10middleschools,and9highschools.Theywere

chosenbasedontheirrecentacademicresults:

HighschoolsneededtohaveanaverageACT

compositescoreofatleast16.5between2009

and2011.TheACTisacollegeadmissionstest

thatall11thgradersinMichigantake.Thestate

averagewas19.2from2009to2011.

Elementaryandmiddleschoolshadtomeetor

exceedthestateaveragesinreadingandmath

between2008and2010orbetween2009and

2011.ThesescoreswerebasedontheMichigan

EducationalAssessmentProgram(MEAP)tests,

whichstudentsingrades3–8takeeveryyear.

Between2009and2011,thestateaveragein

readingwas66%meetingstandardsin5thgrade

and58%in8thgrade;theaverageinmathwas

39%in5thgradeand30%in8thgrade.

Allschoolsinsidecitylimitswereeligible.Schools

outsidethecitywereeligibleifatleast30%oftheir

studentsarefromDetroit.

Weunderstandthatparentslookformorethan

readingandmathtestscoreswhenchoosingthe
