MEMORANDUMDATE: June29,2015TO: NSHEBoardofRegents FROM: DanielJ.Klaich,ChancellorCOPY: RE: ReviewJournalArticle AnarticleappearedinyesterdaysRJ.Despitehavingallofthefacts,thereporterprovidednocontextforherstory.Ibelievethatcontextisimportant.DuringthecourseoftheSB391hearings,Dr.AimsMcGuinnessoftheNationalCenterforHigherEducationManagementSystems(NCHEMS)appearedandtestifiedbeforethecommitteetwice.Dr.McGuinnessisanationallyrecognizedexpertoncommunitycollegegovernancesohisappearancebeforethecommitteewashardlysurprising.DuringhistestimonyDr.McGuinnesshadtheopportunitytohearastatementmadebyproponentsofsplittingthecommunitycollegesfromtheNSHEthat,thecommunitycollegesweresimplynotmeetingtheneedsofthelocalbusinesscommunity.Theimplicationwasthatlocalgovernancewouldresolvethatissue.NCHEMSwasthendoingsomeearlyworkwithBurningGlass,atechnologythatyouareawareofasaresultofourpartnershipwithDETRtolicenseanddeploythetechnologyinNevada.Amongitscapabilities,theBurningGlasstechnologyhastheabilitytodetermineifworkforceneedsarebeingmet.IdiscussedwithNCHEMSiftheywouldbeabletodeterminefromhardavailabledataifworkforceneedswereactuallybeingmetasthestatementbythosewhosaidtheywerenot,wasneveraccompaniedbyanycorroboratingexamples.Theysaidtheycould.IaskedthemtopreparethatreportfortheClarkCountyarea,whichwastheonlyareawherewehadheardthiscomplaint.Theydid.Itindicatedthatinfactthestatementwasnotcorrect.Acopyofthereportisattached.AstheycompletedtheirworktheyindicatedtomethattheyhadsomeperceptionsabouttheoperationsatCSNthattheyhadpickedupinconnectionwiththeirworkforceinterviews.TheyaskedifIwouldlikethemtosummarizethoseperceptions.Iaskedthemtodoso.

AttheendofMaytheyprovidedmewiththedraftreport(thesamereportdraftreferredtoinyesterdaysarticles).Thetimingofthedeliveryisimportant,asbythattimethecommitteehadvirtuallyfinisheditswork. ThedraftreporthadanumberoffactualerrorsthatIdiscussedwithmycabinetandNCHEMS.Therearecommentsinthereportedemails,whichareunfortunateparticularlywithnocontext.However,theyreflectthekindofbluntdiscussionandcommentthatIencouragemystafftoalwaysgivemewhenconsideringimportantissues.Moreimportantly,thereportdidnotfocusontheoperationsofCSN,whichwasmyrequest.ImadealloftheseissuesknowntoNCHEMS.Asaresulttheypreparedandsubmittedarevisedfinalreport.Thatreportisattached.Pleasereadit.Ratherthanquashanything,thisisareportthatweusedasaroadmapforimplementingasystemwithinasystemforourcommunitycolleges.Iftherearequestionsaboutthereportanditsrecommendations,IwouldwelcomeadiscussionofthereportattheCommunityCollegeCommitteeorthefullBoard.Inadditiontothisreport,NCHEMSdeliveredareportmorefocusedonoperationalissuesatCSNtoDr.Richardsandme.Dr.Richardsprovidedfeedback,andthereporthasservedasthebasisfordiscussionsbetweenusonimprovingoperationsatCSN.ThefinalreportandDr.Richardsresponseisattached.Insum,thereportwasneverquashed.Itwasprepared,deliveredandusedforexactlythepurposeforwhichitwasrequested.
