1Is an extension to the August 2nd RFP due date possible?
We would like to propose a 2 week extension.Yes, NYPA will provide a two-week extension.
2Is NYPA planning to select more than one
Contractor/EMIS Vendor?NYPA may select more than one vendor for this RFP.
3Will NYPA accept submissions for firms that wish to offer
only Construction & Integration services?
To be considered, vendors must provide services listed under Primary Services
section: A. Construction and Integration and B. Central Data Warehousing.
Preference will be given to firms able to provide all services listed in the RFP.
4Is there a scoring rubrik available to understand the
selection criteria?
NYPA is seeking responses from qualified vendors that have extensive deep
submetering installation experience within large portfolios or chain accounts
and institutional buildings. At a minimum, the vendor’s response shall
demonstrate the following:
1. The vendor has completed successful installs in at least 50 buildings,
2. The vendor has performed the prior work within the last three years.
General evaluation criteria includes:
Vendors should demonstrate deep domain expertise in big data architecture,
data warehousing and database management practices to collect, organize,
transmit, validate, and store high quality sub-meter and sensor data.
Vendors are to complete and submit the "Vendor Response Matrix" ,
Addendum 1, Excel Spreadsheet, which summarizes a large amount of
information to be submitted by vendor.
The Authority will evaluate the proposals based on the above criteria, plus
pricing and cost-effectiveness, and completeness of submittals.

Regarding 2.4 EMIS Software Platform Requirements;
are these requirements to fall under the primary
services or as part of the two optional services?
The EMIS functionality falls under optional service, as the customer or NYPA
may select a different vendor from metering to provide such service on select
sites. However, if the vendor is proposing EMIS services, they must demonstrate
various functionality to be considered as a qualified EMIS platform service
offering. As indicated in the RFP, NYPA intends to provide a single vendor
solution for as many sites as possible.

Since teaming or partnering is encouraged to provide a
more comprehensive offering could the Authority share
the complete list of interested parties and contact
information so that teaming can be more easily
facilitated?
NYPA has provided a list of all the companies that have downloaded the bid.
Along with the Q&A.
7 Is a building list containing the 100 facilities available?
See the RFP, Section 1.3 Types of Customers. The expected facility types are
based on the NY State agencies. There is not a list of specific identified facilities.
The actual facilities will be based upon customer decision to proceed.
8 Will there be a bidders conference? NYPA will not have a bidders conference prior to bid submittal due date.

Will NYPA be selecting one sole source contractor
through this procurement or a pool of contractors? If a
pool, would assignment of the projects be based on
strength of experience within geographies, business
sector, or technology?
NYPA may select multiple vendors for this RFP. Comprehensiveness of services,
technological capabilities of hardware and software, geographic coverage and
expertise in providing data driven energy management services to specific
building types will be key factors for selection and subsequent project
assignments.
10Will NYPA be conducting in person interviews to verify
actual system performance?
NYPA may invite finalist for interviews and demonstrations of systems at NYPA
locations or conduct them via virtual meetings and webinars. NYPA anticipates
these interviews will be completed by early September.

The specification and implementation of these systems
by nature can have varying degrees of customization.
Will projects ultimately be priced individually on a case
by case basis?
An expectation of standardization for central systems for data collection,
storage and analytics. Individual installation projects will be unique and prices
will be based on specific situations.

Can you confirm that construction costs are expected to
be bid out to installation contractors following
development of metering plan and system design?
Yes, vendors are responsible for procuring the construction portion of the
installation in adherence with NYPA procurement practices. Required to submit
pricing for system installation at each facility prior to installation.

In the RFP it states that “All meter data to be structure
and securely sent periodically to NYPA’s cloud as part of
data aggregation management” – is this strictly for
backup purposes? If the vendor has a secure cloud
hosted solution is that sufficient on its own?
No; back up to NYPA cloud is required in all cases.
14If desired, can vendors bid to only one geographic
region?
Yes, vendors can propose specific regions. Preference will be given to firms that
can provide services to all geographic regions.

Section 5.6 Billing Rates for Various personnel
classifications: Should proposers include a separate
chart for subcontractors?
No. Subcontractor prices do not have to be submitted. Sample project pricing
submittal will include Subcontractor costs.
16Should subcontractors provide reference contact
information or full case study description?
No, we do not require information on subcontractors at this point, for submittal
to RFP.

Please describe procedure for connection to the internet
at sample facility. Is contractor responsible for
contacting/paying/managing internet provider? What
role should facility IT team play?
In the sample facility, provide pricing in two ways: 1. access the existing local
network and internet service, which is provided, managed and paid by the site.
and 2. Set up a cellular network, which is provided, managed and paid by the
Vendor.

Is it acceptable to provide NYPA with several options for
electric and BTU meters to choose from as part of pricing
in addendum 1? A single make/model may not be the
best fit for each individual application.

project to the ~100-125 buildings? Providing a minimum
number of units purchased will give proposers leverage
to obtain the best pricing from equipment vendors.

Please describe the composition of NY State's project
management team for a sample building. Will NYPA be
facilitating the project with their customer? Will
proposer be working with NYS Office Building manager
directly?
Vendor will be coordinating with NYPA project management team and facility
staff.
22What will client facilities provide to project team?

