELoGEinUkraineandothercountriesisalsoplanned.

    Qualifications: good knowledge of the 12 principles of Good Governance at Local Level;familiaritywiththeCoEStrategyforInnovationandGoodGovernance,knowledgeoftheELoGEprocedureandbenchmark,excellentknowledgeof localgovernance issues,ability toorganiseandconductevaluationsandassessments,preparewrittenreports.Ashorttraining/preparationmeetingcanbeorganisedbytheCoE.

    4. TNAandNTSComponents:TheexpertsonTrainingNeedsAnalysisandNationalTrainingStrategywillbeneededinordertoworkinseveralcountries.ThesetoolsarebasedonaveryspecificCoEmethodology,sopriortrainingmightbeorganised.The taskswill includepreparationof theTNAandNTS;qualitative interviews (focusgroupsandindividualindepthinterviews),etc.

    Qualifications:skillsrelatedtofieldimplementationofsocialresearch,especiallyprojectsrelatedtopublicadministration;experienceinpreparationoftheresearchreportsandpresentationofthereportfinings to relevant beneficiaries; excellent communication skills, general knowledge of the localadministration issuesandrelevant legislation issues,experience inconductingofqualitative interviewsanddraftingfieldreports.

    5. IMC(InterMunicipalCooperation):AconsultantisneededforanewprojectinCyprus,andpossiblyinothercountries.Thetaskswillincludeimplementationof the IMC toolkit,practicalassistanceon thedevelopmentofconcrete IMCprojects,andlegaladviceonthedevelopmentofnewIMClegislation

    Qualifications:excellentknowledgeofandpreviousexperience in intermunicipalcooperation,knowledgeofbothpracticalandlegalaspects.TheCandidateshouldbeabletotraveltoCyprusinMay2014,havesomepriorknowledgeofthelocalgovernmentsysteminCyprus.

    6. CitytoCityDiplomacy:

    Theexpertsareneededtodevelopand laterhelp implementtheToolkitandprepareaReportonthesubjectfortheCoE.Thepreparationofthetoolisbasedonaconcretepilotcooperationproject(ZadarDundee),whichwillbeusedasacasestudy.

    Qualifications: excellent writing skills, knowledge of capacitybuilding and of CoE tools,knowledgeoftwinning,crossborderandintermunicipal/interterritorialcooperationissues.
