Call for Expression of Interest for the positions of long‐ and short‐term international experts Positions: Council of Europe experts on capacity‐building and legal assistance in the area of local democracy. Exact number of working days/experts will be determined according to projects’ needs in the course of 2014‐2015 Vacancy notice issued: 19 March 2014 Deadline for applications: Open ________________________________________________________________________ BACKGROUND INFORMATION ON THE PROGRAMME/CONTEXT The Council of Europe Centre of Expertise currently implements dozens of projects in about 20 European countries. The projects provide legal expertise, policy advice and support to the process of local self‐ government reform, including the preparation of the administrative‐territorial reform, and, on the other hand, organises capacity‐building for local authorities. The aim of the current call is to establish a pool of experts who could act as Council of Europe consultants and help implement CoE assistance projects under the guidance of the CoE Centre of Expertise on Local Government Reform, Directorate General of Democracy. DESCRIPTION OF TASKS AND QUALIFICATIONS The experts will be engaged in providing expertise, guidance and assistance to the implementation of separate components of the projects working in tight cooperation with the CoE Secretariat and local experts. They will be expected to travel to the countries of project implementation, make evaluations and analysis, draft reports and recommendations regarding separate components of the project, draft and implement capacity‐building toolkits. University degree in law, public administration, sociology, political science, economics or publicfinance,preferablywithfocusonlocalandregionalgovernment.
Minimumof7yearsofprofessionalexperienceattheinternationaland/ornationallevelinthefieldoflocalgovernanceorlegalconsultancy.
Knowledgeandexperienceincapacitybuildingforlocalauthorities Knowledgeof the relevant international standards in the field, and inparticular those setby the
CouncilofEurope. FamiliarityandexperiencewiththeCoEtoolkitsforlocalauthorities Knowledgeofthe legislation, localgovernanceandpublicadministrationsystemsofthecountryof
projectimplementation. Provenabilitytoworkininternational,multiculturalenvironments. Analytical,researchandreportingskills. ExcellentEnglishlanguageskills. 1. PMP(PerformanceManagementProgramme)Component:12PerformanceManagementexpertswillbeneededinordertoworkcloselywiththeMalteseandNorwegian counterparts tohelp theMaltesemunicipalitiesdevelop thePM indicators locallyandnationally, provide training and individual coaching to the municipalities, and contribute to thepreparationoffinalreports.ThefirstPMPmeetingisscheduledforJuly2014inMalta.AnotherPMPexpertmightbeneededforaprojectinUkraine.
Qualifications: good knowledge of the Norwegian Performance Networks, UK or Dutch PMsystems, andof theCoEPMPTool;ability tobuildnetworks;knowledgeof relevant issuesoflocal government in Malta/Ukraine, ability to participate in the selection of the pilotmunicipalities,goodwritingandcoachingskills.
2. LAP(LeadershipAcademyProgramme)ComponentTheLeadershipAcademywillneed23internationaltrainerstotrainlocalauthoritiesinMalta(andpossiblyCroatia andUkraine), aswell as local trainers. The LAP trainerswillbe required tohelpadaptandfinalisethetrainingmaterialfortheMalteseLAPandtoparticipateinToTand2rounds(6sessions,3dayseachpluspreparationandreporting)ofLAPstartingfromtheendof2014untilthebeginningof2016.
Qualifications:previoustrainingorteachingexperience,knowledgeofthe leadershipand localgovernment issues,familiaritywiththeCoELAPToolkit;abilitytoworkwithtoplevel localandcentralauthorities.

3. ELoGE(EuropeanLabelforGovernanceExcellence)Component
Thiscomponentwillneedseveral internationalexpertswhowillbeable toassist inselection, trainingandorganisationofmeetings forparticipatingauthorities, toprovide individualcoaching,and tohelporganisetheselfassessmentprocess,aswellasparticipateintheverificationmissionsandselectionoftheELoGEcandidates.Thecomponentwillbelaunchedattheendof2015inMalta,butthepreparationworkwillstartin2014.ELoGEinUkraineandothercountriesisalsoplanned.
Qualifications: good knowledge of the 12 principles of Good Governance at Local Level;familiaritywiththeCoEStrategyforInnovationandGoodGovernance,knowledgeoftheELoGEprocedureandbenchmark,excellentknowledgeof localgovernance issues,ability toorganiseandconductevaluationsandassessments,preparewrittenreports.Ashorttraining/preparationmeetingcanbeorganisedbytheCoE.
4. TNAandNTSComponents:TheexpertsonTrainingNeedsAnalysisandNationalTrainingStrategywillbeneededinordertoworkinseveralcountries.ThesetoolsarebasedonaveryspecificCoEmethodology,sopriortrainingmightbeorganised.The taskswill includepreparationof theTNAandNTS;qualitative interviews (focusgroupsandindividualindepthinterviews),etc.
Qualifications:skillsrelatedtofieldimplementationofsocialresearch,especiallyprojectsrelatedtopublicadministration;experienceinpreparationoftheresearchreportsandpresentationofthereportfinings to relevant beneficiaries; excellent communication skills, general knowledge of the localadministration issuesandrelevant legislation issues,experience inconductingofqualitative interviewsanddraftingfieldreports.
5. IMC(InterMunicipalCooperation):AconsultantisneededforanewprojectinCyprus,andpossiblyinothercountries.Thetaskswillincludeimplementationof the IMC toolkit,practicalassistanceon thedevelopmentofconcrete IMCprojects,andlegaladviceonthedevelopmentofnewIMClegislation
Qualifications:excellentknowledgeofandpreviousexperience in intermunicipalcooperation,knowledgeofbothpracticalandlegalaspects.TheCandidateshouldbeabletotraveltoCyprusinMay2014,havesomepriorknowledgeofthelocalgovernmentsysteminCyprus.
6. CitytoCityDiplomacy:
Theexpertsareneededtodevelopand laterhelp implementtheToolkitandprepareaReportonthesubjectfortheCoE.Thepreparationofthetoolisbasedonaconcretepilotcooperationproject(ZadarDundee),whichwillbeusedasacasestudy.
Qualifications: excellent writing skills, knowledge of capacitybuilding and of CoE tools,knowledgeoftwinning,crossborderandintermunicipal/interterritorialcooperationissues.