The client facilities team is expected to provide the support necessary to
complete the project.
23 IS a performance bond required for this project?
Performance bond is not required for submittal for response to this RFP. A
performance bond may be required only for the largest, individual installation
projects.
24If a performance bond is required, what is the dollar

25Will NYPA or NYPA's customer facilitate shutdowns for
electric meter installation?Yes.
26If shut downs are available, can we assume that this can

In the RFQ there is a “Pricing Schedule”, found
immediately after the RFP technical requirements. Does
this form need to be filled out in additional to the spread
sheet template?
Yes. Vendors are to complete and submit two forms: 1. The summary
pricing in pages 102 - 106 of the PDF. 2. the "Vendor Response Matrix" ,
Addendum 1, an Excel Spreadsheet, which summarizes a large amount of
information to be submitted by vendor.
31Should proposers fill out pages 102 - 106 of the RFP in
addition to submitting Addendum 1 Excel Spreadsheet?
Yes, Vendors are to fill out summary pricing in pages 102 - 106 of the PDF.
Vendors are to follow guidance on page 96 of the PDF -Section 6, Attachment A.
Line number 10 to 13 provides details on various pricing related submissions.
Use these stand alone sections to show details.

For Advisory Services Pricing, it does not appear the
NYPA pricing spread sheet includes all of the services
requested in paragraphs 2.5.1 through 2.5.7. Are we to
add additional lines to the spread sheet to include these
services?
Advisory Services Pricing is to be submitted on RFP Form on Page 102-106 of
the PDF. See Page 105, item 00004 for Advisory Services.

Regarding the pricing that the Vendors submit on the
Form on Page 102-106 of the PDF: Would these prices
need to be honored by Vendors even though no actual
building has been provided to allow a site visit and a true
project scope review.
Pricing of an installation is based on the representative project; this pricing will
be used for vendor evaluation and for future budgetary project pricing.

Is contractor held to unit cost pricing for line items
shown in sample building for all 100 facilities? Is there a
procedure for contractor to increase the price for
extenuating circumstances. Extenuating circumstances
may be facility requirements above NYPA's scope,
custom installation requirements etc.
The representative project pricing will be used for vendor evaluation and for
future budgetary project pricing. Flexibility is available on a case by case basis.
35Can you confirm that the representative project pricing
is for indicative purposes?
Yes, the representative project pricing will be used for vendor evaluation and
for future budgetary project pricing.
36For Electrical Meter installation pricing, can we assume
voltage will be 480 or below?
Yes, for purpose of pricing of the sample facility, select large loads like Chillers
may be connected to higher voltage. NYPA anticipates bulk of the meters will be
under 600V.
37Do we include conduit, fittings, supports, and
terminations in electrical wiring price? Yes.

Regarding "System Requirements" Item #59: Is this a
separate interface than the API described in 58? Is this a
different data store than the data warehouse described
in 54?
Items #54 and #59 refers to data pushed from vendors cloud or sites to central
database. Item#58 refers to API to extract data from the central cloud to
support third party applications. Vendor will be responsible for #54 and #59 for
each and every site they install equipment. The API will be developed to
support a common interface to the central cloud. NYPA will develop this API
collaboratively with input from all vendors.

Regarding "System Requirements" Item #71: Is a soft
x509 certificate acceptable for M2M two factor
authentication? If not, please elaborate on what is
expected regarding M2M two-factor authentication.
NYPA will accept any industry standard certification.

Regarding data transmission and 2 way communication;
will it be the bid winner's responsibility to harden these
access points on the client LAN or will full network
isolation be expected?
Customer's preference and costs will be factor to determine the most ideal
solution for each site.

Regarding the mentions of "Unconditional" hardware
warranty; is this inclusive of vandalism, theft, and/or
Acts of Nature.
No, warranty does not include vandalism, theft, and/or Acts of Nature.

Regarding 3rd party integrations; are native vendor costs
to be assumed under this proposal or are these to be
paid by the end user/NYPA?
Third party integrations are not part of the Vendor's cost estimates or
consideration unless it includes services of subcontractors as defined within this
RFP. NYPA anticipates 3rd parties to extract data from the central cloud or at
site for future expansion of functionality which will be paid by end user / NYPA.

Can a bidder respond as part of a joint bid with a partner
in which that bid provides all of the services outlined in
the RFP and also submit a standalone bid for specific
services (i.e., software, analytics, etc.)?
NYPA expects bid that will cover all of the services requested. The company
submitting the bid can have partners provide individual aspects of the services
within their bid. Although they would be responsible for managing and
delivering all aspects.
44Will vendor be allowed to submit an RFP in collaboration
with vendor's business partner?Yes.

45 Who is the best contact to ask subsequent questions?
The due date for submission of questions was 7/12/16. Any subsequent
questions are to be submitted to robert.malcolm@nypa.gov. If NYPA decides to
answer subsequent questions they will be issued via a bid addendum to all.

The metering technology which we would apply is
designed for Granular metering applications. As such it is
designed to allow a single meter to monitor 36 circuits
with true smart metering capabilities. As we apply this to
the example buildings can we combine circuits to
leverage this granular metering capability. (i.e. combine
metering of assets in the chiller plant such as pumps and
chillers)? This is how we would apply this technology
once actual building surveys are completed.
NYPA supports granular metering technologies and multimeter applications.
The proposed example would be acceptable as long as energy values of the
individual assets are also tracked. So energy use by chiller, pumps must be
made available at 1-minute time step.

Section 2.4.1 of Addendum 1 states - The EMIS shall
have dashboards that have configurable default values
for display. Can you provide clarification. Is this the
range display, the minimum value shown or the
intended to point to another value?
The display functionality of default values are typically to provide the range and
relational scales for several common measured points. Example - a temperature
sensor should have built in set points that reflect typical occupied and
unoccupied values. A meter connected to a motor should display the range of
energy values based on hp rating of the motor.

Section 2.4.11 line 162 states - The vendor’s system shall
provide audit reports related to sensitive data elements.
Can you provide clarification on what is typically
considered "sensitive data elements"?
NYPA will be developing data governance procedures collaboratively will all
selected vendors. Users and their profiles, customer identifiable information,
site IT networks, IP addresses etc. are typically considered as sensitive data
elements.
