• Bicycle and Pedestrian Facilities• Bicycle and Pedestrian Education (K-8)• Conversion of Abandoned Railway Corridors to Trails• Construction of Turnouts, Overlooks, and Viewing Areas• Outdoor Advertising Management• Historic Preservation and Rehab of Historic Transportation Facilities• Vegetation Management• Archaeological Activities• Stormwater Management• Wildlife Mortality Mitigation

•Municipalities•Counties•Schools, School Districts and Colleges•Transit Agencies•Natural Resource and Public Land Agencies•Tribal Governments•Other Governmental entities overseeing transportation or rec trails

• Municipal Authorities• Rec Trail Authorities• Urban Redevelopment Authorities

Funding

• Federal Cost Share Programo 80 % Federal/20% State or Localo PennDOT funds only the construction phase

• Available Funding and Authorityo At least $9 million available statewideo Up to $16 million in Large MPO areas

Large MPO Areas and Funding

TAP Project Selection Criteria• Statewide or regional significance of project• Integration of land use and transportation decision making • Collaboration with stakeholders• Safety always and maybe safety only (10)• Readiness for implementation (10)• Leverage of other projects or funding• Consistency• Reasonableness of cost• Teachability• Success Factor• Environmental Justice/Entitlement Communities

Focus Areas

• Safety• Project addresses documented bicycle or pedestrian

safety need• Incorporates appropriate countermeasures

• Project Delivery• Sponsors should demonstrate ability to delivery

project in two years. • Consultant/Sponsor knows PennDOT process• No major ROW, Utility, Environmental, or Public

support issues

Working with Local PennDOT Districts and Planning Partners

• Strongly encourage sponsors to engage with their MPO/RPOs and Districts to review of potential applications.

Project Budget and Scope

• Project Budgeto $50,000 project minimum for construction projects

o $1,000,000 project maximum

• Project Scopeo Clearly define project limits

o Identify any ROW, Environmental, Utility considerations

o Fit the project into its surrounds (context) and applicable planning documents

• Applications due January 8, 2016 at 4:00 PM

• January 2016• 8th - Project Applications Due• 15th - Project Scoring, Ranking and Review Begins

• April 2016• 15th – All Project Scoring, Ranking and Review Due
