A water supply project implementing

Surface Water Augmentation (SWA)

Treating 15 MGD of wastewater

● Padre Dam

● City of El Cajon

● County of San Diego

Producing 11.5 MGD of advanced

treated water for SWA at Lake

Jennings

● Supply to R. M. Levy WTP

Package #1 Components

New 11.5 MGD AWP Facility

MF, RO, Brine Minimization, UV/AOP, Free Chlorination, Post Treatment Stabilization, Product Water Pump Station, and Visitor Center, Administration Building, and Education Center

New Solids Handling

Thickeners, digesters, dewatering, solids load out facility, and provisions for future energy recovery

New 16 MGD WRF

Headworks, odor control, primary clarifiers, EQ basin, bioreactors, secondary clarifiers, tertiary filters, chlorine contact basin, electrical buildings, and O&M Building

Phase 3: Transitional O&M Services

● Two-year period including extended facility commissioning and transitional O&M activities

Approach to Package #1 O&M is currently under

consideration by the JPA

Current vision is for transitional O&M from the DB entity to

the JPA over a period of 2 years

● During Phase 1, JPA and Design Builder will procure transitional O&M

services

This is impacted by the JPA’s consideration of alternatives

for long-term operations
